1. INTRODUCTION. 1.1 The FS ORT Marathon will take place on Sunday, 15 October 2017 and will be hosted according the IAAF, ASA, AFS Rules and the ORT Competition Manual. 1.2 The Road Races will start and finish in At Horak Street at the Mangaung Athletics Stadium (MAS) and finish at the MAS. 1.3 The race will take place in age group categories for both Men and Women, and is open to all eligible athletes. The FS ORT Marathon will be hosted in conjunction with AFS and the FSSC. 1.4 All athletes must be licensed through the ASA athlete licensing system (ASA Rule 1.2) and all entries must be done on-line. Athletes not having access to internet must contact their clubs to assist, or can do their entries at the FSSC Mon to Fri between 10:00 and 15:00 from Tuesday 01 August 2017 at 10:00 to 29 September 2017 at 10:00. 1.5 THE CLOSING DATE FOR ALL ENTRIES 29 SEPTEMBER 2017 AT 15:00. 1.6 The FS ORT Marathon is open for all eligible athletes. The organisers of the FS ORT Marathon will not accept an entry from any athlete suspended by his/her club, province or federation. Should an entry already been accepted prior to such suspension, the entry shall automatically become invalid. 1.7 The FS ORT Marathon is a qualifier for the Two Oceans and Comrades Marathon. 2. 3. RACE SPECIFIC RULES 3.1 ASA LICENCING SYSTEM: 3.1.1 The Athletics South Africa athlete licensing system will apply at all athletics competitions held in South Africa as per ASA National or Provincial Fixtures List (ASA Rule 1.2). 3.1.2 All athletes, participating in a competition listed on the national and/or provincial events calendars, must be, at the time of participation, be a holder of an ASA license issued by or through the provincial athletics member, or must display temporary license bibs (ASA Rule 21.3). 3.1.3 Provision of the temporary licence bibs is subject to the athlete adhering to all other requirements and rules for participation in South Africa (ASA Rule 21.8). 3.1.4 Unregistered athletes running with Temporary licenses must run in neutral colours and advertising must adhere to IAAF Advertising Rules (ASA Rule 22.3). 3.1.5 Athletes with temporary licenses must adhere to the advertising rules of the IAAF and ASA. 3.1.6 Only one temporary license number will be issued and it must be worn on the front of the upper body clothing 3.1.7 Temporary licenses must be paid with the entry fee (R30.00). 3.1.8 No Temporary licenses will be available after the closing date. 3.2 All licenses and athletes bibs must be warn according ASA Rule 24.2. 3.3 Athletes will not be allowed to participate with any device, restricting the safety of the athlete or any other person. At the start of the races, athletes will be requested to remove such devices. Athletes not adhering to this rule will be disqualified. On the routes athletes will be requested to remove the devices, and be disqualified. (IAAF Rule 144.3 and ASA Rule 30.10.6) 3.4 No animals will be allowed to run with the athletes (ASA Rule 30.10.10). 3.5 No athlete will be allowed to run with a devise that is pushed or pulled, Racers/Prams (ASA Rule 30.10.3) or Wheelchairs (ASA Rule 30.10.4). 3.6 No device that can be ride on will be allowed, the races can only be run or walked. 3.7 No prizes will be available for Race Walkers, they will form part of the official races. 3.8 All traffic rules must be adhere to, except where the routes and traffic officials indicate otherwise. 3.9 All officials decisions must be adhere to, not adhering to officials will lead to disqualification, and as such reflected on the result sheet. 3.10 Athletes wearing the competition chip the wrong way, not to be picked up by the timing system will automatically be disqualified. 3.11 Foreign athletes without a clearance letter from their National Federation will not be allowed to participate in any of the races (ASA Rule 5.5). 3.12 No late entries will be accepted. See paragraph 4.5 and 4.6. 3.13 No athlete s packs will be available for collection on the race day Sunday 15 October 2017. See paragraph 4.7. 3.14 Age tags (RED) must be worn on the front and at the back of the athletes vest, displayed, visible and above the license number (ASA Rule 20.5). Athletes not in possession of age tags can pay it with the entry fee (R 20.00 per set). 3.15 Athletes must read the rules of entry and agree to abide to it. Athletes will partake at own risk and indemnify the National-/Provincial Bodies, Sponsors, Organisers of the race for any action or claim of whatsoever which results out of their participation. Admission regulations of all hospitals apply (ASA Rule 4.1.2 and 24.3.7 and 24.3.12).
