NORCAL CAL RIPKEN STATE TOURNAMENT MANAGERS AND COACHES MEETING Age Level Presented by: Stephen Davidson Norcal Cal Ripken State Commissioner And Assistant State Commissioner

CAL RIPKEN STATE TOURNAMENT MANAGER/COACHES MEETING 1. Introduction of Managers a) Managers: introduce self and your coaches, if present. 2. Introduction of any and all Host League representatives 3. No show a) Automatic visitor for first game. 4. Alcohol a) No alcohol is allowed during manager/coaches meeting. b) If any present, please remove immediately. 5. Local Playing Facility Rules: a) All rules of local playing facilities shall also apply (e.g., no animals) 6. Tournaments Books/$50 Deposit a) Tournament Credential Director shall collect Tournament Books and $50 book deposit prior to the start of the meeting. b) Tournament Books will be examined and verified by Tournament Credential Director. i. It is expected that all books have all required information without further follow up. c) Assistant State Commissioner will keep all books in his/her possession until a team is eliminated. d) IF any discrepancies are discovered, team will not be allowed on the field for a game until ALL discrepancies are cleared up. NO EXCEPTIONS!!! i. Same requirement as in prior years! ii. If book is ok d, league will get back its $50 deposit. 7. Tournament Game Schedule a) Please note: if a team(s) pull out of a tournament, NORCAL State Commissioner will have to redraw or change playing format. b) Any change/redraw will be at the sole discretion of the NORCAL State Commissioner. c) If two teams from the same league are participating in an age bracket, they will not play each other on the first round. d) A team cannot change its name once a tournament binder has been turned into a state official for verification and the team name has been identified in the binder. e) Prior to a draw, leagues having more than one team in an age bracket, must identify each team by name and manager so it is clear which team is being drawn. 8. Scorebooks, Line-up Cards, Pitching Logs a) Manager shall turn into Assistant State Commissioner all scorebooks, line-ups cards and pitching logs after each game. Assistant State Commissioner will keep all items during tournament. 9. Uniforms a) All players/coaches must wear regulation uniforms: i. Shirt, vest with shirt, baseball pants, same color socks, hat, etc. ii. Must have required Cal Ripken patches on the left arm, left chest if no sleeves or emblem on the hat. iii. American Flags are optional but should be worn on the right shoulder or on the back at the neckline (American Flag on hat is OK.) b) NO duplication of numbers (avoid zero s).

c) Bat boys/girls must be younger than players and should NOT have a number on their jersey: i. Leave back of jersey blank, with batboy or batgirl. 10. Tobacco Products a) No tobacco products allowed anywhere in the ballpark PERIOD. b) Tobacco products include chew, snuff, cigarettes, e-cigarettes, etc. 11. Team Arrival Times a) All teams must be at the ballpark at least one (1) hour prior to their scheduled start time. 12. Coin Toss a) If non-pool play, Manager or representative will meet with Tournament Director or State Commissioner for coin toss to determine Home team one hour before game time. b) Home team will occupy (first/third host to determine) base dugout. c) After brackets are drawn, a coin toss will determine the first slate of games for home team a. Will a representative from and come forward. (Do the coin toss.) is the home team for Game # (Do all first round games for non-pool play). Should a team be an automatic visitor, no coin toss is necessary. 13. Water in Dugouts a) Host league will provide water in the dugouts. b) If your water jug runs dry, let a league representative know so they can refill the jug. 14. ID Cards (Lanyards) a) World Series path tournaments (10, 12-60 s, 12-70 s): ID cards will be mandatory for each team (players and coaches). b) ID Cards will be checked by the Assistant State Commissioner ten (10) minutes before the first game played for each team and selectively thereafter. c) Players/coaches should be ready in alphabetical order so ID cards can be verified quickly. 15. Announcement of Players a) If players are announced and the National Anthem is played: i. Players should line up off the caulk foul line. ii. Shake hands of other team immediately after National Anthem. iii. Immediately after hand shake, teams should go back to their dugout. 16. Team Duties after Completion of each Game a) Prior to departing dugout, make sure it is cleaned out before the next team starts to come into dugout. b) We have tight schedules, so clean up and vacate the dugout as soon as possible c) Hold your team meeting somewhere on the field or sideline after cleaning the dugout of trash and equipment. 17. Protest Committee a) A Protest Committee will be used at every tournament game. b) All protest committee members must be familiar with the rules of CR/MLB. c) The protest committee will consist of: i. A representative from each team ii. A representative from the tournament staff (usually the Assistant State Commissioner) iii. All protests will be handled at the time of protest (with the exception of personnel issues)

