Grande Prairie Industrial Hockey League Constitution and By-Laws 2017-2018 Articles: Article 1: Industrial Hockey League -This league shall be known as and called the Grande Prairie Industrial Hockey League. (GPIHL) Article 2: -The Industrial Hockey League shall abide by the rules set down by the Alberta Amateur Hockey Association and the Canadian Hockey Association, and remain in good standing (By-Law 4) Article 3: The objectives of the league: -To promise and encourage the formation of Recreational non-contact hockey clubs. -To maintain and increase the interest in the game of hockey. -To have and exercise a general care, supervision and direction over the playing interests of its teams and players. By-Laws 1. This association and its governing body for all teams participating in the Industrial Hockey League in the City of Grande Prairie. The organization shall be in good standing with the A.A.H.A. and the C.H.A. 2. Membership: All applications for membership must be submitted to the Executive a minimum of two weeks prior to the start of league play including all applicable fees and deposits. The Board shall have the final say to whether any new team is accepted into the league. 3. Membership is defined as a member club that has met all the membership applications and guidelines and is a member in good standing. 4. Annual membership fees: Annual membership fees in the Grande Prairie Industrial Hockey League shall be determined by the Executive, from time to time be ratified by the membership, present and entitled to vote at the Annual General Meeting, or Special General Meetings. A member shall be deemed to be in good standing when they have paid their league fees in accordance with the scheduled dates ($1000 deposit prior to season, 50% of league fees by October 15 th, and the balance by November 16 th ). 5. Withdrawal, Suspension, Expulsion of Membership Rights: Any member may be removed by suspension from the register of members by the Executive for non-payment of annual league fees or other authorized assessments. A suspended member will be advised by the President or other designated executive member by regular posts. The Board may expel any member for a deliberate breach of any of the rules, regulations or by-laws of the GPIHL. 6. Annual General Meeting: The Annual General Meeting of the GPIHL shall be held in or about the month of September each year at such a time and place as the Board shall direct, of which meeting due notice shall be given to all members. The following matters shall, inter alia, be on the agenda of the Annual General Meeting: a. Election of officers and directors b. Presentation of the budget of the association c. Presentation of the financial statements of the association

d. Any special or other resolutions that may be brought forward from time to time. Special resolutions must be received by the Executive 30 days prior to the date set for the Annual General Meeting in order to be considered. 7. Special General Meeting: The Board may at any time call a Special General Meeting of Member Clubs for all the transaction of any business, and at such meeting only the business, which is specified in the notice of the meeting shall be considered and/or acted upon. Notice of time, date, and place shall be delivered to each Member Club. 8. Quorum: A quorum at the AGM or any SGM shall be 2/3 of the member clubs eligible to vote. No business shall be transacted at any such meeting unless requisite quorum is present at the commencement of such business. 9. Voting Procedures: a. Any member club who has not withdrawn from membership, nor has been neither suspended, nor expelled as herein provided shall have a right to attend an AGM or SGM. All questions proposed for consideration at a meeting of members shall be determined by a majority of the votes cast by members who shall each be entitled to vote as follows: i. Any member club may delegate its right to vote to any member club as its delegate. Such a delegate must present evidence such as a written proxy, signed by two known members of that member club ii. A member is entitled to one vote at any AGM or SGM. 10. Board of Directors: The Board of Directors shall consist of the Executive, Vice President, Secretary, and one team representative from each team. 11. Nominations: Nominations for officer and directors of the Board shall be submitted to the Executive preferably 14 days prior to the AGM. Nominations of candidates from the floor shall be accepted at the time of the election of the Board at the AGM. Any positions not filled will become the responsibility of the elected members. 12. Duties of the Executive: A. General: i. The Executive shall be responsible to the general membership and shall have full control and management of the Association within the by-laws to serve in the best interest of the members/league. ii. Should a vacancy occur during the course of the year, the executive shall be empowered to appoint a member of the organization to fill the position for the remainder of the year. B. President i. The President shall be charged with the responsibility to ensure that the Board carries out it s tasks and fulfills the mandate via three mandatory responsibilities: 1. Provide overall direction for the organization 2. Ensure the organization maintains financial health 3. Provide direction to committees and contract personnel ii. The President shall be ex-officio and member of all committees. iii. iv. Shall preside at all meetings and in his absence the Vice-President preside. If feasible, it is preferred that the Vice President become President to ensure continuity of the program.

