NFHS VOLLEYBALL RULES The WIAA member schools follow NFHS rules for Volleyball. The NFHS is the sole and exclusive source of binding rules interpretations. RULES CLINIC PROCEDURE The 2017-18 Volleyball Rules Clinic is comprised of five (5) lessons: 1. Introduction 2. NFHS Volleyball Rules Changes 3. NFHS Editorial changes 4. NFHS Volleyball Points of Emphasis 5. WIAA Volleyball Rules and Procedures At the end of select lessons you will need to successfully complete the LESSON QUIZ before you can continue to the next lesson. At the end of the clinic you will need to successfully complete the FINAL EXAM to finish the clinic. After you have passed the FINAL EXAM you will be able to print a certification document for this clinic. Please keep a copy for yourself and give one to your Athletic Director.

CONCUSSION PROTOCOL The concussion protocol applies for contests of all levels, middle school, high school, varsity and sub-varsity in which WOA (Washington Officials Association) registered officials are being used. At the pre-contest conference between the coach and officials, the official will ask the coach if he/she has a licensed health care provider that is authorized to evaluate possible concussions on site. If the answer is yes, the coach must then introduce the official to that health care provider. If the team does have an approved health care provider with them (on the sideline or courtside) and the official removes an athlete from play for possible concussion signs or symptoms, that athlete could return to play provided they are cleared by the predetermined health care provider. If the team does not have an approved health care provider with them (on the sideline or courtside) and the official removes an athlete from play for possible concussion signs or symptoms, that athlete will not be allowed to return to play during that contest.

Rule Change TIME-OUTS, TIME BETWEEN SETS RULES 5-5-3b(12), 5-8-3a, 5-5-3b(14) The second referee whistles a warning at 45 seconds. The audio signal (horn) officially ends the time-out. The second referee directs to the timer to sound the horn at 60 seconds, and signals the number of time-outs used by both teams to the first referee. www.nfhs.org

Rule Change TIME-OUTS, TIME BETWEEN SETS RULES 5-5-3b(12), 5-5-3b(19) 5-8-3a, 5-8-3c To end the timed interval between sets or intermission, the second referee and timer shall use similar mechanics as ending a time-out The R2 sounds warning whistle at two minutes, 45 seconds (4:45 intermission) to alert teams to return to court At the end of three minutes (5 intermission) the timer shall sound the audio signal (horn) to officially end the interval, unless both teams are on the court www.nfhs.org

Rule Change UNNECESSARY DELAY OFFICIALS SIGNAL NO. 20 Previous officials signal #20 is deleted and signals renumbered. For an illegal substitution, only use the unnecessary delay signal. There is no need for two signals for the same violation of unnecessary delay. The illegal substitution can be verbalized to the coach. www.nfhs.org

Editorial Change COURT MARKINGS - ATTACK LINE RULE 2-1-5 The attack line shall be solid and of one clearly visible color regardless of whether or not there is a logo on the court. This ensures visibility to determine legal player action. www.nfhs.org

The player in violation must be removed from the set until the equipment is replaced or immediately made legal. Points of Emphasis CONDUCT AND PRIVILEGES OF ASSISTANT COACHES Assistant coach has fewer privileges than the head coach Stand during dead ball and ask second referee: Number of time-outs used Request serving order of his/her team Request to verify proper server for opponent May stand at bench To greet a replaced player Confer with players during time-outs Spontaneously react to an outstanding play by his/her own team Attend to injured player with permission of referee

Points of Emphasis CONDUCT AND PRIVILEGES OF ASSISTANT COACHES Assistant coach shall not stand in bench area during play Inappropriate to try to engage second referee in discussions regarding a ruling Assistant coach who lingers by continuing to stand once play has resumed may result in card www.nfhs.org

Points of Emphasis SECOND REFEREE S RESPONSIBILITIES ON A THIRD TIME-OUT REQUEST Rule 5-5-3b(11) states second referee has responsibility to grant time-outs Rules 11-2-3 provides each team has only two timeouts per set If third time-out is requested by coach R2, using preventative officiating, lets coach know he/she has no time-outs remaining Gentle shake of the head or quick question, Coach, do you want to request a third time-out? www.nfhs.org

