1. SELECTION SYSTEM USA WEIGHTLIFTING ATHLETE SELECTION PROCEDURES 2018 YOUTH OLYMPIC GAMES July 20, 2017 1.1. Provide the minimum eligibility requirements for an athlete to be considered for nomination to the Team: 1.1.1. Citizenship: Athlete must be a national of the United States at the time of selection and hold a valid U.S. passport that will not expire for six months after the conclusion of the Games. 1.1.2. Minimum International Olympic Committee (IOC) standards for participation: Any competitor in the Youth Olympic Games (YOG) must be a national of the country of the National Olympic Committee (NOC) which is entering such competitor. For additional information regarding an athlete who is a national of two or more countries, has changed his or her nationality or acquired a new nationality, refer to the Olympic Charter (Rule 41). 1.1.3. Minimum International Federation (IF) standards for participation (if any): All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors) and only those athletes who comply with the Olympic Charter may participate in the YOG. To be eligible to participate in the YOG, athletes must have been born between 1 January 2001 and 31 December 2003. All athletes must comply with the IWF Special Anti-Doping Regulations for the Buenos Aires 2018 YOG as detailed in Section C of the International Weightlifting Federation (IWF) Qualification System (Attachment A). 1

To be eligible to participate in the Buenos Aires 2018 YOG, all athletes must have participated in a minimum of one (1) event per the list below: - 2017 IWF Youth World Championships Bangkok, Thailand (April 6-10, 2017) - 2017 Youth Continental Championships (2017 Pan American Youth Championships) Cali, Columbia (October 21-28, 2017) - 2018 Youth Continental Championships (2018 Pan American Youth Championships) Guadalajara, Mexico (March 10-17, 2018 1.1.4. Other requirements (if any): 1.2. Tryout Events: Athletes must attend for the entire duration of the Games. Athletes must participate in the cultural and education program, and mixed team events as requested. Athletes must have successfully completed all Games Registration requirements by stated deadline. Athletes must participate in the 2018 YOG Trials/National Youth Championships as this is mandatory for selection to the 2018 YOG team. Athlete must complete a 'readiness to compete' plan inclusive of progression markers from the completion of the 2018 YOG Trials/National Youth Championships to competition date at the 2018 YOG. Athlete must be a member in good standing of USA Weightlifting. 1.2.1. Provide the event names, dates and locations of all trials, events and camps to be used as part of the selection process. As explained below in Section 1.3, during USA Weightlifting s YOG qualification period (April 6, 2017 June 17, 2018), an athlete must make a total of consequence (a total on the Highest Comparative Finish Chart below) at any of the three IWF YOG Qualification Events (listed in Section 1.3, Step 3) or at any USA Weightlifting Sanctioned National Event or at the 2018 YOG Trials/National Youth Championships (listed in Section 1.3, Step 4). 2

IWF YOG Qualification Events The following events constitute the USADA and WADA drug-tested IWF YOG Qualification Events sanctioned by the IWF. An athlete must qualify for and attend one (1) of the following events to be eligible for YOG nomination: 1. 2017 IWF Youth World Championships Bangkok, Thailand (April 6-10, 2017) 2. 2017 Youth Continental Championships (2017 Pan American Youth Championships) Cali, Columbia (October 21-28, 2017) 3. 2018 Youth Continental Championships (2018 Pan American Youth Championships) Guadalajara, Mexico (March 10-17, 2018) 2018 YOG Trials/National Youth Championships The following event constitutes a USADA and WADA drug-tested event sanctioned by USA Weightlifting. An athlete must qualify for, attend and make a total at this event to be eligible for YOG nomination: 1. 2018 Youth Olympic Games Trials/National Youth Championships Grand Rapids, MI (June 14-17, 2018) USA Weightlifting Sanctioned National Events An athlete can attend and make a total at any USA Weightlifting sanctioned national event during the qualification period. Event information can be found at www.usaweightlifting.org. 1.2.2. Provide event names, dates, locations and description of how athletes qualify for the trials, events and camps listed above in 1.2.1. (if any). Details on how an athlete can qualify to participate in the events listed in 1.2.1. will be announced on www.usaweightlifting.org at least 45 days prior to each event. Qualifying totals for domestic events can be made at any USA Weightlifting sanctioned competition. 3