C. Vice President i. Shall preside at all General and Special Meetings of the league and all meetings of the executive in the absence of the President and shall accept responsibility for the Supervision of those committees. ii. Shall be responsible to email all team reps with game re scheduling for whatever reasons. D. Statistician i. Shall be responsible for all the player and league stat entries and updates every 3 days minimum on the web site. ii. Shall be responsible for all ice cancellations, rebooking s, suspensions, misconducts, and any other postings that need to be added and removed from the web site. E. Treasurer i. Shall keep records of all money received and disbursed on a project by project basis. ii. Shall submit at each AGM a report on the year s operation or when otherwise required iii. Present an annual budget in consultation with the Executive, to the Board of Directors for approval. 13. Quorum of the Executive: At any meeting of the executive, a quorum shall be (3) members of the executive in attendance, one of which must be the President or Vice President. 14. Voting at Executive Meetings: On all business transacted by the Executive of the GPIHL, the outcome of any shall be determined in accordance with a simple majority. 15. Fiscal Year: The fiscal year of the GPIHL shall terminate on the 30 th day of April each year or on such other date from time to time determined by resolution. 16. Banking: The banking business of the GPIHL shall be transacted with such bank, trust company, or other corporation carrying on a banking business, as the Board shall in its discretion from time to time designate. 17. Execution of Documents: Deeds, transfers, assignments, contracts and obligations executed on behalf of the GPIHL shall be signed by any two Executive Members. 18. Employees/Contract Personnel: a. President, Vice President, Treasurer, and Statistician i. The four positions above are deemed as a volunteer position. Regulations/Rules 1. All protests must be filed with the President or Vice President in writing within 48hrs after the game. 2. Club member teams shall complete and return the annual official registration form as set out by the 3. "SLEW FOOTING- if you are not aware it could be a MATCH or a DOUBLE MINOR and a GAME MISCONDUCT." 4. Referees: a. Referees must be registered with the Referee division of the A.A.H.A. b. All referees shall be familiar with the set of rules of the Industrial Hockey League. c. As a representative of the A.A.H.A. the referee shall enforce all the rules and regulations as laid out in the C.H.A. Hockey Rule book, and the GPIHL regulations.

4. League Regulations: 1. All game sheets must be put in the drop box at the Revolution Place arena or the Crosslink County Sportsplex by the winning team, no later than 72 hours after the game beginning at 8 AM the following day. 2. If the game sheet is not dropped off within the 72 hour time frame the winning team will not be awarded the points for the win. 3. Goalies are allowed to play on other teams within the league. 4. Goalies do not have to sign a player card but must be included on the A.A.H.A roster sheet. 5. All players must sign a GPIHL player card with their respective teams prior to playing. Until the player signs the player card he is deemed ineligible to play. If a player does play a game without signing a card that person is deemed as a carded player and such counts toward the team s total card count. 6. Cards must be handed in after the team s first game of the GPIHL season. All signed cards must be turned in before the start of each team s second game. All roster sheets must be emailed in before league play starts for the season. 7. A total of 20 cards will be given to each team. These cards may only be used once (goalies exempt). 8. When signing a player after the initial deadline, the card must be signed by the opposing team s Representative prior to the start of the game. 9. The deadline for signing players is January 15 th of each year, a meeting will be held for remaining signed cards to be handed in. 10. The President or designate will notify affected teams of suspended players. 11. Each team must have a minimum of 1 goalie and 5 skaters or 6 skaters to start a game. 12. Any teams failing to show up without 24 hours notification to the executive will be assessed a $350 fine to be paid to the GPIHL. 13. If the game sheet is not filled out by the time the referee is ready to start the game, the home team will be assessed a bench minor penalty to start the game. 14. The home team is responsible for supplying an official GPIHL game sheet. 15. Any new team entering the league must pay $5,000.00 non-refundable deposit and remaining league fees before second league meeting. 16. Any new team entering the league must have 2 sets of jersey by the second season or earlier. Regular Season First periods will be 30 minutes straight time, and the second will be 30 minutes straight time with the last 2 minutes being stop time providing the game is within 2 goals All tie games will be decided with a sudden death shoot out immediately after the last period ends. Points for the year shall be as follows, 3 for regulation win, 2 for shootout win and 1 for shootout loss. Game Forfeit Teams will forfeit a game for breaking the following rules: 1. Players must be carded with the GPIHL in order to play with that team in the regular season or playoffs. 2. Players are allowed to switch teams if they have not played more than 5 games with the other team. 3. Industrial Hockey League players can play on a carded team in another league until November 30th. After that date the player will be ineligible in the GPIHL for the remainder of the year. 4. No carded players or goalies from other leagues are allowed, including minor hockey. 5. Teams playing with a suspended player will without question forfeit the game in which the suspended player played. 6. Players must serve suspensions in their entirety and consecutively. Any player caught playing while suspended shall be suspended for the rest of the season. 7. Any player in the process of receiving a suspension from A.A.H.A. may not start with another league to shorten the length of his suspension. 8. Any player playing in 2 leagues who is handed a suspension from the A.A.H.A. will not be eligible to play in either league.

