At the ame time, concern regarding exiting traffic congetion on Sir Franci Drake Boulevard, and the likelihood of future development exacerbating thee condition, were a topic of coniderable dicuion. Conequently, thi Plan propoe a joint land ue and tranportation trategy. Thi approach allow new development while imultaneouly: Implementing TDM meaure and other trategie to limit vehicle trip, Working with regional and local agencie to make immediate improvement to treet and interection to alleviate exiting congetion, and Monitoring growth in vehicle trip and impact on critical interection and managing growth to limit or avoid entirely thee potential impact. New land ue propoed in thi Plan would generate additional traffic onto the congeted roadway network during the peak travel period. Although ome roadway modification in the tation area are propoed for tudy by the Tranportation Authority of Marin (TAM) 1, it i unclear how much benefit they will provide to roadway congetion on Sir Franci Drake Boulevard. To reduce the impact of new vehicle traffic on the roadway network, thi Plan propoe a TDM program and vehicle trip cap, a well a pot capacity enhancement along Sir Franci Drake Boulevard. Sir Franci Drake Boulevard Capacity Enhancement The improvement recommended below would allow maintenance of exiting traffic operation while improving pedetrian, bicycle, and tranit amenitie in the tation area. Thee capacity enhancement have been previouly propoed in adopted plan or project and include the following meaure: Work with Caltran and the County of Marin to tudy adding a third eatbound through lane on Sir Franci Drake Boulevard approaching Elieo Drive through to the U.S. outhbound on-ramp. Thee improvement are propoed to be tudied a a part of the Tranportation Authority of Marin propoed tudie (TAM Reo. 2013-14). Stripe a third wetbound through lane on Sir Franci Drake Boulevard approaching Larkpur Landing Circle (Wet) through to northbound U.S. on-ramp. Thi improvement wa propoed a a mitigation meaure for the 2000 Larkpur Landing Circle traffic tudy, which wa approved by the Larkpur City Council in 2003. Work with Caltran and the County of Marin to retime the traffic ignal between Elieo Drive and Larkpur Landing Circle (Eat) to accommodate future traffic volume. The traffic ignal on Sir Franci Drake Boulevard were recently retimed a a part of a tudy completed by the MTC and County of Marin. The ignal timing would need to be updated to accommodate the hift in traffic pattern due to the propoed land ue in thi Plan. Coordinate with the City of San Rafael and Caltran to tudy the feaibility of ignalizing the interection of Sir Franci Drake Boulevard and Anderon Drive. Acce, Circulation and ing 5 TMA, VEHICLE TRIP CAP, AND TDM PROGRAM Mixed-ue, tranit-oriented development uch a that propoed in thi Plan generate le traffic than traditional, uburban-type development. Thi Plan propoe the development of a tranportation management aociation (TMA) to enable employer, developer, building owner, and government entitie to work collectively to etablih policie, program, and ervice to aure that traffic generation complie with the vehicle trip cap, to promote travel by non-automobile mode, to addre local tranportation iue, and to foter economic development. It i anticipated that the TMA would be taffed initially by a public entity, uch a the Tranportation Authority of Marin, and that the City hare of the cot would be provided through grant funding. TMA participant would be required to fund annual TMA adminitration and management and hare the cot of program and ervice provided to participant. The TMA would be quai-public with the City having repreentation from both the Planning and Public Work Department. It would conduct and coordinate annual trip generation monitoring, which would be paid for through the annual memberhip fee. The authority of the TMA would extend from the Condition of Approval placed upon the project by the Planning Commiion or City Council, and project would be ubject to ubequent review and action by the Planning Commiion or City Council for failure to meet thoe Condition of Approval. The TMA would market ervice and program within the tation area to encourage participation by exiting ue uch a the Marin Country Mart, the Larkpur ferry terminal, and other ue with high trip generation rate. The vehicle trip cap would apply to weekday morning and afternoon peak traffic period, a well a overall daily trip to limit the future increae in vehicle trip from the tation area to no more than 10 percent above the current traffic generated by the tation area 2. In etablihing the vehicle trip cap, the City hould identify a proportional hare of the 10 percent increae in traffic generation to each opportunity ite o that traffic increae occur incrementally with each development. Traffic count would periodically be taken by the TMA at the area key vehicle entrance and exit to monitor traffic level. The City would have the ability to independently review the traffic data. The TMA would be reponible for achieving compliance with the vehicle trip cap. If the trip cap level are exceeded, additional development would not be permitted until traffic volume decreae below cap level. Potential monetary penaltie could be applied. The combination of TDM meaure and the mixed ue, tranit-oriented development land ue called for in thi Plan, would reult in a hift of five to 10 percent of total trip generated by the tation area from auto to nonauto mode between exiting and future development. Thi would reult in fewer vehicle trip generated per dwelling unit or 1,000 quare feet of commercial pace in the future compared to the exiting land ue, enuring that future development would be feaible while reulting vehicle trip would remain under the trip cap. To further manage traffic generation, a Tranportation Demand Management (TDM) program would be implemented in the tation area. Coniting of trategie uch a parking pricing, tranit dicount, and hared parking, the TDM program would further limit the generation of vehicle trip by new development in the tation area (ee Tranportation Demand Management ection). Adopted Complete