League Rules CENTRAL OKLAHOMA YOUTH BASKETBALL ASSOCIATION BY LAWS, RULES, AND REGULATIONS 1. Administrative Organization a) All administrative and policy-making functions of this organization shall be under the supervision of the Central Oklahoma Youth Basketball Association. b) There shall be at least one representative from each host town and that representative must be at least the Commissioner/Coordinator of basketball. c) Any matters related to the administration and policy-making functions of the league shall be voted on by the commission. Each town shall have one vote. Majority will prevail on any vote. In the event of a tie there will be no changes made to the administration or policy in question. 2. Duties of Commission a) To approve the admissions of teams and townships into the league. b) To establish and enforce game rules and regulations as well as rules pertaining to eligibility. c) To provide a schedule for all games. 1) All townships that comprise the COYBA will split the costs that are to be paid to the scheduler on a cost per team amount 2) The Schedule is final once approved by the commission. 3) There will be no rescheduling of any games other than high school playoffs and inclement weather d) To serve as the judicial body for the Association. As such, the commission shall have authority to suspend or remove permanently from the Association any team, coach, or

player who, in the opinion of the Commission, exhibits misconduct or behavior which is detrimental to the purpose(s) of the league. e) To provide a weekly update, during the regular season, of team standings as they relate to playoffs. f) To provide trophies for post-season league tournament winners (1st through 3rd place). Costs of trophies to be paid for by each of the host town(s). g) To take any actions necessary, in any situation, not specifically provided for in these rules and regulations. 3. Duties of Townships: As of the beginning of the 2017-18 season the towns are as follows 1. Newcastle 2. Noble 3. Bridge Creek 4. Blanchard 5. Dibble 6. Washington 7. Purcell 8. Lexington a) To mandate league fees that will cover player insurance and any other expenses. b) Each township shall govern any specific cases of hardships for their town(s). c) Ensure OSSAA certified officials, (1) timekeeper and (1) scorekeeper are present for their home sites. d) To take necessary action, in any situation, not specifically provided for in these rules and regulations. e) To provide each team with (2) coaches passes and each gate keeper with a weekly sign-in sheet for said coach(s).

f) To pay referee and game schedulers League Organization a) League organization shall consist of several teams from each represented town b) There will be separate boys and girls divisions. c) Divisions will be separated into groups based on grade and gender. d) Divisions will be: 1st grade, 2nd grade, 3rd grade, 4th grade, 5th grade, and 6th a) All Townships will put teams playing in 3rd 6th grades into respective divisions ( A & B ) based on last years record. 1st and 2nd grade will all be in the A division. a) The A division will be made up of an even amount of teams to ensure a fair outcome at the end of the season b) The B division will be comprised of the remaining teams. a) new tiebreakers will help ensure a fair outcome e) All games shall be played at the scheduled time and on the scheduled date of the scheduled gym as authorized by the Commission. If a game is postponed because of inclement weather, or other valid reason, the Commission may reschedule that game. Any games that cannot be made up will result in a forfeit by both teams. Any changes in the schedule must be communicated and approved by the Commission in advance. f) Failure of a team to appear for a scheduled game will result in the forfeit of that game. If any team is not on the court and ready to play within 10 minutes after the scheduled starting time, the officials may forfeit the game. It is the coach s responsibility to ensure their teams appear for all scheduled league games. In the event of forfeiture, a fee of $50.00 must be paid to the host town. If the fee is not paid at least 24 hours prior to that team s next regularly scheduled game, their next game will be forfeited as well. g) Only appropriate basketball footwear will be allowed on the gym floors. Absolutely no boots, cleats or colored soles, that can mark the gym flooring, are allowed. It is strongly recommended that gym shoes be brought to gym to be put on prior to the game to avoid dirt and small rocks from damaging the playing surface. h) Host sites will have a set of (2) hanging goals for 1st 2nd grade games. i) Gate fees shall be $3/per person for attendees ages 16 & older. All Veterans as well as attendees ages 65 and older are to be given FREE admission to the games.

j) Each township will be responsible for each player s, parent s, and coach s ethics and sportsmanship. 4. Player participation rules a) There is no set amount of minutes a coach is required to play his or her players. The requirement is such that every player must log time in each game that he or she is eligible to play in. b) Proof of grade-level must be provided on official letterhead from each town s school district. c) Pulling players up to your team for emergency use Player must be of same gender Maximum of two players can be pulled up Player must be pulled from the grade below yours Team in need MUST have less than five rostered players on game day in order to use emergency players d) The coach must notify the referee and the scorekeeper, prior to the game, if a player on the roster that is dressed out/suited up but will not be participating in the game. Valid reasons for a suited roster player not to play would include injury, sickness or disciplinary action. 5. Team Rosters a) Roster size shall be determined by each individual township to suit the needs of teams based on the total amount of kids signed up in each division b) Team rosters containing player name and uniform number must be provided to the scorekeeper at least 10 minutes prior to the start of every game. c) No player shall participate in an organized practice or game before he or she are lawfully bound with insurance through their townships league. d) All players must provide proof of grade within 72 hours after a game to the Commission if that player s grade is in dispute. If that player is found to be illegal, all games participated in will be forfeited and the team will be placed on probation. Length of probation will be decided by the Commission.

