Rules & Regulations 2015 Saturday, October 3, 2015 Page 4 RULES & REGULATIONS FOR BANDS / DRILL TEAMS 1. QUALIFICATIONS/FEE All band participants must be high school age or older and outfitted in marching uniforms. There is no charge for high school or college marching bands to participate in the parade no entry fee. NEW: School bands and drill teams who cancel after September 11, 2015, or who fail to show up, will be charged a $75 cancellation fee. 2. PARADE FORMATION AND PACE OF UNITS A. No units or routines will be allowed to slow or stop the forward movement of the Parade. Violation of this rule could result in immediate elimination. Exception drill teams may stop in front of the Judges stand for a 30-second (maximum) performance. B. Only Band Directors may walk on the right side of the band. Helpers must be on the left side. RULES & REGULATIONS FOR FLOATS / SPECIALTY UNITS 1. APPLICATIONS All applications will be reviewed by the American Royal Parade Selection Committee. Consideration of an application by the American Royal Selection Committee does not in any way constitute acceptance of that application; and said Committee expressly reserves the right to reject an application for any reason. If accepted for participation, there will be no refund of entry fees for any reason after September 11, 2015. Any applications not accepted will be refunded their entry fee. 2. JUDGING Judging will be based on originality, time, effort, overall appearance and public appeal. 3. DECORATIONS AND SIGNS All entries are required to provide their own identification. Cutout lettering is permitted. All painted boards, banners or signage must be done professionally. All letters must be 8 higher or larger. No amateur hand-lettering is allowed. NOTE TO FLOATS: Float decorations should be made of paper, foil, cloth or plastic (no paper napkins). The American Royal is not connected to or with float design firms and does not have an electronic booklet available on designing simple floats and /or purchasing float decorating kits. 4. ENTRY RESTRICTIONS, FLOAT DIMENSIONS, AND CAR / MOTORCYLE GROUPS: Number of participants can be limited upon committee approval. Entries will be paraded two or three abreast. Requests for acceptance of more than six vehicles must be approved in advance through the Parade Committee. No stunt driving is permitted. 5. PARADE FORMATION AND PACE OF UNITS No units or routines will be allowed to slow or stop the forward movement of the Parade. Violation of this rule will result in immediate elimination. Individuals riding on units must hold on to a post or handrail. Ranks are to be closed with no more than one vehicle or unit length between rows. Each unit shall maintain its assigned position throughout the Parade, and keep a distance of not less than 20 feet from the preceding unit. The continuous forward movement must be rapid enough to avoid gaps greater than 60 feet between each unit and the one that precedes it. Parade officials will monitor all entries and are authorized to remove any Parade unit that fails to cooperate. RULES & REGULATION RULES FOR SADDLE CLUBS 1. APPLICATIONS AND ENTRY FEES All Saddle Club applications will be reviewed by the American Royal Parade Selection Committee. Consideration of an application by the American Royal Selection Committee does not in any way constitute acceptance of that application and said Committee expressly reserves the right to reject an application for any reason whatsoever. Notification of acceptance or rejection will be mailed in late August. New entrants must provide the Committee with a visual of their Saddle Club with their application. A photo or DVD must be provided which accurately depicts the club s design and all signs or lettering to be displayed on, or in connection with it. If accepted for participation, there will be no refund of entry fees for any reason after September 11 th. Any applications not accepted will be refunded their entry fee. 2. PARTICIPATION REQUIREMENTS Applicants must represent an organized riding club and have a maximum of 40 mounted riders available to participate in the Parade. There will be separate judging divisions for youth and adult riders. 3. JUDGING Judging criteria will be based upon grooming, tack, appointments, formation and overall appearance of the group.
Rules & Regulations Continued 2014 Saturday, September 27, 2014 Page 5 4. RIDERS AND MOUNTS Riders must wear matched uniforms or western attire. Costumed riders do not need to match. Any exceptions must be approved in advance, and are solely at the Parade Committee s discretion. There will be only one person on each horse, and all horses must have a saddle and rider. All horses will be properly groomed and use attractive or uniform equipment. No lariats are allowed. Sidearms are not permitted. Under NO circumstances shall these weapons be loaded with blanks, live ammunition or otherwise except by riders who have been issued permits such as the sheriff s posse or mounted police. 5. PARADE FORMATION AND PACE OF UNITS As mandated by a parade ordinance for the City of Kansas City, Missouri, units are not allowed to slow or stop the forward movement of the Parade. IDENTIFICATION All Saddle Clubs are required to provide their own identification. Flags, banners or other signage must be of professional quality (no amateur or handlettering ), and be readable to an announcer as you pass by. 7. COGGINS TEST To comply with Missouri State Animal Health Regulations, all horses, mules and donkeys participating in a Parade must have proof of a Negative E.I.A. test (Coggins) within the past 12 months. A copy for each animal must be presented ahead of time and can be mailed, faxed, or emailed to the Parade director. RULES & REGULATIONS FOR ALL PARADE UNITS 1. SAFETY No smoking during the parade. Entrants carrying or under the influence of liquor, drugs or any other substance controlled by law and not taken pursuant to medical advice are not allowed. Units will not discharge firecrackers, caps, blanks or any other explosives which would excite the horses or other animals participating in the Parade. Any violation of these rules will immediately and permanently eliminate the unit s participation in any American Royal Parade. 2. UNITS NOT PERMITTED Political entries of any type. Political entries include, but are not limited to, entries which make a statement (through audio recordings, design of the unit, lettering or signs on the unit, bumper stickers on any part of the unit, or by any other means) relating to political issues, causes or candidates. Entries representing controversial groups or issues. Exception to the above restrictions may be made at the Parade Committee s sole discretion. Only the unit described in the application will be allowed to participate. Falsified entry information or the substitution of an entry on the morning of the Parade will result in immediate disqualification. 3. TERMS OF PARTICIPATION The acceptance, assignment and number of units in the Parade are at the sole discretion of the American Royal Parade Committee whose decision in these matters is final. The American Royal Parade Committee is solely responsible for the interpretation of these rules.
