Arlington Recreational Tournament (ART) Rules of Play Play Dates: November 17-18, 2018 All Tournament matches will be played in accord with the Laws of the Game as issued by FIFA. The following rules supplement the Laws of the Game. 1) Team Acceptance a) The tournament committee reserves the right to accept or reject any team application. b) Any incomplete application will not be processed for consideration. Application is not considered complete until entry fee is received. c) No team shall be deemed accepted unless written notification has been sent from the Tournament Committee. Written communication directly with the team contact is the only official acceptance. Written communication consists of both physical copy as well as email correspondence. d) Once accepted by the Tournament Committee, the application fee is non-refundable. Registration fees will not be charged until a team is accepted. If a team withdraws prior to acceptances being posted or if a team is not accepted; registration fees will not be collected. All Arlington Soccer Association participating teams are required to supply team volunteers (listed as part of the application process) to help with site coordination as directed by the Tournament Director. e) All accepted teams are required to register electronically as communicated by the Tournament Director f) Accepted teams are required to carry two copies of their Roster throughout the tournament. g) The tournament fee is $475 for the U9-U10 (3 rd & 4 th grades) division, $525 for the U11-U12 (5 th through 6 th grades) division, and $550 for the U13-U14 (7 th through 8 th grades). Early Bird registrations (received and paid by October 17) will enjoy a $25 discount. If a team is not accepted the fee will be returned or refunded in full. The tournament fee must accompany your completed tournament application. Tournament fees which are returned from any bank for any reason will NOT be re-deposited. When a check has been returned, your team is dropped from the Tournament Field and the acceptance process reverts to a first come, first serve basis. In the event of a returned

check, your team must submit a new Tournament Application with your Tournament Fee plus $50 ALL in the form of a cashier s check or money order. 2) Roster and Player Documentation Eligible teams must consist of their Fall 2018 rostered players plus any allowed guest players (see below). Regular Rec teams are allowed to participate. All-Star, Academy or similar non-regular season teams are not permitted**. If your team had a tryout in order to select players to form your roster, your team is ineligible. For non-arlington Soccer Association teams submitting applications, documentation must be provided upon request that shows that the team is part of a regular Recreational soccer program. A copy or link of the Fall 2016 schedule can suffice. **ASA has the authority to create ADP (Advanced Developmental) flights. If those are created, Division I teams may be given the opportunity to compete with ADP level teams ONLY if they agree to do so All teams must comply with the Tournament rules and Tournament Committee decisions are final. Roster Sizes: U9-U10 teams: 12 players U11-U12 teams: 14 players U13+ teams: 18 players For the 2018 event we will NOT USE the birth year groupings for flights. We will group teams by grade and by the age groups below. Teams must play in the group according to their oldest participating player: U09 3rd grade August 1, 2009 July 31, 2010 U10 4th grade August 1, 2008 July 31, 2009 U11 5th grade August 1, 2007 July 31, 2008 U12 6th grade August 1, 2006 July 31, 2007 U13 7th grade August 1, 2005 July 31, 2006 U14 8th grade August 1, 2004 July 31, 2005 ASA Developmental Program players may be added as guest players. Players can only be rostered and play with a single team in the tournament. Guest players must be registered as a member of a soccer association recognized by Arlington Soccer Association. Guest players must meet all requirements for individual team players. Any guest players with incomplete/incorrect information at registration will not be allowed to participate. Guest players must be in the same grade, or younger, as the team that they are guest playing with 4) Eligibility All players are born in the year of their age group classification, or in a later group (playing up is okay). Teams must be properly registered and in good standing with their local associations and adhere to the Roster and Player Documentation (#2 above) and the Guest Player Rule (#3 above). ALL TEAMS & PLAYERS MUST MEET THE FOLLOWING CRITERIA: a) The player must be registered with a recognized soccer association and provide a current medical release form

