INVITATION FOR BIDS LABORATORY SUPPLIES - BLESS AGRI FOOD LABORATORY ETHIOPIA The Quality Improvement Network is a public-private partnership project focusing on the improvement of food safety and quality in Ethiopia under the Amsterdam Initiative against Malnutrition (AIM). One of the key components is the scaling up and improvement of facilities of the Bless Agri Food Laboratory in Ethiopia. The project partners include The Global Alliance for Improved nutrition (GAIN), DSM, AkzoNobel and Intertek who collectively are providing in kind capacity building technical assistance to the project with the Government of the Netherlands providing financial assistance to support procurement of equipment and implementation of other activities Tenders are invited for the supply of laboratory equipment to Bless Agri Food Laboratory in Ethiopia. The bidding will be conducted in accordance with project requirements and other stipulations as set by the Netherlands Enterprise Agency which includes a market conformity test. The successful bidder will enter into a contract with Bless Agri Food Laboratory. The bidding is open to all companies with appropriate expertise in the supply, installation, training and providing after sales service for the equipment. 1 SCOPE OF GOODS Tenders are invited for the supply of equipment, reagents, accessories and other laboratories supplies. Full list of items and technical specifications are outlined in Annex I. 2 INSTRUCTIONS TO BIDDERS I. Prospective bidders are expected to confirm in writing of their intention to submit the bid by sending an e-mail to qualitynetwork@gainhealth.org II. Bidders may submit bid for the supply of all items or part of the items in Annex I but bidders are not allowed to submit alternative tenders. III. Bidders are expected to review all the requirements of the tender documents. Failure to comply will be at the bidders risk and may affect the evaluation of their submission. IV. Prospective bidders requiring clarification of any part of the tender documents may do so by sending an e-mail to qualitynetwork@gainhealth.org no later than 7 days before the closing date of the tender. 5 EVALUATION OF TENDER Evaluation Criteria The following evaluation criteria will be used to evaluate tenders received in response to this Invitation to Tender. Tenders must achieve a minimum score of 70% to be considered for award of contract. Bidders that fail to meet the above qualifying score will be rejected and not considered for award of contract. Price (30%) Bidders must complete the Tender Form and return this with their tender submission. The percentage for this criterion will be calculated proportionately in comparison to other price submissions from tenders. Warranty Length & Inclusiveness (10%) Bidders should provide in their tender the terms and conditions, and length of any warranty provided with the sale of the equipment.