4. ENTRIES 4.1 Entries will only be done online. A venue will be available where athletes can do their own entries. The entry centre will be available at FSSC from Tuesday 01 August 2017 at 10:00 to 29 September 2017 at 10:00. The Centre will be open during Mondays to Fridays from 10:00 to 15:00 each day. Athletes not having access to internet must be assisted by their clubs or can do their entries at the FSSC Mon to Fri between 10:00 and 15:00. 4.2 The entry form will have the following and must be completed: 4.2.1 A section for ID number, or birth certificate number, or permanent residence permit number. Only South African citizens or athletes who hold a South African Permanent Residence permit should fill in this section. An act by foreign athletes filling in this section will constitute fraud (ASA Rule 4.1.1). 4.2.2 Must have a disclaimer/indemnity clause, signed by the athlete (or parent/legal guardian if under 18 years) indicating the date it was signed (ASA Rule 4.1.2). 4.2.3 If the section for the information required in clause 4.2.1 above is left blank, then the athlete will be deemed to be a foreign athlete, and he/she will be subject to IAAF Rule 4.2 (ASA Rule 4.2). 4.3 All athletes will compete for the prize money offered by the organisers in the different age groups only. Medals (Men & Women) will be awarded to all participants that finish the race within the cut-off time. 4.4 At registration and the finish, athletes must provide their IDs, birth certificates or passports for the checking of ages before any prizes will be awarded. 4.5 Entries will close on Friday 29 September 2017 at 15:00 4.6 No Manual entries will be accepted. 4.7 Athletes packs can be collected at the Free State Sport Science Offices on the grounds of the Free State Psychiatric Complex on Friday 13 October 2017 from 09:30 to 17:00 and Saturday 14 October 2017 from 09:00 to 20:00. 4.8 No athletes pack will be available for collection on the race day Sunday 15 October 2017. 4.9 FOREIGN ATHLETES: 2.8.1 On collection of athlete s packs, foreign athletes must submit a letter of clearance from their National Federation before athletes packs will be handed to them (ASA Rule 5.5) 5. TECHNICAL INFORMATION Event: Free State OR Tambo Marathon (10km, Half Marathon and Marathon) Date: Sunday, 15 October 2017 Competition Office: Free State Sport Confederation GPS Co-ordinates: 29 7'36.82"S - 26 12'46.78"E Pack collection: Athletics Free State Office GPS Co-ordinates: 29 7 0,4 S / 26 12 39,6 E The Courses: See Rout maps Start & Finish: At Horak Street Mangaung Athletics Stadium. 5.1 During the race Team Management and/or personnel may not travel by vehicle on any part of the route. There will be sufficient refreshment stations where the athletes will pass. Team Managers with special drinks will only be allowed at this refreshment stations.
5.2 Parking at own risk is be available, at the venue. 5.3 Athletes are responsible for the safety of their own belongings. The organisers and officials will not be held reliable for the safety of personal equipment. A safe area are will be available where athletes can store their personal belongings, your bag will be marked with a special number label and you will receive a corresponding numbered receipt. Store it safely on your person. Bags must be collected before 13:00 on 15 October 2017, or they will be treated as lost property. However, athletes are advised not to leave expensive or valuable items in their bags as the organizers cannot accept responsibility for any losses. 5.3 Ablution and shower facilities will be available at the finish in the Mangaung Athletics Stadium. 6. ROUTE INSPECTION Athletes and officials will have the opportunity to visit the route in their own time on Friday 13 October 2017 and Saturday 14 October 2017. No visits will be allowed on the day of the competition, or during the competition. 7. REFRESHMENT STATIONS 7.1 Refreshments and Water will be available at refreshment stations on all routes and at the finish. Details of refreshment stations will be available on the route description. 7.2 Athletes must arrange their own distribution of personal drinks at refreshment stations. These personal drinks must only be distributed at the designated refreshment stations. Athletes receiving assistance or refreshments at places other than indicated by the race organisers will be disqualified, and this will be indicated on the result sheet as such. 8. PROTESTS AND APPEALS 8.1 Any protest concerning the composition of athletes should be submitted in writing to either the Race Director or the assistant Race Director on or before Wednesday, 11 October 2017. 8.2 Any competition protest must first be made orally to the Chief Referee. If the problem is not satisfactory solved, written appeals relating to the results or conduct of the race, addressed to the Jury of Appeal, must be signed by the athlete or someone representing the athlete and accompanied by a deposit of R500. The appeal and deposit must be presented to the TIC within 30 minutes of the announcement of the results. The decision of the Jury of Appeal shall be published in an official manner. The claimant will receive a copy of the final decision. 8.3 No appeals shall be handled and no correspondence concerning the appeal will be done after the expiring of the official appeal time of 30 minutes after the official release of the results. 9. MEDICAL SERVICES A full medical service will be available with ambulances along the route and stationed at the finish.