iv. Protest Committee Member must be listed on lineup card 18. Lineup Cards a) Lineup cards must be given to the official scorekeeper half hour prior to game start time.. b) List bat boys/girls for announcers. c) Line-up cards must be legible and complete for ALL players with # s, first and last names, manager and coaches names. d) A coach or parent familiar with players names should talk to the announcer prior to game to assist in pronunciations. e) The line-up will be official, and final, when given to the Home Plate Umpire at pre-game conference. f) All changes must go through the HOME PLATE UMPIRE. g) Lineup cards must contain the name of the team s protest committee member. h) The member of the coaching staff present at the pre-game conference with umpires and who turns in lineup card, will be the only person able to discuss rule infractions, plays or calls with umpires during a game. 19. Dugout Personnel a) Roster may have no less than 12 and up to 15 players, 1 Manager, 2 coaches and 1 batboy or batgirl if the batboy or batgirl are dressed in appropriate uniform with batting helmet on (when out of the dugout). b) Scorekeeper must stay outside of dugout and off the field. c) Managers and coaches need to be in the dugout when ball is live. 20. Infield Practice a) Taken on field unless there are two other fields available to practice before games: i. Exactly thirty (30) minutes prior to game start: visitors take the field first, followed by home team: 1. If late, lose their time. b) Infield practice can be waived. c) Each team: ten (10) minutes 21. Pre-game Conference a) Five (5) minutes before game time, both Managers and the Umpires will meet at home plate for ground rules and pre-game conference. b) Teams should hustle on and off the field at all times. 22. Player Protection a) Catcher must wear mask with throat protector or "billy goat" - on the field and in the bullpen. b) Hockey-style masks are allowed. c) Catcher s helmet must cover the ears. d) Review bullpen areas before game. e) If bullpens are on the playing field, a spotter (backup player only) is necessary to protect the players. f) If players are warming up during the game, be sure a spotter (backup player) is in position to protect the players warming up unless they are off the confines of the live ball area. g) Any player or coach warming up a pitcher anywhere must wear a mask. h) Only one (1) player on deck at a time.

23. Bat Boy/Girl a) Manager/Coaches: keep players and bat boy/girl inside the dugout area. b) We do not want injuries because the youngsters are on the playing field when they shouldn't be. c) Keep bat boys and bat girls out of the entrance to the dugout. d) Bat boy or bat girl must be of a younger age than the players. 24. Sportsmanship a) Unsportsmanlike conduct WILL NOT BE TOLERATED. b) Managers, coaches, players and fans are subject to this rule. c) Tournament Officials will enforce this rule including ejections when warranted. d) No bench jockeying from dugout or fans (it s your job to stop it)! e) Taunting, no matter who does it, WILL NOT BE ALLOWED. f) Negative comments WILL NOT be directed to players on the playing field. g) Players can say "Hey Batter Batter, Hey Batter Batter" but not "Swing" and any comments must stop once the pitcher goes into his/her wind-up. h) Only positive comments can be expressed from the dugout. i) No unusual noises from the dugout will be tolerated (shaking fence, bats clanging fence, etc.) 25. Ejection a) If a player is ejected, the manager or a coach will accompany the player outside the dugout until he or she is in parental or adult custody. 26. Approaching an Umpire a) Only the Manager can approach an umpire if there is a question on a play. b) It will be done in a calm manner. c) Manager should wait for the play to end, ask for time, have it be granted and talk to the umpire who made the call. d) Manager should be specific on the request and discuss calmly. e) If the umpire feels he/she needs to discuss with their partner(s), (there is no requirement they have to) the decision of the umpires will be final. f) If the umpires come together as a crew to discuss the request, Manager will go back to his position (coaching box or dugout) and any further discussion will be over upon the ruling. 27. Pitching Rule - Rule 11.05.4 a) "No pitcher in Cal Ripken tournament play shall be allowed to pitch in more than six (6) innings in any two (2) successive tournament games within the same tournament level. (e.g. All players have full pitching eligibility beginning at each level of tournament competition.) b) One pitch constitutes an inning pitched. c) The official scorekeeper will have pitcher's eligibility statistics. Please keep track of your pitcher s eligibility with the official scorekeeper before and after each game. d) A forfeit will be declared for any violation of this rule. e) Any starter who is the pitcher of record (if not substituted for already) can have a PH or PR and they can immediately re-enter as pitcher. f) Any STARTER on the starting line up if pitching can come back to pitch as long as they have not been removed from the mound on a second visit and were not substituted for out of the line up.

