I N T E R N A T I O N A L S K A T I N G U N I O N Communication No. 2119 OLYMPIC WINTER GAMES 2018 ENTRIES/PARTICIPATION SINGLE & PAIR SKATING AND ICE DANCE (in addition to Communication No. 2093) A) Entries 1. Allocated entries The remaining entries for the Single & Pair Skating and the Ice Dance competitions at the 2018 Olympic Winter Games (OWG) have been allocated according to Rule 400 A. paragraph 4, after the Nebelhorn Trophy, Olympic Qualifying Competition in Oberstdorf, Germany, held on September 28-30, 2017. Only NOCs/ISU Members which had not already qualified for entries in each discipline were eligible for the remaining entries for the 2018 Olympic Winter Games. Entries to the 2018 Olympic Winter Games are in all cases awarded to NOCs/ISU Members and not individual/named Skaters. However, only skaters fulfilling both ISU and IOC citizenship/residency requirements may be entered. According to the Olympic Charter, Rule 41, only citizens of the NOC/ISU Member may be entered. Furthermore, according to the Bye-Law to Rule 41, paragraph 2 of the Olympic Charter, at least 3 years must have passed since the entered competitor last represented his former NOC/ISU Member. Furthermore, Skaters must have reached the minimum Total Technical Element Scores (TES) for Short Program/Dance and Free Skating/Dance as indicated in ISU Communication No. 2097, point 10 by the entry deadline. Therefore this entitles CZE to one entry in the Pair Skating event. 2) The Dansk Skojte Union (DEN) has announced that they will not use their quota for Ice Dance for the OWG. Therefore this entitles SVK to one entry in the Ice Dance event. 3) As indicated in the OWG Figure Skating Qualifying criteria, In the case where the host country, the Republic of Korea, went through the normal qualification procedure and did not qualify for any or only for some of the individual events (Ladies Single Skating, Men Single Skating, Pair Skating, Ice Dance), the Republic of Korea will be allocated one host country place for the individual event(s). This means that the host country places would apply, if applicable, for one (1) Skater in Ladies Single Skating and/or one (1) Skater in Men Single Skating and/or one (1) Pair Skating couple and/or one (1) Ice Dance couple for a total maximum host country places of six (6) Skaters. As mentioned above, such host country places will only be implemented if there are remaining places from the ten (10) Team Event Additional Athletes Quotas. Should KOR qualify through the stand-by list due to the non-participation of qualified NOCs/ISU Members, the total entries would return to the numbers indicated in Rule 400, paragraph A. 1. and the above-mentioned provision would no longer apply. 2. Please also see paragraph C. 3. Qualification for Final Free Skating / Free Dance Based on the results of the Short Program in Single Skating and in accordance with Rule 400. A, paragraph 1, the twenty-four (24) best placed competitors only shall qualify for the Final Free Skating, the sixteen (16) best placed Pairs qualify for the Final Free Skating. In Ice Dance, the twenty (20) best placed Ice Dance Couples after the Short Dance will qualify for the final Free Dance. The results shall be calculated in the usual manner in accordance with Rule 353. B) Judges 1. Only Judges who are also drawn and present on site of the OWG to judge the individual OWG competitions/disciplines shall officiate in the Figure Skating Team Event. 3
Judges for the Figure Skating Team Event were drawn from the same pool as for the individual OWG competitions/disciplines (see Rule 402) meaning that the draw was not limited to a pool of Judges from ISU Members who will qualify for the Figure Skating Team Event. PAIR SKATING 9 Judges out of the 13 Judges are drawn for the Pair Skating panel; ICE DANCE 9 Judges out of the 13 Judges are drawn for the Ice Dance panel; MEN 5 Judges out of the 9 Judges are drawn from the Men panel plus 4 Judges out of the 9 Judges from the Pair Skating panel (P) compose the Men panel; LADIES 5 Judges out of the 9 Judges from the Ladies panel plus 4 Judges out of the 5 remaining Judges from the Pair Skating panel (P) compose the Ladies panel 2. Judges by name The names of the Judges drawn and a substitute Judge must be sent to the ISU Secretariat, 10 days after the publication of this Communication (October 12, 2017) using the attached form. Rule 138, paragraph 1. C) applies. 3. Travel arrangements for Judges POCOG will arrange all necessary flights for the nominated Judges. As per IOC Guidelines, Judges must be present on site at least 3 days before their first event. Those officiating at the Team Event are requested to arrive on February 6, 2018. Judges appointed only to the individual events should check the PyeongChang 2018 Schedule before informing the OC of their preferred travel dates. The departure date can be scheduled earliest the day after the respective competition with the clarification that Judges must attend the Round Table Discussions that are scheduled during the morning after the Free Program. The latest possible departure date is Sunday, February 25, 2018. The attached form ENTRIES BY NAME FOR JUDGES FOR THE 2018 OLYMPIC WINTER GAMES, PYEONGCHANG should be sent back to the ISU Secretariat latest by October 12, 2017. C) Entry procedures/deadlines October 12, 2017: Entry by Name for Judges Form (see attached) must be sent by all ISU Members which have been drawn with a Judge. October 30, 2017: NOC/ISU Members having earned entries at the Olympic Qualifying Competition Nebelhorn Trophy 2017, must confirm by October 30, 2017 if they intend to use their full quota of entries. In the case that not all NOCs/ISU Members use their full quota of entries, the available places will be reallocated to the stand-by NOCs/ISU Members. The respective stand-by NOCs/ISU Members will be informed by the ISU immediately after October 30, 2017. December 11, 2017: announcement of Teams qualified for the Team Event. January 11, 2018: Entry by Name forms (see attached) must be sent by all NOCs/ISU Members which have been allocated an entry to the OWG, including those with remaining stand-by entries, and be received by the ISU Secretariat only, no later than January 11, 2018. In the case that not all NOCs/ISU Members use their full quota of entries and the available entries are reallocated to NOCs/ISU Members with remaining stand-by entries, the NOCs/ISU Members receiving these reallocated entries will be informed by the ISU Secretariat by January 20, 2018. January 29, 2018: PyeongChang 2018 Entry by Name must be submitted by all NOCs/ISU Members which have been allocated an entry to the OWG. These forms must be sent by NOCs and received by POCOG no later than January 29, 2018 according to their instructions and a copy also sent to the ISU Secretariat. After this date, in principle no entries can be transferred from one NOC/ISU Member to another NOC/ISU Member.
