(xxxii) Appeal by Illawarra Netball Association in relation to a fine imposed for missing umpires on Week 1 of the Night Inter-District competition. OUTCOMES REGION 1 STATE LEAGUE COMPETITIONS: 3. In relation to appeals lodged in respect of the grading of teams in various divisions of the Region 1 State League competitions one appeal was upheld, three were dismissed and one was not accepted. 4. Statements of reasons were provided to two District Associaions. STATE CHAMPIONSHIPS 5. In relation to the ten appeals lodged in respect for the State Championships all appeals were dismissed. 6. A statement of reasons was provided to one District. STATE AGE CHAMPIONSHIPS 7. Thirteen appeals were lodged by Districts relating to the grading of teams in various Divisions of the Eleven were dismissed and two were upheld. 8. Statements of reasons were provided to three Districts. NIGHT INTER-DISTRICT COMPETITION 9. Two appeals were lodged by Districts relating to the grading of teams in various Divisions of the Competition. The Appeals Tribunal in its decision referred the matter back the Grading Tribunal for further consideration. APPEALS RELATING TO RULES MATTERS 10. Appeals were lodged by two Districts in relation to the application of certain Rules for Championships and Competitions. Both appeals were dismissed. 11. A statement of reasons was provided to one District. GENERAL All appeals for the year under review were heard under the approved procedures. Personal representation to present individual cases where hearings were held was offered. In the main districts located outside Region 1 elected to have their appeal(s) heard on the written evidence submitted. THANK YOU There was a slight reduction in the number of appeals from 36 to 32 from 2009 to 2010. The application of the Member Protection Policy and new rules for the Region 1 State League competitions provided for a reduction in appeals in this area. The number of appeals received in relation to State championships and State Age Championships continued at a high number. In this context it is noted that Council has adopted some changes to the grading policy and procedures for these competitions to apply in 2011. The application of procedures under the Member Protection Policy is significant in the appeal process. It provides the framework for protection from litigation to officials and in particular provides for the application of procedural fairness and enables natural justice provisions to prevail where someone has been wronged. This is good for our sport. Again, the ability of all Appeals Tribunals to operate with integrity, impartially, without fear or favour and most of all in accordance with the established and published principles of procedural fairness and natural justice has I believe provided for sound decision making. CHAMPIONSHIPS AND COMPETITIONS REPORT MARCH 2011 Committee Unfortunately some of the members of the committee feel that they are unable to continue to serve and it is with regret and sadness that I say thank you to those ladies. They have given the Association many years of service and their experience is priceless. On a personal note I thank them for their friendship over the years. Nominations have been called for vacant positions. Timing and Scoring Accreditation As advised during 2010 the future of timing and scoring duties has changed with the introduction of a National Accreditation Scheme of three levels. To achieve accreditation bench personnel now need to have a current Section 1 Theory Pass (available on line through Netball Australia website). Also required is a General Principles course which is also available on line and link is available through Netball Australia website. The practical course dates are available on the Netball NSW website. FINANCE REPORT The Finance Committee reviewed the 2010 financial performance and concluded that it was a good result even allowing for the Netball Australia member increase one year ahead of anticipated payment. We agreed with the Board decision to contest the matter. We also agree with the Board decision to allow for the payment to be debited against the 2010 financial year. But due to the hard work of our Associations and there Clubs our membership numbers were up in 2010 by 2,849 members to 109,015. Member Associations have been notified that we now have an Affiliation and Membership Policy which out lines the procedures for affiliation, membership registration, invoicing and payment, this Policy should be a great help to your Secretaries, Treasurers and Registrars in the future. SPORTS MARKETING COMMITTEE The Sports Marketing Committee met only twice in 2010 but have communicated via email quite extensively throughout the year. A lot of background work has happened and we look forward to 2011 with our aim of assisting Districts to grow their membership through giving information on marketing and sponsorship of their Association. A big thank-you to Neita Matthews, Carol Baiton, Bev Dew, and Julian Finch for the time and great input they have given to this Committee this year. We were very proud of our concept of creating a website with an easy to remember address, and use this in banners which were provided to Districts to fly in a high traffic area in their District which would direct people interested in playing netball to a website with all the information. This website is: www. letsplaynetball.com.au We were extremely pleased that the marketing team in the office had accepted this concept and made it a reality, and were so pleased with this concept that the campaign was run again in the start of 2011 with Catherine Cox doing some radio promotion. The Sports Marketing Committee has also discussed ways we can acknowledge some of our long-standing volunteers by creating an oral-history record. We have a short list of possible victims and are in discussion with the office for the best way to carry this out. We would interview selected volunteers and record this interview professionally. This would then be loaded on the website for anyone to access at their own time and listen to some more in-depth stories from people who were instrumental in making netball what it is today. We have some wonderful people involved with our sport, and it would make a lovely record for those who follow us. The Sports Marketing Committee decided that we needed to know the needs and concerns of Districts so that we can try to assist in these areas. We created a survey, which the marketing team transformed in to an on-line survey which was sent out to Districts. The office then produced a professional report for us with the results of the survey, and we are in the process of putting this information together so that we can create an e-brochure which can be sent to Districts giving them some pointers on areas such as administration, marketing, sponsorship and acknowledgment of volunteers. It was interesting to find that 39% of respondents to our survey did not know of the letsplaynetball campaign, so we urge District delegates to ensure this and all other information is passed on to their District. We acknowledge the professional work of Kath Tetley and her team in the office for their assistance and support throughout the year. It is greatly appreciated. DELEGATE S REPORT NSW SPORTS FEDERATION Netball NSW has been a member of the NSW Sports Federation since it inception many years ago. NSWSF advocates for sport at every opportunity and in a range of mediums. The CEO represents the NSW sports industry through a range of committees and forums. It also represents NSW at National level and to various Ministers at all levels. Part of the services provided is Advocacy, Education, Recognition and Support. Currently our General Manager Carolyn Campbell is a Board member of the NSWSF and I have been a member of the Officials Recognition Scheme committee for the past three years. I attend the Annual General Meeting each year as well as a number of other seminars, forums etc. held at various times during the year. At the last AGM held in late November 2010 Carolyn was again elected to the Board for another term along with Michael Beaumont (Chair), Ross Bidencope, Peter Tate and Aaron Bloomfield.
