Box 2356 Kolonia, Pohnpei State, 96941 Federated States of Micronesia Dear Mr. Wright: In accordance with Western and Central Pacific Fisheries Commission (WCPFC) Conservation and Management Measure (CMM) 2006-08 - High Seas Boarding and Inspection Procedures and further outlined in WCPFC Circulars 2008103 and 2008109, the enclosed information is provided to supplement the Commission's High Seas Boarding and Inspection Register. Enclosed please find details of each U.S. inspection vessel that may be assigned to boarding and inspection activities under the WCPFC High Seas Boarding and Inspection Procedures (Enclosure 1). Please note fiom the photos and details provided that these inspection vessels are clearly marked and identifiable as being on U.S. government service. Note also that the U.S. Coast Guard crew members assigned to each of these inspection vessels have received and completed training in carrying out boarding and inspection activities at sea as the U.S. Coast Guard is the U.S. maritime agency responsible for conducting at-sea boardings and inspections. In addition to the U,S, Coast Guard crew members, NOAA Fisheries Office for Law Enforcement personnel are authorized to conduct high seas boarding and inspection activities under the WCPFC High Seas Boarding and Inspection Procedures and have received similar training in boarding and inspection activities. 16210 07 April, 2008 The United States understands that, should U.S. officials carry out boarding and inspection activities pursuant to the WCPFC High Seas Boarding and Inspection Procedures, the United States shall provide the Commission with information that the crew on the vessels identified in the enclosed U.S. inspection vessel list have received specific training on Commission boarding and inspection procedures and relevant Commission Conservation and Management Measures (CMMs). The United States further understands, as clarified in WCPFC Circular 2008/09, that the United States is bound not to conduct high seas boarding and inspections pursuant to CMM 2006-08 until after the expiry of the 60-day period following the circulation to Members by the Commission of the enclosed register of U.S. inspection vessels through posting on the WCPFC website.
