Motion made and seconded. No discussion. Both sets of minutes approved. Consent Agenda: Henry recapped procedures for consent agenda. Motion to approve all reports not pulled. Motion seconded. Consent agenda approved and noted below. NEW BUSINESS Darcey presented articles for coaches and LSC regarding Dept. of Labor rule changes due to take place on Dec. 1 st. Texas is one of 26 states sueing federal government over these changes. New administration may be a factor in rule change coming to fruition. Everyone was urged to look at the ruling and understand it as it pertains to classification of employees. Compliance goes back to job descriptions. It will be different for each club. Referenced.pdf by Pat Hogan and various news feeds with information. A new Gulf Records Coordinator is needed. Rick Kehlenbach is stepping down from this position but continuing as NTV coordinator.

Henry Clark nominated Mike Nordmann for this position and asked for BOD approval of his nomination. Appointment was approved. Paige Sikkema presented a report about the Mighty Mega LSC Conference in Colorado Springs. She and Tim Bauer attended as Gulf LSC representatives. Paige thanked the BOD for allowing her to attend she said conference had lots of good information. Talks included how to be a good leader and what do we want our LSC to be known for? Indiana Sports Coordinator presented on how to get LSCs to buy into being a team and develop cohesiveness among clubs. Six major topics regarding swim meets were explored including officials perks/volunteers, competitions for all swimmers, supply and demand for meets and LSC sanctioning, facility access and costs. Take away was that the Gulf does a lot for our swimmers that other LSCs haven t figured out how to do. Tim pointed out that if a club hosting a meet fills, other clubs are given a 72 hour window to create the same meet with no additional charges or fines. This bending of rules allows all swimmers to have a meet competition. Both would have liked more solution based discussions and more information on BOD dynamics. Suggestion to add Gulf Mission statement to all agendas and use vision statement Swimming for All as a guide in decision making for the LSC. OLD BUSINESS All were reminded to turn in budget worksheets for 2017. If not received by Dec. 15 th, amounts will be populated with actual from 2016. Age group workshop and officials workshops need to be included in budget. Rey asked to send out athlete reimbursement information to coaches to get info back for budget presentation at January House meeting. Laura Davis presented LSC Select Camp budget with two options: #1 at the OTC May 5 th -7 th. Referenced her report. Swimmers would have to be 12 on dates attending which may affect several of the qualified 11 yr old swimmers. Option #2 would be the same weekend here in Houston. Budgets were presented for both options. Focus on closing out the camp for 2016 qualifiers. Motion was made for Gulf Select Camp 5-7 days in the summer once school is out and have camp at the OTC. Motion seconded. Discussion centered on time away from home team during LC season. Athlete rep noted this is a great opportunity but would be best for swimmers once school is out or after champs meets completed. This would also bring opportunities for club coaches to attend funded by individual clubs. Motion called to question. Camp dates TBA with option #2 at Rice if OTC not available once dates selected. Motion approved. Suggestion to put highest amounts from plan #1 and #2 for budgetary purposes. Committee was thanked for their work on this issue. Retreat reminder for BOD with Jane Grosser. This is vital for development of a quad plan for the LSC via strategic planning.

Retreat from 2-8pm on 11/19/16.. No report. No report. No report. No report Tim presented final NACC recap and discussed report. Biggest loss of revenue was Mexico pulling out of the meet. Meal tents/tables and hospitality remaining expense overages. Actual budget shows a learning curve. Nothing was misappropriated. Unforeseen costs could not be planned for. Historically, there have also been Zones trips that have gone over budget by this amount. Approved via consent agenda.. Approved via consent agenda. Not present. Darcey gave report on list of teams registered. Annette also generated list of teams that need to finish registration including 17 clubs who have not turned in registrations. Swimmers from these clubs begin to swim unattached in January. Question raised as to how this cuts into Gulf sanctioned meets? Swimmers have to be registered with a team to enter Gulf meets. Motion made to raise fine for late registration from $100 to $500 if paperwork not turned in by Oct. 15 th. Motion seconded. Friendly amendment to charge clubs every month they are late by $100. Discussion is initial fine of $500 too high? Clarification that clubs aren t fined if registration is incomplete or incorrect, only if not received. There was also discussion on moving date for registration to November 1 st. Friendly amendments to charge $500 on Oct. 15 th and another $100 on Nov. 1 st failed. Motion fails. Motion made to fine clubs $150 on October 15 th and an additional $150 each month on 15 th if registration not turned in on time. A friendly amendment made to make initial fine $300 and each additional fine $150 per month. Amendment passes. Motion to approve with amendment seconded. Motion passes.

