General information 1. Organisation: The Oceania Open Kata Championship is an IJF recognised event organised by the Oceania Judo Union, and in 2016 hosted by the Judo Federation of Australia, Inc. 2. Championship date: The competition will be held on Sunday, 10th April, 2016 3. Championship venue: The Championships will take place in Canberra, Australia, at the AIS Combat Centre in connection with the Oceania Continental Championships. 4. Official Championship website: www.oceaniajudo.org 5. Eligibility: All the following conditions must be met in full for an individual to be considered eligible to participate in this Championship. a) Hold a current and valid license (membership card) issued by a National Federation currently affiliated to the International Judo Federation. b) Provide photographic proof of your identity using a valid current passport or a current National I.D. Card. c) The exact nationality of competitors will be taken as that which is indicated in their current passport or current National I.D. Card. Competitors may only represent one country and in any cases of changing nationality a one year ineligibility period must be served prior to April, 2016 unless both National Federations involved have already agreed and confirmed in writing their approval of this change in conformity with the Sport and Organizational Rules of the IJF. If this is the case then the appropriate documentary evidence must be supplied with the application for entry to the competition. d) Pay the appropriate entry fees in full within the deadline time outlined in this document 6. Insurance: Competitors are responsible for their own insurance for injury and third party cover (public liability) either held personally in the form of specific insurance cover or travel cover (that does not exclude participating in competition judo) or as part of their National Federation insurance arrangements. Neither the International Judo Federation, its staff or volunteers; nor the Oceania Judo Union, its staff or volunteers nor the Judo Federation of Australia, Inc., it s staff and volunteers shall be liable for any loss, injury or death due to a person s participation in this championship. 7. Visa: All participants should check their immigration requirements prior to travel to Australia with regard to their individual passport. Hotels & Transportation: There are no official hotels for the Oceania Championships. The ACT region offers many accommodation options and teams should source their own accommodation and transportation arrangements. 2

9. Tours and Social Activities: Canberra is the capital city of Australia and as such has many interesting buildings and venues relative to the development of Australia. Local tourist agencies can be contacted for tours of wineries, city sights, galleries and buildings plus the local zoo. 1. COMPETITION RULES The official Kata competition recognised for these championships, will be the following five: 1. Nage-no-kata; 2. Katame-no-kata; 3. Ju-no-kata 4. Kime-no-kata; 5. Kodokan-Goshin Jutsu; The IJF Kata Competition Rules will be used to judge the Kata with reference also to the official Kodokan Kata video. 2. COMPETITION FORMULA Each Kata will be divided in two groups: the top three couples with the maximum points from each group (that is 6 pairs for each Kata) will compete in the finals. If required, multiple mats may be used for the preliminary rounds and/or the finals. If the Number of pairs is less than 10, there will be only one group: the top 6 couples of the group will compete in the final. For each Kata the couple with the maximum points will be awarded the gold medal, the couple with the second least points will be awarded the silver medal; and the third, the Bronze medal. In each of the five Kata the couple with the highest score will be awarded the gold medal, the couple with the next highest score will be awarded the silver medal and finally the couple with the next lowest score will be awarded the bronze medal. Special awards can be assigned by the organizer. 