1.3. Provide a comprehensive, step-by-step description of the method that explains how athletes will go through the selection process to become Team nominees (include maximum Team size). Maximum Team Size & Quota Qualification The United States may qualify up to two (2) male and two (2) female athletes. The United States Olympic Committee (USOC) has defined that the sport of Weightlifting will be allocated a maximum of one (1) male and one (1) female athlete quotas for the 2018 YOG, as part of the maximum overall athlete team of 75. In the instance that the United States qualifies more than one slot in either gender, and the USOC is able to allow Weightlifting to utilize further quotas, these procedures will be repeated for the second quota slot. To earn country quota slots, the United States much first compete as a team as described in the IWF Qualification System (Attachment A). Step-by-Step Guide to 2018 YOG Qualification and Nomination Step 1 USA Weightlifting Member Status An athlete born 1 January 2001 to 31 December 2003 must be a member in good standing of USA Weightlifting, in order to be able to compete at the 2018 YOG, and in any and all qualifying events. Step 2 Total for Qualification Events An athlete must attend any USA Weightlifting sanctioned event (a full list is available at www.usaweightlifting.org) in order to make a qualifying total for entry into a national event. This total can be made at any time during the qualification period for that event. Full details on national event qualifying can be found at www.usaweightlifting.org. Step 3 IWF YOG Qualification Event Attendance Per the IWF Qualification System (Attachment A), an athlete must qualify for and attend at least one (1) major IWF event ahead of participation in the YOG. These events include the 2017 IWF World Youth Championship, 2017 Pan American Youth Championship or 2018 Pan American Youth Championship. Step 4 Attend the 2018 YOG Trials/National Youth Championship The final event to qualify for the 2018 YOG is the 2018 YOG Trials/National Youth Championship. An athlete must qualify for, attend and make a total at this event (defined as weighing in, and posting a total of at least one snatch and at least one clean & jerk), in the weight category the athlete intends to compete in at the YOG (for plus categories, any category at 69kg or above for women, 94kg or above for men) to be eligible for the 2018 YOG selection. Note: For the 56kg weight class, competition totals made at the 50kg weight category will count for the 56kg weight class. For plus categories, any category at 69kg or above for women, 94kg or above for men. Step 5 Total of Consequence During USA Weightlifting s YOG qualification period (April 6, 2017 June 17, 2018), an athlete must make a total of consequence (a total on the Highest Comparative Finish Chart below) at any of the three IWF YOG Qualification Events (listed in Step 3) or at any USA Weightlifting Sanctioned National Event or at the 2018 YOG Trials/National Youth Championships (listed in Step 4). The total must be made in the weight category in which the athlete intends to compete in at the YOG (for plus categories the 69kg or above for women and 94kg or above for men). Step 6 Ranking & Provisional Nomination Within 48 hours of the conclusion of the 2018 YOG Trials/National Youth Championships, each athlete s best total made during the qualification period (April 6, 2017 June 17, 2018) at any of the events listed in 1.2.1, will be compared to the Highest Comparative Finish Chart, per gender (below). The results will be posted to www.usaweightlifting.org. The Highest Comparative Finish Chart was created using the average number that was required for placement at the 2010 and 2014 YOG, rounded up to the nearest full kilo. Note: The female 44kg weight category is new for the 2018 YOG. Therefore, the numbers used for this category are the average numbers for the Top 10 placements t the 2016 and 2017 Youth World Championships for 44kg athletes. 5

