2017 WORLD CUP PARTICIPATION SUMMARY In 2016, 1,729 athletes from 115 nations made 4,424 starts in 8 World Cups. In 2017, 1,577 athletes from 97 nations made 3,222 starts in 5 World Cups The highest participation individual events in 2017 were the 10m AR events. The lowest participation individual events were Double Trap M, Skeet W and Trap W.

ISSF WORLD CUP PARTICIPATION Participation in ISSF World Cups depends upon: 1. The year of the 4 year Olympic cycle. 2. Whether Olympic qualifying is included. 3. Time of year. 4. Location.

VENUE OWNERSHIP & CONTROL Shooting Club 5 Government or Sports Ministry 5 National or State Shooting Federation 1 Private Range 4 OC paid for Venue use: Yes: 8 No: 6 Comment: ISSF Championship venues vary as to ownership and control, but successful Championships always require cooperative working relationships between venue owners and National Federations.

ISSF FINANCIAL GRANTS The ISSF provided 10,000 USD grants to the five 2017 World Cup Organizers. They reported using their grants for the following purposes: Finals Range overlays Logistical expenses Upgrading the Internet system Improving the Finals Range Expanding Athletes Rest Areas Expanding Internet by providing an official site and free internet for athletes Organising the opening ceremony Decorating the Finals Range Organizing better transportation Comment: ISSF aims were fulfilled with these grants. Thank you for your positive responses!

INTERNET AND STAFF SUPPORT The 2016 Workshop appealed to Organizers to 1) provide better and more consistent Internet Service and 2) to provide working conditions (work space, power, Internet) so the TDs, ISSF Staff, ISSF TV could do their work more effectively. Evaluations from 2017 TDs and ISSF Staff concluded: Internet service was provided at all locations Internet service was generally good, but not always consistent (there were some breakdowns and interruptions) Some Internet connections were excellent; with very strong service available throughout the venue Working spaces, furniture and equipment were generally sufficient Support provided by OC staff was generally excellent Comment: This shows that OCs are responding; we are making progress. ISSF staff reported, we could always work and deliver a good Championship.

2017 ORGANIZER REPORTS Congratulations and high praise to the National Rifle Association of India for this outstanding Rifle Pistol Finals Range shooting theater that featured India s iconic Taj Mahal. One of our main points of emphasis during the 2016 Workshop was Finals Range FOPs. We were especially pleased with this response to our appeal for more attractive FOPs.

NEW DELHI (IND) RPSH WC CHAMPIONSHIP HIGHLIGHTS: 24-7 Help Desk at all Official Hotels Hospitality provided for all athletes and officials Opening Ceremony PROBLEMS OR ISSUES: Athletes arriving without visas (procedure was clear in General Information) Athletes taking ammunition back without authorization LESSONS LEARNED: Importance of communicating Visa and ammunition procedures in advance

ACAPULCO (MEX) SHOTGUN WC CHAMPIONSHIP HIGHLIGHTS: Everything worked fine! Airport entry and exit by athletes improved by 95% over previous years Shooting range personnel worked hard to serve athletes, judges and public PROBLEMS OR ISSUES: Some countries did not send correct athlete information this caused weapons permits to have incorrect information. LESSONS LEARNED: Be repetitive with NFs: It is important to send correct athlete and firearms information to avoid problems when entering the country. Search for more sponsors to obtain necessary resources. Continue to develop good communications with customs and airport authorities to facilitate entry into and exit out of Mexico.

LARNAKA (CYP) SHOTGUN WC CHAMPIONSHIP HIGHLIGHTS: High number of participants (exceeded estimates) No delays no machine breakdowns-all on time Airport customs clearance of shotguns was very fast (maximum 20 min.); there were many positive comments about this. PROBLEMS OR ISSUES: Recruiting volunteers Finding sponsors Managing the budget (how to keep expenditures at acceptable levels) LESSONS LEARNED: Financial management is critical all expenses must be carefully monitored. Unofficial Training must be carefully managed not all coach and athlete expectations can be met. Hotel departures to the airport must be strictly followed without delays.

MUNICH (GER) RIFLE-PISTOL WC CHAMPIONSHIP HIGHLIGHTS: Provided best competition conditions for athletes and officials (6 new WRs) To once again be the largest ISSF World Cup with a high participation in the year after the Olympics. PROBLEMS OR ISSUES: Some teams organize training camps in other German locations and do not consider that they need special weapons authorization this is explained in the General Information, but federations do not pay attention. Some NFs do not order visas in time and then expect the OC to work miracles. LESSONS LEARNED: Information regarding firearms permits must be sent earlier and be even clearer.

GABALA (AZE) RIFLE-PISTOL WC CHAMPIONSHIP HIGHLIGHTS: Paperless competition. All information was available on our website. Feedbacks from delegations was positive. Improved transportation system quality and punctuality. PROBLEMS OR ISSUES: Several teams failed to obtain visas before arrival in Azerbaijan. LESSONS LEARNED: We need to improve food service

SUHL (GER) RIFLE-PISTOL JUNIOR WCH CHAMPIONSHIP HIGHLIGHTS: High number of entries and extremely high results in the 10m AR events. Attractive Victory Ceremony setting in the main plaza. Excellent competition conditions allowed Juniors to establish or equal 15 Junior World Records. PROBLEMS OR ISSUES: A very tight competition schedule made it necessary to avoid delays. Maximum range capacity was reached for some events. Visa problems: Teams applied late and expected the German federation to influence this process, which it cannot do. LESSONS LEARNED: The paperless championship concept must be better communicated to NFs. Add one more competition day to ease schedule pressure.