NON-ATHLETE REGISTRATION Eddie Adams No report. OFFICIALS CHAIR Andrea Walin TECHNICAL PLANNING Beau Caldwell Not present. Report is synopsis of past two technical planning meetings. It was voted to add a developmental meet series for LC. We will need sites for April/May and June meets. Motion to call developmental series of meets the Sprint series for LC 2017. Motion seconded. No discussion. Motion passed. Cut off times for these meets listed in report. Open meets for LC will have 3 events per day. Mixed events scored separately will be added, swimming combined genders. Reason for mixed events is fuller heats and better competition. Rule of lane between boy and girl overruled and will be up to discretion of meet referee. Issue addressed at meet past weekend with ref overruling idea of mixed gender heats. Scoring will be adjusted at Open meets with all 10 & Unders being scored together. Facility fees will be updated. Time standard cut off for Developmental meets is 2 BB times. For LSC meets, qualifying times BB for 12 & Under for 200s and above and up/down rule. This puts swimmers in shorter events at open meets. Awards ages will be broken out at Developmental meets but not Open meets. Motion to approve developmental meets, open meets and time standards of both meet series for LC 2017. Motion seconded. Discussion as to choice of meet to attend if swimmer qualifies for both. Answer is at coach s discretion. Suggestion for swimmers to have 4 events at open meets since LC season so short. Beau answered that timelines currently project 4 hour sessions with 3 events per swimmer. Agreed that timelines of champs meets need to be closely monitored. Concern that BB times for 12 & Under in 200s of all strokes takes swimmers out of competing in these event/distances. Also takes out IMX opportunities for 200 IM and 400 FR scores for some. Pointed out that TPC worked very hard on these recommendations and this debate should have happened at committee meetings. Motion to support TPC recommendations called to question. Vote via show of hands 9 for / 6 against. Motion passes. Calendar date change for Open Water Carnival set for April 30 th. Note to change meet name on format page. RICE Open Water Carnival is invitational. No need to vote on date change. Referencing June Open meet if date is moved, meet host would be available. Motion made to change meet date to June 16 th -18 th. Motion seconded. No discussion. Motion approved.

SAFE SPORT COORDINATOR Travis Sandifer No report. PAST GENERAL CHAIR Herb Schwab ATHLETE REPRESENTATIVE Logan Shiller Not present. No report. COACHES REPRESENTATIVE Rey Aguilar Paige presented update on Gulf Coaches Clinic. Location will be Galveston for this spring. Currently working on budget. Clinic will be at Holiday Inn Resort on beach April 7 th 9 th. Cost is $179 per night. Offering reimbursement of 50% of clinic registration costs. March 8 th deadline to register for clinic and to book rooms. Breakfast, lunch and snacks on Saturday and breakfast and lunch on Sunday included. There will be a coach social on Friday night. John Morse, Michael Brooks and Rachel Stratton Mills confirmed as guest speakers. We are looking for a dry land coach. If interested in serving on the committee, please contact Paige. Rey presented report on Coach Mentoring Program. He worked on proposal with Darcey for three options for coaches in the Gulf to either mentor or be mentored. Option for coach owned teams, head coaches and age group coaches. See report. At coaches meeting, it was decided to budget $6000 from the Gulf with a matching $4000 from USA Swimming for this program. Clarification that expenses would only be for travel and possibly meals. Proposal for times Expiration to allow athlete times to be valid for a max of 2 years. For short course, date would be set for April 1 st from previous calendar year. For LC, August 1 st, of previous 2 seasons. Proposal for Gulf Sanctioned meets is to use same date for SC and LC throughout the season so it isn t a rotating date. Henry clarified that this applies to Invitational Meets also and must be built into the MM entry files. Idea is to make athletes keep swimming to maintain their times. Motion made to accept expiration on times proposal. Motion seconded. No discussion. Athletes approve of this idea. Motion passed. Motion to go into effect April 1 st 2017 for any meets sanctioned after that date. Outside Gulf teams would be held to same standard and subject to proof of times fines. Gulf Select Camp Budget Assumptions The following assumptions were made when developing the proposed budgets for options to Texas Select Camp. Olympic Trials Select Camp 1. Development opportunity for coaches as well. A stipend does not need to be offered and the presence of other staff at OTC, means we can keep the Gulf mandated ratio of coaches. 2. It is a very select group and the opportunity to go is less likely to be turned down by athletes. Parents are willing to pay more this opportunity which would cost $2,000 over another weekend. 3. Coaches would apply and we could make it an application process for coaches as well. 4. YOU must be 12 years old to go, on may 5 th. Houston based Gulf Select camp 1. Staying in town we have to bring in a clinician to make it prestigious for our athletes. North American Challenge Cup The following assumptions were made when developing a budget for the 2016 North American Challenge Cup. The Budget for the meet was $66,023.49 and the total expenses were $85,920.70 for a difference of $19,897.21. Factors affecting the budget: 1. Mexico assured us that they were coming. The President of the Federation denied the request to send a team representing The Mexican Federation a mere 2 weeks before the meet. Lost revenue from Mexico: Hotel: $5,051.44 Transportation: $1,012.50 2. Coach stipends were not figured into the budget. 3. Bandana for keeping track of the athletes on transportation. 4. Transportation for the athletes and Officials, Metro and busses at night. Emergency busses due to bad weather $456.00 5. The cost of a tent, tables and chairs to feed everyone was not built into the budget and this was considered a cost of hosting the meet, not a cost that could be passed onto the other LSC s. Wicked Whisk: $8,752.04 6. Areas where a team hosting a meet can count on volunteers our LSC was not able to pull volunteers because of the timing of the event. We struggled to get Meet Director s and ultimately a Board member served as one MD and the other was the parent of a team member. As an LSC, we have chosen not to set the LSC up to host meets, we leave that to our teams which puts the LSC in a difficult position when we are counting on volunteers to execute a meet during a time for vacations. Calendar Date Changes: a. June Open Currently no host, meet date set for June 23-25. 1 team has proposed changing the date due to venue availability has offered to host the meet on June 16-18. b. Open Water Carnival RICE has set the date for April 30 th. 5. Short Course Format Changes: a. 2017 January Open has been updated due to unseen errors in format previously passed. Errors included the same event offered both days for specific age groups. In AM Sessions, 100 freestyle is on Saturday, 200 backstroke is on Sunday. 6. ESA has offered to have United Swim Aquatics (USA) co-host SC Champs I together, Feb 11, 2017. Approved by TPC Chair 11.14.2016. 7. New email address tpc@gulfswimming.org. Will be used in conjunction with gulftpc@gmail.com until end of short course season. All LC entries and communication will start March 1 st with new email.

