Goals 1. Promote a consistent and high quality shoot for the shooters. 2. Make it easier for a range manger to put on the shoot by defining the shoot structure. 3. Promote the Host Club/Range through statewide exposure to the shooters. Qualifying for the State Shoot 1. The Club/Range must be an NSCA and PSCA member in good standing. 2. Club Management must have held a PSCA Zone or State Shoot, or other significant shoots at the discretion of the PSCA Board. 3. All clubs wishing to host a PA State Shoot must have held NSCA registered shoot(s) resulting in at least 15,000 targets being thrown during each of the following years: i. The year prior to submitting their application. ii. The year in which they submit their application. iii. The year prior to hosting the PA State Shoot. Awarding the State Shoot 1. The PA State Shoot Criteria/Application must be completed by the Club/Range and submitted to the PSCA Shoot Coordinator by June 1 st of the application submission year. This will allow the PSCA Board time to review the application and raise any questions or concerns at the June monthly PSCA Board meeting. 2. The targeted date for the PA State Shoot is the third weekend of July. Any other date MUST be included as part of the club's proposal with an explanation and is subject to PSCA Board approval. 3. Each Range Owner/Manager will be provided time at the annual meeting, held during the State Shoot, to make a presentation of their shoot proposal to the membership. 4. Each Club/Range will be provided space at the State Shoot to display information on their facility and proposed events. 5. The hosting Club/Range will be selected by popular vote at the PA State Shoot. Balloting will be available at the completion of the Annual Meeting and close at 3:00 PM Sunday - when the ballots will be counted. The winning Club/Range will be announced at the Main Event awards ceremony. 6. Upon being awarded the PA State Shoot, the hosting club MUST pay their NSCA & PSCA dues for the two (2) years necessary to host the events. This will allow for early scheduling and publication of the events with the NSCA. 7. Upon being awarded a PA State Shoot, a representative from the host club must attend a minimum of two (2) monthly PSCA Board meetings. This will allow the host club to give updates on their preparation for the event and will allow the PSCA Board to make recommendations or answer any questions from the host club. Page 1 of 10

How to Setup and Run the State Shoot Shoot Format 1. Rules All current rules and regulations of the NSCA will be in effect. 2. Main Event Format: 2 day - 200 Targets. (100 Saturday & 100 Sunday) 3. 12 Gauge Prelim Event Format: 2 day 100 targets. (All Prelim events to be offered Thursday/Friday/Saturday if utilizing a four (4) day format OR Friday/Saturday if utilizing a three (3) day format.) 4. 5-Stand & Other Prelim Events Format: 2 day 50 targets each. (5-Stand & Other Prelim events to be offered Thursday/Friday if utilizing a four (4) day format OR Friday/Saturday if utilizing a three (3) day format) 5. FITASC Event Format: 50 targets. (Optional event to be offered at the discretion of the host club.) 6. State Shoot Flyer A shoot flyer must be available online (i.e. hosting club s website, PSCA website, etc.) at least three (3) months in advance of the shoot. The Club/Range s physical address, as well as the GPS coordinates if possible, and phone number must be on the flyer. 7. Event Registration The Main Event MUST be pre-registered. All other events MUST offer pre-registration. Main Event registration after June 1 st will be subject to a late fee. All NSCA & PSCA fees MUST be included in the event costs. 8. Price Since host clubs are selected two (2) years in advance, due to extenuating circumstances (target prices, fuel costs, etc.), a host club may increase their originally proposed event costs. Any projected increase in event costs MUST be presented to the PSCA Board and is subject to approval by the PSCA Board. 9. Shooter Requirements All PA residents who are members in good standing with the NSCA are members of the PSCA. Any shooter, who desires to shoot the PA State Shoot and is not a member of NSCA, may join on the day of the event. Hunter or Open Class may be offered, but will be charged the same fees as those paid by NSCA members including target fees (NSCA rule). 10. Target Requirements Registered target requirements and associated penalties as described in the current NSCA rule book. 11. Event Squadding The Main, 5-Stand, and FITASC events MUST be squadded and scheduled. 12. Scoring Software - WinScore is provided by the PSCA and MUST be used. Any other option must be included in the club's proposal and approved by the PSCA Board prior to the event. 13. Leader Board A leader board will be placed and maintained in a central location. Shoot-offs The following must be addressed for Shoot-offs: Preliminary Events: o HOA and 1 st in Class will be shot-off. All other ties will be broken by either predetermined POSTED tie-breaker stations or long run. Main Event: o HOA, Runner-Up, and 3 rd as well as 1 st, 2 nd, and 3 rd in Class will be shot off. All other ties will be broken by either predetermined POSTED tie-breaker stations or long run. FITASC: o HOA and 1 st in Class will be shot off by the rules governing FITASC. Shoot-off format, schedule and locations must be approved by the PSCA Board prior to the start of the event. Prominent shoot-off board stating who, when and where. Use a pre-determined course of fire. Use an area not involved in the next days shooting. Use separate shoot-off areas for M-A and B-E so they can be held at the SAME time. Three (3) pair would be recommended. Try to deal with the Shoot-offs as early as possible (Prelims on Friday). 15. GAMES All games such as Long-Bird, Make-A-Break, Flush, etc. will be up to the shoot promoter. Club rules will be in effect. However, all game rules, including payout structure, shoot-off structure and the final winning of the event must be clearly written down and POSTED at the Leader Board and the place where the shooting is to be done. 16. A club CANNOT apply to host a PA Zone Shoot and the PA State Shoot within the same year without PSCA Board approval. Page 3 of 10

