CHAPTER 5: MEDIA REGULATIONS ARTICLE 1 : LOCAL PRESS OFFICER & STAFF Article 1.1 LOCAL PRESS OFFICER 1.1.1 Each National Federation organizing a competition must appoint a Local Press Officer for the whole duration of the event who should be a Beach Volleyball expert and a professional journalist or media/public consultant. This person must speak fluent English. 1.1.2 The Local Press Officer shall be in charge of all press related matters from the organizer s side and work in very close cooperation with the CEV Press Officer or/and with the CEV Press Delegate. Immediately after the end of the day/competition the Press Officer must send all necessary information to the CEV Communication Department. 1.1.3 The Local Press Officer is obliged to strictly respect the specific guidelines related to the CEV competitions, and especially to respect the CEV Beach Volleyball Handbook/Operational Manual. 1.1.4 The Local Press Officer must set up all press & media facilities at the competition venue according to the provisions laid down in Table III and IV. 1.1.5 The Local Press Officer must keep a precise list of all accredited media (names and references) of national press agencies, national and regional newspapers, radios and TV stations. 1.1.6 The Local Press Officer must develop a professional national, regional and local media campaign before the start of the competition. 1.1.7 The Local Press Officer must be available for the whole duration of the competition. 1.1.8 The Local Press Officer is responsible for organizing the press conference(s) on site. 1.1.9 The Local Press Officer must provide daily information to the media (daily program, results, ranking, statistics, news, quotes from press conferences, etc.) respecting the information flow set in these regulations (see Table II). 1.1.10 The Local Press Officer is in charge of the journalists accreditation procedure. An official accreditation form shall be dispatched to all media likely to attend the event. The Local Press Officer must check the accreditation forms returned by the journalists and have all accreditation cards ready before the journalists arrive at the competition venue. Article 1.2 PRESS STAFF 1.2.1 The organizer must hire a sufficient number of staff assisting the Local Press Officer to guarantee the smooth running of all press operations at the competition venue(s) (see Table I). 1.2.2 In case of several venues, the organizer shall appoint an Assistant Local Press Officer who shall be in charge of all press related matters on behalf of the Local Press Officer if the latter is not present. 1.2.3 The organizers must appoint a Master of Ceremony in charge of running the press conference(s) taking place after the final matches. As each press conference is carried out in English, the Master of Ceremony must be fluent in this language. Interpreters appointed by the Local Press Officer shall assist whenever this is needed. 1.2.4 The organizers must appoint a professional photographer for the whole duration of the event who will provide the CEV with high quality pictures (size: 2500 x 4000 px, at least; format: JPG with compression 10 in a scale from 1 to 12; minimum resolution 300 dpi) of the competition free of charge and copyright. The CEV is allowed to use these pictures for promotional purposes, including their use in CEV publications, on the Internet etc. All pictures must be captioned with the name of the players in action. The pictures must be uploaded via the CEV Photo Gallery Management System. Detailed instructions and the necessary log-in credentials will be dispatched in due course by the CEV Press Officer. ARTICLE 2 : INFORMATION FLOW Article 2.1 MEDIA ON SITE 2.1.1 The Local Press Officer and the staff must provide the accredited journalists upon their arrival with a press kit containing all competition-related information, including a short presentation of all participating teams, the match schedule as well as the official program booklet. 2.1.2 The Local Press Officer and the staff shall distribute the required material as laid down in Table II. 2.1.3 The Local Press Officer and the staff shall keep the media constantly informed about any news concerning the competition. 2.1.4 The Local Press Officer and the staff must arrange pigeon boxes in the press centre where all written information (press releases, etc.) shall be deposited for immediate distribution. During the whole duration of the event previously dispatched and new information shall be continuously available in the pigeon boxes at each competition venue. Article 2.2 MEDIA OFF SITE 2.2.1 The Local Press Officer shall write a daily round up in the local language after the last match of each competition day. This release shall be distributed to all relevant national, regional and local media. 2.2.2 The Local Press Officer shall be in charge of distributing the information as laid down in Table II and in accordance with the specific guidelines of the competition. ARTICLE 3 : FACILITIES Article 3.1 CENTER COURT AREA 3.1.1 The centre court area must be in accordance with the specific requirements related to the event (see Table III) and the CEV Beach Volleyball Handbook. 3.1.2 The organizer must provide commentary booths for all radio and TV stations accredited. 3.1.3 If the competition is covered by a host broadcaster, the organizer must install the TV cameras on the positions indicated on the official CEV court layout and the Operations Manual. 3.1.4 The Organizer shall provide a press conference room/area located close to the media/press centre. 3.1.5 The areas reserved for the media shall only be accessed by journalists. The organizer must provide strict security at each access gate in order to keep these areas free from intruders. Article 3.2 PRESS CENTRE 3.2.1 In accordance with the dispositions laid down in Chapter 2 - Technical & Logistics, the CEV Beach Volleyball Handbook and Table IV, the organizer shall install a fully equipped press centre at the competition venue. 3.2.2 Only accredited journalists and CEV Officials shall be granted access to the press centre. The press centre shall open two hours prior to the start of the first match of the day and close approximately two hours after the completion of the last match on schedule. 3.2.3 The organizer must install a working room within the press centre which provides sufficient working space for the journalists. Each working place must be equipped with a chair, a table, power sockets and Internet connection. 3.2.4 In the working room the following facilities must be installed: One computer with Internet access; Pigeon boxes; Information boards; Copy machines and paper. 3.2.5 In the press centre the organizer must install: - One telephone and one fax machine for international use. - A press conference room/area for the press conference taking place after the final matches. This room must be equipped with: Chairs reserved for the journalists; A podium with a minimum of 6 seats, a covered table and soft drinks for the teams, the master of ceremony and the interpreters; The official backdrop of the tournament; The CEV flag; Microphones. 3.2.6 The press conference room/area must be isolated in order to prevent any outside noise disturbing the ongoing chats with the players. ARTICLE 4 : PRESS CONFERENCES Article 4.1 ORGANISATION Press conferences must be organised in accordance with the provisions laid down in Table II. If the CEV Press Officer or CEV Press Delegate is attending the event on site, he/she should call for additional press conference(s) in cooperation with the CEV Technical Supervisor and CEV Jury President (if appointed). ARTICLE 5 : CASES NOT FORESEEN Any situation that is not foreseen in these regulations shall be settled by the CEV Executive Committee. Before and during an event staged under the authority of the European Volleyball Confederation, the CEV Technical Supervisor shall be empowered to take immediate action whenever necessary. ARTICLE 6 : FORMS & ADDITIONAL DOCUMENTS Article 6.1 FORMS In press matters the following form has to be used: BV-PR: List of Accredited Media Detailed instructions for using the CEV Photo Gallery Management System for the upload of pictures will be dispatched in due time by the CEV Press Officer together with the necessary log-in credentials. Article 6.2 ADDITIONAL DOCUMENTS/REFERENCES In press matters the following documents/references should be used as well: CEV Beach Volleyball Handbook; Operations Manual established by the CEV or its Partner.
