National organisations must inform the organiser (info@eurohaflinger.com): of the number of participants by 31 May 2015 by 30 June 2015 of the final registrations, indicating the final number of participants and the discipline in which they shall take part by 20 August 2015 of the names of participants, any sports curriculum and the name and genealogy of their horses. Late registration by the deadline of 30 June 2015 shall incur a penalty of 50% of the registration fee. Registering national organisations are required to confirm the validity of authorisation for riding and combined driving in addition to possession of compulsory civil liability insurance. The organiser shall be relieved of any liability. Each horse may compete with only one competitor per discipline. During the European Championship, each horse can participate in a maximum of two disciplines with the exception of eventing and combined driving. Participation fee This consists of the registration fee and the final participation fee. The registration fee covers an all-in package of box, hay and initial bedding (1 bale). Registering national organisations must pay the organiser:
the registration fee by 30 June 2015; the final participation fee by 30 August 2015; In no case shall registration fees be refunded. Horses must be stabled in the boxes provided by the organiser. The stabling of horses on trailers or in vans is not allowed.. Registration fee per horse, including hay and initial bedding (1 bale): 120.00. In the "Young Horses" category, there shall be a joint judgment for all rounds of Dressage. In the "Adult Horses" category and in the "Difficult" category, there shall be individual judgments by each of the three judges. An Arbitration Commission shall be established, comprising a representative of the organiser, a representative of the FEH and a representative of the panel of judges who is extraneous to the discipline affected by the complaint. Complaints may be filed within half an hour of the announcement of results. Any complaint may be presented exclusively by the team manager, in writing and after payment of a deposit of 100.00. In case of rejection of the complaint, the deposit shall remain with the organiser. Rules Admission procedures 1 - Horses The Haflinger European Sports Championship is a tournament reserved for Haflinger horses and is open to international participants. The 2015 edition shall be hosted by MVR Pala Jumpers of Vermezzo in the province of Milan Italy. All nations may designate up to 12 competitors per trial. All horses participating in the Championship must be stabled in the boxes provided by the organiser and may not leave the event area. No horse may be moved out of that area before the end of the event, under penalty of exclusion of horse and rider or driver. Competitors from all FEH member organisations, as well as competitors with a personal invitation, are eligible; the qualification procedures shall be defined by individual registering organisations.
All horses registered in an official Haflinger studbook and in possession of an officially recognised pedigree certificate, regardless of height at the withers, are eligible. Provisions relating to the percentage of Arab blood allowed: Animals of any age: max. 1.56% Each horse may compete with only one competitor per discipline. During the course of the tournament, each horse may participate in a maximum of two disciplines; exceptions are eventing and combined driving where participation is limited to one discipline. 2 - Competitors There shall be no breakdown by age or merit. Minimum age born in 2004 (from 01.01). The list shall be compiled in a unified way for all horsemen and horsewomen. In the opinion of the judges, the most deserving among children born between 2004 and 2009 shall be awarded a Junior Prize. In all classes of individual disciplines, riders and/or drivers may participate with only one horse or crew. Registering organisations are required to confirm for each competitor and horse: 1. possession and validity of permits/patents for riding and combined driving 2. possession of adequate civil liability insurance coverage. The organiser shall be relieved of any liability in this regard. Each participant is liable for the damage that he himself or his animals cause to third parties, to the material assets of the organiser, and to the owner of the property or the tenant. The participation of each rider and/or driver is at his own risk. Dogs must be kept on a lead throughout the event area. The owners shall be liable for any damage caused by their dogs. 3 - Nationality Each rider and driver shall be attributed to the nation from which he was designated and registered. Horses rejected during the eligibility procedure for the 2015 European Haflinger Championship may not compete for another country. 4 - Categories of race/horse age Young Horses category: 4 and 5 years * (for individuals a minimum of 5 years, for pairs one horse must have a minimum of 5 years) Adult Horses category: 6 years and over Difficult category (Dressage only): 6 years and over (only for horses that are not registered in the "Adult Horses" category) 5 - Championship disciplines and race categories 5.1 categories with assignment of title of Champion DRESSAGE (3) SHOW JUMPING (2) Cat. Horses age) GALLOP (2) TROT (2) TRAIL HORSE (2) WESTERN PLEASURE (2) REINING (2) pairs pairs singles singles The title of champion shall be assigned to both the category of young horses and to the adults and difficult categories (Dressage only). 5.2 Categories without assignment of title of Champion CROSS COUNTRY (2) At the 2015 European Haflinger Horse Sports Championship, participation in only the Cross Country trial shall be allowed for the first time. For this single discipline, the title of Champion shall not be assigned. There is not a separate classification for the trial, which shall also include participants in the "Eventing" category. 6 - Starting Registering national organisations are required to confirm the start of competitors entered for individual disciplines to the organiser by 16.00 on Thursday 17 September 2015. Subsequently, the starting order shall be established which, for the 1st round only, shall be decided by a draw to be taken care of by the organiser, with the supervision of a judge, for all disciplines. 7 Prize giving The prize givings for individual trials of the day shall take place in evening in the Main Arena at the end of the trials, according to the programme that shall be displayed in the secretariat of the competition. The European Awards Ceremony for the Championship, with the proclamation of Champions in each category, shall take place in the afternoon of Sunday 20 September 2015.
8 - General Provisions Given that the international regulations for equestrian sport, health regulations issued by the ASL with territorial jurisdiction and the rules on the protection and welfare of animals shall be observed, the provisions, obligations and prohibitions laid down in the Regulations of the individual FEI disciplines shall be valid for the event in question, without differentiation between ponies and horses. The final result shall take into account the sum of penalties and the fastest time obtained in the jump-off. Time for both classes: 300 m/min. The event shall start with the competition for young horses. 31 Qualifyng round 32 finale The race shall be held over a distance of about 1200 metres on grass. The top finishers in the preliminaries shall be admitted to the finals, up to a maximum of 16 competitors. 14 Trot races (distance 1200 m, grass) Minimum driver age: 15 years old Obligatory use of racing sulkies and a helmets. The participants in the final shall be determined on the basis of number of participants. A maximum of six participants shall compete in the final. Western disciplines The races shall be held in accordance with the regulations specified for each specialty. In the "young horses" category, riders may mount (2) two-handed with snaffle bit or (1) one-handed with bit. In the "adult horses" category, riders may be mounted (1) one-handed with bit. 15 Trail Horse Races shall be held under AQHA Regulations. The team shall be designated by the registering national organisation.