10. ANTI-DOPING CONTROL 10.1 Anti-doping control will be conducted in accordance with the IAAF Procedural Guidelines for Anti-doping Control under the supervision of the AFS Anti-doping Control Delegate and the SA Institute for Drug Free Sport. 10.2 On receiving written notification of a test, the athlete will be permanently accompanied by an Anti-doping Control chaperone, and shall have to report to the Anti-doping Control station within 60 minutes. 10.3 They will be allowed to first participate in any medal ceremony or press conferences before reporting to the Anti-doping Control Station. 10.4 Sample collection will be carried out in compliance with existing guidelines. Professionally qualified personnel, who will explain the procedure to the athletes and make them sign a consent form, will carry out the urine test. 10.5 Athletes are entitled to be accompanied to the Anti-doping Control Centre by one person of their choice. Personal identification must be presented. 11. AWARD CEREMONIES. Only individual prizes and medals will be awarded according the following age groups for both men and women. This will be done according ASA Rule 2. Medals will be awarded to all finishers, within the race cut-off time. All prize and category prize winners must provide the organizers with proof of identity to verify their age before any prizes will be handed out. 11.1 10km Junior athletes: Senior athletes: 11.2 Half Marathon. Junior athletes: Senior athletes: 11.3 Marathon Senior athletes: Age 14 to 19 years on the day of the race. Senior Athletes as entered. Age 40 to 49 years on the day of the competition. Age 50 to 59 years on the day of the competition. Age 60 + years on the day of the competition. Age 16 to 19 years on the day of the race. Senior Athletes as entered. Age 40 to 49 years on the day of the competition. Age 50 to 59 years on the day of the competition. Age 60 + years on the day of the competition. Senior Athletes as entered. Age 40 to 49 years on the day of the competition. Age 50 to 59 years on the day of the competition. Age 60 + years on the day of the competition. 11.4 Free State athletes: An additional incentive will be awarded to the first Free State registered athlete with a valid 2017 AFS License (men and women) who crosses the finish line first in the 10km, Half Marathon and Marathon. 11.5 Top Marathon Athletes:
An additional incentive will be awarded to the first man equal or better 2 hours and 10 minutes and the first woman equals or better 2 hours and 30 minutes in the Marathon race only. 11.6 Prizes: Will be available on the FS ORT Marathon web-site www.fsortambomarathon.co.za 11.7 Award Ceremony s shall take place on the rostrum, which will be located at the finish venue (in the MAS), commencing as indicated in paragraph 2.1 to 2.3. 11.8 The prize money will be paid directly into the bank account of the athlete and not to anyone else s bank account. No cash prize money will be handed out. Athletes must make sure their banking details are available at the Award Ceremony. 11.9 PRIZE MONEY WILL ONLY BE PAID DIRECTLY INTO THE BANK ACCOUNT OF THE ATLETE AFTER THE OFFICIAL ANTI-DOPING RESULTS ARE AVAILABLE. 11.10 Athletes winning prizes and medals must be present during the award ceremony. When an athlete cannot be present at the prize giving ceremony, by prior arrangement by the athlete a representative of the prize winning athlete must collect the award on the athlete s behalf during the award ceremony. Failing to adhere to the above, the athlete will forfeit his/her prize. 12. TRAVEL AND ACCOMMODATION Travel and accommodation is the responsibility of athlete.
