Tour De France and Cycling Classics - 2014-2016 S4C have secured the rights to broadcast Welsh language programmes from the Tour de France and some of the Cycling Classic races for the next three years 2014, 2015 and 2016. Ideas are invited from production companies with experience of providing sport programmes for S4C. We intend to offer a three year commissioning agreement. Rights obtained Tour De France The Tour de France this year takes place between 5 July and 27 July 2014. S4C has the right to broadcast a minimum of 2 hours live per stage either on S4C or on S4C s website. highlights of each stage Stage details can be found in Appendix 1 Cycling Classics We have the rights to broadcast live coverage and highlights of some of the races regarded as the Cycling Classics, namely: Paris Roubaix 13 April 2014 Fleche Wallonne 23 April 2014 Liege Bastogne Liege 27 April 2014 Criterium du Dauphine 8 June 15 June 2014 Paris Tours 12 October 2014 In 2015 and 2016, the Paris Nice race will also be included. This race usually takes place in March. Broadcast details Tour de France In 2014, we intend to broadcast live a maximum of 3 hours per stage. During the Llangollen International Eisteddfod (9 July 12 July 2014) and the Royal Welsh Show (22 July 24 July 2014) the live coverage will be on S4C s website. We will also broadcast daily highlights of each stage (not before 22:00) as well as review / preview programmes on rest day evenings. It is possible that our broadcasting requirements will change in 2015 and 2016. You should budget for the following programmes in 2014: 14 x 3 hours live on S4C 7 x 3 hours live on S4C s website 23 x 30m daily highlights (to include 2 rest day programmes)
Cycling Classics In 2014, we intend to broadcast highlights of 4 races but at the moment the exact transmission dates have not been confirmed. The Paris Tours race will be broadcast live on S4C on 12 October 2014. It is possible that our broadcast requirements will change in 2015 and 2016. You should budget for the following in 2014: 3 x 30m highlights (Paris-Roubaix, Fleche Wallonne, Liege-Bastogne-Liege) 1 x 60m highlights (Criterium du Dauphine) 1 x 90m live on S4C (Paris Tours) All the Tour de France and Cycling Classics programmes will also be available on Clic for a period of 35 days. S4C retains the right to review and change its requirements if there are any changes to either the Tour de France or Cycling Classics schedules. Editorial notes There is no need for a studio presentation. We have the right to send a crew to the race locations and while we expect the majority of the programmes to be voiced from Wales, you should consider the option of having a presenter on location for the first three stages of the Tour de France in England and the final stage in Paris. The commentators should have credibility in the sport. commentary. We will not be providing an English You will need to tailor the highlights programmes especially for S4C. You are welcome to contact the Commissioning Editor, Llion Iwan, for further guidance if you wish. Further information Tour de France The international live feed, covering at least the last 3 hours of each stage, will be available from the nominated transmission centre. This feed will be in HD and will include maps, interviews, the protocol ceremony, timing, logos, international sound and English commentary. The international feed will be available between 12:30 and 15:30 GMT but these times are to be confirmed. You will also have access to daily and weekly highlights (26m each). It is assumed that these will be in HD and they will have international sound and English commentary on separate sound tracks. These programmes will be available from the transmission centre between 17:30 and 18:00 GMT but these times are to be confirmed.
Cycling Classics The clean international live feed of each race will be available in HD and will cover at least the last 90m of the race. It will also include the timing, logos and the English commentary (where available). You will also have access to a final highlights programme (26m or 52m) of each race. It is assumed that this will also be in HD and with international sound and English commentary on separate tracks. Both the live feed and the highlights programmes will be available from the nominated transmission centre. Times to be confirmed. You should include the cost of obtaining the various feeds from the transmission centre in your budget you can assume it will be BT Tower. You should also budget on the basis that you will not need to change the international graphics. You should note the following. An outline of your vision for the coverage and how you intend to make the most of the rights available. Suggested names of presentation and commentary teams. Please note that there is no need to secure their consent to be part of your application. Any further information relevant to your application. A detailed budget for the programmes noted in this document. You should note any assumptions. We aim to award the commission by Friday 2 May 2014. We will award the work on the basis of the strength of the editorial content, the company s track record and that of the personnel and value for money.

No Obligation to Offer the Contract The contract is conditional upon S4C signing a rights agreement with the rights holder. Nothing contained in this document nor any communication between S4C and any third party regarding the process shall constitute a contract for the provision of any programme, nor a warranty or a representation that any contract will be awarded. S4C reserves the right to withdraw from and/or abandon and/or defer this process at any time, not to award any contract as a result of this process, to supplement, revise and/or clarify the terms of this process. 3 Conflict of Interest Please provide details if it is envisaged that there may be a conflict of interest between individuals involved in the application and S4C staff. 4. Key Contract Terms S4C will contract with the successful production company on the basis of the standard S4C full assignment agreement. 5. Freedom of Information S4C is subject to the provisions of the Freedom of Information ( FOI ) Act 2000 and may be required to disclose information contained in any document provided by you in response to an FOI request. 6. Data Protection By responding to this document you authorise S4C to process all personal information provided in accordance with the Data Protection Act 1998 and confirm that you have obtained all necessary third party consents to enable S4C to do so. 7. Confidentiality You agree to keep confidential any information which is disclosed or otherwise made available to you by S4C, you agree not to use such information for any purpose other than the preparation of your response and shall not to disclose such information to any person other than in confidence and on a need to know basis to those persons who are directly involved in the preparation of your response. Such obligations of confidentiality shall not apply to documents already in the public domain at the time it is disclosed or made available to them by S4C. 8. Non-Collusion By submitting a response you certify that: 1. the response is bona fide and intended to be competitive; 2. you have not fixed or adjusted the response by or under or in accordance with any agreement or arrangement with any other person or required any other producer to do the same; and
3. you have not communicated to any person other than S4C the amount or approximate budget or price of your response, except where the disclosure, in confidence, was necessary to obtain insurance premium or other quotations required.
