Submitted: January 23, 2015; Accepted: February 03, 2015; Published: February 15, 2015 The article is devoted to the analysis of the development and implementation of Intelligent Transport System (ITS) in Verona which is considered as a key and strategic measure to carry into effect the sustainable mobility objectives promoted by the General Transportation Plan (2001) and the Guidelines for the General Mobility Plan (2007). It is presented the range of various applications in the field of ITS in which the Municipality of Verona invested considerable economic resources in the last few years, thus setting about for a complex and technologically advanced integrated system for mobility and security road management. The SWOT risks and opportunities analysis was used to highlight the main strengths, weaknesses, opportunities and threats considered at local level for the actions ensuring safety on roads. To a better understanding of the complex decision-making process used by the Municipality of Verona in order to launch the different initiatives, assess their results in terms of environmental, economical, social and cultural impact, and coordinate the whole, the logical framework and flow chart are developed.

Often the interventions of vast area or between the neighboring municipalities are developed without the necessary coordination, namely, the paths that are interrupted on municipal boundaries, the numbers of pathways generate confusion, the signs are different and the various uncoordinated programs are grown without knowing the big picture. The Regional Administration Offices for cycling mobility have become a necessity and urgecy to bring order, clarity and to rule a complex system that is to be developed in synergy. The regions have the articulated skills in planning, infrastructure, tourism, management of the river banks, economic planning, managing EU funds, and all of these areas are relevant to the development of cycling mobility. To move forward the following components are necessary: the clear policies, the knowledge of the best good practices, the economic resources to invest, the sharing with the territories, the association of the economic operators and the experts who can manage the most out of the territories and the needs of cyclists in order to conduct the administration offices. It is studied the example of the University of Verona which forms and trains the "Cycling Promoters" that are experts who have an overview of the problems and solutions for urban routes, for safe cycling, for the cycle-tourism, to promote the new economies linked to services cycling, to motivate people to use the bike in the city and in his spare time. As from the results of a questionnaire, developed by the University of Verona in the summer of 2014 along with FIAB and aimed to know what the regions do for cycling mobility, it emerges a situation varied and highly differentiated between the various regions, it is also proposed to establish a General Direction for cycling mobility at the ministerial level to coordinate the regional administration offices for cycling mobility. At the moment one collides with different local laws, regional plans of cycling, criteria for allocation of public funds, actions of local animation to motivate entrepreneurship, investment and new ways of moving bike in urban centers and leisure.
The study presents the questionnaire designed and edited by the author of this article which was developed for the conference held at the University of Verona on the 7th November of 2014, and that its function was to "formalize the appointment as promoter of cycling" of 16 participants of the 2 nd course of cycling mobility promotion. The article concludes with a quick overview on the topics that have been developed by 16 students of the 2nd course that illustrates their diverse and rich specificity. It was hypothesized that from these experiences the situations start-ups for new companies and new job prospects for the development of cycling in our country may arise. Some interesting issues raised and proposed for discussion are: -intermodality with train, free bikes transport on trains, coordinating the purchase of carriages equipped to transport the bike in tow and accessibility with bike at railway stations and tracks, cycle stations and bike sharing stations over municipalities; - to promote the activation of forms of automatic (bicycles counter) or manual (count on certain dates) monitoring on suburban or urban paths of the region to be included in a Geographic Information System (GIS) to support the planning and for the specific surveys and censuses. The agents behaviour is represented in a realistic way, thus considering economy, history and cognitive sciences when taking political decisions having deep impact on territorial choices. This report was presented last October 2014 to a Meeting organized by Verona University on the occasion of the Italian Day of Statistics, dealing with Territorial data to support public decision: micro-data, macro-data and meta-data systems. The experience presented to the conference audience comes from the European project MOSIPS - Modelling and Simulation of the Impact of Public Policies on SMEs, whose main goal concerns the development of a userfriendly policy simulation system, allowing forecasting and visualization of the socio-economic impact of public policies. MOSIPS got EC financing under the 7 th FP. The agent-based modelling is an effective simulation tool, offering several applications to support any kind of decision-making process. A system is modelled as a whole of autonomous decisional entities called agents, and the decisions represent the sum of decisions of all economic operators, thus allowing the determination of joint levels of variables in theoretical economical models. In such a system, any agent makes the individual assessment of its situation and takes decisions on basis of a whole of rules called the agent s behaviour. Interactions between the agents give origin to a multi-agent modelling tool, able to explore complex dynamics, even evolving the prospects as a consequence of some unforeseen behaviours, in a mixed framework where real and unreal take new shape in a simulation process. The ultimate goal of a simulation system is the understanding of the targeted system, its evolution forecasting and the answer to related what if questions, through the observation of emerging phenomena. The project database archive was conceived as a stratified data warehouse, collecting heterogeneous data sources in a data source layer, increasing and processing them in other layers, to deliver the final output to a Simulation and Forecasting Engine (SFE). A simulation and Forecasting Engine (SFE) is effectively used to implement a model in terms of execution codes, highlighting the system variables in a delay
of time. The agents interact with behaviours, rules, properties, system policies, in specific delays of time, thus generating a forecasting. Simulation is strictly connected to time factor. Time is conceived by cycles, having rules which can be changed in consideration of emerging phenomena. When cycle rules are exhausted, a new cycle with new rules starts working. A general design of a simulator user s interface allows meeting different political and operational needs. Through a guided procedure called wizard a policy maker can view and chose simulation parameters, then alternative and by-cycle results are displayed in an effective way. The updating of parameters and simulation results can be made any time a decision-maker decides to intervene on policies impact simulation. This project experience can be an excellent basis to activate new simulations in other fields, e.g. the one of goods transportation and logistics.
