INVITATION FOR BIDS LABORATORY SUPPLIES - BLESS AGRI FOOD LABORATORY ETHIOPIA The Quality Improvement Network is a public-private partnership project focusing on the improvement of food safety and quality in Ethiopia under the Amsterdam Initiative against Malnutrition (AIM). One of the key components is the scaling up and improvement of facilities of the Bless Agri Food Laboratory in Ethiopia. The project partners include The Global Alliance for Improved nutrition (GAIN), DSM, AkzoNobel and Intertek who collectively are providing in kind capacity building technical assistance to the project with the Government of the Netherlands providing financial assistance to support procurement of equipment and implementation of other activities Tenders are invited for the supply of laboratory equipment to Bless Agri Food Laboratory in Ethiopia. The bidding will be conducted in accordance with project requirements and other stipulations as set by the Netherlands Enterprise Agency which includes a market conformity test. The successful bidder will enter into a contract with Bless Agri Food Laboratory. The bidding is open to all companies with appropriate expertise in the supply, installation, training and providing after sales service for the equipment. 1 SCOPE OF GOODS Tenders are invited for the supply of equipment, reagents, accessories and other laboratories supplies. Full list of items and technical specifications are outlined in Annex I. 2 INSTRUCTIONS TO BIDDERS I. Prospective bidders are expected to confirm in writing of their intention to submit the bid by sending an e-mail to qualitynetwork@gainhealth.org II. Bidders may submit bid for the supply of all items or part of the items in Annex I but bidders are not allowed to submit alternative tenders. III. Bidders are expected to review all the requirements of the tender documents. Failure to comply will be at the bidders risk and may affect the evaluation of their submission. IV. Prospective bidders requiring clarification of any part of the tender documents may do so by sending an e-mail to qualitynetwork@gainhealth.org no later than 7 days before the closing date of the tender. V. Bidders must fully complete the Form of Tender (including maximum delivery time) and submit a proposal. Failure to fully complete and return these documents and information stated under Bidders Proposals will render the bid non compliant and it will be rejected. VI. All tenders will be arithmetically checked, any errors will be brought to the bidders attention. The rates supplied would be the basis for the arithmetic correction and would be the determining factor for any queries about the corrected price. Corrected prices must be agreed by the bidder. VII. Prior to the deadline for submission of bids, the buyer at their own initiative including clarifications requested by prospective bidders, reserves the right to amend the tender

documents. All prospective bidders who confirmed their intention to submit a bid will be notified in writing of amendments. VIII. The buyer reserves the right to extend the deadline for submission of bids at its own discretion or to afford prospective bidders reasonable time in response to any amendments that the buyer may make. IX. Bidders should be aware that by submitting a bid, they confirm that their proposals and quotations have been duly authorized by an appropriate person and acknowledge that they will be bound by the requirements of the tender. X. Bidders may amend or withdraw their tenders by written notification prior to the deadline for submission of tenders. No tender may be amended after this deadline. XI. The tender notice is only an invitation and the buyer is not bound to accept the lowest or any tenders and reserves the right to reject any or all tenders. XII. Bid documents in PDF format must be submitted to the following e-mail address: qualitynetwork@gainhealth.org by 12 August, 2015. All bids received will be acknowledged. The buyer will not be responsible for any e-mails that have been lost, not been delivered by the closing time or where attached documents are corrupted. XIII. Payment will be by irrevocable Letter of Credit payable at sight. 3 BIDDERS PROPOSALS. All proposals, communication, correspondence, quotations and relevant documents shall be in English. Proposals shall comprise the following; a) Bidders experience and expertise in supplying similar goods including evidence of similar contracts within the last two years. b) Brochures, data sheets or other relevant documents for the items and clearly demonstrate that they meet the specifications outlined in Annex I. c) Warranty periods and terms should be clearly specified including the capability to install, train and provide after sales service in Ethiopia either directly or through an appointed service provider locally. Please refer to specifications for further guidance on warranties and training. d) Following installation, provision of all documents pertaining to the equipment and the attachments which form part of this tender to include, but not limited to, maintenance manuals, operation manuals, commissioning certificates and a comprehensive list of recommended spare parts. e) Pricing should be submitted FOB INCOTERMS. Pricing should be in Euro or US$. f) Discounts provided if any. g) Proposals including pricing must be valid for 90 days from the tender closing date.

5 EVALUATION OF TENDER Evaluation Criteria The following evaluation criteria will be used to evaluate tenders received in response to this Invitation to Tender. Tenders must achieve a minimum score of 70% to be considered for award of contract. Bidders that fail to meet the above qualifying score will be rejected and not considered for award of contract. Price (30%) Bidders must complete the Tender Form and return this with their tender submission. The percentage for this criterion will be calculated proportionately in comparison to other price submissions from tenders. Warranty Length & Inclusiveness (10%) Bidders should provide in their tender the terms and conditions, and length of any warranty provided with the sale of the equipment. Marks will be awarded on the basis of warranty length and the comprehensiveness of coverage. The percentage for this criterion will be calculated in proportion to warranty submissions from other tenders. Technical Support / Training (before and after sales) (15%) The percentage for this criterion will be calculated proportionately to similar submissions from other tenders. Availability (Delivery Time) (15%) The percentage for this criterion will be calculated proportionately to similar submissions from other tenders. Technical Specifications (30%) Adherence to technical specification is paramount. However, consideration will be given to durability and enhanced safety features. Marks will be awarded depending on the degree of compliance with the technical specifications as compared with the other tenders. 6 TENDER CHECKLIST The following documents should be provided for a contractor s bid to be valid. Failure to provide any of the stated documents may result in the bid being considered non compliant and rejected: a) Completed proposal including price sheet providing the supplies that meet the required specification and other key requirements as provided under Bidders Proposals b) Completed and Signed Form of Tender. The training must be sufficient enough to enable the operators with the knowledge to carry out the general daily operation and maintenance of the complete system Package should also include further training on the system and application3 to 6 months after a period of exposure time on the instrument (exact time to be scheduled by the laboratory) WARRANTY: At least 2 years warranty after the installation should be provided The complete system should be accompanied with a Declaration of Conformity Certificate System must be supplied with complete user manuals, service manuals, circuit diagrams, and circuit description, all in English language.
