The CMSAA basketball tournament follows Section XI and CMSAA modified rules. Section XI follows National High School Federation rules for boys and NCAA rules for girls. A-CONDUCT 1-Sportsmanship and appropriate conduct needs to be displayed at all times by Coaches, Players and Fans. 2-Every game will begin with a Prayer at center court led by a home team representative. 3-There are no guidelines on playing time for each team player. Every coach is encouraged to have each player play at least a quarter of the game. B-GENERAL RULES 1-There are divisions for both boys and girls teams. Each team will play approximately 10 games, the majority of which are divisional games. The CMSAA program spans the Diocese of Rockville Centre and therefore travel all scheduled games is expected. To qualify for the championship every scheduled divisional game must be played (if a particular game result is relevant and changes the standings). The championship will be awarded to the team with the best win/loss record including only the games in their division. There are no playoffs.
2- If two teams finish with the same record, the first tie breaker is head to head competition. If the two teams did not play each other, a final game between these two teams will be played in order to decide the championship. 3- The school representatives for both teams will report the game results via the Game Report for each game played to the Athletic Director (AD) within 24 hours of game completion. C-GAME CONDITIONS 1-Each team is responsible for providing an official scorer (the Score- keeper by the home team and the Time-keeper by the visiting team). The home team is responsible for providing the Timer, and for paying the referee. ($80.00) 2-Ball size: The boy s ball is 29 1 2 to 30 inches, and the girl s is 28 1 2 to 29 inches in circumference. 3-If a team is late they will be allowed fifteen minutes grace period after the game scheduled starting time before forfeiting. 3- If a team wins 3 or more games by a difference of 25 or more points they will not qualify to win the championship title.
D-UNIFORM 1-Every player must wear the same team basketball jersey with the player s number in the back. The school name must be in the front. No team nickname and no student name allowed. 2-Each team member should wear shorts with the same color and that matches the color of their jersey. They cannot be lower than the lower part of the knees and shorter than mid-thigh, and cannot be rolled at the waist. Shirts must be tucked inside the short. 3-If both teams use the same color; the home team will wear white or a light colored jersey. In this case (or if the uniform is not ready for the first two weeks of the tournament) the gym uniform (with numbers) can be used. E-GAME RULES 1-Four 8 minutes quarters will be played with a 5 minutes half and one minute between quarters. 2-The clock stops for fouls, held balls and violations, and as per request of the official. 3-During the last minute of the second half and of each over-time the clock also stops after each made basket and with any throw-ins in the backcourt. The clock restarts after the ball crosses the half court line.
4-No team can be in continuous control of the ball when in their backcourt for 10 consecutive seconds. 5-No 30 seconds rule for boys or 35 seconds rule for girls (to attempt a try for field goal). 6-Time outs: Three 60 seconds and two 30 seconds time-outs are allowed during regulation. One additional 60 seconds time-out is allowed during each extra overtime period. Unused time-outs accumulate and can be used any time, including overtime periods. F-OTHER RULES 1-Both Man to man and Zone defense allowed. 2-No full court pressure. 3-No defense in own front court. 4-No 3-points allowed. G-OVERTIME 1-If a game is tied at the end of regulation, there will be an overtime period of three minutes. 2-If still tied, additional overtime sudden victory periods will be played until at least one point is scored.
3-Overtime periods have a maximum length of three minutes. H-SUBSTITUTION 1-Free substitution is permitted on: a) any dead ball except after a basket, b) any violation. I-FREE THROWS Boys 1-In each half, a free throw is awarded after the seventh, eight and ninth fouls. 2-A bonus free throw is awarded after the seventh, eighth and ninth team foul if the first free throw is successful. 3-Two free throws (whether or not the first throw is made) awarded beginning with the tenth foul. 4-The number of team fouls carries over from the second half into over time if necessary. 5- Boys-allowed in the paint when the ball hits the rim. Girls-allowed when the ball leaves the shooter s hand, except the shooter who must wait until the ball hits the rim.
Girls 1-Two free throws (whether or not the first throw is made) awarded beginning with the fifth foul within a quarter. 2- Team fouls are not carried over from prior quarters. J-TECHNICAL FOULS 1-First technical; the player sits down for the rest of the quarter. 2-Second technical to a player or coach; he or she is disqualified (has to leave the team bench) for the rest of the game. 3-Any two technical fouls and/or disqualification of a player or coach (no matter the number of technical fouls) will result in the player or coach sitting out the next game 4-The referee will report any disqualified player or coach to the ethics committee. K-CHEERLEADERS 1-CHEERING- Means an organized cheer with jumps and dancing (as when the cheerleaders perform in the middle of the court). Singing from the stands is okay, except during free throws. 2-Cheerleading squads are
permitted only at their home court, and only the students in the 6-8 th grades. 3-Cheering is limited to one cheer during time outs and between periods. 4-No Cheering permitted during foul shots or when play is on. 5-Pyramids are not allowed. L-CANCELLATIONS 1-Cancellations and changes of schedule due to school conflicts have to be notified to the AD and the opposing team school representative 48 hrs. in advance. If the proper notice is not given, both teams will be responsible for compensating the full referee fee. 2-The 1 pm rule-if canceling due to inclement weather, the home team should give notice to the visiting school Representative and the AD (in order to notify the referees) by 1:00pm the day of the game.