28. Re-entry Rule a) Any of the starting ten (10) players may withdraw and re-enter once provided such player occupies the same batting position whenever he/she is in the lineup. b) A substitute who is withdrawn may not re-enter. c) All pitchers are governed by the provisions of Official Baseball Rule 3.05 if withdrawn while on the mound pitching (second trip). d) If the pitcher is removed from the game because of a second trip in the same inning, he /she may re-enter the game in any position with the exception of the pitcher. e) If all subs have been used and an injury or ejection takes place, the opposing Manager will chose one of the subs to replace that player (for both nine (9)/ten (10) batter lineups). 29. Slash Bunting a) If a batter attempting to bunt pulls back and swings the bat, he will be called out. 30. 10-Run Mercy Rule a) The 10-run mercy rule is in effect after 3 ½ (if home team ahead) or 4 full innings. 31. Extra Player (EP) Option a) Extra Player (EP) option is available for tournament play. b) The EP is optional each game but must be declared on the lineup card at the pregame plate conference prior to the beginning of the game. c) If a team starts with ten (10) players, they must finish with ten (10) players or a forfeit will occur. d) Just like playing with nine (9) players when all subs are used, when a ejection or injury occurs, the opposing manager selects a used player to replace the ejected or injured player. e) While in the batting order, the EP does not play at a defensive position. f) EP may bat at any position in the batting order, may enter the game at any time as a defensive player at any position and may be substituted for like any other position. 32. Catcher or Pitcher Hurry-Up Rule a) There is no catcher or pitcher hurry-up rule. 33. Sliding a) Head-first or feet-first sliding is permitted. b) There is NO must slide rule but a slide must be legal. c) If in the umpires opinion, a player deliberately (intentionally and maliciously) tries to "take someone out", player will be ejected for the rest of that game AND the next game as well. End of discussion. 34. Contact Rule a) If a runner attempting to reach home plate or another base intentionally and maliciously runs into a defensive player in the area of home plate or a base, he will be called out and ejected from the game. 35. Jewelry a) No jewelry of any type (bands, phitens, necklaces, etc) will be allowed except Med- Alert type indicating a medical condition or religious bracelets/necklaces that needs to be taped to the body so as to remain invisible. 36. Electronic Devices in the Dugouts a) No electronic devices of any kind are allowed in the dugout except a pad for scorekeeping.

b) No teaching tools or recording devices are allowed. 37. Opening Ceremonies - Host League will discuss. 38. Practice Fields - Host League will discuss. 39. NorCal Managers Responsibility Form a) Distribute and discuss. b) Manager must sign and obtain the signature of all parents from his/her team and the document should be turned into the Assistant State Commissioner prior to first game and becomes a part of the team s tournament binder. NO EXCEPTIONS. 40. Questions? a) In closing, we ask that all teams co-operate with the host league. b) The hosts have gone to a lot of expense and work to host this tournament. c) It is imperative that all managers and coaches act professional at all times. d) Most importantly of all, HAVE FUN!! See you there. Notes: 11&12-70 s: a batter gives up on a dropped 3 rd strike when they: leave the circle around home plate (about 15 ) or take their helmet off. Pg 67 6.09(b) Appeals: always live ball plays: - before a pitch or -any defensive initiated play, -if defensive player is still on field of play, or -before all umpires has left the field of play Baserunning: Rules for 60 fields: Review and know when: a base runner can leave and when the play ends Pool Play Seeding from the rule book: 1. Win/Loss record -Tiebreakers are used to advance or seed one team at a time. - When a tie is broken to advance one team between multiple teams, each situation reverts to the next tiebreaker. 2. After Win/Loss, if tied: -Head to Head game(s). -If still tied: Fewest Runs allowed. -If still tied, Run Differential (10 runs max a game). Latest Rule changes for 2016: Babe Ruth Baseball and Cal Ripken Baseball (All Divisions) Contact Rule If a runner attempting to reach home plate or another base intentionally and maliciously runs into a defensive player in the area of home plate or a base, he will be called out and ejected from the game. Babe Ruth Baseball and Cal Ripken Baseball (All Divisions) Anyone warming up a pitcher at any location shall wear a mask. A throat protector is considered part of the catcher s mask. Babe Ruth League, Inc. All Divisions If any bat in Cal Ripken Baseball, Babe Ruth

Baseball or Babe Ruth Softball cannot be clearly identified for its make and model to determine the barrel composition, then the bat should be removed from the game. Cal Ripken Baseball (All Divisions) Slash Rule If a batter attempting to bunt pulls back and swings the bat, he will be called out. Cal Ripken Baseball 8U Time Limit Rule Each game will have six (6 ) innings or a two (2) hour time limit at all levels of play. No new inning can start after two (2) hours from start of game. If inning starts, it will finish regardless.
