Dominica Football Association Strategic Development Plan -2020 Background The Dominica Football Association is the umbrella body for the sport on the island. The DFA is responsible for the organization of all major national leagues and competitions as well as the selection of all national representative teams. The DFA is affiliated to FIFA, CONCACAF and the CFU. The DFA is solely dependent on FIFA and CONCACAF for all of its funding and most of its developmental programs. The DFA is managed by an Executive Committee which is elected every four years. The Executive Committee is headed by the President, who is assisted by a 1 st and 2 nd Vice President. The Assistant Secretary/Treasurer, the Public Relations Officer, the Treasurer and three Committee Members complete the slate. The Administrative arm of the DFA is headed by the General Secretary. Other staff members include, a Technical Director, a Youth Development Officer, an Accounts Clerk, a Women s Coordinator, an Administrative Assistant, a Driver, a Messenger, one Grounds man and four Security Officers. Purpose The purpose of the Dominica Football Association, with the assistance of all stakeholders, is to govern the sport on the island and to provide opportunities for everyone one to enjoy the game at whatever level that they participate in. Vision To ensure that the sport of football is well managed and administered thereby providing opportunities for individuals to play and enjoy the sport at amateur or professional level. Objectives The main objectives of the Dominica Football Association, among others are to: 1. To ensure that there is a strong governance structure 2. To ensure that all Dominicans have the opportunity to play and enjoy the game 3. To seek to provide opportunities for individuals 4. To maintain the integrity of leagues and competitions 5. To maintain a high level of discipline 6. To ensure quality playing surfaces 7. To provide support to clubs 8. To strengthen the relationship between the DFA and all stakeholders 9. To seek increased sponsorship for leagues and competitions 10. To promote the sport throughout the island Dominica Football Association and Stakeholders Relationship Over the years, the DFA has sought to develop a positive working relationship with all stakeholders. While some work has been done in working on that relationship, a lot more has to be done. All stakeholders have a meaningful role to play in football development and it is important that there is a good working relationship. Strategic Development Planning Process The Strategic Development Planning Process was held on Saturday, 15 th April, at the Garraway Hotel in Roseau. A total of 40 participants representing a wide cross section of the football family were present along with DFA Executive Members. Two presentations were made by the Technical Director. The participants were placed into five groups. The SWOT analysis was undertaken as well as the priority areas which were looked at. Groups presented their findings and discussion ensued. The consultation which began at 9:00am ended at 1:00pm.

Too much reliance on FIFA funding Lack of coach education Situation Analysis The situation analysis was focused on gaining a deeper understanding and appreciation about the state of football on the island and what is needed to be done to develop the game nationally. The Dominica Football Association now needs to take stock of the current situation of the state of the game and put measures in place to return it to glory days. The state of the game on the island is not what it is intended to be. Despite the fact that gains have been made in quite a few areas such as coaching education, a lot more needs to be done. The football family boasts of many individuals who are committed to the further development of the sport.
