RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 1.2 Individual Classes will be governed as defined below. In the event of a conflict, individual Class Rules shall apply. West Coast 70 (WC70) Class ORR as defined and administered by US Sailing (http://offshore.ussailing.org/orr.htm) WC70 Class Rules and By Laws If an incident occurs outside the Zone for a rounding or finishing mark, the race score for a boat that takes a Scoring Penalty shall be the score she would have received without that penalty, made worse by one (1) place; if an incident occurs inside the Zone for a rounding or finishing mark, the race score for a boat that takes a Scoring Penalty shall be the score she would have received without that penalty, made worse by two (2) places. In either case, she shall not be scored any worse than Did Not Finish (DNF). This changes RRS 44.3 (c). Farr 40 Class Farr 40 Class Rules as amended by the Farr 40 West Coast Fleet Rules 1.3 In the event of a conflict between the Notice of Race (NOR) and the Sailing Instructions (SI), the SI shall prevail. This changes RRS 63.7. 1.4 Individual classes shall be responsible for administering any procedures or documents required by Class Rules. 1.5 Ratings for WC70 shall be based on rating certificates received by OA per NOR 2.2 and 2.3 and shall be considered final as of the entry deadline in NOR 2.3. 1.6 Discarding elastic or wool bands when setting a sail is permitted. This changes RRS 55. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official Regatta Notice Board located in the lower-floor hallway, North of the Regatta Room at LBYC. 3 CHANGES TO SAILING INSTRUCTIONS Any Change to the sailing instructions will be posted on the regatta notice board at LBYC before 1000 hours on the day it will take effect, except that any change to the schedule of races will be posted by 2000 hours on the day before it will take effect. Code flag Lima over a numeral pennant corresponding to the number of the change will be hoisted from the Club s flagstaff to signal the change. In the event that oral instructions are needed on the water per RRS 90.2(c), the RC signal boat shall hoist code flag Lima and boats shall pass near the RC signal boat to acknowledge receipt of instructions. 4 SIGNALS MADE ASHORE

Signals made ashore will be displayed on the Club s flagstaff. 5 COMPETITOR S MEETING A competitor s meeting will be held on Saturday, October 22nd at 1000 hours in the Regatta Room at Long Beach Yacht Club. 6 SCHEDULE OF RACES Race Day and Date Warning Signal 1 Saturday, Oct 21 1200 hours 2 Saturday, Oct 21 ASAP 3 Saturday, Oct 21 ASAP 4 Sunday, Oct 22 1200 Hours 5 Sunday, Oct 22 ASAP No Race Shall Be Started after 1500 Hours on Sunday October 22 The Race Committee (RC) at its discretion may run fewer races on Saturday or more races on Sunday or less than the five (5) scheduled races based on wind and weather conditions. 7 RACING AREA The racing area will be in the Pacific Ocean, approximately one (1) mile south of the Alamitos Bay Channel Entrance. 8 THE COURSES 8.1 The course diagrams and descriptions are detailed on the Course Annex A attached. 8.2 Marks W1 and W2 shall be rounded to port. 8.3 When rounding the gate marks (L/S and L/P), boats shall sail between the gate marks from the direction of the previous mark and round either gate mark. In the event that one of the gate marks is missing, boats shall round the remaining mark to port. 8.4 The number of the course to be sailed shall be signaled by displaying a numeral placard on the stern of the Race Committee (RC) signal boat and announced on VHF 68. 8.5 The approximate compass bearing and distance from the starting line to Marks W1 and W2 will be hailed on VHF channel 68 from the RC signal boat before each warning signal. 9 MARKS 9.1 Marks W2, L/P and L/S will be orange tetrahedrons. Mark W1 will be an orange tetrahedron with a black band. 9.2 New Mark W2 will be a yellow tetrahedron. New Mark W1, as described in instruction 12.1, will be a yellow tetrahedron with a black band. 9.3 The Starting mark, as described in instruction 10.2, will be a whip mark displaying orange over white flags. 9.4 The Finishing mark, as described in instruction 13.1, will be a whip mark displaying orange over white flags. 9.5 Additional marks for Random Leg courses are noted in Annex A. 10 THE START 10.1 Races will be started using rule 26. 10.2 The starting line will be between a staff displaying an orange over white flag on the RC signal boat and a whip mark displaying an orange over a white flag located on the PORT side of the RC signal boat. 10.3 The number of the course to be sailed may be displayed at or near the warning signal. 10.4 To inform boats that a starting sequence is about to commence, multiple sound signals will be made approximately one minute before the warning signal for the first class to start. 10.5 The RC intends to have at least a one minute break between the start of one class and the warning for the next class. 10.6 The class flag is as follows: West Coast 70 Farr 40 White Flag with A White Flag with Farr 40 Class Insignia 11 RECALLS Individual recalls will be handled in accordance with rule 29.1. The RC may attempt to hail boats over early on VHF channel 68. Boats may be hailed by SAIL NUMBER or BOAT NAME. Failure of equipment, failure to hear a hail, delay in hailing or the order in which hails are given shall not be grounds for redress. This changes Rule 62.1(a)

