Overview SINGAPORE CYCLING FEDERATION NATIONAL/ELITE, NATIONAL UNDER 23 AND NATIONAL JUNIOR SQUADS 2014-2015 ATHLETE S AGREEMENT Singapore Cycling Federation The last few years has been a period of much change for the sport and in the Federation, since its establishment in 1958. Formerly known as the Singapore Amateur Cycling Association (SACA), a new name was acquired in July 2011. Preceding this in April 2011, the SCF was accorded charity status under the Charities Act. To reflect the new name and enhanced responsibilities, the SCF has adopted a new logo and complemented it with a series of icons derived from it. The SCF remains focused on its key objectives, which are to encourage, promote, organize, develop and control the art and pastime of Cycling in Singapore. National Federation The Singapore Cycling Federation (SCF) is the national federation for cycling recognized by the world body Union Cycliste Internationale (UCI) and its affiliated to the Asian Cycling Confederation (ACC). SCF is thus responsible for licensing of competitive athletes, sanctioning of local cycling events, and compliance with UCI international regulations in competitions world-wide involving Singapore-registered athletes and Singapore-registered teams. SCF thus represents the cycling disciplines of road (including Time Trial), track, mountain bike (MTB) and BMX cycling. National Sports Association SCF is the National Sports Association (NSA) recognized by the Singapore Sports Council (SSC). SCF is responsible to SSC on matters ranging from high participation cycling events that promote the sport, high performance cycling including Singapore s national cycling teams, and industry development through events, sponsorship and facilities developments. The SSC also oversees the management, administration and operations of SCF in accordance with the Code of Governance for NSAs. SCF is also recognized by the Singapore National Olympic Committee (SNOC) for the purposes of cycling representation in international competitions such as the Southeast Asia (SEA) Games, Asian Games, Commonwealth Games, and the Olympic Games. SCF provides information to SNOC on athlete performance related to selection for these major international competitions. SCF Management Committee SCF is a society registered with the Registrar of Societies in Singapore. SCF is thus governed by a constitution approved by ROS. The overall management of SCF activities is currently performed through the volunteer services of the SCF Management Committee, and a core team of paid staff. The present SCF Management Committee was voted in at the Annual General Meeting held on 7 September 2012. Page 2 of 10

National and National Developmental Squad Athletes Athletes selected for the National/Elite and National Under 23/Junior squads are active competitors in the sport of cycling. These athletes are training with the objective of representing Singapore in UCI and IOC sanctioned competitions both regional and international. The Athlete s Agreement should be seen as a Statement of Shared Responsibility and of Code of Conduct and Ethics which is designed to enable each athlete to make the most of their sporting career and for SCF to continue to develop high performance Cycling in Singapore. All members of the National/Elite and National Under 23/Junior Squads must sign and submit this document to the SCF Administrative Office by the designated due date. Athletes who sign this form are required to be familiar with this agreement and observe and abide by its terms throughout the year / training year. ACCEPTANCE AND AGREEMENT Name of Athlete NRIC/Passport No Your acceptance as a member of the 2014-2015 National/Elite or National Under 23/Junior Squad is conditional on you entering into this agreement and observing its terms. You should read this document carefully, understand all the requirements binding on you and the consequences from any breach of the terms. Should you have any questions, please email Retain one copy of the Agreement as a reference copy, scan and email to sac@cycling.org.sg by 10 April 2014 (for athletes selection for participation in the 34th Asian Cycling Championships and the 21st Asian Junior Cycling Championships to be held between 21 May and 1 June 2014 in Astana, Kazakhstan) Understanding & Affirmation As a member of the National/Elite and National Under 23/Junior Squad: i. I will enjoy certain privileges over non-selected SCF members in terms of overseas competition exposure, training and developmental programs, etc. Therefore, as a representative of the Singapore sporting community, I shall diligently observe the terms and conditions stated within this agreement including adherence to the SCF Athlete Code of Conduct and Ethics. i iv. I understand that funding to attend competitions, developmental programs, etc are not guaranteed and will be based on the funding received by SCF from SSC and UCI. The distribution of any funding will be at the discretion of the SCF Executive Committee in a fair and consistent manner. I understand that this agreement is not an employment agreement and does not make me an employee of SCF. However, I acknowledge that I may be called upon to render voluntary services to SCF or SSC for matters related to benefitting the organization or to promote the sport of Cycling in Singapore and overseas. I affirm that I shall keep my membership with SCF current and in good standing for the period of this agreement. Page 3 of 10

v. I understand that as a competitive athlete on the National/Elite or National Under 23/Junior squad representing Singapore, I shall not participate in any non SCF-sanctioned competitions, locally or overseas, unless prior permission is obtained from SCF. Page 4 of 10

