CLARE STAGES RALLY Sunday 20th September 2015 SUPPLEMENTARY REGULATIONS Round 5 - Top Part West Coast Rally Championship Organised and Promoted by The Clare Motor Club SUPPLEMENTARY REGULATIONS Dear Competitor As the Clerk of the Course and on behalf of the organising committee, I would like to extend a warm welcome to everyone who wishes to compete in the Oakwood Arms Hotel / Clare Stages Rally 2015 which takes place on Sunday 20th September. This year the rally is the 5th round of the Top Part West Coast Rally Championship. We trust that all who compete will have an enjoyable event. This is a one day event with two stages repeated three times. Two very competitive stages with good tarmac roads. The overall length of the event is 231.70km of which 89.70km are stages with centralised servicing which will be run after every two stages. Pace note making takes place on Saturday. The first car will leave Parc Ferme at the Skycourt Shopping Centre on Sunday Morning at 09.40a.m., returning to the final control at the Oakwood Arms Hotel at 16.40 p.m. We look forward to meeting you all in Clare in September. The Rally is a qualifying round of the Top Part West Coast Rally Championship and will take place over a route of approximately 89.70 stage kilometres 3. These Regulations have been submitted to and approved by Motorsport Ireland and the necessary permit for the holding of the Competition has been granted. MI Permit no. 15/143

NOTICE BOARD The Official Notice Board will be situated in the Lobby of the Oakwood Arms Hotel and will be in operation from 12.00 midday on September 19th 2015 until 30 minutes after final results are posted. ROAD BOOK The Road Book issued to you at Recce Sign On is the only Road Book Provided SERVICE AREA There will be a designated fixed service area in the Clare Marts, Quin Road, Ennis. Ground Sheets are required for Service Crews and please respect the Business Park and keep the area litter free. Outside of the service area, support/service is expressly FORBIDDEN. Judges of Fact will monitor. If Support Service are observed in a forbidden area the penalty is EXCLUSION GENERAL The Competition will be held under the International Sporting Code of the F.I.A. and the General Competition Rules of Motorsport Ireland and the standard regulations for all Stages Rallies. (Appendices 25, 28, 29 of the 2015 Year Book as published by Motorsport Ireland and these regulations. All Competitors who forward completed Indemnity Forms agree to be bound by the rules. Final Instructions will form an integral part of the Supplementary Regulations. ENTRIES (A) Entries open on publication. Entries will be accepted between publication and 10th September 2015. (B) Entries will be accepted on line or by Post If the Entry is made on line (rally.connect.ie/evo), The indemnity must be Printed, Signed and Posted together with a Cheque to Entries Secretary Martina McKenna, Capparoe, Adare, Co. Limerick. Tel: 087-7755138. Failure to print and post the indemnity and cheque will result in an invalid entry. If Entry is submitted by post (manually), the Entry Form together with a cheque can be posted to the above address. Manual Entry Forms can be downloaded from www. claremotorclub.com. The Event Entry Fee for the Main Field is 395.00, and Juniors/Historic 295.00 (payable to Clare Motor Club), Personal Accident Insurance and Standard IRDS Insurance are included in the entry fee, Additional IRDS premium will be collected on the day from any driver with special conditions on their IRDS letter of acceptance. Cheques may only be post dated to 18/9/2015. All withdrawal of Entries must be in writing. Entries withdrawn in writing before 18/9/2015 will have their full entry fee returned. Entries withdrawn in writing after 18/9/2015 may have an administration fee of 20 deducted. Incomplete entries will be returned. The Entries Secretary can be contacted on 087 7755138. (C) The Club reserves the right to refuse an entry without assigning a reason. (D) In the event of an excess of 131 being received the following criteria will be applied to all entries received from the opening to the closing date of entries. 1. Top Part championship Overall awards and 1st, 2nd & 3rd in Class, (Entries must be received by closing date) 2. 20 entries allocated at the organizers discretion. 3. 10 entries allocated to CMC Members who have assisted with the running of rally stage events by Clare MC and that have assisted with the running of a stage in which CMC have helped to run for other Clubs in 2015 All Clare Motor Club members are asked to help on the day and help assist with clean up on Monday 21st September 2015. Notes: In all the above cases Competitors refers to drivers only. The driver must state on the entry form under which of the above criteria he/she wishes to be considered The onus will rest with the competitor to provide documentary proof of results stated. Any false declaration will result in the entry being refused. Qualifying under any of the above criteria does not guarantee an entry. The club reserves the right to refuse an entry without assigning a reason.

