2012 Competition Rules All conduct of games and grounds, or any other activities, are subject to the conditions as laid out in the official Australian Rugby League Code of Conduct & the NSWRL Tough Love In League Policy in the following age groups Under 13 s Under 17 s. All games are conducted under the playing Rules of the New South Wales Rugby League except as specified herein. Rules for Under 13 s A / Grade are governed under the NSWRL Inner City Combined Competitions. Please see separate Competitions Rules. 1. TIMES OF PLAY A Grade, & Under 21 s 35 minutes each way -10 minutes half time (as Per Combined Competitions Rules) Under 19 Years 30 minutes each way - 10 minutes half time (as Per Combined Competition Rules) Under 17, Under 16, Years 30 minutes each way 10 minutes half time (as Per Combined Competition Rules) Under 15 Years 25 minutes each way 10 minutes half time (as Per Combined Competition Rules) Under 14, Under 13 Years 25 minutes each way - 10 minutes half time Under 12 Years 20 minutes each way - 5 minutes half time Under 11, Under 10, Under 9 Years 20 minutes each way - 5 minutes half time Under 8, Under 7 and Under 6 Years 3 x 10 minutes - 5 minute breaks 2. COMPETITION Time off in matches (I) Allowed Time Off & Extra Time Mini & Mod Games (a) Normal Procedures: (i) No time off in game (ii) Once a game starts, the score at scheduled finishing time stands as the result. (iii) No extra time is allowed in the event of a draw. (b) Extraordinary situations: (i) Should a game be unable to commence at the scheduled time, due to an injury in a previous match, do not start the clock. (ii) In this situation the Ground Manager should - If fully allocated times can be allowed for following games such that they may be played and completed before 4.30pm, rearrange starting times, inform teams and play all games. - If there is insufficient time, play the game(s) under reduced times (equal in each section). (iii) St. George Junior Rugby Football League Inc. Reg.No. Y16042-44 Minimum acceptable times are U/6 U/8:...7 minutes per third, 2 minute breaks U/9 U/11:...12 minutes per half, 5 minutes half-time U/12:. 15 minutes per half, 5 minutes half-time (iv) (v) Should this not be workable the match will be deferred. If there still remains a problem, call your Junior League Secretary or Match and Draw Coordinator.
(c) Final Series Games (Mod Rules): (i) No time off for injury shall be allowed in the Final Series games (ii) In Semi-Finals, Finals and Grand Finals, should twenty (20) continuous minutes of play be lost due to an injury or any other particular reason, the game will be terminated and be replayed at a venue and time determined by the Committee. (iii) If drawn games in Semi-Finals, Finals and Grand Finals no extra time is to be played. In a Semi-Final or Final, if game is drawn at full time, the game is to be replayed. In the Grand Final the teams shall be declared Joint Premiers. (II) Allowed Time Off & Extra Time INTERNATIONAL Competition Games (a) Normal Procedures: (i) No time off in first half (ii) Maximum 10 minutes half time (iii) Maximum five minutes time off in the second half (iv) Once a game starts the score at scheduled finishing time (following above procedure) stands as the result. (v) No extra time is allowed in the event of a draw (b) Extraordinary situations: (i) Should a game be unable to commence at the scheduled time, due to an injury in a previous match, do not start the clock. (ii) In this situation the Ground Manager should (iii) If fully allocated times can be allowed for following games such that they may be played and completed before 4.30pm, rearrange starting times, inform teams and play all games. (iv) If there is insufficient time, play the game(s) under reduced times (equal in each half). (v) Minimum acceptable times are U/13 U/15:..15 minutes per half, 5 minutes half-time U/16 u/19:.. 20 minutes per half, 5 minutes half-time U/21 25 minutes per half, 5 minutes half-time A Grade 25 minutes per half, 5 minutes half-time (vi) Should this not be workable the match will be deferred. (vii) If there still remains a problem, call your Junior League Secretary or Match and Draw Coordinator (c) Finals Series Games (i) All time off for injury shall be allowed in the Final Series games (ii) In Semi-Finals, Finals and Grand Finals, should thirty (30) continuous minutes of play be lost due to an injury or any other particular reason, the game will be terminated and be replayed at a venue and time determined by the Committee. (iii) If drawn games in Semi-Finals, Finals and Grand Finals extra time (5 minutes each way, straight turn-around) are to be played if game still drawn after extra time (5 minutes golden point period) is to be played. In a Semi-Final or Final if the game is drawn after extra time and golden point the game is to be replayed. In the Grand Final, if game is drawn after extra time and golden point period the teams shall be declared Joint Premiers.