1.0 Term of Agreement 1.1 This Agreement will be effective from the date of signature of this agreement until the following year s National/Elite or National Under 23/Junior Squad announcement date which will occur on to be announced (please check SCF s website for updates www.cycling.org.sg). 2.0 SCF s Responsibilities SCF agrees to: 2.1 Prepare and submit a Multi-Year Sports Plan (MYSP) to SSC requesting funding for training, overseas competitions, development camps, and the Singapore National Championships. The MYSP will be based on training and competition requirements submitted by the Athletes. SCF s Executive Committee will manage and operate a program for competitive Cycling to the best standards achievable within the available funding received from SSC. 2.2 Prepare and submit documentation to SSC (and other related organizations) in order to maintain good standing as a National Sports Association (NSA). 2.3 Endeavour to obtain funding through private donations for the development of the sport of Cycling in Singapore and whereby possible, maintain charity status for SCF. 2.4 Maintain a good relationship with key members of the UCI, ACC, SNOC & SSC to represent the needs of the Athletes and to promote the sport of Cycling in Singapore. 2.5 Identify and/or provide International and National training and competition opportunities when funding allows for such activities. 2.6 Provide information and instructions as the Athlete may reasonably require in order to enable the Athlete to perform her/his obligation under this Agreement and to publish written policies and procedures including: i. Eligibility requirements: Selection Criteria; i Anti-Doping Rules; iv. UCI/ACC/SCF Circulars; v. Competition Rules and Regulations; vi. Funding A current copy of each of the documents referred to above shall be published on the SCF website. 3.0 Athlete s Responsibilities As an Athlete signing this Agreement, I agree: 3.1 Training, Competition & Performances i. To submit a list of goals for the 2014/2015 training year with the SCF by the due date. i iv. To submit a one-year training plan (to be endorsed by your current coach/s) That unless certified medically unfit, I shall compete in all assigned competitions, including training sessions and SCF organised activities to the best of my ability. To dress appropriately and be punctual for all appointments, competitions, meals and social functions. I shall familiarize myself with the competition program and be present at the competition venue at least an hour before the start of my event, or as directed by the competition or SCF officials. 3.2 Fitness & Injury Prevention i. To use my best efforts to maintain the highest possible level of physical fitness and good health required for consistent training and competition as a competitor in the sport of Cycling. To refrain from acting in a reckless manner that may cause or contribute to injury to myself or any other person, and shall maintain a proper lookout to avoid other athletes, objects or conditions on the surface of the ice. 3.3 Clothing & Equipment i. To obtain SCF s prior approval before Sponsor logos (either personal or arranged by SCF) can be affixed to the Athlete s team clothing, uniform or equipment which should be in accordance with UCI Sponsorship Guidelines. That it is my responsibility to ensure that clothing and equipment are well maintained and in accordance with SCF and UCI guidelines for competitions. Page 6 of 10

3.4 Code of Conduct & Ethics i. To respect the spirit of fair play 1 and non-violence and behave accordingly on the sporting arena. 1 Fair Play is defined as much more than playing within the rules. It incorporates the concepts of friendship, respect for others and always playing within the right spirit. Fair play is defined as a way of thinking, not just a way of behaving. It incorporates issues concerned with the elimination of cheating, gamesmanship, anti-doping, violence (both physical and verbal), exploitation, unequal opportunities, excessive commercialisation and corruption. i To conduct myself in the highest standards of honesty, respect, truth, fairness, ethical behaviour and sporting attitude in my oral and written expressions. For the duration of this Agreement period: a) I shall adhere to all announced rules, policies and procedures of SCF b) I shall not engage in any activities or conduct contrary to the laws of Singapore or in any place where training or a competition is being held. c) I understand that if I behave in an improper manner towards coaches, parents, media, venue owner/operators or any official whether on-ice or off-ice, I may be excluded from the Team and may not be considered for overseas training or further competitions d) I acknowledge that if I, or my representative, expresses ourselves in an improper manner towards any officials regarding their decisions (including matters on athlete selection) or regarding the results of any competition, I, and\or my representative, may be suspended and\or excluded from further competitions e) I will exhibit good sportsmanship at all times. I will not argue with coaches, referees, judges, competitors or officials from Singapore or other countries. I understand that protests may be lodged in accordance with SCF and UCI rules, only in writing after receiving permission to do so from SCF. f) That I, or my representative, shall refrain from instigating or becoming involved in any type of altercation with any other athlete, spectator or other person, and shall not engage in abusive, abrasive or disorderly conduct. iv. Violation of the Code of Conduct on my part is determined also to be misconduct. SCF may suspend me for a definite period or forever exclude me from all SCF and UCI events and activities. I understand that all cases of disciplinary proceedings respecting misconduct shall be dealt with by SCF, in consultation with the SSC and the SNOC if deemed necessary. 3.5 Media, Publicity and Public Appearances i. That any contact, interviews or appearances with the media, sponsors, sports, entertainment and other organizations kind must be channelled through SCF, and be conducted with SCF permission. i iv. That agree that any performances, exhibitions or shows of any kind that involve cycling in which I am participating as a representative of Singapore, SCF or SSC, must similarly be channelled through SCF, and be conducted with SCF permission. That the SCF name or logo, and the Team Singapore name or logo cannot be used without permission from SCF and SSC. My views/opinions are not those of SCF or SSC and therefore, I will not make any representations that I am making such statement on behalf of SCF or SSC. 3.6 Anti-Doping i. That SCF is committed to a drug-free sport and through UCI and SSC has agreed to comply with the provisions of the World Anti-Doping Code. Page 7 of 10

