NEW JERSEY STATE INTERSCHOLASTIC ATHLETIC ASSOCIATION 1161 Route 130, P.O. Box 487, Robbinsville, N.J. 08691 2019 NJSIAA/NEW JERSEY DEVILS ICE HOCKEY TOURNAMENT (COACHES MUST HAVE A COPY OF THESE INSTRUCTIONS AVAILABLE AT EACH GAME) TO QUALIFY All NJSIAA member schools shall be eligible for the tournament provided they have played a minimum of ten (10) interscholastic games and have at least a 50% winning percentage by Monday, February 4, 2019. All Gordon Division members of the NJIHL gain automatic eligibility regardless of winning percentage. Any other school below 50% winning percentage but within 4 games of.500 at the cutoff may apply to the NJSIAA Ice Hockey Committee for inclusion in the tournament. There will be up to three (3) at large bids available for each public division and two (2) at large bids available for the non-public division. Games completed after February 4, 2019 will not count for entrance or seeding, regardless of reason. TIES WILL NOT COUNT TO DETERMINE WINNING PERCENTAGE. NOTE: To be eligible for the ice hockey tournament, your ice hockey schedule must show that seventy percent (70%) of your competition from the opening of your season until February 4th was against New Jersey schools. To promote fairness in competition and the health and safety of student athletes, no NJSIAA member school will be eligible to participate in any NJSIAAA Championship Tournament if it has violated the Specific Sports Regulations for the sport including, but not limited to, the start of practice, the start and ending of the sport season and the maximum contests permitted during the regular season. The application of this eligibility standard is non-appealable. The Public School State Tournament will be divided into two (3) divisions based on enrollment. Public schools with an enrollment from 1574 to 3861 will compete in the Public A Tournament. Public schools with an enrollment from 1060 to 1542 will compete in the Public B Tournament. Public schools with an enrollment from 490 to 1048 will compete in the Public C Tournament. The public school group classifications are located on page 8, 9 and 10. The non-public school classifications are located on page 11. Reminder: Any varsity team accumulating three (3) or more player/coach disqualifications for flagrant unsportsmanlike conduct prior to the start of the State Tournament will not be permitted to participate in said Tournament. Any player/coach disqualified for flagrant unsportsmanlike conduct two or more times in the current season prior to the start of the State Tournament will not be allowed to compete in said Tournament. MANDATORY REQUIREMENT: All varsity schedules and rosters MUST be entered by the start of the season, and scores reported to www.njschoolsports.com after each contest. Failure to maintain updated game results will result in disqualification from the 2019 tournament. Throughout the entire season, scores must be reported following each game, to www.njschoolsports.com. If you do not know your school code, or encounter problems, please contact support@njschoolsports.com or the NJSIAA. Rule 11. ICE HOCKEY Section 1 Rules. The National Federation Ice Hockey Rules, with the following exceptions, shall govern all NJSIAA games. Article 1. The game shall consist of three periods of 15 minutes. An exception may be allowed when participating out of state.

Article 2. On a disqualification penalty, the player shall be put in the custody of the coach on the bench. Article 3. There shall be no overtime periods, except in playoffs, regular season tournaments, or when playing out of state. CL 1 Overtime will be permitted during the regular season only when playing out of state for purposes of complying with the host state s rules. Article 4. There shall be no limit to non-playing personnel on the bench, but the coach is responsible and must suffer the penalty if any bench disturbance occurs. Section 2. Start of Practice. November 5 th. Section 3. Start of Regular Schedule. November 24 th. Section 4. End of Season. No interscholastic varsity games other than the NJSIAA Tournament may be played after Sunday February 17, 2019. Section 5. Transfers on or after January 5, 2019 not eligible for postseason play. (Article IV, Section 4. K.(2).d. page 57) Section 6. Scrimmages. Interschool scrimmages are to be limited to three (3) per week until the first starting date; thereafter, including the week of the first starting date, scrimmages will be subject to the provisions of Rule 11, Section 6. CL 1 Scrimmages during the regular season count toward the allowable number of games. Section 7. Periods Per Day. An ice hockey player shall play in no more than four(4)) periods during the same calendar day, with a maximum of twelve (12) periods per week. If a school elects to play a four (4) game week (Rule 11: Section 6) an individual player may not exceed sixteen (16) periods. This would include any combination of subvarsity and varsity competition. NOTE: Overtime periods are a continuation of the third period. Section 8. Games Per Week. Not more than a total of three (3) ice hockey games may be played per week beginning with the week of the start of the regular schedule (this includes interschool scrimmages, regular games, postponed games, play-off series, and tournament games), but games may not be played on three (3) consecutive days. You may play one four-game week. Section 9. Maximum Games. A member school may play a total of 26 ice hockey games (including scrimmages as provided for in Rule 2, Section 7, Article 2). This would include play-off series and tournaments. The State Tournament would be in addition to the 26 games. Section 10. Play-offs. A play-off series shall be of a single elimination type not to exceed eight (8) teams and limited to a maximum of three (3) games. Section 11. Championship Eligibility. A student competing on an interscholastic ice hockey team must play as a member of his/her high school team in at least 50% of the school s total games to be eligible for the NJSIAA Championship Tournament. CL 1 This means a student must play in at least 50% of the school s games up to an including the cut-off date while he/she was properly enrolled and eligible at said school according to NJSIAA regulations. ENTRY FEE: A check for eighty dollars ($80.00) made payable to the NJSIAA at time of qualification for the tournament should be sent to: Jack DuBois Assistant Director NJSIAA 1161 Route 130 North P.O. Box 487 Robbinsville, NJ 08691 The NJSIAA Ice Hockey Committee, based on njschoolsports.com, will accept a maximum of three (3) Public A, three (3) Public B, three (3) Public C, and two (2) Non-Public schools, as at-large members, for inclusion in the tournament. The decision of the NJSIAA Ice Hockey Committee is final. The 2019 Ice Hockey seeding meeting will be held on Tuesday, February 12, 2019 seeding will become

