SBCAG STAFF REPORT SUBJECT: 2017 Federal Transportation Improvement Program MEETING DATE: January 19, 2017 AGENDA ITEM: 5E STAFF CONTACT: Anne Jensen RECOMMENDATION: Adopt Resolution 17-01 approving Amendment 2 to the 2017 Federal Transportation Improvement Program (FTIP) to program changes to the Highway Safety Improvement Program (HSIP) grouped project and to program recently awarded Active Transportation Program (ATP) Cycle 3 projects. SUMMARY: The Federal Transportation Improvement Program (FTIP) is adopted by SBCAG and serves as a single reference document that the public and government agencies can review to understand where, when and how federal transportation funding will be spent in Santa Barbara County. An accurate project description, including scope and funding allocated, must be listed in SBCAG s Federal Transportation Improvement Program before federal funds can be expended on the projects. After adoption, the FTIP must be periodically amended to facilitate expenditure. SBCAG s role is to amend the funding changes into the FTIP. The recommended action is not a project under the California Environmental Quality Act (CEQA) pursuant to sections 15276 and/or 15378 of the CEQA guidelines. DISCUSSION: Amendment #2 makes the following changes to the 2017 FTIP: Active Transportation Program (ATP) The following four projects were recently awarded funding by the California Transportation Commission from Cycle 3 of the state Active Transportation Program and must be added to the FTIP: o SR2S Improvements at the Intersection of Highway 246 and Sycamore Drive: (MPO ID: BUELL07): The City of Buellton was awarded 684,000 in ATP funds in FY 2019/20 to install a high visibility crosswalk, roadway tapering, extended curbs, and updated ADA ramps at the intersection of Highway 246 and Sycamore Drive. The City is providing a Measure A match of 100,000.

o o o Eastside Green Lanes & Bike Boulevard Gap Closure: (MPO ID: SBCITY23): The City of Santa Barbara was awarded 2,736,000 in ATP funds in FYs 2019/20 2020/21 to construct new bike lanes along Cota and Ortega Streets, green lanes on Cota and Haley Streets, bike boulevards on Alisos Street, sidewalk infill, and create three enhanced school crosswalks. The City is providing a local match of 27,000. Westside Bike Boulevard Gap Closure: (MPO ID: SBCITY22): The City of Santa Barbara was awarded 4,437,000 in ATP funds in FYs 2019/20 2020/21 to design and construct a 3.8 mile bike boulevard through Santa Barbara s westside neighborhood to downtown and the east side. The project is located along Chino, Micheltorena, Castillo, Sola, Salsipuedes, Anapamu and Nopal Streets. The City is providing a local match of 45,000. Rincon Multi-Use Trail: (MPO ID: SBCAG29): SBCAG was awarded 6,833,000 in ATP funds in FY 2019/20 to construct the Rincon Multi-use Trail project. The trail will be accessible to both pedestrian and cyclists, and eliminate a gap which forces users to use the shoulder of US 101 or trespass across the UPRR tracks. The completion of this project will also close a gap in the California Coastal Trail. Highway Safety Improvement Program (HSIP) The goal of the federal Highway Safety Improvement Program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-state owned public roads and roads on tribal lands. The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads that focuses on performance. In California, the program is administered by Caltrans. Projects are selected through a call for projects process. Grouped Projects for Safety Improvement HSIP: (MPO ID: LOCALHSIP): Three new City of Santa Barbara projects awarded funding in HSIP Cycle 8 are being programmed. Additionally, unspent funds for incomplete projects from previous cycles are moved into the current FTIP period. Project details are included in Attachment C. The recommended action is not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378 (b)(4) of the CEQA Guidelines. COMMITTEE REVIEW: When possible, FTIP amendments are presented to the TTAC as an announcement. Since TTAC did not meeting in January, ATP-related amendment information was sent to the respective local agencies for review. All amendments are posted on the SBCAG website for public review one week prior to board approval.