PORPETTO (ITA) SHOTGUN JWC CHAMPIONSHIP HIGHLIGHTS: Finals in all events (Trap, Double Trap, Skeet) Opening Ceremony and Victory Ceremonies (OC??) Contacts with ISSF staff and managers PROBLEMS OR ISSUES: Building two new Trap and Skeet Ranges expressly for this competition. Transportation: Airport to hotels and hotels to shooting ranges LESSONS LEARNED: Organizational system of ISSF Staff How to prepare ranges to comply with ISSF Regulations How to manage the large number of delegations, athletes and coaches How to manage the armory for this kind of a large competition.

MOSCOW (RUS) SHOTGUN WCH CHAMPIONSHIP HIGHLIGHTS: Decoration of the Finals Range and stands not expensive, but the effect was impressive Television production TV picture was attractive for audience Sold more than 1000 tickets via Internet and on the range More than 1000 guests, shooting veterans, government officials, NOC, youth PROBLEMS OR ISSUES: NFs don t read or follow the General Information instructions 30% of the teams made mistakes in completing the guns and ammunition forms Violations of laws regarding gun and ammunition (teams took guns to the hotels) LESSONS LEARNED: See recommendations

MARIBOR (SLO) 10M ECH CHAMPIONSHIP HIGHLIGHTS: We delivered six live TV broadcasts that included qualifications and finals. Excellent competition conditions that produced high level competition. We offered friendly hospitality for all participants. PROBLEMS OR ISSUES: With the official service providers of the Championship it would be sensible to arrange a general contract at the ESC level. Some NFs did not make payments on time; this caused the OC to delay payments to its suppliers. OC costs are so high that it must have access to sponsorship funds. LESSONS LEARNED: For easier organization, it is necessary to examine in detail all the deadlines in General information. That the organization of the Championship is an exceptional financial burden that cannot be covered by entry fees alone.

BAKU 25M/50M/300M/SHOTGUN/RT ECH CHAMPIONSHIP HIGHLIGHTS: Quality and punctuality of transportation. Paperless competition all information was available on our website. Big, comfortable athlete rest area at the range; excellent hotels available at reasonable prices. PROBLEMS OR ISSUES: Technical problems with the Internet. Several teams did not obtain visas before arrival in Azerbaijan. The Baku Shooting Center staff was inexperienced and this caused problems for the OC. LESSONS LEARNED: TV staff must arrive at venue at least 3 days before the first live broadcast. The Baku Shooting Center Internet system needs renewal. The Baku Shooting Center staff needs training.

CAIRO (EGY) AFRICAN CHAMPIONSHIP CHAMPIONSHIP HIGHLIGHTS: YOG Qualification. Spectacular Opening Ceremony. High number of participating countries. PROBLEMS OR ISSUES: Some NFs were unable to pay entry fees. Some NFs were extremely late in submitting entry data. Continuous changes in submitted entry data. LESSONS LEARNED: We must continually remind NFs about deadlines. Not to be so accepting of mistakes. Laws and regulations are made to be applied, not avoided.

SUHL (GER) TARGET SPRINT WCH CHAMPIONSHIP HIGHLIGHTS: Large number of spectators on all days. Very attractive venue in the heart of the City of Suhl. Athletes and officials were excited about the Championship environment. PROBLEMS OR ISSUES: The agreement with the city of Suhl during structuring the venue, as different issues popped up (i.e. toilets, electricity...) just a couple of days before the Championship started. Securing transportation of athletes, officials, juries, announcers, victory ceremonies staff.., to be on time at the Platz der Deutschen Einheit, as they had to be shuttled from and back to the Shooting Range. More participation was expected. LESSONS LEARNED: Different issues like electricity, water supply had to be discussed at the last minute again, although agreements were existing. Supporting/Entertainment program is the key if you want to attract spectators and make it a successful event.

OC RECOMMENDATIONS ISSF should do more live broadcasting (TV) to popularize the shooting sports. Mixed Team entries must also use the same online entry system as the individual events. Comment: This will be done in 2018. ISSF must increase its supervision of the preparations for ISSF Championships to ensure organizational quality. Athletes and participants are very demanding. Recommend that only federations who made their preliminary entries would gain access to make final entries and if only a variation of a certain percentage (e.g. 20%) of entries would be tolerated between the preliminary and the final entries. Because the way it is right now, the preliminary entries are pretty much useless for the preparation of such a competition. Comment: This would require changing the GR. Re-evaluate the paperless championship concept it needs improvement! We are happy with everything. Registration for Mixed Team events must be done online.

OC RECOMMENDATIONS Concerning the competition internet service content, need of clear guidelines who is in charge on either side - the competition management and/or ISSF and organizing committee/federation - to avoid miscommunication, upload of wrong or not officially approved documents. Concerning paperless competition, virtual pigeon boxes for the delegations would be an improvement! Preliminary entries have no value in planning, as the variability between preliminary and final entries is way too high. This causes different problems (hotel, transportation, schedule,...) that could be planned ahead of the event with a certain reliability, if preliminary entries had more obligation. TV resource might be used for arbitration as far as it can give a clear picture whether a target was hit or missed. Renovation of the accreditation system (import of the pictures,...).

OC RECOMMENDATIONS Arrangement of seats for finalists, coaches, jury members out of the Final range didn t cause any problems for the competition process but improved the total picture of the Final for spectators and TV audience as far as nothing disturbed from the athletes and the competition itself. Jury of Appeal didn t have any job, but the OC had to prepare special office and had certain expenses which look unreasonable in the existing format. Will be much more comfortable for organisers and we guess also for delegations if registration for mixed teams events will be done online.