3. UNIFORM IJF approved Judogi are strongly recommended but are not compulsory, made of cotton or similar material, in good condition (without rent or tear): The competitions will be held in white Judo-gi. The jacket shall be long enough to cover the thighs and shall at a minimum reach to the fists when the arms are fully extended downwards at the sides of the body. The body of the jacket shall be worn with the left side crossed over the right and shall be wide enough to have a minimum overlap of 20 cm. at the level of the bottom of the rib-cage. The sleeves of the jacket must reach to the wrist joint at the maximum and 5 cm above the wrist joint at the minimum. A space of 10-15 cm. shall exist between the sleeve and the arm, along the entire length of the sleeve. The trousers shall be long enough to cover the legs and shall at the maximum reach the ankle joint and at the minimum 5 cm. above the ankle joint. A space of 10-15 cm. shall exist between the trouser leg and the leg along the entire length of the trouser leg. The belt is to be black for Dan grades and the respective colour of Kyu grades, 4 to 5 cm wide and long enough to go twice around the waist and leave 20 to 30 cm protruding from each side of the knot when tied. Female competitors shall wear under the jacket a plain white T-shirt, with short sleeves, rather strong, long enough to be worn inside the trousers. IJF back patches are strongly recommended but are not compulsory. They can be ordered at www.ijfbacknumbers.com Zori or mules are part of the uniform. Acceptable markings: - Emblem on left breast of jacket maximum size 100 cm2 - Manufacturer s trade mark on bottom-front of the jacket, on bottom front of the left leg of the trousers and on the belt. Maximum size 20 cm2 3

- Shoulder markings from collar, across shoulder down the arm on both sides of the jacket with the same advertising or national colours on both sides. Maximum length = 25 cm Maximum width 5 cm. If in doubt, refer to IJF rules. 4. HYGIENE a) The judogi shall be clean, dry and without unpleasant odour. b) The nails of the feet and hands shall be cut short. c) The personal hygiene of the athletes shall be of a high standard d) Long hair has to be bound with an elastic band. e) Spectacles, jewellery pieces are prohibited. f) Make up is not allowed. 5. POINT SYSTEM The Judges are five and will award points on the official IJF scoring sheet. For each technique the total score of three Judges will be totalled to produce the final score: the maximum score and the minimum score for each technique will be cancelled. The total score of the whole Kata will be the sum of the score totalled by the five Judges. The evaluation of every technique of Kata has to consider the principle and the opportunity of execution: the evaluation (including the opening and closing ceremony) has to be comprehensive. 6. Definition of mistakes: Forgotten technique An omitted technique will score zero and in addition the total final score of the Kata couple will be halved. If more than one technique are forgotten the score for that technique will also be zero but the total final score for the couple will not be halved again. Finally, if the halved total final score is not a whole number then the score will be rounded up. Big mistake When the execution of the principle is incorrect (5 points are deducted and the maximum number of crosses is 1) Medium Mistake When one or more elements of the principle are not applied in the correct way (3 points are deducted and the maximum number of crosses is 1). Small mistake Imperfection in the application of the technique (1 point is deducted and the maximum number of crosses is 2). For every technique without a big mistake, the minimum score has to be 5. the evaluation of fluidity, course and rhythm represents the global vision of the whole Kata (included the bow): If there is no big mistake in the Kata, the minimum result will be 5 and the maximum 10. If there is a big mistake in the Kata (including the bow), the score must not be more than 5. In case of a forgotten technique, the score or fluidity, course and rhythm is zero. If there is at least one technique evaluated with 5 (1 medium + 2 small) or 6 (1 medium + 1 small) the maximum result will be 7. In the Nage no Kata, right and left techniques will be evaluated comprehensively (only one score). The couple enters and leaves the competition area at the opposite side of shomen: the Start and end of Kata (opening and closing ceremony) is at 8 m or 10 m distance depending on the dimensions of the mat (bow to the mat). Any behaviour of Tori or Uke inside the Competition area that is contrary to the spirit of Kata will reduce the score of the ceremony. In case of equal score between pairs, the following criteria will be applied considering the scoring sheets of five Judges: Total value of big mistakes - wins who makes less mistakes; If still equal, total value of medium mistakes will be considered. - wins the pair who makes less mistakes; 4

