Project: Hebron Topsides Project Package: SC-64 GBS Caisson Field Welding Services Category: XXXXX-XXXXX Closing Date: 19 June 2013 General WorleyParsons (Contractor) is seeking Expressions of Interest (EOIs) from qualified suppliers for field welding of twenty six (26) caisson hook-up spools for the Hebron Topsides Project. The spools are to be welded at a near-shore location after the topsides facility is mated with (installed on) the gravity base structure (GBS). The range of sizes of the caissons is shown in Table 1 below and it should be noted that some of these caissons will have internal piping pre-installed when the field welds are being executed. The purpose of this EOI is to develop a list of suppliers that are interested in providing the equipment or services required by the Project in order to begin the prequalification process. Once EOI responses are received from suppliers interested in performing the work described below, they will be evaluated by WorleyParsons review team. Based on the evaluation of the data requested in this EOI, a recommendation will be made to move forward with the prequalification process. Suppliers shall be responsible for any expenses incurred in responding to this EOI, the terms of which are subject to change or cancellation by WorleyParsons at any time. Notwithstanding the nature or content of responses received, WorleyParsons is not under any obligation to add a supplier to a Bidders List, to proceed with an invitation to tender (ITT) or to award a contract to any supplier with respect to the services described in this EOI. Project Overview The Hebron Field will be developed using a standalone concrete gravity-based structure (GBS) production platform (ref. Figures 1 and 2). The GBS will consist of a reinforced concrete structure designed to withstand the weight of the Topsides (not to exceed 42,000 tonne), sea ice, icebergs, and meteorological and oceanographic conditions at the offshore Hebron Project Site. The Platform topsides facilities will comprise a utilities and process module (UPM), a drilling derrick and its support module (DES), a drilling support module (DSM), personnel living quarters (LQ), and ancillary equipment (flare boom, lifeboat station, and helideck). Scope of Work The Hebron GBS contains a number of caissons located in the GBS shaft used to house submersible pumps, as well as discharge caissons and shale chutes (ref. Table 1 and Figures 3 to 6). The upper portions of these caissons (a.k.a. the caisson hook-up spools) support the pump motors and/or interconnecting piping and will be shipped loose in the vertical position in the topsides structure. After the topsides structure is installed on the GBS, each hook-up spool will need to be trimmed to length based on field survey data, and then lowered to the caissons below for field welding. Some of the caissons will have internal piping pre-installed during execution of the field welding which may require installation of custom designed/fabricated purge dams. Each hook-up spool will have a flange at the upper end which can be used for the introduction of purge gases and removal of purge dams. It may be possible with some of the caissons to form a water seal in piping that exits the bottom of the caisson to act as a purge dam. The supplier chosen to execute this Scope of Work will be required, at an early stage, to provide a feasibility study of recommended procedures, including vulnerabilities and opportunities of chosen welding techniques. This Scope of Work is scheduled to be executed at the Bull Arm, NL deepwater site (ref. Figure 7) in Q2 2016. Schedule WorleyParsons plans to issue an Invitation to Tender in 4 th quarter 2013 to suppliers interested with a potential award to the successful bidder in 1 st quarter 2014. The Scope of Work is scheduled to be completed 2 nd quarter 2016. Qualifications In order to be considered for this work, suppliers must meet the following minimum criteria: 1. Recognize safety as the prime consideration in completion of the work scope and demonstrate a proactive safety culture that would support ExxonMobil and WorleyParsons safety philosophies of Nobody Gets Hurt and Zero Harm. 2. Conduct their business in accordance with a Quality Management system that is compliant with the principles of ISO 9001:2008 or (preferably) has International Organization for Standardization (ISO) accreditation. 3. Have experience in field welding titanium and 6MO piping Page 5 of 13

4. Employ personnel with skills and experience suited to providing the services described above (key appointments will be subject to acceptance by WorleyParsons). EOI Submittals Suppliers interested in bidding on this requirement are required to complete and submit by 19 June 2013 the following: 1. Supplier Details as described below. 2. Information to be Provided by Interested Suppliers (Attachment A). EOI responses without this returned may be deemed incomplete and not subject to evaluation. Supplier Details Suppliers interested in performing the work shall provide details and evidence for the following: Supplier Background 1. General supplier brochures indicating supplier location(s), services performed, industries served, etc 2. Does supplier currently have a quality system certified to ISO 9001? 3. Does supplier have previous experience in field welding large diameter Titanium and 6MO piping? Vendor to provide a list of previous projects (e.g. year, client, project name and location, scope description, sizes and grades of pipe, etc) 4. Does Vendor develop its own welding procedures in-house and retain a welding engineer on staff? Preliminary Execution Methodology 1. Methodology and equipment required to field trim the hook-up spools based on survey data supplied by others. Some of the hook-up spools may have internal piping pre-installed at the time of field cutting (see Table 1). 2. Methodology and equipment required for alignment, fit-up and field welding the hook-up spools, including installation and removal of purge dams as required. Vendor to indicate whether or not habitats may be required for wind or ambient temperature restrictions for the work. 3. Size of the field crew required to trim, align, fit-up and field weld each joint. This does not include dimensional surveys and NDE which will be performed by others. 4. Manhour estimate and schedule for trimming, alignment, fit-up and field welding of each joint. Page 6 of 13

Hebron Topsides Project Expression of Interest For GBS Caisson Field Welding Services, Closing 19 June 2013 Attachment A Information to be Provided by Interested Suppliers Suppliers interested in performing the work described in EOI 64 shall provide the following information to WorleyParsons by the closing date indicated above: 1. The supplier name and corporate structure including any proposed joint venture partner (or equivalent arrangement), together with relevant contact information. 2. Provide data regarding any commercial presence of the supplier may have in Newfoundland and Labrador (NL), and any proposed alliance with Suppliers registered for business in NL. 3. The Curriculum Vitae of the individual who will be the proposed field lead in the execution of the Scope of Work. 4. A list of projects performed by the supplier during the past five years that required resources of a similar nature to those required for the proposed work. Also include a summary description of the work scope for each project. 5. A brief description of the Quality Management system maintained by the supplier together with copies of any Certificates of Registration and the current audit schedule. 6. A brief description of the Safety Management system maintained by the supplier together with a summary safety record for the past five years. 7. A current Dun & Bradstreet Business Information Report or similar document attesting to the financial fitness of the supplier. 8. A proposal of equipment to be utilized in performing the Scope of Work. 9. A proposal of welding procedures and techniques to be used in preforming the Scope of Work. 10.
