1. INTRODUCTION A Fourth Class Licence (Tees and Hartlepool) or a Pilotage Exemption Certificate will be issued to candidates who have completed the required number of passages and have satisfactorily completed both written and oral examinations to a standard acceptable to PD Teesport. Examinations will consist of the following: (i) (ii) Fourth Class Licence (Tees and Hartlepool) - Three separate written papers followed by an oral examination conducted by the Examination Committee. Pilotage Exemption Certificate - Two separate written papers followed by an oral examination conducted by the Examination Committee. (e) The Examination Committee, chaired by the Harbour Master, will normally comprise of two Senior First Class Tees Bay Pilots and an independent member representing shipping interests within the Ports. The date, time and place of the examinations will be determined by PD Teesport. A pre-requirement of the examinations is that ALL candidates must visit the Port Operations Centre in company with the Deputy Harbour Master. 2. THE WRITTEN EXAMINATIONS Candidates should note that: strict examination conditions will apply while the written papers are being completed; any notes, textbooks, programmable calculators, electronic organisers, mobile phones, radios or any other means of communication are not allowed during the examination. all writing paper, pens, pencils, ruler and a blank chart of the area, (the latter to be used to answer some of the questions) will be provided by the Harbour Master's Secretary. * * * HM\SG\f:\hms\pilots\exams\exam papers\pilsyllabus (pec).doc\revised November 2017 Page 1 of 6

WRITTEN PAPER NO.1 ALL candidates will be required to have knowledge of: 1. CHART WORK (i) The Ekofisk Oil Pipeline, CATS Gas Pipeline and Breagh Pipeline and the associated warnings shown on Admiralty Chart No.2567. (ii) (iii) (iv) (v) Tees Bay Wind Farm. The prohibited anchorages and spoil grounds. The anchorage areas in Tees and Hartlepool Bays, together with depths, nature of the sea bed and holding ground. The VTS Area. The location and title of: (i) (ii) ALL berths within the Ports of Tees and Hartlepool. All breakwaters at the entrances to the Ports of Tees and Hartlepool. 2. SIGNALS Light and sound signals required by: The Merchant Shipping (Distress Signals and Prevention of Collisions) Regulations 1996; and The Harbour Byelaws issued by the Competent Harbour Authority. 3. TIDES Tidal information contained in the PD Teesport Tide Tables. Tidal flows within the jurisdiction of the Competent Harbour Authority. The effect of weather on tidal heights and sea conditions. 4. COMMUNICATION VHF channels used within the Ports of Tees and Hartlepool by "Tees VTS". VHF channels used by vessels manoeuvring/berthing. VHF channels to be used in an emergency, e.g., oil pollution. 5. PROCEDURES AND DECLARATIONS Procedures and declarations required by "Tees VTS". For a vessel to approach/enter the Port of Tees or Hartlepool. For a vessel to move/sail from a berth in the Port Tees or Hartlepool. 6. GENERAL (e) The Port Safety Requirements (PDT Notice to Mariners "Port Safety Requirements"). The "Harbour Surveillance Radar Lane Guidance System" used during periods of restricted visibility. The contents of each part of the Harbour Byelaws. The General Directions issued by the Competent Harbour Authority. The Merchant Shipping (Vessel Traffic Monitoring and Reporting Requirements) Regulations 2004 and MSN 1831. WRITTEN PAPER NO.2 The examination for this paper will contain questions specific to those parts of the jurisdiction of the Competent Harbour Authority that lie within the Area for which the Licence or Exemption Certificate is required. ALL candidates will be required to have knowledge of: 1. COURSES AND DISTANCES True courses and distances run on each heading for a vessel inward bound within the Pilotage District. 2. NAVIGABLE CHANNEL DIMENSIONS For each of the courses given in Section 1: the minimum navigable channel width; the working channel depth and areas of shoaling (to be taken from the latest edition of the PD Teesport Survey Chart available). 3. DREDGED AND MAINTENANCE DEPTHS OF THE TEES AND HARTLEPOOL CHANNELS The dredged and maintenance depths to LAT. The change points for the above depths. 4. RIVER AND DOCK DIMENSIONS The principal turning areas for vessels in the Ports of Tees and Hartlepool and the relevant dimensions. The dimensions of turning areas, docks, dry-docks and basins. 5. RIVER CROSSINGS Bridges, cable crossings and tunnels. The vertical clearance heights of bridges, cable crossings and container cranes. 6. NAVIGATIONAL AIDS The lighthouses, buoys, beacons, traffic signals, warning signals and marks in terms of name, position, shape, topmark, colour, light characteristic and sound signal. 7. VESSEL TRAFFIC MANAGEMENT SYSTEM In terms of dimensions and cargo, vessels which are subject to specific control. The meanings of signals used by "Tees VTS" to denote vessel traffic control. 8.
