Whitney, second by T. Campbell, approved unanimously 2) Old Business a. WMPO Bike/Suitability Map update A. Harrington provided an update on the WMPO Bike Suitability Map. She thinks there will be a draft available for Bike Suitability Map Committee review by next Friday. b. Cape Fear Transportation 2040 Fiscally constrained bicycle and pedestrian projects A. Harrington presented a list of 142 bicycle and pedestrian projects. The first 73 projects (in green on the list) are projects identified as high priority and currently proposed to be included in Cape Fear Transportation 2040. The remaining 68 projects (in red on the list) are identified as medium priority, but can not be included in CFT2040 due to fiscal constraints. A. Harrington informed the committee of the opportunity to make recommendations to the draft project list that most accurately reflects the priorities of the region. The committee was provided with the results from the homework assignment with projects recommended to be moved from red to green (move above the line) and from green to red (move below the line). A. Harrington suggested limiting project suggestions to those only in the red and green project list (top 142) as those projects have already been identified as the committee as higher priority projects through previous homework assignments. A. Harrington also discussed alternative funding available for two projects BP72 and BP73. Both projects are outliers in regards to their 2014 cost estimate. One option would be to allocate alternative funding towards different projects. K. Ryan acknowledged BP72 as Wrightsville Beach s only project, and they do not have a red project, as all other WB projects are currently listed as low priority. A. Harrington suggested for the committee to try to limit project suggestions to red and green, but if needed, to use the low priority list as that would be the only option for WB. A. Harrington asked the committee to have final project suggestions emailed to her in two weeks (April 2 nd ).

Al Sharp is now the City of Wilmington representative, Shawn Spencer is now the New Hanover County representative, and Carol Stein is now the Pender County representative. b. Bike Month the committee discussed bike month events to include the River to Sea Bike Ride, Bike to Work Week, and several rides organized by Cape Fear Cyclists. A. Harrington offered to email a copy of the City of Wilmington s Proclamation declaring May as Bike Month. A. Schroetel will email a list of Cape Fear Cyclists events.

WILMINGTON URBAN AREA METROPOLITAN PLANNING ORGANIZATION TRANSPORTATION ADVISORY COMMITTEE RESOLUTION SUPPORTING NEW HANOVER COUNTY S APPLICATION FOR A PARTICIPANT IN THE WATCH FOR ME NC CAMPAIGN WHEREAS, the Wilmington Urban Area Metropolitan Planning Organization provides transportation planning services for the City of Wilmington, Town of Carolina Beach, Town of Kure Beach, Town of Wrightsville Beach, Town of Belville, Town of Leland, Town of Navassa, New Hanover County, Brunswick County, Pender County, Cape Fear Public Transportation Authority and the North Carolina Board of Transportation; and WHEREAS, the Watch for Me NC program aims to reduce pedestrian and bicycle injuries and deaths through a comprehensive, targeted approach of public education and police enforcement; and WHEREAS, the Watch for Me NC program is a comprehensive education and enforcement program, aimed at reducing the number of pedestrians and bicyclists hit and injured in crashes with vehicles; and WHEREAS, New Hanover County was able to implement the campaign in 2014 through police enforcement training, community outreach and education and would like to continue this campaign; and WHEREAS, in April 2015, the North Carolina Department of Transportation (NCDOT) will accept applications from communities interested in participating in the 2015 statewide Watch for Me NC campaign. NOW THEREFORE, be it resolved that the Wilmington Metropolitan Planning Organization s Transportation Advisory Committee hereby supports New Hanover County s application for a participant in the Watch for Me NC Campaign. STP-DA/TAP-DA FY 2013 and 2014 Project Status STP-DA U-5534A - TOWN OF NAVASSA MAIN STREET BICYCLE LANES This project will include planning, design, and construction of an additional 4 feet on either side of Main Street for bike lanes starting at the existing Navassa bike path east of Brooklyn Street to Old Mill Road. The Letter of Interest (LOI) has been advertised. A public meeting was held on April 24, 2015 Letting date anticipated in May 2015 U-5534B - CITY OF WILMINGTON- HEIDI TRASK DRAWBRIDGE This project consists of construction of a public walkway/pier underneath the Heidi Trask Drawbridge to provide for a safe crossing for cyclists and pedestrians across US 74 (Wrightsville Avenue) on the mainland side of the drawbridge in Wilmington. Design revisions to move Octagonal overlook away from buffer Final Design anticipated April 2015 Letting date anticipated June 2015 U-5534C - WRIGHTSVILLE AVENUE/GREENVILLE AVENUE TO HINTON AVENUE The project is for construction of intersection re-alignment improvements at the intersection of Wrightsville Avenue/Greenville Avenue and bike lanes and sidewalks along Greenville Avenue from Wrightsville Avenue to Hinton Avenue. 100% design plans anticipated in April 2015 ROW date anticipated April 2015 Letting anticipated July 2015 U-5534D - TOWN OF LELAND - OLD FAYETTEVILLE ROAD MUP This project is for design and construction of a ten foot (10') wide multi use path, separate but adjacent to Old Fayetteville Road, beginning at or around the corner of the Leland Town Hall Campus and ending at the driveway of the North Brunswick High School. Town of Leland has requested additional funds due to path realignment Additional funds approved from TAC, NCDOT supplemental agreement is being prepared. Letting date is anticipated April 2015

U-5534E - TOWN OF CAROLINA BEACH - ISLAND GREENWAY AND HARPER AVENUE This project is for the design and construction of an off-road multi-use path that begins at Mike Chappell Park and winds along the existing cleared fire path and terminates at Greenville Avenue and the Harper Avenue bike lanes will consist of a bicycle boulevard on existing pavement on each side of Harper Avenue from Dow Road to Lake Park Boulevard. The Town desires to combine the project with the awarded 2014 STP-DA project. 100% design plan review anticipated in July 2015 U-5534 E and U-5534 L combined-right of Way and Planning date of July 2015 U-5534M - CAUSEWAY DRIVE, WAYNICK BLVD./N. LUMINA AVE./STONE ST. The construction of dual left turns from Waynick Blvd. to Causeway Dr., channelizing the one-way entrance to Lumina Ave. and improving lane markings, adjusting stop bar, straightening crosswalks at Waynick Blvd and installing bulb-outs at Lumina Ave./Stone St., and adding ADA compliant curb ramps at all crosswalks within the project area. Town of Wrightsville Beach has requested funds be re-allocated to the Coral Drive sidewalk project TCC/TAC will consider this request in April U-5534H HINTON AVE MULTI-USE PATH This project consists of the construction of a 10' wide multiuse path along Hinton Avenue from Park Avenue to Greenville Avenue. Survey to begin May2015 Conceptual sketch anticipated July 2015 R/W Plans complete July 31, 2015 Anticipated Let Date of January 26, 2016 U-5534G HOOKER ROAD MULTI-USE PATH - The project consist of the construction of a 10' wide multi-use path along Hooker Road from Wrightsville Avenue to Mallard Drive/Rose Ave intersection Survey to begin April 2015 Conceptual sketch anticipated April 2015 Right of Way Plans anticipated to be complete: May 18, 2015 Anticipated Let Date: September 17, 2016 U-5534K LELAND MIDDLE SCHOOL SIDEWALK - The construction of 5 foot wide concrete sidewalk adjacent to Old Fayetteville Road from Ricefield Branch Rd to the Hwy 74/76 overpass after Glendale Drive with connections to Leland Middle School and the surrounding neighborhoods.
