The staff organization for this sport is made up of a Referee and a Manager Path who will take the task and the necessary responsibilities for the proper conduct of the competition with the cooperation of competition managers of the unit support.
Competition Director: Mr. E-mail: 4.- COMPETITIONS, DATES AND VENUES. 4.1.- Competitions. The Beach Wrestling competitions of the 1st edition of the Mediterranean Games on the beach will includes the following weight categories: MEN 70 Kg 80 Kg 90 Kg + 90 Kg WOMEN 60 Kg 70 Kg + 70 Kg 4.2.- Dates and Venues. Beach Wrestling competition will be held from 28 th to 30 th August 2015 at the Beach Complex in Pescara. 5.- CONDITIONS UNDER WHICH COMPETITION WILL BE HELD AND CONFIRMATION. Beach Wrestling competitions will take place if at least six (6) nations for men s event and four (4) nations for women s event have registered by the deadline set for numeric entries. Considering the minimum number of participants, the President of the Technical Commission of the International Committee of the Mediterranean Games (ICMG), assisted by one or two (2) other members from the same Commission, appointed by the President of the ICMG and in the presence of the Sports Director of COJMPP 2015 will decided the interruption of the numerical entries. Depending on the numerical entries submitted by Friday, June 26, 2015 (h.24.00 Italian time), the abovementioned Commission will decide on the actual carrying out of the competition, or on the possible cancellation of one or more categories of weight, by Friday 4 July 2015. Then immediately the 2015 COJMPP notify the National Olympic Committees (NOCs) involved, via fax or e-mail about the possible cancellation of one or more of events. Once confirmed, the events will be held and medals will be awarded, regardless of the actual number of participants. 6.- COMPETITION RULES. Beach Wrestling competitions will be held in accordance with the United World Wrestling rules in force as of 1 January 2015, special dispensations by the ICMG excepted. Any case not covered by the aforesaid rules will be decided as follow: General cases will be settled according to ICMG rules; Technical questions will be decided according to United World Wrestling rules.
Any dispute arising before or during the competitions will be decided by the Director of the competitions in accordance with mentioned rules, except by ICMG 7.- COMPETITION VENUES AND EQUIPMENT. Beach Wrestling competitions of the 1st edition of the Mediterranean Games on the beach will take place at the Beach Complex in Pescara located 3 Km. (7 minutes) from the Athletes' Village: 7.1.- Competition area. The competition area includes two areas of 7 (seven) meter circle designed by a 10 - centimeter red ribbon that must contain no metal parts. It must be filled with a 30-centimeter layer of fine sand free from any stones, shells, or other objects. The competition area in positioned on the beach. 7.2 Warm-up area. A warm-up area will be provided for athletes closing front of the competition area 7.3.- Equipment. All sports and technical equipment used and training will comply with technical regulations as defined by United World Wrestling and in force as of 1th January 2015, special dispensations by the ICMG excepted. 7.4.- Changing rooms. Four (4) private changing rooms, two (2) for men and two (2) for women, will be provided for the Athletes with facilities including with showers, baths and massage beds. 7.5. Athletes lounge The athletes lounge, located near the playing field, is for athletes only; During competition sessions, access will be allowed only by showing the accreditation pass. In this lounge, equipped with treated air, competing athletes will provide with refreshments including cold beverages, water, fruit. A sport information desk will also provide information on competition. 7.6.- Mixed Zone and Press Conference Room. Accredited media will be allowed to conduct short interviews with the athletes in the Mixed Zone immediately after competitions. Athletes must go through this area to get out of the arrival area and they are requested to cooperate and to answer questions from the press. Upon request by accreditation media, the person in charge of the press of COJMPP 2015 will escort the athletes or their coaches to the Press Conference Room in order to answer questions from the reporters. 8 - TRAINING 8.1. - Training venues Based on the number athletes registered for the competitions a suitable number of training areas will be available for training.
