3 NATIONAL ACTION PLAN 14
5 Years Action Plan is designed to achieve 3 (three) major objectives
No 1 2 3 Aspect Fish Resource Utilization Good Governance Market Requirement Objective Sustainable management of tuna resource and its ecosystem. Increasing the compliance toward the regulation in fishing practices of tuna, by-catch and Ecologically Related Species. To meet the market requirement for tuna and tuna product.
4 Outlining Future Plan For Catch And Effort Control And Its Integration Into Regional Tuna Management 17
FUTURE PLAN FOR CATCH AND EFFORT CONTROL AND ITS INTEGRATION INTO REGIONAL TUNA MANAGEMENT 1. Developing Harvest Strategy in Indonesia FMA 713, 714 and 715; 2. Developing Record of Vessels Authorized to Fish for Tuna, Skipjack Tuna and Neritic Tuna Within Indonesia Archipelagic Waters and Teritorial Waters (R-VIA) 3. Controlling Fish Aggregate Devices; 4. Ratification of Port States Measures Agreement; 5. Strengthening Scientific Data; 6. Involving in Regional Observer Program of WCPFC 18
1. Developing Harvest Strategy in Indonesia FMA 713, 714 and 715 Reference: NPOA-NTMP 1.2.2.1. Objective 1 Point 3; Limit Reference Point (LRP) and Target Reference Point (TRP) for Skipjack and Yellowfin Tuna in Indonesia Fisheries Management Area 713, 714 and 715 2017; Conducting workshop and technical data workshop 19
2. Developing Record of Vessels Authorized to Fish for Tuna, Skipjack Tuna and Neritic Tuna Within Indonesia Archipelagic Waters and Teritorial Waters (R-VIA) 20
WHAT...??? A system that adopt a system of record of vessel in Regional Fisheries Management Organization (RFMOs = IOTC, CCSBT, WCPFC) A system to upload and update number of fishing vessels by gear on real time. A system can be accessed on-line by national and international public.
WHY??? Case study experiment: Export delays to Japan To implement traceability in fishing of tuna, skipjack and neritic tuna To support combating IUU Fishing To conduct management practice of tuna, skipjack and neritic tuna by resolution and conservation management measures that adopted by RFMOs To know number of authorized fishing vessels by near real time. Transparency in management of tuna, skipjack and neritic tuna within archipelagic and territorial water. To control fishing capacity in term of catch that close to reference point. To ensure tuna, skipjack and neritic tuna comply to traceability principle, so it can be accepted in export markets.