The male and female athlete with the highest placement, as compared to the Highest Comparative Finish Chart, will be provisionally nominated to the 2018 YOG Team. The next highest placing male or female athlete as compared to the Highest Comparative Finish Chart will be provisionally nominated as the first replacement to the 2018 YOG Team. In the case where two athletes of the same gender place equally, as compared to the Highest Comparative Finish Chart (meaning there is a tie), the athlete closer to the higher placement as a percentage of that higher number will be considered higher in placement. For example, if a male athlete makes 314kg in the 77kg category (314/323 = 97.2%), and an athlete makes 343kg in the +85kg category (343/371 = 92.4%), the 314kg athlete is closer to 1 st place as a percentage of that higher number and thus has a higher place. In the event USA Weightlifting is allocated two (2) quotas for either gender, the first replacement will be provisionally nominated to the 2018 YOG Team and the next highest placing male or female athlete, as compared to the Highest Comparative Finish Chart, will be provisionally nominated as the first replacement to the 2018 YOG Team. During this period, at agreed upon dates and locations, the athlete will be required to prove his/her readiness to compete in the 2018 YOG at the performance that qualified him/her for provisional nomination to the 2018 YOG Team/provisional nomination as the first replacement to the 2018 YOG Team or better. This includes weight management and performance in the snatch and clean and jerk. Step 8 Final Confirmation and Final Readiness Test On or before the final nomination date, at a date and location agreed upon in the Readiness to Compete plan, an athlete who has been provisionally nominated to the 2018 YOG Team or who has been provisionally nominated to the 2018 YOG Team as the first replacement will be required to prove his/her readiness in a Final Readiness Test to the level agreed upon in the Readiness to Compete plan, either in person or by live video to the USA Weightlifting Selection Committee. 7

The selection committee consists of: - Pyrros Dimas, USA Weightlifting Technical Director (Chair) - Lance Williams, USA Weightlifting Associate Exec. Dir., Sport - Leo Totten, USA Weightlifting Coaching Committee Chair - Allie Henry, Elite Athlete Representative Upon satisfactory completion of the Final Readiness Test, the provisional nominations will become final. At this same time, the USA Weightlifting Selection Committee members are released from their duty. An athlete who has been provisionally nominated to the 2018 YOG Team or who has been provisionally nominated to the 2018 YOG Team as the first replacement will lose his/her provisional nomination if: 1. During the Final Readiness Test, he/she is unable to prove that he/she is able to complete the lifts that qualified him/her for provisional nomination to the 2018 YOG Team/provisional nomination as the first replacement to the 2018 YOG Team, or 2. If he/she is injured, or 3. If he/she has failed to manage his/her weight for the competition, or 4. If any objectives set out, agreed upon and signed by both parties in the Readiness to Compete plan, have not been upheld, or 5. If any of the reasons outlined in Section 3 of these procedures apply. Should a provisional nomination be revoked, the procedures outlined in Section 4 will determine which athlete will receive the final nomination. 2. DISCRETIONARY SELECTION (if applicable) 2.1. Provide rationale for utilizing discretionary selection (if any): N/A 2.2. List the discretionary criteria and explain how they will be used (if any): 8

Provide the name of the committee that will be responsible for making discretionary selections, along with a complete list of the members titles currently serving on the committee: N/A 2.3.1. Conflict of Interest 3. REMOVAL OF ATHLETES Any member of the selection committee that has a possible conflict of interest must disclose it. If such conflict exists, the selection committee member must recuse him/herself from committee discussions and voting. Further, the committee member should not otherwise influence other members of the committee in the nomination process. However, a committee member who recused him/herself, but who has relevant and necessary information with respect to athlete performance, for example a national team coach or high performance director, may, if requested by the selection committee, provide such information to the committee so long as such information is provided in a fair and unbiased manner and the committee member who declared the conflict of interest does not vote toward the final decision. 3.1. Prior to acceptance of nominations by the USOC, USA Weightlifting has jurisdiction over potential nominees. An athlete who is to be nominated to the Team by USA Weightlifting may be removed as a nominee for any of the following reasons, as determined by USA Weightlifting: 3.1.1. Voluntary withdrawal. Athlete must submit a written letter to USA Weightlifting s Chief Executive Officer. 3.1.2. Injury or illness as certified by an approved USA Weightlifting physician (or medical staff). If an athlete refuses verification of his/her illness or injury by an approved USA Weightlifting physician (or medical staff), his/her injury will be assumed to be disabling and he/she may be removed. 9