3. GENERAL RULES (I) Where competitions have 12 or more teams, one full round must be played with split rounds drawn at commencement of season. (II) Should any age group have (I) and (II) divisions, teams may be promoted or relegated between divisions at the discretion of the Board of the Junior League, and teams will keep whatever competition points scored at that time. Competition & Club Championship Points shall be allocated Division (1) -100%, Division (11) - 75% and Other Divisions 50%. (III) In each competition, teams must play all other teams at least once before the Semi-Finals. (IV) Full interchange rules will apply up to 20 players in all games in all competitions U/13 to A Grade. (V) All grades U9- U12 play four (4) team Semi-Finals over three weeks (VI) If teams are on equal points at the end of the competition rounds for and against points determine Semi-Final placings, except, if two or more teams are tied for fourth place, there will be play-offs. Points for and against Teams will be taken into account for all games, with the exception of those against a team that subsequently withdraws from the Competition. Matches won or lost on forfeit no points. (VII) Finals. (a) The following special Mod Final Series Rules apply: (i) No player who has qualified to play Finals series matches in his registered grade can be replaced by a player from a lower grade unless a Doctors Certificate is provided indicating an injury. (ii) Names of players to be brought up from a lower grade must be advised in writing (on Club Letterhead) to the Chairperson of Registration Committee by 8:00 pm on the Thursday prior to the match. Such players must start the game on the reserves bench unless the team has less than the required number of players to start the game. (iii) Each registered player must complete one full unbroken period of play each game, unless injured. If a player is unable to return to the field of play due to injury within the 3 minutes injury time (determined by the Ground Officials) he will not be permitted to take any further part in the game if he is unable to play one full unbroken period during the game. (b) International Competitions for the 2012 season will play four (4) team Semi Finals over a three week period. (C) Four-Team Finals Series: Major Semi: First plays Second. Winner of one and two advances to Grand Final. Loser To Final. Minor Semi: Third plays Fourth. Winner of third and fourth advances to Final, Loser eliminated. Winner of Final and winner of the Major Semi-Final play in the Grand Final. (VIII) All games to be played each season as determined by the Match and Draw Committee. There shall be no postponements due to Representative games except at the recommendation of the Match and Draw Committee and with the approval of the Board. (IX) No games are to be arranged during the season that would interfere with the competition draw, unless agreed to by the Board.
