1. ORGANIZING COMMITTEE (LOC) The Romanian Boxing Federation, affiliated with AIBA and EUBC, has been entrusted with the organization of the 2019 EUBC Junior Boxing Championships in Galati, Romania and has created a Local Organizing Committee of the event. Competition Officials The Championships is a Continental AIBA affiliated event and will be officiated by AIBA Certified International Technical Officials and Referees and Judges. 3. REGISTRATION TO THE COMPETITION All registrations for Team Delegations will have to be made through the AIBA database (https://www.aibadatabase.org/nf). The list of the appointed Referees & Judges will be sent to EUBC Referee & Judge Commission for approval. 4
4.1. Participating Boxers Junior Men and Women boxers between the ages of 15 and 16 (based on the year of birth) will be eligible to compete in the following weight categories: Junior Boys and Girls: 44-46 kg, 48 kg, 50 kg, 52 kg, 54 kg, 57 kg, 60 kg, 63 kg, 66 kg, 70 kg, 75 kg, 80 kg, 80+ kg. Entering Reserve boxer in the database is encouraged. This function allows to register more than one boxer in the same category and to which boxer will participate even after registration ended, prior to the Sport Entries Check (only one boxer will be allowed to compete in each category). 4.2. Coaches Each Boxer will be entitled to be accompanied to the ring by up to three (3) Coaches. However, only two (2) Coaches may mount the apron of the ring and only one (1) may enter the ring. All boxers must be accompanied by AIBA certified coaches (1, 2 or 3-star) at ringside during the bouts National Level coaches, who have not been certified through AIBA, will not be allowed access to the FOP and can only be registered as Extra Officials. 4.3 Referees & Judges All Referees & Judges (AIBA 2&3-Star only) must be appointed by National Federations and approved by EUBC R&J Commission. Each National Federation must nominate an AIBA 2&3-Star R&J only and send the name of the candidate to EUBC Office at eubc.office@gmail.com no later than on April 26, 2019. Please be informed that the nominated R&Js will be subject to confirmation by the EUBC R&J Commission. All Delegations with 3 or more participating boxers must mandatory bring an accompanying qualified AIBA R&J. 4.4. Team Officials Each Team Delegation can have the following number of Team Officials: 2 Team Managers (1 for Boys / 1 for Girls) 2 Team Doctors (1 for Boys / 1 for Girls) 2 Physiotherapists (1 for Boys / 1 for Girls) 1 Referee & Judge (AIBA 2-3 Star only) - mandatory Number of coaches according to below table: o 1 3 Boxers: o 4 7 Boxers: Up to 4 Coaches Up to 5 Coaches 4.5. 4. VISA REQUIREMENTS LOC will provide assistance to acquire Visas to enter Romania, if required. For visa assistance please email: viorels2001@yahoo.com 5. TRANSPORTATION 5.1. International Transportation All flight information related to the Team Delegation must be entered in the AIBA Database during the registration and additionally sent to the LOC at viorels2001@yahoo.com. The airport of arrival and departure will be Bucharest Otopeni Airport, 220 km away from Galati. Deadline to submit arrival and departure information: May 3 (23:59 GMT) 5.2. Local Transportation Local transportation will be provided by the organizers to and from the airport, to and from the hotel to the competition venue and the training venue. 6. 7. ACCOMMODATION Allocation of rooms required for the Team Delegation must be sent by email at viorels2001@yahoo.com by May 3, 2019 (23:59 GMT). 7.1. Team Delegation Important: Boxers and Team Officials (as per point 4 above) who are timely registered in the AIBA Database will be allowed to stay in these hotels. Meals Three (3) meals per day will be served in accordance with the AIBA Dietary Requirements. COMPETITION SYSTEM The Championships will be run according to new AIBA Technical and Competition Rules. The Official Draw will be conducted by Swiss Timing through an electronic draw. 10. OFFICIAL BOXING EQUIPMENT All official boxing equipment will be provided by Green Hill - AIBA Official Licensee. 11. MEDALS EUBC and the Local Organizing Committee will distribute medals for each of the weight categories: 1st Place: gold medal (1) 2nd Place: silver medal (1) 3 rd & 4 th Places: bronze medals (2) 12. ACCREDITATIONS 13.1. For Team Delegations Members All Team Delegations members (as listed in articles 4.1-4.5) who are timely registered for the event through the AIBA Database within the deadline will receive their accreditations on site after the accommodation payment has been approved by the LOC. 13.2. For Accompanying National Federations Members (Extra Officials) Each National Federation has the possibility to request up to eight (8) additional accreditations for its internal needs and VIPs, by completing the accreditation request form (in the annex) and sending it back to eubc.office@gmail.com and viorels2001@yahoo.com no later than May 21 (23:59 GMT). 13. TECHNICAL VIDEO RECORDING Each National federation will be allowed to record the bout of their boxers with up to one camera per ring. Specific location in the stands will be reserved to this technical area. Recordings are for technical purposes only and not for public broadcasting, social media included. The access to the technical video recording area will be conditioned to the signature of a disclaimer as provided by EUBC. The team manager of each National federation must submit a signed copy of such disclaimer at the Technical Meeting. 14. INSURANCE All participants are requested to get their own travel and medical insurance as the LOC will provide liability insurance for all participants only at the Competition Venue. 15. MEDICAL CARE The LOC will provide medical care and first-aid during the entire Event Period to any participant who suffers from a sports injury contracted during the Championships. 10 16. AIBA MEDICAL CERTIFICATE AND DECLARATION OF NON-PREGNANCY Please be reminded that for the Sport Entries Check Team Delegation representatives must bring AIBA Medical Certificates issued within the last 3 months and containing all 3 pages for all participating boxers (pgs. 92-94 of the AIBA Technical Rules available on the AIBA website). All women boxers must have an AIBA Declaration of non-
pregnancy (pgs. 92-94 of the AIBA Technical and Competition Rules available on the AIBA website), which must also be presented by Team Delegation representatives at Sport Entries Check. 17. DOPING CONTROL Anti-doping control will be conducted in accordance with the AIBA Anti-Doping Rules and the World Anti-Doping Code. According to WADA regulations, blood testing may be conducted during AIBA & EUBC Competitions. 18. WEATHER The weather in Galati in May is expected to be around +15 to +20 C. 19. LOCAL CURRENCY The local currency is RON (Romanian Lei). The current exchange rate is 1 EUR = 4,75 RON 11