NOTES: The PSCA will provide ALL trophies. This includes PA Champion, Runner-up, Non- Resident Champion, Class & Concurrent, 1 for HOA (4-12 gauge events) & 1 for HAA (4-Prelim events). The NSCA will provide the resident Pins. When FITASC is not offered, the trophy for HOA will consist of 3 Events totaling 350 targets. (Main, Prelim, & 5-Stand) HAA trophy will consist of 4 Events totaling 200 targets. (3 sub-gauge events + competitor's highest score from the pump gun or side x side events) 2. Payout Structure* All other payouts are optional, there will be no mandatory money added to the shoot cost. It is recommended that the following options be made available: HOA High Gun in Class Lewis Concurrent *The host club may acquire sponsorships to cover any proposed payout, for HOA, RU, Class or Purse. 3. Shooter Gifts - PSCA will provide money to be used towards the purchase of door prizes/gifts (guns, shells, gift cards, etc.) to be distributed to the shooters attending the State Shoot. 4. Options All monies paid for options will be paid back to the appropriate shooter. (100% of all money paid in is paid out) - NSCA Rule. 5. Concurrent Concurrents are eligible for both class and concurrent prizes. (Example: Shooter X wins class "C" and is also a Junior. He/she is entitled to 1st in "C" class as well as placement in Juniors ). 6. Results Complete official results MUST be available online (i.e. host club s website, PSCA website, etc.) within one (1) week of the shoot (Sunday). Complete shoot results may be mailed to shooters upon written request prior to the completion of the shoot. Shooting Ground Requirements 1. Insurance The shooting ground owner or promoter shall be required to furnish insurance for the EVENT and a certificate of insurance will be on hand at the time of the shoot. The policy must list the PSCA as well as the Shooting Ground, and Shoot promoter. This insurance will be the responsibility of the owner/promoter and not the PSCA. 2. Referees Referees must be Certified NSCA Referees or must be trained by an NSCA Certified Referee prior to the shoot. The score keepers will be responsible for keeping a master sheet on the course. Each shooters score will be recorded twice, once on the individual score sheet and once on the master sheet. Two (2) Certified NSCA Referees must be available for the shoot. 3. Drinking Water There MUST be water at LEAST every third station regardless of distance between stations. Page 5 of 10

4. Rest Rooms There must be rest rooms (portable facilities) set up at no less than three locations on the course. This is not to preclude the placing of facilities at the 5-Stand location or the FITASC Parcours. These facilities must be maintained during the weekend. 5. Gun Racks There must be a gun rack at each shooting station. 6. Traps - Courses will use all automatic traps. 7. Shooting Cages Shooting boxes are to be constructed to prevent a chance injury. (i.e., boxes that can tip over, have bad flooring, and that are poorly constructed, should not be used). 8. Dinner Saturday evening dinner is to be provided for every shooter entered in the Main Event. 9. Annual Meeting Facilities for the Annual Meeting must be provided (seating, public address, and lighting) Considerations 1. Considerations Not rules, just thoughts Seating There should be adequate places to sit around the course(s). Target Setting: Obtain a known target setter i. The name will draw shooters. ii. iii. iv. It is one less thing to worry about. Gives you a chance to work with them. It gives you different ideas for your course. v. Eliminates complaining about the targets Traps: Rent Autos for entire event i. They come with setting and maintenance crew (less help needed by host club) ii. iii. It is one less thing to worry about. More flexibility for setting. WinScore Specialist: Hire a pro to run WinScore for the shoot i. They can make the system do anything. ii. iii. iv. It is one less thing to worry about. They are fast at entry. They can provide results for shoot-offs quickly. v. They can get results on the Web for you fast. vi. vii. viii. They can report to NSCA fast. They can get you final results out fast. Your computer specialist can learn tricks from them. Rain: Trap protection, weather resistant score card and water control. Hot & Dry: More drinking water, dust control & shade available. Medical Support: have First Aid kits available, inquire about skills on hand & alert EMS of event. Food: Money to be made from a kitchen - also keeps shooters happy. Course Trail: Carts have become a standard, it would be nice to: i. Have a 2 groove path. ii. iii. iv. Not have to back-up. Have the trail be safe at all times. Not have the shooters waiting on the path. v. Have traffic flow in 1 direction. vi. Shooter's Golf cars and ATV's are permitted on the course, but they are not allowed to pull trailers. Page 7 of 10