RECONNAISSANCE/PACE NOTE MAKING (A) Pace Notes will be allowed on the event. Competitors will be allowed to make Pace Notes on Saturday September 19th between the hours of 9.00am and 5.00pm in accordance with the regulations. (B) Competitors making Pace Notes are obliged to register at The Oakwood Arms Hotel, Shannon between the hours of 21.00 and 22.00 on Friday september 18th 2015 OR the hours of 8am and 12pm on Saturday September 19th, 2015. (C) Notes may be available for sale from Third Parties. The Club has no involvement with their preparation or sale and accepts no responsibility for their accuracy or otherwise. You will be supplied with an identification plate, which must be CLEARLY VISIBLE in the windscreen of the vehicle being used for recce/ pace note making. Reconnaissance is limited to a maximum of three passes per stage or any part thereof. Competitors who exceed this limit will be penalised by exclusion from the event. A full list of Judges of Fact will be advised in Final Instructions and will be posted on the official notice board. Your attention is drawn to Appendix 29, regulation 4 referring to a competitor found on a stage outside the recce period. The maximum speed allowed on a stage during recce is 60kph unless a traffic sign or a written instruction indicates a lower limit issued by the organisers. RESTART AFTER RETIREMENT ( Rally 2) Rally 2 10. Rally 2 (Restart after Retirement) 10.1: General 10.1.1 The rally will operate Rally 2 in accordance with Art 13, Appendix 29 of the Motorsport Ireland Yearbook (as published on MI Website) 10.1.2 A crew retiring from the rally between Parc Ferme Out and Arrival Control SS2, may restart the rally from Service Out Control after 2 stages, or Service Out Control after 4 stages. Cars retiring from the rally on Special Stages 2 or 3, or the following road sections, may only restart from Service Out Control after 4 stages. No restart will be permitted for crews retiring on Special Stages 4, 5, or 6. A restart will not be permitted where a crew has been excluded for non-compliance with eligibility requirements, traffic violations or a decision of the COC/R2C (Rally 2 Co-ordinator). On retirement the crew must hand in their time cards to Car Accountability or the marshal/timekeeper at the next available location/time Control. Crews must retain the duplicate copy of the time card, to present to R2C as proof of stages completed. 10.1.3 Competitors must register for Rally 2 if they wish to restart by contacting the R2C prior to a time that will be specified in Final Instructions. Service Vehicles will not be permitted to access the Stage or any closed road between runs. The organisers will, where possible, endeavour to remove any car to the nearest location where it can exit the stage. The transport of the car from that location is the responsibility of the competitor. The car must return by direct route to the Service Area. 10.1.4 Competitors availing of Rally 2 must present themselves at the appropriate Out Control, with their car, for re-scrutiny. Due time is 10 minutes before their original due time at that Control, and 15 Minutes maximum lateness will apply. 10.1.5 The R2C, once satisfied that the crew meets the conditions for a restart, will issue new time cards which will have a restart time and restart Control Number. The restart position within the field shall be at the discretion of the COC/R2C. 10.1.6 The organisers reserve the right to disallow restart on safety grounds or if the restart would interfere with the running of the rally. 10.2 Penalties: 10.2.1 Penalties will be applied as per Article 13.5, Appendix 29 of the Motorsport Ireland Yearbook (as published on MI Website) 10.3 Award Eligibility:
