CAL REGION MRA SEARCH & TRACKING REACCREDITATION SAFETY PLAN MARCH 1, 2014 HOSTED BY PLACER SAR Updated 01/23/2014 INCIDENT NAME: Search & Tracking Reaccreditation OVERVIEW: The following is a preliminary plan for emergency response during the California Region Mountain Rescue Association (CRMRA) event planned for March 1, 2014. The actual testing is scheduled to take place between 0800 and 1800 on Saturday; however teams are expected to be in the area starting as early as 1200 on Friday evening through 1000 Sunday AM. This plan addresses a response to both critical and non-critical events. COMMAND POST: The Command Post will be located in the parking lot of the American River Canyon Overlook Park at the Auburn State Recreation Area of the American River Canyon. The Command Post will be staffed on Friday February 28th from 1200 to 2000, and again on Saturday March 1st from 0530 to approximately 1800 or after the last team is out of the field. The Command Post will monitor the National SAR frequency (also known as NASAR, MRA Frequency, or SAR Simplex), 155.160MHz, and this should be used as the primary emergency radio frequency. The Command Post can also be reached by Cell phone numbers listed below. Cell phones will generally work in the canyon. MEDICAL: A stand-by medical team will be available through the duration of the event on Saturday. BLS will be provided by Placer SAR. Placer SAR will be in direct contact with the Command Post. The closest Hospital is Sutter Auburn Faith; the closest Trauma Center is Sutter Roseville Medical Center located in Roseville, California. CalStar3 (based in Auburn just up the canyon) is the nearest ALS helicopter. Falcon30 (Placer helicopter) or H20 (CHP helicopter) also based in Auburn are typically available for rescue evacuations. JURISDICTION: The Auburn State Recreation Area lies in both Placer and El Dorado counties, and is operated by California State Parks. For purposes of this exercise, all operations will fall within the jurisdiction of the Placer County Sheriff s Department and Placer County SAR. Air support if needed will be controlled by the Placer SAR Coordinator listed below. SAFETY HAZARDS: The Auburn State Rec. Area sits between 500 and 1500 elevation and does typically not receive snow. Hazards within this environment may include: injuries related to travel in the steep canyon, Poison Oak, rattlesnakes, mountain lions, and bears.
EMERGENCY EVACUATION PLAN: Critical Injury Response: The following guidelines should be addressed in the event of a significant injury: 1. Verify scene safety and terminate the reaccreditation activity in the immediate area. 2. Provide any life support as needed. 3. Alert the Command Post of the nature of the event, the location and what is required. 4. The team involved in the incident is to assume command until the proper jurisdiction can be established. 5. Follow directions from the Online Medical Coordinator who will be located at the Command Post. 6. The Command Post will alert 911 and assist in directing responding personnel. The Command Post will update the treating team as to expected ETA s for responding agencies. 7. Provide extrication of the subject and continued life support until relieved by responding agencies. Four wheel drive vehicle(s) and motorcycle(s) will stand ready at the Command Post to transport any person(s) evacuated from the scenario sites. Non Critical Injury Response: Minor injuries and illnesses may be handled on-site. However, if required, an ambulatory subject may be taken directly to the local hospital. The hospital may be contacted at the number listed below. The on-site BLS team or other emergency resources may be summoned through the Command Post at any time during the event. All injuries must be reported to the Command Post. Evacuations: Person(s) in need of rescue/evacuation will be evacuated by the quickest means available. In the event a complete group evacuation is necessary, all members of the scenario site (team members and evaluators) will evacuate as a group and no one will be allowed to move ahead or lag behind. Landing Zone: A helicopter landing zone will be established on an as-needed basis as determined by communications with Placer County Sheriff and the hosting Command Post.
