Rocky Mountain Winter Competitive League Coach and Spectator Overview Facility rental agreements now include the following requirements. *No unsupervised children are allowed. Childen are not allowed outside of the main gyms without their parents, and any violation results in them being sent back to the gym. *No food is allowed in the gymnasiums. *No outside balls (basketballs, volleyballs, footballs) are allowed other than the basketballs associated with the team. No tossing, or playing inside of the building is permitted. Scoreboard/book operations NO cell phone usage during games. You may during ½ time and before/after games, but while a game is in progress, please respect. *3 minute warm-up between games *2-minute half-times
Rocky Mountain Winter Competitive League Coach and Spectator Overview *Every state high school league rule followed is to ensure a safe environment for all players, officials, coaches, and spectators. A no-tolerance policy is enforced for all violations. Each game will start with a pre-game coach/officials conference that includes ALL COACHING STAFF PERSONNEL FROM EACH TEAM. The state high school league bench decorum is enforced for all head coaches, assistant coaches, and players. The head coach is the ONLY coach during games allowed to stand and coach, and communicate with the officials. (per state high school league rules) The state high school league coach s box is enforced. (per state high school league rules) Coaching staff is not allowed to approach the scoreboard operations. If issue arises, address the officials who in return will communicate with the scorer s table (per state high school league rules) During league play, each team is required to provide a volunteer for scorer s table operations. Coaches are held to the same decorum as a state high school game, and technical foul violations, etc., will be enforced in the same manner as a state high school league game. Any coach approaching an official before or after a game will automatically be suspended for 1 game. (per state high school league rules) Any coach receiving 2 technical fouls in a game will automatically be removed from the current event and suspended for 1 game. (per state high school league rules) Spectator Code of Conduct: A no-tolerance policy is enforced. Spectators are expected to act in the manner in which they would be held accountable at a state high school league sponsored game. Spectators are NOT ALLOWED on the court during games. At any time, a spectator goes out on the floor, they will be suspended for that game, and 1 additional game. Spectators are NOT ALLOWED TO approach officials at any time. Spectators are NOT ALLOWED to harass officials during games. Spectators are NOT ALLOWED to approach on-site staff regarding concerns. The head coach is responsible for all questions and concerns regarding each team and expected to bring these concerns from the head coach to the organization on Monday following a weekend event. Violation of any listed above will result in spectators being removed from the event and automatically suspended for 1 weekend of play. No protests are allowed or any issues will be addressed on game day. Changes and follow up occurs each Monday following an event, and the 24-hour rule is enforced.
General Rules of Play: *3-minute warm-up (start clock when teams are done shaking hands) *2-minute half-time *1/1 free throws on 7 team fouls (each half) *Double bonus free throws shot on 10 team fouls (each half) *All non-common fouls (flagrant, intentional, technical, etc.) Results in 2 points to the other team and possession of the ball. *All offenses and defenses are allowed in tournament play. *No press 15+ point differential *Girls use the 28.5 size ball for all grade levels, *Boys 4-5 th grade use the 28.5 size ball, Boys 6 th grade thru Varsity use the 29.5 size ball. *Teams are provided 3 (three) timeouts per game. No carry over into overtime. *Teams receiving 3 technical fouls in one game will forfeit the rest of the weekend. *Spectator technical are assessed as a 5-point technical foul on the head coach, and fan removed from event. *Head Coach must sit after any bench, spectator, or coach assessed technical foul. *Games are every 55 minutes *Games are two 20 minute halves, running clock *Clock stops the last 1 minute of the 1 st half, the last 2 minutes of the 2 nd half, As long as, the score differential is 14 points or less. *2-Person Officiating Crews (3-Person will be provided when available) Overtime Periods Include: *1 st OT is 2 minutes stopped time (1 timeout allowed for entire overtime periods) *2 nd OT is first team to score 2 points *Foul counts carry over from 2 nd half *Stopped Clock procedures continue in affect *Possession arrow resets with Jump Ball Toss to start OT period 4/5 th Grade BOYS AND GIRLS NO ZONE DEFENSE OVERVIEW No double teaming or trapping is allowed at the 4/5 th grade boys and girls levels. This means you are not allowed to play zone, trap, double team anywhere outside of the 3-point line in which you are defending. Once the ball goes inside the 3-point line, you are allowed to double team and trap. This rule is applied to help young players develop their footwork and skills, vs. teams sitting in a zone and forcing young players to shoot from the perimeter the entire time.