4. REGISTRATION (I) All grades shall have no weight limits and shall be in the following age groups: (a) A Grade (open age), A/Reserve,Under 21, Under 19, Under 17, Under 16, Under 15, Under 14, Under 13, Under 12, Under 11, Under 10, Under 9, Under 8, Under 7 and Under 6 Years. All ages shall be before 1 January. (b) No player up to age Under 16 will be permitted to play in a team more than two (2) grades above their natural age without the sanction of the Board. (c) No player will be permitted to register in a team that is not their natural age group with a Club without the sanction of the Junior League Board. (II) (a) All Registrations will close on 30 June 2012. No registrations or transfers will be accepted after that date, with the exception of Under 6, Under 7 and Under 8 Years. (b) The following are the number of registered players allowed for each Grade: A Grade, A/Reserve, Under 21, Under 19 Years and Under 17 25 players in each Grade. Under 16 and Under 15 22 players in each Grade. Under 14 and Under 13 Year 20 players in each Grade Under 12 Years 18 players in each Grade Under 11, Under 10 and Under 9 Years 16 players in each Grade Under 8 Years 15 players (non-competitive) Under 7 Years 15 players (non-competitive) Under 6 Years the number of registered players is unlimited (non-competitive) In the Under 6 Years grade the Board can determine if a Club should submit one or more teams in the Competition, based on the number of registered players. No team nomination shall be accepted in Under 6 Years Grade unless a minimum of six players is registered. (c) Players may only be re-registered once each year. From Under 7 Years to Under 17 Years Five players only may be de-registered in each team each year. In Under 19, Under 21 Years, A/Reserve and A Grade seven players only may be deregistered. (d) No player shall be granted a clearance from one Club to another after playing three or more competition games, unless the team becomes defunct or player deregistered by the Club. In this case a clearance will only be granted by approval of the Board. All de-registrations must be in writing by the Club Secretary. (e) Players from other districts can only be cleared by the Board of this League after they have complied with the normal League clearance in writing. (f) Players born overseas, interstate or in the event of extenuating circumstances where birth certificates are unobtainable, Welfare Department Documents or a current passport (not a copy of a page) showing the correct date of birth and original of Social Security and Immigration type documents (not a copy of a page) may be accepted. Driver s licences will also be acceptable form of identification. Any doubtful information will be referred in the first instance to the Registration Committee and if further consideration is required to the Board. Please be advised that any abuse of the registration process is liable to disciplinary action under Section 8 (d), (e) (i) (ii) (iii) under the Rules of Incorporation of the St George J.R.F.L. Inc. (g) Should any player who is not registered, or is unqualified, play for a Club, the Club may lose points in the games he played, together with a $300.00 penalty per game, regardless or whether they win or lose. The Club Secretary will be notified
(h) (i) (j) (k) (l) (m) (n) in writing and should the fine not be paid within seven days the team will not be permitted to play until fines have been paid. All visiting teams playing in the St George Junior League Competitions must play under the Junior League s Constitution and Local Playing Rules, unless playing in a formally combined competition when Combined Competition Rules are adopted, every team to have a copy. Representative team players must fulfil their obligations to play for the Club with whom they are registered. In special circumstances, the Board may approve a clearance after an application has been made in writing by the player concerned. No domestic transfers will be granted to Development Squad participants or registered Representative team players and they must continue to play with the Club from which they were selected for the next full season, provided their Club has a team in the age group available. The only exception to this being approval granted by the Board. Teams wishing to register players from another Club s team (up to Age 15) will be limited to three players, unless the Club from which the players are coming is not fielding a team in that age group. The only exception to this being approval granted by the Board after an application has been made in writing by the player. Players returning to a Club they played with in the two previous seasons are excluded from (j) or (k) but only if that Club didn t field a team in that period. Any player returning from a higher senior or junior grade must play his last five matches or the majority of his matches in that lower grade to become eligible to play in Semi-Finals, Finals or Grand Finals for his Club. However, once a player plays three matches in the higher grade only, that player must then remain in that higher grade. A player may not play up for a higher grade at the expense of any players registered in that higher grade. Where competitions have 12 or more teams, consideration will be given to the competition being re-drawn into Divisions. 