i That it is my responsibility to abide by the code from World Anti-Doping Agency (WADA), UCI and Anti-Doping Singapore (ADS) Anti-Doping Policies (all referred to as Anti-Doping Rules ) That as a National/Elite or National Under 23/Junior Squad Athlete and representative of Singapore, I shall ensure that: a) I will not use or possess illegal drugs, or directly or indirectly participate or aid in illegal drug use or drug rule violations, cause damage to persons or property, or engage in illegal activity, recognizing that all such activities bring disrepute to the sport of Cycling, SCF, Singapore and the UCI, and, in certain cases, may result in criminal charges, and SCF or UCI action against me. b) Any prescription drugs or medications do not contain any substance prohibited by the Anti-Doping Rules and that any therapeutic use or other permitted medical exemptions are fully documented prior to use as laid out in the Anti-Doping rules. c) I will not consume prescription drugs or medication without the prior consent of a doctor during competition. d) SCF is fully informed of any and all drug related offences in which I may be involved. e) I am available for testing in accordance with the Anti-Doping Rules. f) I support drug-free and ethical practices and will participate in any educational programmes in relation to doping control and related matters as required by SCF. g) I will attend any Anti-doping talks organized by SCF, SSC or ADS. 3.7 Intellectual Property i. That the Intellectual Property and all rights in, attaching to or relating to SCF, its programmes, events, initiatives and marketing and promotional materials is owned by SCF. I shall not use such Intellectual Property except where permitted by SCF. That I shall not use the trademarks / logo of SCF or any Private or Commercial Sponsors in conjunction with any personal commercial arrangements of the Athlete without the prior written approval of SCF. 3.8 Indemnity & Insurance i. That there are inherent risks associated with competitive Cycling and that the sport involves elements or risk. I understand that it is my sole responsibility to act and govern myself in a manner as to be responsible for my own health and safety. i To assume all risks foreseen and unforeseen that arise from my participation in the sport of competitive Cycling and indemnify and hold harmless SCF, SSC & SNOC from any and all claims, actions, losses or damages including but not limited to bodily injury and death. That it is my responsibility to have my own medical insurance policy to cover my personal medical expenses resulting from accidents and injuries. 3.9 Disclosure of Information i. To permit my email addresses (as provided) to be included on the official SCF distribution lists and/or similar, for the purposes of disseminating information to National/Elite or National Under 23/Junior Team athletes. To permit the dissemination of personal information (including information related to race or ethnic origin and physical/mental health) to SSC, SNOC and UCI when required by SCF by these governing bodies. 3.10 Breach of this Agreement i. That should I breach any part of this agreement, SCF may at its discretion terminate my involvement with the National/Elite or National Under 23/Junior squad. 4.0 Athlete s Declaration By signing below, I confirm that: i. I have agreed to become a member of the Singapore National/Elite or National Under 23 /Junior Squad. i iv. I have read, understood and accept the above terms and conditions. I will use my best endeavours to comply with the Athlete s Agreement at all times and further understand and agree that any non-compliance on my part may well result in my becoming ineligible for further participation in the National/Elite or National Under 23/Junior Squad. I have submitted with this agreement - Competition goals - One year training plan 5.0 Parents s Pledge By signing below, I confirm that: i. I support my child to become a member of the Singapore National/Elite or National Under 23/Junior Squad. i I have read, understood and accept the above terms and conditions. I will use my best endeavours to ensure that my child complies with the Athlete s Agreement and will provide the necessary support and encouragement to facilitate my child s participation in the National/Elite or National Under 23/Junior Squad.
