NORWEGIAN COASTAL ADMINISTRATION RATES OF FEE 2017 INTRODUCTION This is an overview of the fee system and the regulations that apply in Norway. This document is not a complete or official translation of the regulations. The document also includes information on how to order annual fees. There are two types of fees: The pilotage service fees and the safety fees. The safety fees are attached to specific areas and vessel types. The aim is to give an overview of fees and rates. This document also contains examples on how Norwegian fees are calculated. This document is available at: www.kystverket.no/en/en_maritime-services/fees/about-fees/ PILOTAGE SERVICE FEE The pilotage fee is charged under the provisions of Pilotage Readiness Fee and Pilotage Fee (Pilotage Service Fee) of 23 December 1994. The planned income for 2017 amount to NOK 702.9 Million, and will utilized to run the pilot service in Norway. PILOTAGE READINESS FEE Fees are calculated for all passage through waters subject to dues and for all passage with a state pilot on board. The exemption is vessels with a GT of 8,000 or lower, which are free of charge. Upon entry and departure NOK 0.87 per GT is payable for the first 3,000 GT and NOK 0.77 per GT for additional Gross Tonnage. Vessels may choose to pay the pilotage readiness fee as an annual fee, instead of paying for each trip. The annual fee will be invoiced quarterly on ¼ of the fee. The annual fee for 2017 is: For vessels up to 8,000 GT For vessels from 8,001 GT to 10,000 GT For vessels greater than 10,000 GT NOK 0.-/ free of charge NOK 58.56 per GT NOK 71.24 per GT Administration fee Vessels which fulfil the compulsory pilotage by using a Pilot Exemption Certificate (PEC) have to give information on which PEC the vessel will use on the voyage. The information must be made electronically via the Norwegian Coastal Administration s electronic internet service. The lack of mandatory information will result in a booking fee on NOK 1,500.-. Environmental Ship Index (ESI) Vessels with an official ESI Score of 50 or higher will be admitted 100 per cent discount in the pilotage readiness fee.

PILOTAGE FEE The pilotage fee is charged when the vessel uses a state pilot on board. The fee is payable at an hourly rate, but has a three hour minimum charge. The hourly rates are differentiated according to vessel size, and are as follows: Tonnage Hourly rate From 0 to 1,000 GT NOK 1,386.- From 1,001 to 2,000 GT NOK 1,744- From 2,001 to 4,000 GT NOK 2,054.- From 4,001 to 8,000 GT NOK 2,358.- From 8,001 to 12,000 GT NOK 2,584.- From 12,001 to 20,000 GT NOK 2,870.- From 20,001 to 30,000 GT NOK 3,137.- From 30,001 to 50,000 GT NOK 3,361.- From 50,001 to 100,000 GT NOK 3,584.- From 100,001 GT and more NOK 3,813.- Ordering fee In an attempt to reduce running expences the Norwegian Coastal Administration has introduced a fee linked to pilotage requests. This is connected to the transition from paperbased to electronic pilotage requests which requires accurate ETA at pilot boarding area or ETD from port. NCA can charge an ordering fee on NOK 1,500.- when: 1. the request for pilotage is not carried out using the electronic service provided by the NCA, or 2. the request for pilotage is received less than two hours prior to ETA at pilot boarding area, or ETD from port, or 3. the request for pilotage is changed after the ETA at pilot boarding area or ETD from port has been confirmed by the vessel. There can be more than one ordering fee per pilotage. PILOTAGE EXEMPTION CERTIFICATE FEE A test for Pilotage Exemption Certificate (P.E.C.) costs NOK 4,200.-. The test is both theoretical and practical. If the navigator does not pass the test, a new fee for a new test will apply. Emission, renewal or changes of the P.E.C. costs NOK 1,050.-. Page 2

