In this issue of our calendar, we celebrate SAIF s 00-year history of serving Oregon businesses and workers by highlighting some interesting moments in Oregon history. Each month represents a decade between 900 and 204 and features an event or a trend that was important during that decade the Columbus Day Storm, the passage of the Oregon Bottle Bill, and the establishment of Crater Lake National Park, for example. We have selected a policyholder for each month that represents that moment in history. SAIF s history began with a special election held on November 4, 93. Oregon voters approved the Workmen s Compensation Act, which went in effect on July, 94, which is why we celebrate our 00th anniversary in 204. Huffman-Wright Logging 952 The first attempt to pass a workers compensation law had been in 9, but that bill failed. Governor Oswald West then appointed a commission to draft new legislation. After passing the Legislature, the measure was referred to a vote of the people. The law created the State Industrial Accident Commission (SIAC) and provided funds for the compensation of injured workmen employed in hazardous occupations. It also appropriated $50,000 as start-up funds. A three-member commission took up residence in the Masonic Temple in downtown Salem and began preparing to implement the law. One of the most difficult tasks for the new commission was getting the necessary information about the industries that St. Paul Rodeo 930 would be subject to the law. Lists were obtained from the Manufacturers Association, the Labor Bureau, lumber associations, and trade unions, and a survey was made of the entire state. On SIAC s first day of business, William Smith, an electrician with Oregon Power Company, was injured. He lost one and a half days of work, worth $2.70, and his doctor s bill was $5. His was not the first claim received, however. That distinction goes to Dewie McKilrath, who was injured on July 2. He worked at Spaulding Saw Mill located in what is now Riverfront Park in Salem. In 902, in recognition of its unique geological history and beauty, Congress established Crater Lake National Park. The Crater Lake Natural History Association was established in 942 by local residents and the National Park Service to help educate the public about the lake s history and geology. By selling books, posters, maps, and other interpretive merchandise, it benefits Crater Lake National Park and Oregon Caves National Monument through educational programs and research.

Gold brought the first settlers to the valley in the 860s, but cattle ranchers and Basque settlers with their sheep soon followed. The town was established in 9, and many of the original stone buildings from that period are still standing. Cattle ranching is still the main occupation, followed by growing hay and grain and mining. Although only about 80 people live in the town, thousands come each year for a rodeo, barbecue, dance, and trade show held in May. And, seasonally, antelope, deer, pheasant, quail, and sage grouse lure hundreds of hunters to the area. Increased construction in the 920s drove production even higher, creating an industry boom. Large timber companies developed mills, railroads, and company towns. And the industry began to modernize more logging was done with machines instead of horses and oxen. Almost 60 years ago, in 956, Ralph Huffman and Roger Wright founded Huffman-Wright Logging. In 876 a new Capitol opened, this time constructed of brick and native Umpqua stone. Grand staircases and covered porticoes supported by Corinthian columns were added in the 880s. Then, on April 25, 935, fire once again destroyed the Capitol. The fire, which began in the basement, spread up through the center of the building, and the dome collapsed. Rebuilding began in December 936, and, by the summer of 938, the new Capitol was complete. Today, some of the columns from the old Capitol can be found in the park on the east side of the building. Eb Ebbighausen, an astrophysicist at the University of Oregon, was interested in binary stars not UFOs when he installed an experimental telescope on Cache Mountain in the early 960s. Weather at that location was too unpredictable, so, in 967, Ebbighausen moved his observatory to Pine Mountain, located 34 miles southeast of Bend. At an elevation of 6,300 feet and with little light pollution, it is an ideal place for observing the night skies. With three large reflector telescopes, Pine Mountain is the state s only professional astronomical observatory. Open to the public on Friday and Saturday nights during the summer months, it provides programs for about 4,000 visitors annually. The drive-in was perfect for families, who didn t need a babysitter for a night out. Movie start times depended on what time the sun set, and the audio crackled through speakers hooked over a rolled-down window. In Oregon, approximately 70 drive-ins were operating then, including the M-F Drive-in in Milton-Freewater, which opened in 953. Today, it is one of the state s few surviving theaters. And while audio is now broadcast on the radio and films are digital, families still enjoy the drive-in for the movies, the socializing, and the pizza. The storm destroyed the rodeo bleachers in October of 962, but a new grandstand was constructed by spring. At that time, the rodeo was well into its third decade the first St. Paul Rodeo was held on July 4, 936. Fifty cowboys came to compete for a purse of $500. Today, an average of more than 50,000 people turn out to watch 750 cowboys and cowgirls from across the U.S. compete for almost $500,000 in prize money. The rodeo which now includes a carnival, parade, Wild West Art Show, and BBQ Cook-off Competition will run July 2-5 this year. Stop Oregon Litter and Vandalism (SOLV, originally without the E ) was created by Governor Tom McCall and other leaders to clean up Oregon s beaches, plant native trees, remove invasive plants, and organize other environmental maintenance projects. Today, an average of 35,000 volunteers annually work on SOLVE projects in 70 communities across the state. Last spring, for example, more than 4,000 volunteers removed 52,480 pounds of debris from Oregon s beaches. Named for the Clatsop tribe that lived along the Pacific Coast, the county was formed on June 22, 844, but its history began much earlier. In 8, Jacob Astor s Pacific Fur Company established a trading post in what is now Astoria, making it the oldest American settlement west of the Rockies. And Lewis and Clark s Corps of Discovery spent the winter of 805-06 at Fort Clatsop, which is now another popular attraction, before they returned east. As home to the world s most famous orca from 996-998, the aquarium became known internationally as well. Today, its exhibits and educational programs such as Sleep with the Sharks and summer camps draw approximately 450,000 visitors a year from all around the world, 40,000 of whom are Oregon schoolchildren. Sitting on 39 acres in Newport, overlooking Yaquina Bay, the aquarium showcases seabirds, marine mammals, fish, invertebrates, and plants, primarily those native to the Oregon coast. Stub Stewart becomes first new state park since 972 Although no longer Oregon s newest park Cottonwood Canyon State Park on the John Day River has that honor L. L. Stub Stewart State Park was the first new, full-service state park in Oregon in 35 years when it opened in 2007. Oregon s park system was established in 92, and, in 922, land was donated for the first park, Sarah Helmick State Park in Polk County. Today Oregon has more than 220 state parks. L. L. Stub Stewart State Park is located on,600 acres 34 miles west of Portland. Its amenities include more than 25 miles of trails for hikers, horseback riders, and mountain bikers; cabins, tent, RV, and horse camps; and an 8-hole disc golf course. That is one reason why, in 202, Portland Farmers Market added its eighth market, the Winter Market at Shemanski Park. There, in January and February, you can find winter produce, meat, fish, baked goods, and cheeses just to name a few of the foods offered by approximately 45 vendors. The first Portland Farmers Market opened in 992 with 3 vendors at Albers Mill in northwest Portland. It later moved to its current location on Portland State University s campus. Between 997 and 202, seven more markets were added. Now, the number of locally owned vendors totals more than 250.