5. FEES All Fees include any applicable GST component (I) Club Affiliation Fee - the current Affiliation Fee is One Hundred Dollars ($115) including GST (II) Team Nomination Fees inclusive of GST (a) All team nominations must be in writing to the Junior League Secretary and be accompanied by the following fee per team: A Grade, A/Reserve - $290.00 Under 21 - $231.00 U19 and U17 - $173.00 U16 to U 13 - $144.50 Mod U12 to U9 - $86.50 Mini U8 tou6 - $58.00 (b) These fees are not refundable if a team withdraws from the Competition. (c) All Team Registered Players & Officials - $6.00 per person inclusive of GST. (III) Clearances All Clubs will incur a fee for any player that is cleared to their Club for the 2012 season. The fee structure for this is as follows: Local Clearance $15 Out of District Clearance $20 Interstate/CRL Clearance $25 International Clearance $35
(IV) Registration, De-Registration & Re-Registration Fees (a) All Clubs will be required to pay a registration fee of five dollars ($6) for each registered player and official in their Club (b) Clubs will be required to pay a fifty dollar ($60) fee for any player that they wish to de-register within the 2012 season notification must be on Club letterhead and sent to Junior League Secretary ( c) Clubs will be required to pay a fifty dollar ($60) fee for any player that they wish to re-register within the 2012 season notification must be on Club letterhead and sent to Junior League Secretary 6. UNIFORM, FOOTWEAR & KICKING TEES (I) All Clubs must be correctly attired in full registered, or as otherwise authorised by the Board, uniform for all matches. All jerseys to be numbered with NO duplicated numbers permitted. (II) Football Boots: (a) All approved types of football boots and studs are permissible. However, Referees or Touch Judges shall check all boots before each match. If deemed unsuitable by the Referee or Touch Judge the boots or studs must be repaired to the satisfaction of the Referee or Touch Judge or they shall not be worn during the match. (b) Sandshoes or gym boots are permitted in Under 6 to Under 8 Years. (c) Kicking tees must be safe, soft and pliable. Tees must be immediately removed after a kick-off or penalty attempt by a Trainer only. The ball-boy may remove the tee after a conversion attempt. 7. BALL PERSONS (I) Ball Persons are required for every international team. (II) A $50 fine will apply for non-compliance by all teams U16 upwards. The Ball Persons are under the control of the ground manager. 8. SIZE OF FOOTBALLS A Grade to Under 13 Years International Size Under 12, Under 11, Under 10 and Under 9 Years Mod Size Under 8, Under 7 and Under 6 Years Mini Size 9. FORFEITS (I) Mini & Mod (a) All forfeits after 9:00 am on the Friday prior to the game will incur a penalty of $200.00 ($100.00 goes to the Club forfeited against and $100 to the Junior League). If the host Club team forfeits then the entire penalty of $200.00 will be paid to the Junior League. (b) Should a team forfeit on three occasions they may be withdrawn from the Competition at the discretion of the Board.
(II) International (a) Forfeits must be notified to the Junior League Secretary by 9am on the Saturday prior to the weekend match. Any forfeit after this time will attract a $400 fine, payable by cheque before the next competition round. Failure to do so will preclude the team from participation until this fine is paid. (b) The minimum allowable number of players fielded by a team (inclusive of players sin-binned or sent off during the game) shall be nine (9) Under 13 A/Grade; eight (8) Under 9 Under 12; & six (6) Under 6 Under 8. Should there be less than this number of players available the match will be forfeited. (c) Teams who forfeit in the last four rounds of the Competition and are Semi-Final contenders must show cause to the Board as to why they should be allowed to participate in the Semi-Finals series. (d) The Board shall have full powers to rule ineligible any team considered to be acting in a manner detrimental to the proper conduct of the Competition. 10. TROPHIES All trophies to be returned to the Junior League Secretary by the last meeting in July of each year. A fine of $100.00 will be imposed if not returned. 