12 CHANGE OF THE POSITION OF THE NEXT MARK 12.1 To change the position of the next mark, the RC will lay a new mark and MAY remove the original mark as soon as practicable. The change will be signaled before the leading boat has begun the leg toward the new mark, although the new mark may not yet be in position. 12.2 A change of course will be signaled near the mark beginning the leg being changed by a RC boat that will display code flag C over a pennant matching the color of the new mark and sound a horn periodically. This changes rule 33. 12.3 When in a subsequent change of course is signaled and a new mark is replaced, it will be replaced with an original mark. 13 THE FINISH 13.1 The finish line will be between a staff displaying an orange over white flag on the RC signal boat and a whip mark displaying an orange over white flag located to STARBOARD of the RC signal boat. 14 PENALTY SYSTEM West Coast 70 Class The Scoring Penalty, RRS 44.3, will apply with the following modifications: If an incident occurs outside the Zone for a rounding or finishing mark, the race score for a boat that takes a Scoring Penalty shall be the score she would have received without that penalty, made worse by one (1) places; if an incident occurs inside the Zone for a rounding or finishing mark, the race score for a boat that takes a Scoring Penalty shall be the score she would have received without that penalty, made worse by two (2) places. In either case, she shall not be scored any worse than Did Not Finish (DNF). This changes RRS 44.3 (c). 15 TIME LIMITS Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored DNF. This changes rules 35 and A4. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 A boat intending to protest shall notify the RC of her intentions and the boat(s) to be protested promptly after finishing that race or retirement. This changes rule 61.1(a). 16.2 Protests shall be written on Standard Protest Forms available from at the LBYC Front Desk or Protest Desk and lodged there within one hour after the time the RC boat docks. 16.3 Within 15 minutes after the expiration of the protest filing period, a notice of filed protests will be posted on the Regatta Notice Board located in the lower-floor hallway of LBYC. 17 RESERVED 18 SCORING 18.1 The Low Point System of Appendix A will apply, except that each boat s total score will be the sum of her scores for all races completed. This changes rule A2. Five (5) Races are scheduled of which two (2) shall be completed to constitute a series. 18.2 For the West Coast 70 Fleet only, for scoring purposes, the US Sailing ORR ratings for TOT (Time on Time) with 50% Windward / 50% Leeward course configurations will be used. See Attached ANNEX C. 18.3 The Wind Range Rating Designation for ORR scoring will be signaled by a Numeral Pennant hoisted on the RC signal boat, prior to the warning signal as follows: One for Light, Two for Medium or Three for Heavy. Refer to Annex B for specific wind range information. 18.4 Determination of wind speed as described in Annex B shall not be grounds for redress. This changes Rule 62.1(a). 19 SAFETY REGULATIONS 19.1 Before the first warning signal for the first race each day, each boat shall, on starboard tack, pass close behind the stern of the RC signal boat and hail her sail number, which shall be acknowledged. 19.2 A boat that retires from a race shall notify the race committee boats before leaving the course area or, if that is not possible, immediately after arriving ashore. 20 RADIO COMMUNICATION 20.1 A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 20.2 Radio communication to the boats racing will be on VHF Channel 68.

21 PRIZES Trophies will be awarded following the last race on Sunday. The winner of the WC 70 Class will be awarded the Campbell Cup Perpetual Trophy. 22 ASSUMPTION OF RISK; WAIVER, RELEASE AND INDEMNIFICATION: By entering this event, all competitors agree to the following statement: I understand and agree that yacht racing involves the use and operation of marine equipment in extremely close proximity to other vessels, marks, buoys, and the shoreline in varied weather conditions and differing sea states, and further, that the captains and crews aboard other vessels may not be proficient in the operation of their respective vessels. I further understand and agree that this event is organized by volunteers who are not maritime professionals and who may or may not have formal training in vessel operation or race organization, all of which involves a substantial element of risk, including the risk of property damage or of personal injury or death. Notwithstanding these and other elements of risk and inconvenience, I wish to participate in this event because of my interest in yacht racing and the enjoyment and fulfilment that I derive from yacht racing. Therefore, in consideration of the Race Organizers (as defined below) allowing me and my crew to compete in the event described in this Race Entry Form and/or Notice of Race (the Event ), I, of and for myself and my Vessel, and my crew, my heirs, assigns, crewmembers, partners, and agents (collectively We ), hereby agree to accept any and all risks associated with this Event with the knowledge of the dangers and risks involved. We further agree to release Long Beach Yacht Club, including their respective owners, affiliates, officers, directors, members, employees, agents, committee persons, and race officials (collectively, the Race Organizers ), and hold them harmless and indemnify them, from any and all disputes, actions, claims, demands, liabilities (collectively, Incidents ), judgments, and attorneys fees which are related to or arise directly or indirectly from the activities associated with this Event (to the extent that We are involved in or participated in, or are alleged to have been involved in or participated in such Incidents), including, without limitation, those due to the negligence, fault or other act or omission of the Race Organizers. ANNEX B - Wind Range Rating Designation (applies to West Coast 70 Class only) 1. The RC will determine the average wind speed over the course area prior to the Warning Signal for each race and signal the Wind Range Rating Designation for a race, per SI 18.3 no later than the Warning Signal for that race. The RC will also attempt to notify boats via VHF channel 68. 2. In case of a General Recall, Postponement or Abandonment, a new Wind Range Rating Designation may be signaled. 3.