e) Eligibility of teams not associated with the Central Oklahoma Youth Basketball Association 1. 1. There is no longer any teams outside of the COYBA townships allowed to play in or through any towns that are already associated with the league f) SPECIFIC RULES THAT ALLOW YOUR CHILD TO PLAY IN THE COYBA a) There are multiple ways your player is deemed eligible for participation 1. Your player attends the school in which he or she plays for 2. Your player lives in the school district in which he or she plays for 3. Your player attends a feeder school that feeds into a larger high school. 1. An example of this would be Middleberg feeding into Blanchard. This in-turn deems Middleberg students eligible to play in the COYBA a. Any players residing inside of Middleberg must play for Blanchard b. Any players residing inside of Friend or Pioneer must play for Chickisha c. Chickisha will be added to the league in 2019-2020 6. Game Rules 1. Regulation high school rules will be followed unless otherwise noted. 1. NOISE MAKERS ARE NOT ALLOWED IN THE REGULAR SEASON OR POST SEASON b) There will be two officials provided for each game. In the event there is only one official, the game shall still be played. c) Regulation ball sizes 1st and 2nd grade of both genders shall use a 27.5 basketball 3rd 6th grade of both genders shall use a 28.5 basketball d) Lane violation rules: 3 seconds for 3rd through 6th grade 5 seconds for 1st and 2nd grade

e) Free Throw Rules are as follows: 1st grade will be shot from 12 2nd grade will be shot from 13 3rd grade will be shot from 14 4th 6th grade will be shot from 15 f) All grades will shoot 1-1 upon the 7th team foul by the opponent and 2 shots upon the 10th g) All game times will have 4 quarters of 8 minutes. Halftime will be 5 minutes. There will be one minute between quarters. g.1) The allotted time between games will be determined by how far behind each individual gym actually is. You may only get 1 minute between games to keep gyms on schedule. h) For all age levels the clock will stop during timeouts and free throws. The clock also stops during the last two minutes of the second and fourth quarter. a) Clock Management a) Every gym must run the clock according to COYBA rules b) Clock Management is NOT in the hands of the referees no matter the score of the game c) The Clock MUST stop during all free throws d) The Clock MUST stop under two minutes i) Pressing rules 1st, 2nd & 3rd grade will play half-court defense only. 4th, 5th & 6th grade is not limited on how they choose to press. All pressing will be halted immediately once surpassing a twenty-point lead in all grades. no press after a 20-point lead, but they DO NOT have to pack it in to the lane j) Overtime All grades will play 4 minute quarters with a running clock except in the last two minutes. (2nd & 4th quarter rules apply) One timeout will be given to each team at the beginning of each overtime period. Timeouts do not carry over. j-1) no game shall end in a tie in any age group k) Timeouts Each team will be granted 4 timeouts per game, to be used at the coach s discretion ka) In the first through third grade the ball cannot be thrown into the backcourt in an effort to keep the competitive integrity of the game intact.

kb) In the first through third grade any timeout called in the backcourt will automatically advance the ball into the front court l) Goal Heights- Boys and Girls in the first and second grade play on an 8 goal. All others will play on a regulation 10 goal m) Players cannot run with the ball to gain an offensive advantage, ie running to an open spot to get an open shot. (of course we are talking about the little guys) We do not want any kids running with the ball, but ask the refs to help first graders to understand the rules of the game n) Jump ball- ALL GAMES shall start with a jump ball. There is NO starting a game with free throws o) Regular Season tie breakers are as follows a) Head to Head b) Points against c) point differential p) Ejections from Games First ejection from a game This will result in immediate suspension for the player or Coach (effective their next scheduled game) Second ejection from a game This will result in a three consecutive game suspension for said player or Coach Third ejection from a game This will result in suspension for the rest of the season for said player or Coach, including any post-season games said coach will not be allowed in the gym during his/her suspension no matter the situation

q) Jewelry Jewelry of any type shall be taken off prior to tip off. This rule applies to both boys and girls teams r) Protests/ appeals The one and only protest that will be heard by the commission is that of the questioning of a team s appropriate age The referee s decisions are 100% final s) Post game educate Coaches are to maintain professionalism toward the other team, fans and referees There will be a no tolerance policy for approaching the refs after the game to do anything other than to say good job approaching / touching the ref in any hostile manner will be subject for suspension 7. Post season Participation 1. Each team must decide by the last week of the season whether or not they will participate in the post season 1. If you choose to play and then forfeit your post season game a $200 fine will be handed out to the team s coordinator 2. It will be each townships discretion to collect said fees from the coach in question 8. Start of Season End of Season a) Signups can begin on September 1, 20xx Each township can end signups at their own discretion b) Practices of any kind may not begin until October 1 20xx c) League games will start in mid-december and end in early March d) Preseason tournaments if played will be the week of November 14 e) Post season tournament will be the week after season ending.
