North Central WV Benedum Airport Runway Safety Area Improvements Project Submitted by Ted Garrett, Project Manager On December 16, 2010 J.F. Allen Company won the bid for the North Central West Virginia Benedum Airport Runway Safety Area Improvements Project. The scope of the work for the project consists of 374,000 cubic yards of excavation, 1,600 linear feet of storm water pipe with two underground storm water retention systems, 4,300 linear feet of under drain pipe, 50,000 tons of sub base and aggregate base course material, 22,000 tons of Hot Mix Asphalt, 240,000 square feet of pavement markings, 7,000 linear feet of milling the existing runway, grooving the runway, relocation of 12 MSLR towers (two of which are over 60 feet tall), displacement and relocation of thresholds, and the relocation of various FAA equipment and buildings. Beginning in July 2011, J.F. Allen Company was underway with excavation of the airport glide slope area. Lead by Superintendent Ed Paugh, and with the help of many reliable employees, 340,00 cubic yards of material was excavated by Thanksgiving 2011, with 100,000 cubic yards of material that had to be transported across U.S. Highway 270. A night shift was started (lead by Bob Petrel) to help expedite the transport of material across the highway. This was a difficult task due to the crossing of four lanes of traffic with high speeds, but with great effort, the task was a success and without an accident. Due to the Instrument Landing System (ILS) still in operation, J.F. Allen Company was unable to displace the threshold 1,000 feet so that work could proceed on the 800 foot runway extension. It was decided that a winter shut down was needed and the ILS would be turned off in April 2012 so that work could resume on the runway extension. In April 2012, the winter shutdown was over and J.F. Allen Company was back working. The threshold was displaced 1,000 feet and 30,000 cubic yards of excavation was removed from the runway extension and taxiway. Supervised by Rick Hawkins and with a skillful pipe crew, two large underground storm water retention systems were installed which consisted of 1,400 Linear Feet of 36 HDPE Pipe with compacted gravel backfill. Pip Belt and crew placed 28,000 tons of P-154 subgrade material, and with the help of Andy Walker s Paving Crew, 10,000 tons of P-208 Aggregate Base Course and 12,000 tons of P-209 Crushed Aggregate Base Course was placed and fine-graded, making up a total depth of 39 inches, making a firm foundation for the runway extension and taxiway pavement course. During the resurfacing of the runway, many tasks had to be completed to re-open the runway. The tasks were as follows: Milling of the existing Runway, Crack filling of the Run way, Resurfacing of the Runway, shoulder work along the new asphalt, fine grading of the RSA Area, placement and lighting for the FAA equipment, and painting of the Runway. All of these tasks were completed on time and to the perfection and quality that J.F. Allen Company consistently delivers. The management team of Ted Garrett, Bryan Leatherman, Ed Paugh, and Chris Dean would like to thank all of the employees that worked to make this project a success, including Alcon Trucking Company drivers, Mike Wilson, Janet Shiflett, Dwayne Anderson, Jeff Anderson, Scott Atkinson, Pip Belt, Tanner Belt, Mike Berlo, Kylee Boring, Ron Bowser, Jeremy Bruffey, Richard Burke, Mark Burton, Mark Campbell, Julie Closson, Gary Cobb, Jeff Crislip, Billy Davis, Micky Davis, Brandon Dean, Eddie Dean, Shirell Duckworth, Barry Fisher, Doodle Gaines, Matt Garton, John Given, Eleni Hadjis, Steven Hall, Matt Hamner, Rick Hawkins, Rob Hoover, Clinton Hughes, Jerry Johnson, Larry Johnson, eff Jones, Troy Jones, Art Kapis, Shawn Kapis, L.E. North Central WV Benedum Airport 2012 Asphalt Paving Phase Submitted by Bryan Leatherman, General Manager Asphalt Division The J. F. Allen Company Asphalt Division produced and installed over 16,000 tons of Asphalt at the North Central WV Airport starting on Thursday, June 21, 2012 and finishing up on Sunday, June 24, 2012. There was a tremendous amount of planning and preparation to make this a successful part of the complete project. Coady Construction began milling the entire existing runway surface on Thursday @ 12:01 am, and Jeff Crislip and crew performed the sweeping and clean up in order for the paving crews to get started @ 7:00 am on Thursday. Trey Moore s crew and Andy Walker s crew placed a new J. F. Allen Company record of 6291 tons of asphalt on day one. The milling operation continued on Thursday night @ 10:00 pm and finished at noon on Friday. Both crews placed 6,017 tons of asphalt. Saturday, day three, the last two lanes of mainline paving was completed by 1:00 pm which left time to complete a couple of taxiway approaches. The total placed on Saturday was 3,400 tons. Sunday, day four, was spent finishing up the taxiway approaches, placing 625 tons. This was a textbook example of a true TEAM EFFORT by all of the employees involved in this project. A plan was developed on paper and executed on the project and in the plants. A special thanks to Chris Dean, and all the crews who worked in the field (Andy Walker s, Trey Moore s, Jeff Crislip s, and Ed Paugh s) Dave Travis and his crew at the Saltwell Plant, George Price and his folks at the Elkins Plant, Mike Wilson and all the Alcon Trucking drivers who did a great job safely delivering all the material. I would also like to thank Chad Miller and all of the technicians who did an outstanding job in communicating with the plants and the field to create a quality project.

GRIZZLY ALLEN Congratulations are due once again to James F. Allen V, son of James and Lisa Allen on another achievement while hunting in Cambridge Bay, Canadian Artic, in the territory of Nunavut. Jamie s expertise and skill in bow hunting is evident with this prize Barren Ground Grizzly Bear weighing in at 700 lbs. Because of the weather and terrain the bow hunt was especially challenging. The temperature was 10 degrees and colder! This is an accomplishment for anyone, but especially for Jamie at 15 years old! CONGRATULATIONS! Get Well Wishes to our friends and co-workers George Morrison and Bob Poling! Sending a smile and a hug to let you know we are thinking of you today! The Utility Division has recently started work in Canaan Valley installing a new snowmaking system for the ski area in Canaan Valley State Park. The project is under the direction of Philip Austin. With his crew of 13 employees, work should be completed by the end of November, 2012, hopefully before the natural snow flies! Mike Herron, Safety Director, visited the work site and provided the scenic pictures. Rest is not idleness, and to lie sometimes on the grass on a summer day listening to the murmur of water, or watching the clouds float across the sky, is hardly a waste of time.