SAFETY FEE There are five Vessel Traffic Service centres (VTS) in Norway. These are situated in Horten, Brevik, Kvitsøy, Fedje and Vardø. The income from the safety fee covers the operating costs for four of these VTS centres. In 2017, the planned income amounts to NOK 86.9 Million. The safety fee is only charged in four VTS-areas. There is a safety fee for each VTS/area, and the fee is charged for each call to port. From 2016, vessels shorter than 70 meters are free of charge. The safety fee is charged under the provisions of Safety fee for Kvitsøy VTS, Horten VTS, Fedje VTS and Brevik VTS of 27 December 2012. The regulations are covering the four different areas as follows: Horten Vessels are required to pay a safety fee for use of the VTS in the Oslofjord, Horten. All vessels longer than 70 meters are charged with a safety fee of NOK 0.47 per GT. Vessels may choose to pay an annual fee of NOK 23.50 per GT. Vessels which have several port of call, are charged with a safety fee on NOK 0.12 per GT for every instance the vessel docks, anchors or berths in the area subject to fees, without having sailed out of the area subject to fees. Brevik Gas tankers are required to pay a safety fee for use of the VTS in the Grenland area. The safety fee is NOK 5.50 per cubic meter. Kvitsøy Vessels are required to pay a safety fee for use of Kvitsøy VTS in Rogaland. Gas tankers calling at Statoil Kårstø are charged NOK 1.12 per GT per call, or NOK 56.00 per GT as an annual fee. Other vessels longer than 70 meters are charged with a safety fee of NOK 0.25 per GT per call, or NOK 12.50 per GT as an annual fee. Vessels which have several port of call, are charged with a safety fee on NOK 0.06 for every instance the vessel docks, anchors or berths in the area subject to fees, without having sailed out of the area subject to fees (NOK 0.28 in connection with port of call to Statoil Kårstø). Fedje Vessels call at Sture and Mongstad are required to pay a safety fee for use of Fedje VTS. Vessels carrying dangerous goods calling at Sture or Mongstad, are charged with a safety fee of NOK 1.06 per GT per call. Page 3

ANNUAL FEES Ordering of annual fees has to be done by the customers in the Ship Reporting System Safe Sea Net. In Safe Sea Net, vessels can report voyages, order pilot and order annual fees. Username and password to SafeSeaNet 2. Vessel name, call sign or IMO number 3. Which annual fees you need to order (1) If you do not have a username and password to SafeSeaNet, please contact Brevik VTS on e-mail VTS.grenland@kystverket.no or telephone +47 35 57 26 25. (3) Foreign trading vessels normally need one annual fee. This is Annual Pilotage Readiness Fee 2017. In addition, vessels that will have more than 50 calls to ports in the Oslofjord or Rogaland, are recommended to order Annual Safety Fee, Oslofjorden 2017 and/or Annual Safety Fee, Rogaland 2017 as well. EXAMPLES I. Annual fee for vessel of 9 855 GT. Pilotage readiness fee (8,001-10,000 GT) NOK 58.56 x 9 855 GT NOK 577,108.80 Vessels which will have more than 50 calls to port in the Oslofjord or in Rogaland are recommended to buy these safety fees as an annual fee. The break-even point for the pilotage readiness fee as an annual fee for a vessel with this tonnage is 37 calls to port. In the case where this vessel has an ESI Score of 50 or higher, it will achieve 100 per cent discount in the Pilotage readiness fee. II. Vessel of 13 489 GT, call to Stavanger with a State pilot on board. Pilotage readiness fee (entry) NOK 0.87 x 3 000 GT NOK 0.77 x 10 489 GT NOK 10,686.53 Pilotage fee (state pilot on board) NOK 2,870 x 3 hours (minimum) NOK 8,610.00 Safety fee Rogaland, Kvitsøy NOK 0.25 x 13 489 GT NOK 3,372.25 Total fee of entering Stavanger NOK 22,668.78 Total fee of departure Stavanger No safety fee NOK 19,296.53 Total fee per call to Stavanger NOK 41,965.31 The total departure fee will be NOK 19,296.53 (NOK 22,688.78 - safety fee NOK 3,372.25). The safety fee is charged per call. The total fee per call to Stavanger is NOK 41,965.31. If the navigator of the vessel has a Pilot Exemption Certificate (P.E.C.) for the current area, the fee per call will be reduced with NOK 17,220.00 to NOK 24,745.31. In addition, if the vessel has an ESI Score of 50 or higher, the Pilotage readiness fee will be reduced with 100 per cent. The total fee per call will then only amount to NOK 3,372.25, which is equal to the Safety fee. Page 5

Passenger (Cruise) vessel of 77 000 GT with a State pilot on board for around one week on cruise on the West Coast of Norway (Bergen and northwards). Pilotage readiness fee (entry) NOK 0.87 x 3 000 GT NOK 0.77 x 74 000 GT NOK 59,590.00 Pilotage fee (entry to first port) NOK 3,584 x 3 hours NOK 10,752.00 Safety fee No safety fee - Pilotage fee (fjords and ports) NOK 3,584 x 75 hours (5x15hrs) NOK 268,800.00 Pilotage readiness fee (departure) NOK 0.87 x 3 000 GT NOK 0.77 x 74 000 GT NOK 59,590.00 Pilotage fee (departure) NOK 3,584 x 3 hours NOK 10,752.00 Total fee cruise one week NOK 409,484.00 The total fee for one week cruise is NOK 409,484.00. If the vessel calls at six ports during its cruise, the fee per port of call amounts to NOK 68,247. The numbers of hours with pilotage are stipulated to 15 per 24 hours for five 24-hours periods, but this number will vary. The minimum number of hours with pilotage is calculated for the first and last port. Page 6