3.1.3. Violation of either USA Weightlifting s Member Code of Conduct (Attachment B) or USA Weightlifting s Athletes on International Assignment Code of Conduct (Attachment C) 3.1.4. Failure to meet the individual Readiness to Compete plan objectives, with unanimous agreement of the USA Weightlifting Selection Committee. An athlete who is removed from the Team pursuant to this provision has the right to a hearing per USA Weightlifting s Constitution and Bylaws as mentioned in the USA Weightlifting s Bylaws, Section 14 and the USOC s Bylaws, Section 9. 3.2. Once an athlete nomination is accepted by the USOC, the USOC has jurisdiction over the Team, at which time, in addition to USA Weightlifting s Code of Conduct, the USOC s Code of Conduct and Grievance Procedures apply. An athlete may be removed as a nominee to the Team or from the Team for an adjudicated violation of IOC, PASO, IPC, WADA, IF, USADA and/or USOC anti-doping protocol, policies and procedures, as applicable. 4. REPLACEMENT OF ATHLETES 4.1. Describe the selection and approval process for determining replacement athlete(s) should a vacancy occur: 4.1.1. Prior to submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: The provisionally nominated first replacement to the 2018 YOG Team will be the replacement athlete and will become a final nominee. Should there still be a vacancy on the 2018 YOG after the provisionally nominated first replacement to the 2018 YOG Team has qualified for a final nomination, the next highest placing athlete, as compared to the Highest Comparative Finish Chart, will be the replacement athlete and will become a final nominee. 10

4.1.2. After submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: See 4.1.1. 5. SUPPORTING DOCUMENTS USA Weightlifting will retain the approved Selection Procedures and all supporting documents, including scouting or evaluation forms, etc., and data from the selection process for six months past the date of conclusion of the Games. 6. REQUIRED DOCUMENTS The following documents are required to be signed by an athlete as a condition of nomination to the Youth Olympic Games and are included as attachments: USA Weightlifting s Youth Olympic Games Team Declaration (Attachment D) 7. PUBLICITY/DISTRIBUTION OF PROCEDURES The USOC approved Selection Procedures (complete and unaltered) will be posted/published by USA Weightlifting in the following locations: 7.1. NGB s Website: www.usaweightlifting.org These procedures will be posted as soon as possible, but not more than five business days following notice of approval by the USOC. 7.2. Other: N/A 8. DATE OF NOMINATION The Nomination of Athletes form, including replacements, will be announced to all athletes and submitted to the USOC on or before: August 10, 2018 9. MANDATORY TRAINING AND/OR COMPETITION Specify the location, schedule and duration of mandatory training and/or competition: 11

The full support of USA Weightlifting s performance staff will be made available to the athlete. In return, the athlete is required to meet the Readiness to Compete objectives agreed to with the athlete and personal coach. 10. ANTI-DOPING REQUIREMENTS Athletes must adhere to all IOC, IPC, PASO, WADA, IF, USADA and USOC antidoping protocols, policies and procedures, as applicable. This includes participation in Out-of-Competition Testing as required by the IOC, IPC, PASO, WADA, IF, USADA and USOC Rules, as applicable. An athlete is additionally subject to being in the USADA Registered Testing Pool (RTP) six months prior to posting a qualifying total in the designated selection events for the 2018 Youth Olympic Games. 11. Any change in the selection procedures caused by a change in IOC and International Weightlifting Federation rules and regulations will be distributed to the affected athletes immediately. The selection criteria are based on the latest information available to USA Weightlifting. However, the selections are always subject to unforeseen, intervening circumstances, and realistically may not have accounted for every possible contingency. If any force of nature, or force majeure, should cause the altercation or cancellation of any of the selection events listed in this document, these selection procedures will be revised, pursuant to their resubmission to the USOC. 12

C. ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Youth Olympic Games. Age To be eligible to participate in the Youth Olympic Games, athletes must have been born between 1 January 2001 and 31 December 2003. Additional IF criteria To be eligible to participate in the Buenos Aires 2018 YOG, all athletes must have participated in a minimum of one (1) event, as per the list below: 2017 Youth Continental Championships 2017 IWF Youth World Championships 2018 Youth Continental Championships All athletes must comply with the IWF Special Anti-Doping Regulations for the Buenos Aires 2018 YOG below: Special Anti-doping rules 1. In accordance with the IWF Anti-Doping Policy ( ADP ) (12.3.1.), if nine or more violations of the IWF Anti-Doping Rules (other than under articles 2.4 or 10.3) are committed by Athletes or other Persons affiliated with a Member Federation ( MF ) within a Calendar year in the year of 2017 or 2018 in testing conducted by the IWF or Anti-Doping Organisations other than the National Anti-Doping Organisation, such MF/National Olympic Committee ( NOC ) shall not be permitted to enter competitors for the 2018 Youth Olympic Games. If such MF is permitted to compete in any 2018 YOG Qualifying event, the MF shall not secure any qualifying points in such event. 2. In case four or five violations of the IWF Anti-Doping Rules (other than under ADP articles 2.4 or 10.3) are committed by Athletes of youth age group and/or other Persons connected to Athletes of youth age group affiliated with an MF during the 2018 Youth Olympic Games qualification period in In- and Out-of Competition Controls, and in case the IWF Executive Board does not suspend the MF concerned according to Point 1., the IWF Executive Board may withdraw one quota place from that MF/NOC regarding the 2018 Youth Olympic Games. 3. QUALIFICATION PATHWAY QUALIFICATION PLACES MEN / WOMEN The qualification period for the Youth Olympic Games Buenos Aires 2018 runs from 1 April 2017 until 23 July 2018. NOCs will obtain qualification places based on their position in the *Team Classification at the 2017 IWF Youth World Championships or at their respective Continental Qualification Event in 2018 (see tables below). Number of Quota Places D.1. 24 Men 24 Women Qualification Event D.1. 2017 IWF Youth World Championships (YWC) The seven (7) best-ranked teams at the IWF Youth World Championships will obtain two (2) quota places per gender for their NOC. The teams ranked from eight (8) to seventeen (17) at the IWF Youth World Championships will obtain one (1) quota place per gender for their NOC. D.2. 20 Men 20 Women D.2. 2018 YOG Continental Qualification Events (CQE) One (1) Continental Qualification Event will be held for each continent in 2018. Participation will be open to all NOCs of the specific continent, however only NOCs which have not gained qualification places through D.1 may obtain qualification places for the YOG. The four (4) best ranked teams at each of the CQT will obtain one (1) quota place per gender for their NOC. Host National Places The host country will automatically qualify one (1) male and one (1) female athlete, on the condition that the athletes meet the eligibility requirements described under section C. Universality Places Ten (10) male Universality Places and ten (10) female Universality Places will be made available to eligible NOCs at the YOG, subject to the athletes meeting the required technical level and the eligibility criteria defined under section C. The International Olympic Committee will invite all eligible NOCs to submit their requests for Universality Places (date TBC). The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs, in collaboration with IWF, in March 2017. E. CONFIRMATION PROCESS FOR QUOTA PLACES 18

