Firearms Ownership Registration and Possession Application Process 3
After taking part in the sport shooting program at least 18 times over 12 months (documented stateside experience allowed), and passing the knowledge test, sport shooters may apply for the following firearms: Up to 4 handguns matching U.S. Forces disciplines Pistol calibers.22 to.45 Revolver calibers.22 to.45 Up to 3 semi automatic rifles or shotguns matching disciplines Auto loading shotguns from.410 to 12 GA Semi auto rifles from.22 to.45 All single shot or repeating rifles/shotguns needed for disciplines Exceptions considered for more than one firearm in a specific discipline 4
Application Process and Forms (US Forces Membership) Complete the package described below with your garrison or base Schützenmeister Submit package requirements to IMCOM-E, MWR U.S. Forces Hunting, Fishing, Sport Shooting Office Obtain Personal Liability Insurance that covers shooting sport (most do) German Insurance company 30-50 Eur/year Get background check done (AE Form 190-6D, Part A) Through OPM/RMV Obtain CDR Statement of Reliability (AE Form 190-6Ha or b) Signature authority is with O-5 or higher (delegated to civilian equivalents effective April 2013) Obtain Knowledge Test certificate (AE Form 190-6K) After completing basic knowledge training Obtain Certificate of Need (AE Form 190-6L) Through Outdoor Recreation and/or local Schützenmeister Provide photo(s) of safe(s) Safe ID sticker with manufacturer and rating Provide proof of shooting for 12 months Personal Shooting Log Complete German Weapons Registration Form (AE Form 190-6D, Part B) Complete USAREUR Weapons Registration Form (AE Form 190-6D) Include original WBK (if already issued) Forms locations: https://aepubs.army.mil/ae/public/index.aspx http://europe.armymwr.com/europe/kaiserslautern/programs/hunting-fishing-sport-sho/ * (and other garrisons) 5
Sport shooters submit their certificate of need (original document) and the rest of their application package (see previous slide) to IMCOM-E, Family and MWR IMCOM-E, Family and MWR checks entire package, validates certificate of need and forwards to USAREUR Registry for processing USAREUR Registry processes and forwards entire package to BVA BVA will process and generate WBK or entry on WBK BVA will mail invoice to German mailing address of shooter Sport shooter pays invoice using German bank transfer Sport shooter should email scanned copy of payment receipt to BVA POC for faster processing BVA will mail WBK to German mailing address of sport shooter 6
Requirement to extend certification (after 3 years BVA will request re-certification of need) Requirement remains to be member of shooting program Insurance must be kept current for duration of membership For weapons transactions Background Check and CDR Statement of Reliability must be less than 12 months old Upon departure from Germany (PCS) WBK must be surrendered (BVA will keep on file) In case of conviction, BVA will withdraw WBK 7