The training venues will be available from August 26, 2015 according to the training program provided by the COJMPP 2015. In the training area there will be three training area like those used for competitions, as well as two scales identical to those used for the official weight check. The training area will have separate changing rooms for men and women all equipped with showers and scales. 8.2.- Procedures for the scheduling of training sessions. The Competition Direction will assign training sessions, according to the number of participants for each country by following a turnover criterion. Teams will be informed upon their arrival. Teams will receive more information on the training sessions at the Information Center of the Athletes' Village and the Technical Office of Beach Wrestling. 9.- TECHNICAL ORGANIZATION. The FIJLKAM supervised by the Technical Delegate of the United World Wrestling Technical Delegate, is responsible for the technical organization and management of the Beach Wrestling competitions of the 1st edition of the Mediterranean Beach Games 2015 in Pescara. 9.1.- Special Provisions for the holding of Competitions. Each wrestler shall own a valid United World Wrestling license for 2015 9.2.- Weigh-In and Medical examination Weigh-in should be conducted the same day (two hours before the competition) and last 30 minutes. Athletes shall present their United World Wrestling licence and accreditation to the appointed referees in charge of the weigh-in. Athletes shall wear their competition uniform (shorts or underwear) and be allowed to check their weight on the scales as many times as they wish within the official weigh-in time frame. No weight tolerance shall be granted at the United World Wrestling sanctioned events. The Medical Examination will be organized before the weigh-in and last one hour. 9.3- Drawing of Lots After the athletes have made weight and the weigh-in official has marked their weight on the weigh-in list, they shall draw a lot number which will be used to determine their position in the bracket. The weigh-in officials shall also enter the lot number onto the weigh-in list. 9.4.- Random Draw. The random draw to determine the competition order will be held immediately after the official weight check for each discipline. The draw will be held under the United World Wrestling Technical Delegate supervision and in the presence of the official representatives of the participating teams. 9.5.- Competition System. The competition system will be conform to the United World Wrestling rules.
If less than 6 wrestlers are entered in a weight category, the competition system follows Nordic system with each competitor fighting each competitor. If between 6 and 10 wrestlers are entered in a weight category, a competition system with two groups will be organized. In each group, all competitor will fight with each competitor and as the Nordic system, the wrestlers will be ranked according the following criteria: Most victories Head to head (in case of a ranking tie between 2 wrestlers) Most points scored in the whole competition Fewest points given in the whole competition The lowest number pulled during the draw In the competition system with two groups, the two first from each group will fight for the 1st and 2 nd place. The two second from each group will therefore fight for the 3rd and 4th place, and following: Final for the places 5 and 6 Final for the places 7 and 8 Final for the places 9 and 10 The order of the final matches will be scheduled in order to have the match for the 1 st place at the end. 10.- ELIGIBILITY All NOCs of the ICMG member countries whose Federations are also United World Wrestling members can take part in the Beach Wrestling competitions of the 1st Edition of the Mediterranean Beach Games 2015 in Pescara. Athletes must be nationals of the country entering them and must comply with and follow ICMG and United World Wrestling conditions and rules. Each country is eligible to take part in the competition with two (2) athletes for each weight category. 11.- ENTRIES The entries system of the Delegation is linked of the General System of Accreditation. The COJMPP 2015 entries system is based upon a document downloadable from the website: www.pescara2015.it Each delegation will receive a code and a password established to access the document available in three languages: Italian, French, English. The document for computer accreditation allows the entries of a list of sports entries which must also be faxed or e-mailed to COJMPP 2015 before the deadline hereafter indicated. 11.1.- Preliminary entries. The preliminary entries list, issued by the NOC of each participating Country, must be submitted to the COJMPP 2015 by Friday, 24 th April 2015 (h24.00 Italian time). 11.2.- Numerical entries.
The list of preliminary entries issued by the Olympic Committee of each participating Country must be submitted to the COJMPP 2015 by Friday, 26 th June 2015 (h24.00 Italian time ). 11.3.- Final Nominative Entries. The final nominative list of participating athletes issued by the NOC of each participating country must submit to COJMPP 2015 by Wednesday, 13 th August 2015 (h24.00 Italian time). 11.4.- Entries Confirmation. The final nominative list NOC of participating athletes issued by the NOC of each participating Country must be submitted to COJMPP 2015, at least fifteen (15) days prior to the start of the Beach wrestlin Thursday, 13 August 2015 (h. 24.00 Italian time). Confirmation of entries of the participants athletes must be communicated to the Sports Directorate of COJMPP 2015 before the technical meeting. The Team Leader of each Country will be duly sent the specific forms for entries confirmation. 12.- TECHNICAL MEETING The Technical Meeting will be held on Tuesday 27 th August 2015 at the Athletes' Village. The time fixed for the Meeting will be announced at a later date. The Meeting will be organized following United World Wrestling rules and under the supervision of the United World Wrestling Technical Delegate. The meeting will be attended by: United World Wrestling Technical Delegate; Team Leader (one per team); Trainers (one per team); Team doctor (one per team); COJMPP 2015 Director of Beach Wrestling competition A member of the ICMG Technical Commission will attend the meeting. 13.- MEDICAL SERVICES Medical Services will be available in the Athletes' Village and at the Training and Competition venues for all Accredited. a.- Athletes' Village The Athletes' Village clinic will provide assistance to residents with the following medical services: Sports medicine; Physiotherapy; First aid; 24-hour emergency service; Ambulance Service. A Medical Guide will be published with a detailed list of medical services that will be given to the Mediterranean Family during the Games.