Confirmation of Qualification Places IWF will confirm all NOCs qualification places after the completion of the last Continental Qualification Event by <date>. Confirmation of Country Places The host country must confirm in writing to the IWF and BAYOGOC by 15 June 2018 the participation of its athletes. F. REALLOCATION OF UNUSED QUOTA PLACES Reallocation of Unused Quota Places If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated in the same gender to the next best-ranked NOC not yet qualified in the Team Classification at the 2017 IWF Youth World Championships. Reallocation of Unused Host County Places Any unused Host Country Places will be reallocated in the same gender to the next best-ranked NOC not yet qualified from the least represented continent in the Team Classification at the 2017 IWF Youth World Championships. If there is no eligible NOC from the least represented continent in the Team Classification at the 2017 IWF Youth World Championships to reallocate the quota place to, the quota place will be reallocated to the next best-ranked NOC not yet qualified from the same continent at the YOG Continental Qualification Event. Reallocation of Unused Universality Allocation Places Any unused Universality Places, including those returned after the final allocation by YOG Tripartite Commission, will be reallocated according to the section Reallocation of Unused Qualification Places. ATTACHMENT B USA WEIGHTLIFTING MEMBER CODE OF CONDUCT USA Weightlifting is the National Governing Body for the sport of Olympic Weightlifting and the United States Olympic Committee; we operate in the public spotlight and are expected to conduct our affairs on a basis consistent with the great trust that has been placed in us. This requires that our membership behaviors conform to the highest ethical principles. The mission of USA Weightlifting is to encourage participation and the pursuit of excellence in all aspects of Olympic Weightlifting. USA Weightlifting grants the privilege of membership to individuals and groups committed to the same mission. The privilege of membership may, therefore, be withdrawn or denied by USA Weightlifting at any time when determined that a member s conduct is inconsistent with the mission of the organization or the best interest of the sport and those who participate. All athletes, coaches and officials pledge to abide by the following Code of Conduct: Abide by all USA Weightlifting & International Weightlifting Federation rules, selection procedures and safety guidelines. As an ambassador, exhibit the highest standards of fairness, discipline, ethical behavior and genuine sportsmanship by mutually respecting and bringing honor to USA Weightlifting, the United States and the Olympic Movement. Respect teammates, athletes, coaches, officials, spectators, volunteers, USADA representatives, sponsors and National Office staff of USA Weightlifting without regard to race, religion, national origin, age, civil status, veteran status, marital status, language, social condition, mental or physical ability, sexual orientation, or gender. Will not use offensive language/gestures or non-consensual physical contact as a response to the referees/jury/officials decision as an expression of frustration and/or self-admonishment. Will not engage in any form of discriminatory, verbal, physical or sexual harassment/abuse, fraud, stealing, deception or dishonesty related to USA Weightlifting events or activities. Will not disrespect, intimidate or embarrass other members, teammates, athletes, coaches, officials, spectators, sponsors, volunteers, Board of Directors, Committee members, Athlete Advisory Council Representatives, USADA and/or USA Weightlifting and National Office staff in person, electronically, and/or through social networking venues (i.e. Facebook, Twitter, blogs or websites, etc.). Will not participate in any non-consensual sexual contact or advance or other inappropriate sexually oriented behavior or action directed towards any member by a coach, official, athletic trainer or other person who is in a position of authority. Respect and not cause damage to private or public property of others while at an event sanctioned by USA Weightlifting or at a designated USA Weightlifting facility. Will not sell or distribute any substance on the World Anti-Doping Agency (WADA) list of banned substances. Will not knowingly misrepresent competitive achievements, professional qualifications, education, experience, eligibility, criminal record or affiliations of one self or another member. Will not misrepresent the nature or extent of an injury in order to decline an invitation to participate in or withdraw from a competition, training camp or other similar activity. 21

Will not use illegal drugs in the presence of teammates, athletes, coaches, officials, volunteers, spectators, sponsors and staff of USA Weightlifting and/or at any USA Weightlifting event or activity. Will not commit a doping violation as defined by the International Olympic Committee (IOC), World Anti-Doping Agency (WADA), the United States Anti-Doping Agency (USADA), the United States Olympic Committee (USOC) or the International Weightlifting Federation (IWF). Disciplinary action for violation of any provision in this Code of Conduct may include any or all of the following: (i) a reprimand; (ii) suspension from competition participation (iii) withholding of Direct Athlete Support payments; (iv) imposition of fines (including with respect to reimbursement of expenses incurred by USAW); (v) removal from team; (vi) termination of memberships with USA Weightlifting (vii) any combination of the foregoing. If a USA Weightlifting member receives a disciplinary penalty or otherwise has a grievance related to this Code of Conduct, the member has the right to file a written request with the Board of Directors and CEO of USA Weightlifting within thirty (30) day of the action giving rise to the members claimed grievance, to seek a review of the action in question pursuant to USA Weightlifting Bylaws and Grievance Procedures. The Athlete has a right to a hearing per Article 9 of the USOC Bylaws prior to USA Weightlifting denying the right to compete of any Athlete. Notwithstanding the foregoing, nothing herein shall conflict with or curtail the members rights with respect to disputes involving the members right to participate in protected events as set forth in the Ted Stevens Olympic and Amateur Sports Act (section 220510 of the United States Code.) In the event any member of USA Weightlifting has a complaint/grievance that falls under the control of USA Weightlifting, NO individual may contact any sponsor (i.e. employees, partners, suppliers, concerned individuals, et. Al.) for any reason related to the compliant /grievance until such time that all hearing (including appeals ) related to the compliant/grievance have been fully completed. 22