11. CLUB CHAMPIONSHIPS The Club Championship shall be divided into two sections: Senior Club Championship A Grade to Under 16 Years Junior Club Championship Under 15 to Under 9 Years Club Championships to include all competition matches played up to Semi-Finals. Points shall be allocated Division (I) 100%, Division (II) 75% and Other Divisions 50% in grades Under 9 to Under 12. Points shall be allocated across all divisions Under 13 to A/Grade 100% 12. GROUND MANAGERS (I) As allocated will be responsible for setting up grounds for play and arranging an appropriate table for sign-on sheets, records and timekeepers. (II) Must ensure that a team representative sit at the table during their team s games. In Finals Series, District Officials are responsible. (III) Are fully responsible for off-field control of games, behaviour of Ball Persons, and enforcement of Codes Of Conduct, including in regard to spectator behaviour. (IV) Must ensure that all Forms (Sign-On Sheets and Injury Report forms are completed and are delivered to the Secretary at the latest by the next General Meeting. (V) Must ensure that Send-Off sheets are properly completed and the appropriate copy given to the player involved. Please ensure all send offs are notified to Junior League Secretary and Judiciary Chairperson by phone or email before 7pm on the day games are played. Send off details must also be recorded on Ground Managers Result Sheets. (VI) Ensure a person from each team playing is wearing the Crowd Monitors vest, and will act as instructed by Ground Official to ensure team spectators act appropriately. (VIIII) The Ground Manager s name must be displayed in a prominent position at the Ground. Club Secretary must notify Junior League of nominated ground officials. All Junior League Ground Managers will be required to wear Orange Vest which will be supplied by Junior League along with Ground Managers Badge with lanyard (also supplied) to be worn. 13. TIMEKEEPERS & TOUCH JUDGES Two time-keepers and two touch judges (one from each Club) shall be appointed by the Clubs for all games, except where previously appointed by the Junior League, and all to be made known to the Referees prior to the commencement of the match. Time-keepers are to be together throughout the game and situated on the half way line. The necessary equipment shall be provided by the Club designated as Ground Manager, i.e. table, bell and timing equipment. 14. SIGN-ON SHEETS All players must sign the official player s sign-on sheet prior to taking the field. The only exception being Under 6 to Under 8 Years, where a Club official will print the players name on the sign-on sheet on their behalf. In other grades the reserve players, including interchange players, must not sign until they are notified to take the field. The replacement player is to notify the time keepers table whom they are to replace and must replace this player as soon as possible. The sign-on sheets are to be handed to or collected by the Ground Manager, when the time keepers have agreed and signed that the scores are correct. 15. TIME REMAINING The Captains, only, have permission to ask time-keepers how much time remains to be played during the game, without interruption of play. 16. MINI COACHES Coaches may be allowed on the field of play (five metres behind the play) in Under 6 Years and Under 7 for the full season and 8 Years up until the week prior to the Mini Carnival. 17. MOD & INTERNATIONAL COACHES Coaches will be required to remain in the designated area set out next to their team s bench for the duration of the game. (No coach will be permitted to call out from the designated area during the game or leave the designated area whilst the game is in progress.)
18. PERIOD OF GRACE A team shall be allowed 15 minutes without any prior confirmation before a forfeit can be called. The 15 minutes shall commence at scheduled starting time. Any time lost because of a late arrival of a team shall be taken off the match to a total of 15 minutes and game to be played in two equal halves. The duration of the match shall be determined by the Ground Manager and both captains must be advised the following fixture must start at the scheduled time. This applies to Grades U/13 to A Grade. 19. TRIAL MATCH PERMISSION All Clubs playing Trial Matches in and out of District must submit a written Request for Approval Form and also complete a Trial Match Report Form. Junior League Trial Sign on Sheets to be used in all games. 20. COACHING, REGISTRATION & RECRUITMENT OFFICERS All Clubs to appoint a Coaching Coordinator, to work in conjunction with the St George Illawarra High Performance Unit Staff. All Clubs to appoint Registration Officer and a Recruitment Officer that will work in conjunction with Junior League & ARLD. These names are to be notified to the JL Secretary 21. FINE PAYMENT All fines notified must be paid within seven days or the Board will refuse permission for the team to play. 22. INSURANCE All Clubs are members of the recommended NSW Rugby League Insurance Scheme. 23. CITING POLICY Any request for a citing must be put in writing, with all relevant evidence including video/dvd evidence where available in unedited version to the Secretary by 6pm on the Monday following the match. All requests by Club members must be through, and signed by, the Secretary of their Club on a Club letterhead. 24. VIDEOING OF MATCHES All persons wishing to record matches must apply to the Ground Manager for permission to do so. Should an incident occur which would necessitate a Referee s or Ground Manager s report the subsequent video/dvd must be a full and unedited version provided on request to the Ground Manager who shall issue a receipt for same. 25. SPLIT ROUNDS The split rounds for season 2012 are Match Numbers: 8, 12, 11, 5, 10, 7, 4, 2, 6, 1, 3 & 9.