League Penalties 1. All minor penalties shall be served for a total of 3 minutes. 2. All major penalties shall be served for a total of 7 minutes. 3. All major penalties carry an automatic game misconduct. If this penalty is within the last 10 minutes, the player receives an additional 1 game suspension

4. No body contact. 5. No player substitutions can be made after the whistle (except on a penalty call or a goal) 6. Referee discretion for a delay of game penalty. 7. Any penalty including misconducts in the last minute of the game will result in a penalty shot. This rule only applies if the game is within 1 goal in which could change the outcome of the game. No penalty shots shall be allowed for coincidental penalties. 8. If a player receives any 3 penalties during a game that player will receive a game ejection. 10 minute misconduct is considered 1 penalty, and double minor is seen as 1 penalty. Example 3min for tripping 10 min for sportsmanship is seen as 2 penalties. Example double minor high stick and 10 minute is 2 penalties. 9. Any unintentional head contact is a minor penalty. 10. Any intentional head contact is a double minor penalty. This includes punches and face washes. 5. Match Penalties. a. First offense - 5 games b. Second offense suspended from the league for the remainder of the year. c. The President and team representatives can extend any suspension by team rep vote. d. The President will rule on suspensions within 72 hours. e. Appeal process through President and head referee Player/Referee i. All player on referee match penalties will be handled by A.A.H.A. ii. The President and team representatives can extend any suspension. iii. Appeals on suspensions of 5 games or more will be voted on by team reps. Misconduct i. Any player receiving a game misconduct in the last 10 minutes is automatically Suspended from that game plus one additional game. ii. Any player receiving a 10 minute misconduct is still in the game with more than 10 Minutes remaining in the game. iii. Any player receiving a second game misconduct in a game will be suspended for one extra game. If that player persists and receives a third game misconduct in a game the referee will assess a Gross Misconduct. Gross Misconduct i. Any player receiving a gross misconduct is automatically suspended indefinitely. ii. The President and executive will rule on the suspension within 72 hours. iii. Any gross misconduct on officials will be dealt with severely. The minimum suspension will be: a. First offense 2 game suspension b. Second offense 4 game suspension c. Third offense Indefinite suspension Fighting Definition: Punches must be thrown to warrant a fighting penalty. If only one player throws punches, that player can receive a fighting penalty, while the other player may not. i. Suspensions a. 1 st fight 1 game suspension b. 2 nd fight 3 game suspension c. 3 rd fight suspended for the remainder of the season Regular Season Tie-breakers If teams are tied in the standings after the regular season: 1. 1 st tie breaker Head to head meetings 2. 2 nd tie breaker Goals for 3. 3 rd tie breaker Goals against Playoffs Same rules apply as during the regular season. Round 1 is best of 3 games, round 2 and 3 are best of 5 games.

Top 8 teams after the regular season will participate in the playoffs. 1 st vs 8 th 2 nd vs 7 th 3 rd vs 6 th 4 th vs 5 th Playoff Games with timekeeper First periods will be 30 minutes straight time, and the second will be 30 minutes with the last 5 minutes being stop time providing the game is within 2 goals. Any penalty including misconducts in the last minute of the game will result in a penalty shot. This rule only applies if the game is within 1 goal in which could change the outcome of the game. No penalty shots shall be allowed for coincidental penalties. Playoff Games without timekeeper Same as regular season. If the two teams are tied after regulation, a shoot-out will determine the winner. 5 players from each team will be selected to begin the shoot-out. If the game is still tied after 5 shooters then it will go to sudden death as each team will select one shooter at a time until the outcome is decided. 1. A player may only shoot once in the shoot-out until everyone on the team has participated. 2. Players that are serving penalties which would carry over into overtime are ineligible to participate in the shoot-out. Final Round of Playoffs 1. If the two teams are tied after regulation a 5 min overtime will be played. If the game is still tied following the overtime period a 3 man shoot-out followed by a sudden death if necessary will determine the winner. Revised September 19, 2016