final on Wednesday, February 13, 2019, at 12 noon. THE EXECUTIVE COMMITTEE OF THE NJSIAA HAS RULED THAT MEMBER SCHOOLS FAILING TO FORWARD TOURNAMENT FORMS TO THE PROPER ADDRESS WILL BE EXCLUDED FROM THE TOURNAMENT COMPETITION IN THAT SPORT. TOURNAMENT DATES - SCHOOLS WILL NOT BE PERMITTED TO PLAY ANY VARSITY REGULAR SEASON GAMES OR CONFERENCE, COUNTY OR CUP PLAYOFF GAMES AFTER Sunday, February 17, 2019 First Round: Must be played by Tuesday, February 19, 2019 Second Round: Must be played by Friday, February 22, 2019 ATTENTION: Games may be played earlier by mutual agreement of the competing schools. Schools receiving a bye may not force their opponent to play on consecutive days. THE TOURNAMENT DIRECTOR MUST BE NOTIFIED BY THE HOME SCHOOL IMMEDIATELY SHOULD ANY PROBLEMS ARISE IN SETTING A DATE. HIS DECISION WILL BE FINAL. SCHOOLS ENTERING THE TOURNAMENT WILL NOT BE GRANTED A CHANGE OF DATE DUE TO ANY CONFLICTS WITH SCHOOL TRIPS, DANCES, BANQUETS, TESTING PROGRAMS, PROMS, GRADUATION, AND THE LIKE. Public and Non-Public State Group Quarterfinals: Must be completed on or before Monday, February 25, 2019 Public & Non-Public State Semi-Finals: Wednesday, February 27 th Three games: 4:30PM, 6:30PM, 8:30PM at Codey Arena and Two games: 4:30Pm, 6:30PM at Mennen Arena; Thursday, February 28 Three games: 4:30PM, 6:30PM, 8:30PM at Codey Arena Public & Non-Public Finals: Four games Monday, March 4, 2019; Non-Public @ 2:00PM; Public B @ 4:00PM; Public C @ 6:00PM; Public A @ 8:00PM; at Prudential Center SITES Sites for the first, second, and quarterfinal round games will be at the higher seeded school's arena and they must obtain ice time for these games. Should the higher seeded team be unable to engage an arena, the visiting team will become the home team and assume all corresponding responsibilities. Sites for all games starting with State Group semifinals will be arranged by the NJSIAA. STARTING TIME - Games may not start later than 8:00 PM unless approved by the NJSIAA. WARM UP TIME Eight (8) minutes on time clock for all state tournament games. The home team must notify the visiting team, at least one day in advance, when they are allowed on the ice prior to the start of the game.