b.- Training and Competition venues. Service of sports medicine and physiotherapy will be provided to athletes and support staff at the training and competition venues. An ambulance service to designated hospitals will be also organized. A water rescue service will be provided by qualified personnel. 13.1.- Anti-Doping Tests. Anti-doping test will be conducted during, and sometimes prior to, the competition, under the responsibility of the Medical Committee of the ICMG in collaboration with the Anti-Doping Commission of COJMPP 2015 and in accordance with ICMG and United World Wrestling rules. All athletes selected for anti-doping tests will receive written notification. The procedure for collecting of samples to be analyzed in accordance with set rules and the time limits, will then start. Any athlete who refuses to undergo anti-doping control or who tests positive will be excluded from the competition and will be sanctioned along with his team according to the ICMG and United World Wrestling rules. 14.-REFEREEING DELEGATE AND REFEREES 14.1 Referees For Beach Wrestling competitions will be appointed international referees. In order to manage all the referees available for this competition, United World Wrestling will assign a Neutral referee. To ensure a better execution of the event, COJMPP 2015 will assigned two (2) referees, represented by non-mediterranean countries, appointed by the United World Wrestling Refereeing Commission. Each country taking part in the competition can appoint two (2) international referees in order to act during the Beach Wrestling competition. The names of these referees shall be indicated on the numerical entries forms. All matches shall be refereed by a central referee and a technical secretary. a.-the Central Referee The central referee is responsible for the orderly conduct of the match that he shall direct according to the official United World Wrestling rules. He shall command the respect of the contestants and exercise full authority over them so that they immediately obey his orders and instructions. Similarly, he shall conduct the match without tolerating any irregular and outside interventions. After the execution of an action, he shall indicate the point by raising the hand corresponding to the color of the wrestler who scored. The central referee s decisions prevail, but in case of doubt he may consult the technical secretary. In case no agreement can be reached, the Head Referee in charge of the competition will have the final say. The central referee must stop the bout and replace the wrestler in the center of the circle if the action finished to the ground or to announce the winner. The central referee must also take care that the wrestlers stayed in the competition area until the results of the match is announce. b- The technical secretary
The technical secretary shall follow the course of the match very closely without allowing himself to be distracted in any way. Following each action and on the basis of the central referee s indications, he shall write the corresponding points on the score sheet. Technical secretary s specific duties: Fill in the score sheet Communicate with the central referee Control the announce of the matches Sign the score sheet FIJLKAM, supervised by the United World Wrestling Technical Delegate, will ensure the organization of the program and the announcement of the relating results. 15.- COMPLAINTS AND APPEALS Complaints and appeals will be examined according to United World Wrestling international regulations. 16.- SPORTS UNIFORMS Athletes taking part in the competitions in the 1st Edition of the Mediterranean Beach Games must fighting uniforms which correspond to the standards provided by United World Wrestling rules. The athletes shall have: Two (2) Beach Wrestling sets (red and blue); No advertising logos may appear on the uniforms, accessories or, generally, on any clothing or equipment worn or used by athletes, with the exception of producer labels of the clothing and equipment, under the condition that the latter are not displayed for advertising purposes, in accordance with ICMG and United World Wrestling rules. The awards ceremony is subject to the same rules for the advertising aspects of the athletes uniform. 17.- AWARDS Award ceremonies will be carried out at the end of each competition. Medals and diplomas. In accordance with the ICMG rules, the following prizes will be awarded: First Prize A Gold medal and a diploma for each wrestler placed first in each weight category; Second Prize A Silver medal and diploma for each wrestler placed second in each weight category; Third Prize A Bronze medal and diploma for each wrestler placed third in each weight category; From the 4th place onwards
A diploma for each athlete; 18.- TECHNICAL OFFICES FOR THE COMPETITION Two offices will provide specific information on the Beach Wrestling: the first one is located at the Technical Office of Beach Wrestling at the competition venue and the second at the Sport Information Centre in the Athletes' Village. These two offices will provide information on competition times, training sessions, transportation, list of athletes and results. The two offices will also provide technical information issued and communicated by FILA and the COJMPP 2015.