If still equal, total value of small mistakes will be considered wins the pair who makes less mistakes; If still equal, the score of fluidity will decide. Wins the pair who has a better score. If two pairs, both placing 3rd in the eliminatory (or 6th place in case of only 1 group) are still equal after all the above mentioned criteria, both pairs will qualify for the final. If two pairs placing 1st, 2nd or 3rd during the final are still equal after the above mentioned criteria, the Kata will be repeated so that the medal can be assigned. 7. SYSTEM OF JUDGING The judging will follow the current IJF Kata Rules. However, Section 9 may be invoked to suit OJU conditions. Each Kata shall be evaluated by five judges under the supervision of the OJU Kata Commission. The judges will be positioned on the Shomen side and they will be seated at about 1m apart. The position of the judges will be the same for all the competition. If one judge is temporarily replaced, they will retake their original position when they re-enter the competition. A Judge cannot be a competitor. The judges shall take their positions before the arrival of the couple in the competition area. The contesting pair enters the competition area from and returns to the side opposite to Shomen: The judge in the centre at Shomen side gets up and, with tense arms and palms of the hands turned upward, invites the couple to enter the competition area. The start and the end of Kata (opening and closing ceremony) is at 8 m or 10 m distance (bow to the mat). Any behaviour of Tori or Uke inside the competition area that is contrary to the spirit of Kata will reduce the score of the ceremony. 8. COMPETITION AREA The competition area; Minimum of 8 x 8 or Maximum of 10 x 10 metres and shall be covered by Tatami or similar acceptable material. The competition area must be fixed to a resilient floor. When more adjoining competition areas are used, a common safety area with a minimum of 1 meter is necessary. The centre of the competition area shall be indicated with a strip adhesive tape. The strip shall be of visible colour adhesive tape, approximately 10 cm. wide and 50 cm. long, and shall be fixed on the mat at the centre of the competition area and two other strips 6m apart, to indicate the starting positions of Tori and Uke. 9. JUDGES Adjusted to suit OJU continental conditions Only judges authorised by the OJU Kata Commission can judge. OJU Kata Commission members may judge any Kata as required. Kata rules to be followed are as currently published by the IJF. The OJU KATA COMMISSION may decide on the number of Judges according to the entries and Judges available. - No less than three qualified judges can be used. All participating Federations having IJF Judges are encouraged to nominate at least one judge. Only the judges nominated by their Federation can judge. All Judges are to arrive prior to the Kata championships and attend the technical meeting / briefing to confirm participation as judges in these Championships. Only judges are to attend the Judges briefing. The OJU Kata Commission has the final decision on the selection of Kata Judges. Inscriptions of the Judges have to be sent to the Organizer along with competitor entries. 5

10. DRAW The draw to establish the groups and the sort of each group will be done the day before the competition as indicated on the official schedule. The pairs that medalled in the previous Championship will be considered head of series and will be separated if there are two groups. The pair that is head of series will be the last pair of the group that shows the Kata. The draw for sorting of the finals will be done at the venue after the elimination rounds. 11. MEDALS If only one pair are presenting a Kata they will receive a medal relevant to their score; If two or more entries in a kata presentation the highest score will receive the gold medal, the second highest score will receive the silver medal and the third highest score will receive the bronze medal. 1 entrant: (maximum 1 medal) 90% and above gold, 75% and above silver, 60% and above bronze Please Note the OJU Kata Commission considers the lowest pass mark in Kata is 60% any scores under 60% regardless, will not qualify for a place or medal. 12. ENTRIES a) DEADLINE - Entries to be received by 9 th March, 2016 b) A pair will have the same nationality. c) An individual entrant may enter the same Kata twice, once as Tori and once as Uke however each demonstration must be presented with a different partner. d) An individual cannot make multiple entries to the same Kata as Tori with different partners nor as Uke with different partners e) A Kata pair may enter more than one Kata. f) Kata Pair Entries must be submitted on the enclosed; Form 1: KATA ATTENDEES NUMERICAL INSCRIPTION FORM and Form 2: KATA COMPETITORS INSCRIPTION FORM g) Judges must be submitted on; Form 3: KATA Judges Inscription Form h) Entries must be accompanying the correct Entry Fee payment to be eligible. i) Acceptance of entries is at the discretion of the OJU Kata Commission. 13.