b) Guest players may not be travel players 5) Registration Check-in Electronic check-in will be mandatory for all teams and must be completed by the Friday, one week prior to the tournament UNLESS a waiver is granted by the Tournament Director and other arrangements are made. Check-in will be handled on-line this year. Once accepted, instructions will be emailed to team contacts with further instructions and deadlines on finalizing registration. A critical piece of the check in process will be having your complete roster listed in GotSoccer including player names and birth dates (and player s jersey numbers if you have them). We will use these rosters for the game cards and they must match the roster that you will print and carry with you to each game. This step must be completed no later than November 16 th. o When you registered you did so with either an existing GotSoccer Account or you created a new account. Go to - https://www.gotsport.com/asp/users/login_menu.asp and log into your team account, at the top select Roster and be certain that all participating players are listed. If you need to add players, do so by selecting Register New Player. Registration will require non Arlington teams to email a copy of their Fall 2016 Roster clearly indicating which of the players are participating in the tournament. All Tournament Guest Players should be included on the same roster and clearly indicated as Guest Player. Teams must also agree to have on hand, a current medical release form for all players. An approved team roster may need to be provided to tournament officials. 5) Player Equipment a) Where the color of the jersey is similar or identical, the designated home team (listed first in the schedule see below) will change jerseys or provide pinnies to active players that distinguishes players from the other team. b) All players must have matching or very similar uniforms c) No jewelry may be worn by any player (earrings, watches, necklaces, bracelets, etc) d) Players wearing casts are allowed to play with suitable protective wrapping to be inspected and approved by the referee. e) Shin guards must be worn at all times by all players. f) No metal studded cleats will be allowed. g) All referee decisions are final regarding player equipment. 6) Substitutions Substitutions shall be unlimited, but made only during stoppage of play at the following times: a. Goal kick b. Restart after a goal c. Half time d. Throw In- by team in possession. Opposing team may also substitute if the team in possession elects to substitute a player. e. After a yellow card for carded player f. An injured player may be substituted for at the discretion of the referee. If a substitution is made for the injured player, the opposing team may also make one substitution (with the referee s acknowledgement). 7) Conduct and Discipline - Player, Coach, Spectator Ejection

Teams and spectators will exhibit reasonable conduct at all tournament venues, especially in regards to all referees, tournament personnel, opposing players, coaches and spectators. Arlington County prohibits the use of alcoholic beverages at all park and school facilities. Pets are not allowed on High School property or the synthetic fields at Arlington County parks. Smoking at youth sports events is highly discouraged. Any player ejected from a match will not be replaced and will not be allowed to participate in the team s immediate next match. Ejection for fighting by players and coaches will result in the player or coach not being allowed to participate in any remaining tournament matches. Any coach or player ejected from a match will not be allowed to coach his/her team in its immediate next match. He/She may be located with the spectators but MUST NOT communicate with the team in any manner nor be in uniform. Each coach is responsible for the conduct of the players and parents of his/her team. Coaches not taking responsibility for their sideline s conduct may be cautioned and/or ejected. In accordance with FIFA rules, only players will be shown a card (yellow or red) when being cautioned or sent off. There will be no accumulation of yellow cards across multiple matches. 8) Team and Spectator Field Position Players and Coaches will occupy one side of the field. The home team (see below) will have choice of their bench area. Coaches will remain in their technical area and be restricted to the area between their side of the center line and 18-yard line. Coaches may enter the field of play only upon approval of the referee. Spectators will occupy the side of the field opposite the player s bench area. Home and visiting spectators shall occupy areas opposite their team benches. Spectators shall remain in the area between the 18-yard lines (penalty areas). No spectators will be allowed to sit/stand in the immediate areas behind the goal lines with the exception of photographers or where there is a sidewalk for them to stand on. Under no circumstances are spectators permitted near the end line or directly behind a goal.

9) Tournament Play Each match will have a designated HOME TEAM and AWAY TEAM as designated by the Tournament Committee in the published schedule. The committee designates teams as Home Team on a rotating basis. Each team is guaranteed three (3) games, except in cases of inclement weather or other unforeseen events. The duration of each match is indicated below. Two equal halves will be played with a 5- minute half-time interval. AGE GROUP BALL SIZE FORMAT Game Length U9 / 3rd grade 4 7v7 50 minutes U10 / 4th grade 4 7v7 50 minutes U11 / 5th grade 4 9v9 50 minutes U12 / 6th grade 4 9v9 50 minutes U13 / 7th grade 5 11v11 50 minutes U14 / 7th grade 5 11v11 60 minutes U9 & U10 (3 rd and 4 th grade) - A minimum of five (5) players must be on the field to start, or play, the game. A team with fewer than five (5) players will not be allowed to begin, or continue to play, the game; unless approved by the game referee. U11 & U12 (5 th and 6 th grade) - A minimum of seven (7) players must be on the field to start, or play, the game. A team with fewer than seven (7) players will not be allowed to begin, or continue to play, the game; unless approved by the game referee. U13 & U14 A minimum of seven (7) players must be on the field to start, or play, the game. A team with fewer than seven (7) players will not be allowed to begin, or continue to play, the game. The tournament does not allow for added time for substitutions, normal injuries, or stoppages. The official clock will not stop for any reason The Tournament will only use certified referees. At age group divisions U11 and younger- Whenever the ball strikes a player in the head, play is stopped. The proper restart depends upon whether the player deliberately played the ball with his or her head. If deliberate, the proper restart is an indirect free kick to the opposing team. If this occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. If the play by the head is deemed inadvertent, then the proper restart is a dropped ball. 10) Game Reporting a) Teams will be provided with instructions on self-reporting scores prior to the tournament weekend. b) A volunteer field marshal will be on hand at all fields to assist with score reporting as needed. 11) Runaway Games (small sided play ONLY) a) When a team is losing a game by four (4) goals, it may add one (1) additional player b) When a team is losing a game by five (5) goals, it may add another additional player a. If the lead is reduced after adding players, the team with added players must adjust according to the rules. c) The maximum player advantage is two (2) players d) The process is constantly adjusted depending on the score of the game 12) Protests None Allowed. Decisions by referees may not be appealed. Any disputes will be adjudicated by the Tournament Director and may not be appealed.

