About the Volusia County Government Volusia County was established in 1854 and became the 30th county in the State of Florida. In June 1970, the electorate of Volusia County adopted a Home Rule Charter, effective January 1, 1971. The County operates under a Council/Manager form of government. The promulgation and adoption of policy are the responsibility of the seven member County Council and the execution of such policy is the responsibility of the council-appointed County Manager. The Council is elected on a non-partisan basis and its members serve four-year terms. The County provides a full range of services through 12 departments and 34 divisions, including public protection; highway, street, and other infrastructure construction and maintenance; growth management; conservation and resource management; economic development; health and human services; and recreational activities and cultural events. In addition, the County operates a water and sewer system, an international airport, a convention center, a public transportation system, a parking garage, a garbage collection program, and a refuse disposal system. Volusia County government is long respected for its stable political leadership and as well as for its excellent senior staff and employees. Florida s recently approved Amendment #10 mandates changes to the County s governance structure. However, the County Council and the executive staff remain strongly committed to continuing Volusia s award-winning tradition of outstanding and continually improving services. The County employs 3,385.81 FTEs and has a current operating budget of $768,755,651. Issues and Opportunities Impending Amendment #10 change in government mandates. About the Deputy County Manager In Volusia County, two Deputy County Managers (DCM) are appointed by and report directly to the County Manager. In addition to providing guidance, oversight and executive leadership to assigned departments and functions, the DCMs assist the County Manager in managing the financial operations of the County and developing strategic policy direction. The DCMs may act as the County Manager in his absence. It is therefore vital for the DCMs to remain fully aware of all key issues, concerns, problems, philosophies, and the strategic direction of the County Manager. The DCM carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. The new DCM will ensure that all programs assigned by the County Manager and the County Council are carried out in a timely fashion and in accord with the County s prescribed administrative procedures and regulations. The DCM will take an active role in communicating issues and problems to the County Manager and in keeping the County Manager informed of all activities, progress and any problems. The DCM will also ensure an effective flow of information to assigned Department Directors regarding changes in regulations, procedures or policy and will obtain information from them with respect to problems and progress. This DCM participates in the process of developing the County's annual budget and provides financial leadership and strategy alignment within his or her assigned area. The DCM is responsible for stimulating his or her assigned staff to achieve the County s strategic and financial objectives. (6) years of progressively responsible public administrative experience, preferably in local government. A comparable amount of education, training or experience may be substituted for the minimum experience. It is important that the next Deputy County Manager possesses the following knowledges, skills and abilities: Knowledge of the methods used in making statistical surveys and the preparation of reports. Knowledge of public administration techniques and principles and practices. Knowledge of modern business methods and procedures applicable to public administration. Ability to analyze and solve administrative problems and render advice and assistance on each. Ability to present oral and written comments and recommendations clearly and concisely. Ability to represent the County in public speaking requests. Ability to make sound independent judgements. Ability to maintain good public relations with subordinates, superiors, and the public. Ability to conduct investigations and to prepare accurate analysis for reporting purposes. Ability to effectively supervise subordinate employees.