Street Plan Several adopted plan provide guidance on complete treet deign within the tation area. The City of Larkpur ha adopted a Complete Street Policy and the updated General Plan will comply with Complete Street requirement in all Element, including Circulation. The Complete Street Policy include the following goal: Create and maintain a comprehenive and integrated complete treet network that provide afe, comfortable, and convenient travel acro the city. Maintain enitivity to local condition and need in both reidential and commercial neighborhood to enure a trong ene of place remain. Enure complete treet practice are practiced a a routine part of everyday operation and are incorporated into all project within the City. Regional guidance on complete treet deign i provided by the Complete Street policy adopted by the Metropolitan Tranportation Commiion (MTC). The Complete Street policy adopted by the MTC require project applying for MTC grant funding to include accommodation for non-motorized uer. Complete Street Network In the tation area, primary public and private circulation route occur on the following treet and pathway: Sir Franci Drake Boulevard Larkpur Landing Circle Redwood Highway Internal neighborhood lane Pedetrian path Thi Plan include complete treet deign treatment for all circulation route in the tation area. Figure 5.1 and 5.2 illutrate the exiting and propoed linkage provided by trail, treet, and pedetrian walkway. Where feaible, add pedetrian amenitie (eating, interpretive ignage, lighting) to the multi-ue trail along the outh ide of the road between the ferry terminal and Remillard. On the north ide of the treet, improvement are needed at the eat end to connect from Lincoln Village Circle to Sir Franci Drake Boulevard and to provide acce to the Sanitary Ditrict parcel. Sidewalk are miing on the entire outh ide of the circle with the exception of the far wet extent. There i inufficient available width to accommodate idewalk at preent; however, a hown in Figure 5.3, a light narrowing of travel lane will allow for a 6-foot idewalk within the right-of-way. With a reconfiguration of the parking lot for the Marin Country Mart or contruction of reidential unit an additional four feet of idewalk i recommended to achieve a total idewalk width of 10 feet. Further tudy i needed to determine whether bicycle lane could be added. Thi will require cooperation with the Marin Country Mart owner and poibly dedication of frontage. At a minimum ue harrow marking along the circle to indicate hared ue of the roadway. 5 Acce, Circulation and ing Tranportation Demand Management Program Thi Plan include a uite of Tranportation Demand Management (TDM) trategie to reduce peak ingle-occupancy vehicle trip and encourage ue of tranit, walking, and biking a tranportation mode. Thee trategie can ignificantly enhance mobility for people acceing the tation area and will require cloe coordination among multiple agencie, including the GGBHTD, Tranportation Authority of Marin, County of Marin, and Caltran. Thee TDM trategie will be mot effective when they are provided for all uer group in the tation area, including reident, employee, hopper, and tranit rider. A vehicle trip cap will monitor effectivene of the TDM program and the traffic generated from the tation area. The TDM program and vehicle trip cap will be managed through the propoed tranportation management aociation (TMA). TDM Coordinator Hire an on-ite TDM Coordinator to manage and promote TDM program and overee monitoring to determine program effectivene. A TDM Coordinator provide information via flyer, poter, e-mail, and educational program regarding non-auto acce and circulation option. The TDM Coordinator role may alo include actively marketing alternative mode ue, or adminitering a neighborhood ridematching program. A TDM Coordinator could alo help implement or upport the following parking and vehicle management trategie decribed in thi ection. Neighborhood EcoPa Provide a tranit ubidy ( commuter check or EcoPa ) to all reident and employee. Thi program will reduce the cot of uing tranit ervice to acce the tation area. Neighborhood Ridematching and Rideharing Carpool conit of two or more people riding in one vehicle for commute purpoe. A vanpool conit of even to 15 paenger, including the driver, and the vehicle i either owned by one of the vanpooler or their employer or leaed by a vanpool rental company. Carpool and vanpool formation often require ridematching aitance. Neighborhood carpooling could be incentivized through priority parking at the Larkpur SMART tation and ferry terminal, and through tranit fare reduction. Additionally, the Guaranteed Ride Home program (ee below) will provide an inurance plan to thoe heitant to join carpool for concern of being unable to repond to an emergency, ick child, or other iue. To facilitate the formation of carpool, a TDM coordinator will adminiter an on-ite carpool and vanpool matching ervice for commuter and maintain a lit of available vanpool that provide ervice between the tation area and variou reidential neighborhood. The coordinator could alo direct patron to the 511.org Ridehare webite to acce additional ridematching ervice. Attended ing Attended parking employ the ervice of a parking attendant who organize efficient parking baed on arrival and departure time. Thi trategy i well-uited for the ferry terminal, SMART tation, and Larkpur Landing office, where arrival and departure come in wave with ample time during the day to re-arrange vehicle for efficient torage and exiting. Unlike valet parking, where a valet park a vehicle on arrival and retrieve the vehicle on departure, attended parking relie on organized parking queue and i not intended a a luxury ervice. Driver typically park and retrieve their own vehicle. A ignificant benefit of attended parking i the ability to utilize more capacity in a parking area. Preferential ing for Vanpool or Carpool Reerve convenient parking pace for high-occupancy vehicle (HOV) to encourage rideharing. Preferential pace could be triped and igned at a low cot. By implementing thi trategy with attended parking, there will be minimal enforcement cot.