Points of Emphasis SECOND REFEREE S RESPONSIBILITIES ON A THIRD TIME-OUT REQUEST Coach persists in request. The R2 recognizes and assesses an unnecessary delay. No time-out is granted and play shall resume immediately, 11-2-3 Penalty 2 Coach attempting to use a third time-out and unnecessary delay to break momentum of the opposing team is violating the spirit of the rule. A coach is expected to utilize his/her own bench personnel to keep informed on number of time-outs used. www.nfhs.org

WIAA RULES & PROCEDURES 2017-18 Volleyball Rules Clinic

VOLLEYBALL SCHEDULES AND SCORES The 2017-18 school year will be a study year for the potential implementation of the Rated Percentage Index (RPI) during a subsequent school year. In order for the RPI Committee to have accurate data to evaluate, it is IMPERATIVE that all schools enter their varsity team schedules prior to the start of the season and update match scores on MaxPreps on a weekly basis.

VOLLEYBALL SCHEDULES AND SCORES All 2/3, 3/5, and 5/5 regular and postseason matches must be included in the match reporting. Example: 3-1 (3 sets won, 1 set lost) Each 2/3, 3/5 or 5/5 match played during an invitational tournament must be included in the match reporting. Any two-set matches played during an invitational tournament would NOT included in the match reporting.

VOLLEYBALL SCHEDULES AND SCORES Any school that plays an out-of-state school is responsible for entering that school s schedule and updating that school s match results on a weekly basis.

VOLLEYBALL SCHEDULES AND SCORES MaxPreps provides all member schools with a FREE platform and streamlined process through its website and mobile app (ios and Android) to meet these requirements. All information is automatically shared to the WIAA to efficiently manage RPI rankings, statewide regular season standings, and important information for State Championship media publications. This information includes team rosters and photos which coaches and athletic administrators are encouraged to enter as soon as they are available.

WIAA VOLLEYBALL FORMS The WIAA score sheet, lineup sheet and libero tracking sheet are on the volleyball page on the WIAA Website at www.wiaa.com/volleyball.

WIAA POINTS OF EMPHASIS The home scorebook is the official book and the host school is responsible for providing a trained scorekeeper. Electronic scorebooks may be used but are NOT the official record. A comprehensive training power point presentation on scorekeeping and libero tracking has been developed by Pete Bell and Bob Francis. The WIAA and WOA staff recommend that all coaches and athletic directors require their scorekeepers and libero trackers to watch the DVD and complete the practical worksheet that is included in order for all matches to run more smoothly. GAME BALL SELECTION Schools have the option to use white or multicolored balls during the regular season. Coaches must determine in the pre-match conference which ball will be used. If opposing coaches agree to play with a multicolored ball, the designated home team colored ball will be used. If the coaches do not agree, then an all white ball will be used. Spalding blue/gray/white balls will be provided during the state tournaments.

POSTSEASON WARMUP TIMES Required warmup times for all postseason matches: Warm-up time for the first round on any given day will be a total of 20 minutes, with 10 minutes per team. The home team (home team is the bottom team on the bracket) will have the first 10 minutes. Warm-up time for all subsequent rounds on that same day will be 14 minutes, with 7 minutes per team. The home team will have the first 7 minutes. REMINDER: Ball shaggers must be wearing appropriate footwear and not using/listening to electronic devices during warmups.

NFHS RULE 5-SECTION 9-ARTICLE 4 Although preferred, line judges are not required to use the red flags in Washington.

BREAST CANCER AWARENESS Each school may sponsor a Dig for the Cure or Dig Pink volleyball match to raise awareness and/or funds for breast cancer research. No special permission is required to use a pink or pink and white ball and for teams to wear pink uniforms, t-shirts, shoe laces, etc., but NFHS uniform specifications must be met regarding numbers. The home school must notify both the visiting school and the officials assigner prior to this special match.

PLAN TO QUALIFY FOR STATE Work with your athletic director to make sure your team s photo and roster are submitted through MAXPREPS. Photos and rosters can be entered any time, but NO LATER THAN MONDAY, OCTOBER 30, 2017.