OFFICIALS All officials for all games will be assigned by the NJSIAA and must be registered with the Association. For games including the State Group quarterfinals, each official will receive the area agreed upon fee and will be paid by the host school. Fees for the State Group semifinals ($95.00), and the State Championship game ($100.00) will be paid by NJSIAA. RULES: All NJSIAA tournament games will be conducted under the 2018/2019 NJSIAA Ice Hockey Overtime/Shoot-Out Procedure. The ten (10 goal rule will be in effect for all games; i.e. National Federation Ice Hockey Rules, Rule 6. Section 37: Note: During the regular season and the NJSIAA tournament, a game will be terminated after two (2) periods or during the third (3rd) period when a team leads the opposing team by ten (10) or more goals. TIE-BREAKER In case of a tie score at the end of the third (3rd) period, the tie-breaker, as outlined in the National Federation Ice Hockey Rules, Rule 6, Section 38, will be in effect. The penalty shot procedure of Rule 4, Section 7 will be in effect as applicable. For all games up to and including the State Group Championship game, if no score is made in the fifteen (15) minutes sudden death period, the team to advance will be decided by the following penalty shot procedure. An ice resurface must take place between the end of regulation time and the start of the overtime period. a. Each coach will present a list of ten (10) players to the official and the attempts will be taken in the order listed. The higher seeded team will have the choice to shoot first. b. The first five (5) players listed for each team will alternate attempts and that team scoring the most goals will advance. If the score remains tied: c. The last five (5) players listed for each team will attempt sudden-death penalty shots on a paired basis. This procedure will continue until the tie is broken. If necessary, the original list of ten (10 players will again begin taking penalty shots until the tie is broken. NOTE: In case of a tie score at the end of the third (3rd) period of the final state tournament game, one (1) fifteen (15) minute sudden-death overtime period will be played. If a tie score remains at the end of the overtime period, the NJSIAA State Final overtime period procedure will be used. (4v4) DISQUALIFICATION (Ineligible Player) Participation by an ineligible player in any game during the regular season results in forfeiture of that game. If such forfeit(s) would have caused the school's failure to qualify for the tournament (Championship) or if an ineligible player participates in a tournament game, said school will be disqualified from the tournament (Championship) immediately and their last opponent will advance in their place; schools eliminated prior to the last opponent will not re-enter tournament (Championship) competition. Bands/Banners/Noisemakers/ The Committee approved the inclusion of the following in the tournament regulations:

1. Because of the indoor crowded conditions, no instruments will be admitted and all manual mechanical noise-making devices shall be excluded from the arenas. PLEASE NOTIFY YOUR STUDENT BODY OF THIS REGULATION. Uniformed school bands are permitted for any games played at the Prudential Center. 2. Under no conditions will signs, banners, or posters be permitted to be hung in any manner in the arenas during the course of the NJSIAA Tournament games except those of a permanent, wholesome nature. Game Site Managers will be instructed to rigidly enforce this regulation. WITHDRAWING FROM TOURNAMENT Any member school and/or student-athlete withdrawing from competition after having officially entered an NJSIAA tournament in any sport will be disqualified from all remaining NJSIAA tournament competition in that sport in that season and barred from participating in NJSIAA tournament competition in that sport during the next school year unless truly extraordinary circumstances were present. (Rules and Regulations, Rule 2, Section 17) Note: SCHOOLS NOT WILLING OR ABLE TO COMPLY WITH TOURNAMENT REGULATIONS SHOULD NOT ENTER THE TOURNAMENT. AWARDS: A team trophy and twenty-five (25) team certificates and one (1) school certificate will be awarded to the State Champion. ADMISSION First & Second Round Games State Semi-Finals Adults $5.00 Adults $6.00 Students (K-12) & Senior Citizens $3.00 Students (K-12) & Senior Citizens $4.00 ALL TICKETS WILL BE SOLD AT THE GATE. SCHOOLS MUST INFORM THEIR STUDENTS AND LOCAL NEWS MEDIA OF THE ADMISSION POLICY. ADMINISTRATIVE AND SUPERVISORY PERSONNEL OF COMPETING SCHOOLS WILL BE ADMITTED BY IDENTIFYING THEMSELVES TO THE GATE PERSONS. State Public and Non-Public Finals (at Prudential Center) Adults TBD $10.00 Students (K-12) & Senior Citizens TBD $3.00 ADMISSION PROCEDURES TO THE Prudential Center TO BE ANNOUNCED. GENERAL INSTRUCTIONS TO SITE MANAGERS (FOR GAMES UP TO AND INCLUDING THE STATE GROUP QUARTERFINALS) SITE MANAGER - Athletic Director of higher seeded team or designee, NOT the Rink Manager. The NJSIAA Tournament Director will be the Site Manager starting with the State Group semi-finals. The Athletic Director of the higher seeded team shall be primarily responsible for the following: 1. Securing ice time. 2. Notifying opposing school of site, date, and time. The home team must notify the visiting team, at least one day in advance, when they are allowed on the ice for warm-up prior to the start of the game.

3. Notifying Tournament Director regarding date and time of game, and OUTCOME. 4. For the first two rounds, plus the quarter-finals schools will use their own tickets. **5. Site Manager must contact Rink Manager and confirm all of the following: *If admission is charged a. Employees *e. Ticket Takers b. Clock Operator f. Crowd Control - Schools will be held c. Scorer/Announcer responsible for their spectators and *d. Cashier cheer group's conduct. ATTENTION: FOR ALL GAMES PRIOR TO THE STATE GROUP SEMI-FINALS, THE DECISION TO CHARGE ADMISSION FOR THE PRELIMINARIES RESTS WITH THE HOST (HIGHER-SEEDED) SCHOOL. THE HOST SCHOOL WILL BE RESPONSIBLE FOR ALL EXPENSES, INCLUDING ICE TIME, OFFICIALS AND PERSONNEL ASSIGNED FOR THE GAME, INCLUDING POLICE.