Gulf Coaches Clinic Report We are pleased to announce that the 5 th Annual Gulf Coaches Clinic will be returning to Galveston! The cost is $50 per attendee with a maximum of $500 per team. We have contracted with the Holiday Inn Resort On the Beach for the weekend of April 7-9, 2017. Room rates are $179 plus tax per night. Since this is a slightly higher rate than we are accustomed to, we will be offering a 50% registration discount for coaches staying at the host hotel. Once your room is booked before March 8 th, 2017 and paid for (at the end of the clinic), your team will be issued a refund check. Breakfast, lunch and snacks will be provided on Saturday; breakfast and lunch on Sunday. Our traditional Friday night dinner social will take place as well. We will also make plans for a Saturday night dinner, for those interested, at a restaurant close by Rainforest Café or Landry s. These are two of the Holiday Inn restaurants that we can book groups in and are near the hotel. This meal will be paid for by coaches. We have two coaches confirmed: John Morse and Michael Brooks. We will open registration and the hotel block around the first of December. The hotel block will be let go and registration will close on March 8 th. Gulf Swimming LSC Coach Mentoring Program Grant Proposal Introduction Gulf Swimming has designed a coach mentoring program that will build the interaction of our coaches, teams and programs. The program outlined below is designed to meet the needs of Coaches at all levels of experience and support their work in various roles in their club. Our program is designed to allow coaches to develop their skills within the LSC or with a coach in another LSC. This proposal will outline our commitment to the program by defining our timeline, outlining our commitment to funding, Defining the needs of our coaches, the requirements to be selected as a coach, and the expectations of participants in the mentoring program supported by USA Swimming and Gulf Swimming. True success would be that the mentoring relationships continue beyond the 2017 calendar year to benefit coaches. Gulf Swimming Coach Mentoring Program Important Information for Implementation Purpose: Funding: Gulf Swimming is submitting a proposal to USA Swimming in support of a mentoring program for the Coaches in Gulf Swimming. The purpose of our program is to allow coaches to develop their skills and expertise by learning from other coaches in a structured program which creates accountability. Gulf Swimming is applying for $4,000 from USA Swimming for the 2017 Coach Mentoring Program. Gulf Swimming s 2017 budget for the mentoring program exceeds a dollar for dollar match, $6,000.