13) Ties For the purpose of team standings and points, games may end in ties in both Group Play and the Crossover Games. In the case of a semi-final or final match where a winner must be determined, a 5-minute overtime period will be played. If after that period the tie remains, the game will be determined by penalty kicks. 14) Competition Structure a) 8 team flights will consist of two 4 team brackets. Each team plays the other 3 teams in the bracket and the top finisher in each bracket plays for the Championship. In consolation matches teams finishing 2 nd will play each other, 3 rd and 4 th place finishers will play each other b) 6 team flights: will consist of two 3 team brackets. Each team will play the 3 teams in the opposite bracket with the top two overall finishers playing for the championship. 3 rd and 4 th place teams and 5 th and 6 th place teams will play consolation matches c) 5 team flights: will consist of one bracket of 5 teams, each team will play the other 4 teams. The Champion and Finalist will be determined by points after all 4 games by each team (NO CHAMPIONSHIP MATCH WILL BE PLAYED) 15) Determining Group Winners a) 3 points will be earned for a win, 1 point for a tie, and no points for a loss. Any forfeit will be scored as a 3-0 result with 3 points awarded to the winner. b) Where it is required to break a tie in the standings within a division the following order will be used to determine the winner: a. Head to Head competition (except where 3 teams are tied). If 3 teams are tied the tie-breaker begins with the 2 nd tie-breaking criteria until the 3 team tie is broken and then the tie-break criteria starts over at the beginning b. Most Wins c. Least number of goals allowed (max 5 goals per game) d. Goal Differential e. Most Shut-outs f. Most goals scored (max 5 goals per game) g. Coin Toss conducted by the Tournament Official 16) Forfeits A forfeit shall be awarded if a team is not present and prepared to play a match within 5 minutes of the scheduled game time. Any team forfeiting a match may be ineligible to participate in future tournaments. The referee s decision to award a forfeit is final. 17) Inclement Weather Regardless of weather conditions, coaches and their teams must appear at the respective field site, ready to play as scheduled unless otherwise communicated by tournament officials. Failure to appear will result in forfeiture of the match. Only the Tournament Director may cancel or postpone a match. In the case of severe weather, the referee and/or field marshal may suspend a match. In case of severe weather including thunder and lightning that occurs after the beginning of play the referee and/or field marshal will suspend the match for a period of 30 minutes. If after 30 minutes the weather conditions are unsafe for play the match will be terminated. Games that have reached half-time will be considered final. Incomplete games will be rescheduled or cancelled. 18) Disclaimer The Tournament Committee nor the Arlington Soccer Association are responsible for any expenses (including the entry fee) incurred by any team. This includes a situation whereby any game is cancelled in whole or part. Every effort will be made to provide 4 complete games for every team but this cannot be guaranteed. The Tournament

Committee reserves the right to decide all matters pertaining to the tournament. The judgment of the Tournament Committee is final. The Tournament Director has the authority to make all decisions and these decisions will be final. All referee decisions are final and binding 19) Special Note Be sure to have in possession at each game: a) Approved Fall 2018 Roster indicating tournament participants and guest players (should match what is input in to GotSoccer) All teams must be prepared to show the above documentation to the field Marshals before every game. A Marshal may check each team in during warm-ups before each game. 20) Cancellation Policy If the entire tournament weekend is cancelled prior to the start of the tournament (first kickoff, Saturday, November 18, 2018) accepted teams will receive a 50% refund of the entry fee. No refunds will be given if any games are played on the tournament weekend.