ATTACHMENT C CODE OF CONDUCT FOR ATHLETES, REFEREES AND TEAM STAFF ON NATIONAL OR INTERNATIONAL ASSIGNMENTS This Code of Conduct applies to all athletes, coaches, team staff, officials or any person acting or serving in an official capacity in any International or National representative, competitive situation, to include resident camps. The term Team or Teams is inclusive to mean all aforementioned persons. Representing the United States in competition is among the rarest and most rewarding of opportunities anyone will ever have. Representing our nation is not a right but a privilege. Athletic or coaching achievement is only a portion of the criteria necessary to earn that privilege; as important, if not more so, is the conduct displayed by all Teams. It is imperative that Teams understand that they are ambassadors of USA Weightlifting, the US Olympic Committee and ultimately the United States. As such: 1. Teams will conduct themselves in a manner representative of the highest levels of excellence in all areas at all times. 2. The primary function of all Team staff members is to serve the Team. All staff members must be available to assist and support athletes and other team members at all times. 3. Whereas Team staff members focus is on the athletes, the Athletes are expected to conform to the same levels of conduct as all other Team members at all times. 4. All Team staff members will perform their duties in a professional manner at all times. It is patently unprofessional to show partiality in any form to any other member of the team, regardless of club affiliation, and such behavior will not be tolerated. Likewise, Team staff members will not attempt to recruit other team members to their club team or coaching influence. 5. All senior Team staff members are expected to serve as role models and provide and enforce standards. At a minimum, Team Managers and Coaches will provide clear guidance and rules to all other Team members and enforce them at all times. 23

6. All team members aged Under 21 are to remain alcohol-free and all team members Under 18 tobacco-free throughout their representation of the United States in any nation, regardless of local laws of that nation. Coaching Staff and Team Leader staff are to remain alcohol-free at all times. 7. All team members are expected to comply with both the local laws and the laws of the United States at all times. For example, if an action is legal in the country you are visiting, but is not legal in the United States, it is not permitted to be undertaken. 8. All Team members will comply with all rules and guidance. This includes, but is not limited to: local laws and customs (International, USOC, OTC and Olympic Village amongst others), dress and appearance, alcohol use, deportment, punctuality, manners, behavior and respect for other Team members. Under no circumstances will disrespectful behavior towards the host nation or other members of other teams be tolerated. 9. All Team members will respect the "chain of command" - from Team Leader, Head Coach, Assistant Coach, and Team Doctor, etc. Whereas it is preferable for most issues to be planned and settled in a consensus environment, this is not always possible. Ultimately, the Team manager/coaches will have final say on all decisions. 10. Will adhere to any and all curfews put into place by the Team Leader and/or Head Coach. 11. At the request of the Head Coach, in consultation with the Personal Coach (for example, to ensure that a typical training ritual is not disturbed) will refrain from the use of personal electronic devices while in attendance at training sessions. Athletes will refrain from use of such devices at all team meetings and or any study session. 12. Will attend all training sessions and team meetings unless otherwise excused by the Team Leader. 13. Will not engage in any form of abuse (verbal or otherwise) with any person whilst representing the United States. 14. Will abide by all other USA Weightlifting, United States Olympic Committee, USADA, organizing committee, PAWF and IWF policies and procedures as applicable. 15. Coaches attending an international competition, as either a personal coach or as an appointed coach are expressly prohibited from engaging in any recruitment activities. 16. Failure to comply with the tenets of this Code of Conduct may result in potential disciplinary action from USAW, penalties may include: 24

