RULES The regatta will be governed by: 1.1 Rules as defined in the Racing Rules of Sailing (RRS 2017-2020) 1.2 The Swiss Sailing regulations that will be applied can be downloaded from : http://www.swiss-sailing.ch/fr/direction/departement-regates/documents/ 1.3 The current ACVL-SRS. 1.4 Swiss Sailing s application guidelines of World Sailing s Rule 19 «Eligibility» and Rule 20 «Advertising» shall apply. 1.5 Swiss Sailing s application guidelines of World Sailing s Rule 21 «Anti-Doping» shall apply. 1.6 The rules on navigating Swiss waters and local amendments. 1.7 In the event of a translation of this Notice of Race, and a difference in interpretation, the French version of the Notice of Race shall prevail. 2. EVENT ADVERTISING [DP] Boats may be required to display the advertising chosen and provided by the organising authority. If this rule is infringed, World Sailing rule 20.9.2 applies. 3. ELIGIBILITY AND REGISTRATION Skippers : 3.1 The regatta is open to all skippers aged 16 and over. Under 18-year-old skippers must hold a sailing licence and will have to present a handwritten letter of consent, signed by their parents, to the Organising Authority. 3.2 All skippers must fulfil Article 2 of Swiss Sailing application guidelines of World Sailing rule 19. 3.3 All competitors are required to be covered by liability insurance covering risks in competition with a minimum cover of CHF 2,000,000. Classes permitted : 3.4 Monohull sailing boats with ACVL 2016 rating. TCFX, TCF1 + 2, TCF3, TCF4, in accordance with current SRS rules and the ACVL approved and recommended «A» rating system. 3.5 Toucan Class (TO), Surprise Class (SU), Grand Surprise Class (GS) according to their own one-design rules, issued by their ASPRO, and with a valid SRS certificate. 3.6 Guest Class «MINI 650» 3.7 Entries open online from 20 June 2017 at : www.syztanslemanique.ch (online only) 4. ENTRY FEES 4.1 Payment is made online upon registration (www.syztranslemanique.ch) 4.2 The registration fee is CHF 170. Registration includes : craning, trailer storage, mooring, welcome cocktail, breakfast, arrival meal, cocktail at prize giving. 4.3 The deadline for registration is Sunday 20 August 2017 at midnight. After this date, entries will be accepted until Friday 1 September 2017 for a fee of CHF 320. 4.4 No refunds will be given in the event of cancellation or no show. SAILING INSTRUCTIONS Sailing Instructions and any annexes will be available upon confirmation of entry. 7. THE COURSE 7.1 The race takes place on Lake Geneva 7.2 The race course is as follows : Start at PORT-NOIR, between the Start Cabin on the North harbour wall of the SNG and the offshore comittee boat. Gate off the Vieux Rhone between the committee boat and a buoy to be left to starboard. Finish line at PORT-NOIR between the Start Cabin and a buoy located offshore to be left to starboard. 8. 8.1 A general ranking in corrected time for all classes. 8.2 A general ranking in elapsed time for all classes. 8.3 Rankings in corrected time for: TCFX, TCF1, TCF2, TCF3 and TCF4. 8.4 Rankings in elapsed time for the One-Designs TO, SU, GS and the Guest Class. 8.5 The «TUIGA» Challenge shall be awarded by the Organising Authority to the overall winner on corrected time. 8.6 The «DRAGON»Challenge shall be awarded by the Organising Authority to the overall winner on elapsed time. 8.7 These Challenge Awards will recur each year. The Awards will be kept if a competitor wins three times in a row within five years. 9. RADIO COMMUNICATION [DP] 9.1 Except in the event of an emergency, a boat that is racing shall not transmit or receive voice data or data that is not available to all vessels. This restriction also applies to mobile phones. 10. DECISION TO RACE The dcision of a competitor to participate in a race or to remain in the race is the competitor s responsibility. Consequently, by agreeing to participate in the race or to remain in the race, the competitor releases the Organising Authority from any liability in the event of damage (material and/or physical bodily harm). 11. RIGHTS IMAGE AND NAME By participating in the event, the competitor grants the Organising Authority and the sponsors the right to use his/her image and/or name, the image and/or name of his/her boat and the images and/or names of its crew members in connection with the promotion and/or media coverage of the event across all media platforms, including television, radio, print, internet, social media, or in any other way, without any time or geographic restraints, free of charge or other compensation. Some competing boats may be equipped by the event organiser with a security radio, telemetry and broadcast equipment as per the Sailing Instructions. 12 SAFETY 12.1 Wearing a lifejacket throughout the race is compulsory. 12.2 Competitors shall display the rectangular flag defined b the ACVL, namely : TCFX black, TCF1 grey, TCF2 blue, TCF3 green, TCF4 yellow, Grand Surprise, Surprise and Toucan white. 12.3 All sailboats must display their registered race number on the mainsail. This must be lit at night at mark roundings and on request of an official boat. 12.4 Competitors are obliged to accept onboard and to take care of electronic equipment used to monitor the competition or for security, as provided by the Organising Authority. 12.5 In addition to the equipment required by law and the class rules, such as distress flags, fog horn, whistle, bucket, anchor, paddle, competitors shall also carry the following equipment on board : - 1 floating lamp with automatic ignition, preferably flashing. - 3 red rocket flares. - 1 red handheld flare (red smoke) as per «SOLAS» recommendations (type : Plastimo ref. 10133 or similar). - 1 life jacket with a minimum hydrostatic thrust of 100 Newtons equipped with a chemical Green Cyalume light, a waterproof flashlight and a whistle. - 1 distress flare. 12.6 Onboard lights shall consist of either: ordinary (or clear) side lights, green on starboard, red on port and an ordinary (or clear) white stern light, visible in all circumstances and conforming to the requirements of Articles 21 and secondarily, 27 (b) and (c) of the Lake Geneva Navigation Regulations (RS 0.747.221.11), approved by the Franco-Swiss agreement of the 7 December 1976. Specifically: 1.5km range and 1.4 lumens for the ordinary red and green lights; 3kms range and 4.1 lumens for clear red and green lights; 1.5km range and 0.7 lumens for the ordinary white light; and 2kms range and 1.7 lumens for the clear white light. Or a combined tricolour of equal intensity and range situated at the top of the mast in the most visible spot in accordance with Article 30 (b) of the aforementioned regulation. The lights must remain in place from the start signal until the finish of the race. The lights must be powered by a minimum of 5 Watts. The lights must be switched on constantly from sunset to sunrise. No lights, even accidental, will be penalised in the absence of emergency lights.