- Immediate removal from an international team and return home at the team member s expense. - Revoking of funding from an international competition. - Temporary or Permanent termination of USA Weightlifting membership. - Suspension from USA Weightlifting activities for a specified period. - Withholding in part or in full of any stipend(s) paid by USA Weightlifting. The Team Leader in consultation with the Head Coach and the CEO has the ability to remove a person from the team immediately. The USA Weightlifting Judicial Committee shall approve any further sanction against any athlete at the recommendation of the staff. To that end, you agree to comply with any requests and investigations from USA Weightlifting, the United States Olympic Committee, or any of its Boards or Committees. I have a valid United States of America Passport An athlete must possess a USA passport with an expiration date of a minimum of 6 months after the end of the competition, or the entry requirement of the host nation, whichever is the greater. I have been in the United States Anti-Doping (USADA) Random Testing Pool (RTP) for 6 months. USA Weightlifting has taken a stand for a doping free sport and we require all of our international athletes to have been available for testing for minimum of 6 months prior to competing in any international competition. You must be the Correct Age for the Competition o Junior 13-17 years of age All groups are calculated based on a participant's age on December 31 of the year the competition takes place. All team members aged Under 21 are to remain alcohol-free and all team members Under 18 tobacco-free throughout their representation of the United States in any nation, regardless of local laws of that nation. Coaching Staff and Team Leader staff are to remain alcohol-free at all times. 7. All team members are expected to comply with both the local laws and the laws of the United States at all times. For example, if an action is legal in the country you are visiting, but is not legal in the United States, it is not permitted to be undertaken. 3

8. All Team members will comply with all rules and guidance. This includes, but is not limited to: local laws and customs (International, USOC, OTC and Olympic Village amongst others), dress and appearance, alcohol use, deportment, punctuality, manners, behavior and respect for other Team members. Under no circumstances will disrespectful behavior towards the host nation or other members of other teams be tolerated. 9. All Team members will respect the "chain of command". Ultimately, the Team Leader/Coaches will have final say on all decisions. 10. Team members will adhere to any and all curfews put into place by the Team Leader and/or Head Coach. 11. Team members will attend all training sessions and team meetings unless otherwise excused by the Team Leader/Coach. 12. Team members will not engage in any form of abuse (verbal or otherwise) with any person while representing the United States. 13. Team members will abide by all other USA Weightlifting, United States Olympic Committee, USADA, organizing committee, PAWF and IWF policies and procedures as applicable. 14. Coaches attending an international competition, as either a personal coach or as an appointed coach are expressly prohibited from engaging in any recruitment activities. 15. Failure to comply with the tenets of this Code of Conduct may result in potential disciplinary action from USAW, penalties may include: Immediate removal from an international team and return home at the team member s expense. Revoking of funding from an international competition. Temporary or Permanent termination of USA Weightlifting membership. Suspension from USA Weightlifting activities for a specified period. Withholding in part or in full of any stipend(s) paid by USA Weightlifting. The Team Leader in consultation with the Head Coach and the CEO has the ability to remove a person from the team immediately. The USA Weightlifting Judicial Committee shall approve any further sanction against any athlete at the recommendation of the staff. To that end, you agree to comply with any requests and investigations from USA Weightlifting, the United States Olympic Committee, or any of its Boards or Committees. HEALTH, FITNESS & PERFORMANCE DECLARATION Team USA athletes must maintain the level of performance that qualified them to make this International Squad. A Competition Readiness plan and test of readiness will be agreed upon by the personal coach and the Technical Director, National Teams following the invitation to join the International Squad. I understand the following provisions for can be utilized for substitutions: Initial: Injury - An athlete may be replaced if an independent doctor appointed by the Team Selection Committee determines that he/she is unable to perform to his or her potential due to an injury, placing the team in a compromising position in terms of scoring. Refusal to be examined by the appointed doctor can also be grounds for replacement on the Team. Illness - An athlete may be replaced if an independent doctor appointed by the Team Selection Committee determines that he/she is unable to perform to his or her potential due to an illness, placing the team in a compromising position in terms of scoring. Refusal to be examined by the appointed doctor can also be grounds for replacement on the Team. Lack of Readiness - An athlete may be replaced if he/she has not satisfied the terms and conditions of his or her Competition Readiness Plan, such that the Team Selection Committee determines that another athlete is better prepared to help the U.S. Team to place high and score points for Team success. Opportunity - An athlete may be replaced if circumstances change due to new or revised information such that the Team Selection Committee determines that another athlete is more likely to help the U.S. Team to place high and score points for Team success. For example, the entry list for an event may change the Team Selection Committee's calculations of which athletes are more likely to score points, and the Team Selection Committee may replace an athlete based on this new information. 5
