Application An approved 2016 WTF Global Licence (WTF Global Athlete Licence OR Global Official Licence) is required by all athletes and officials who wish to register for the 2016 Austria Open. WTF Global Licence registrations & renewals can only be made through the WTF recognized Member National Associations and application should be made at least 2 months before the Tournament starts to ensure the WTF licence can be processed and approved in time. There will be NO WTF Global Licence registration onsite. There will be no refund, if a registered competitor fails to show up for the competition If the athlete registered online ( www.hangastar.com/wtf ) does not take part in the competition for some reason, but he/she has not been removed from the list of participants before the deadline (30.05.2016), his/her team official must fully (100%) pay his/her entry fee for participation. Entry fee is not refundable at any time after the deadline Condition for Participation WTF Global Athlete Licence (GAL) is mandatory for all competitors in WTF categories. In addition, participants from Austria need the ÖTDV-Ausweis. All participants must be prepared to proof their age by presenting their valid passport or ID-card at registration. Starting permission for children and minors lies within the clubs responsibility (mind the liability exclusion!). By filing the application the contestants agree that their names will be published on the list of participants and result lists in the internet. Anti-Doping The competitor accepts the Anti-Doping rules of the World Taekwondo Federation and the National Anti-Doping Agency Austria (NADA), www.nada.at/en. The list of prohibited products can be reviewed on the web page of the World Anti-Doping Agency (WADA) under the following link: http://list.wada-ama.org. With the application all athletes commit themselves to refraining from all actions which are incompatible with the principles of fairness in sport and ensuring by all means at their disposal that no prohibited substances enter their body tissue or body fluids and no prohibited methods are used on them.

Liability All participants take part at their own risk. No liability of any kind will be assumed by the promoter or organiser. By handing over the registration form the competitors and the coaches expressly agree with the liability exclusion. Exception: In the Junior category a pair / team may consist of juniors and cadets, but in any case they will have to compete in the Junior class!

Compulsory Poomsae All Poomsae will be drawn by lot for each category out of the corresponding pool of compulsory Poomsae. The forms have to be presented in the same order as they were drawn. The drawing of the Poomsae will be performed by the competition board on Monday, 30 th Mai 2016, and will be sent out immediately thereafter via TPSS to all subscribed clubs. It will also be announced on austrianopen.otdv.at Method of Competition Recognised Poomsae Combination System: Cut off system + Elimination tournaments system 1 st round (Preliminary; 20 or more contestants): Two Poomsae in accordance with drawing, the best 50% proceed to the next round. If the number of contestants is odd, then the number will be rounded to make even. (E.g. if there are 25 contestants in the category, then 13 contestants shall advance to the semi-final.) In order to keep the time schedule, very large categories can be split into 2 pools, each group performing on a different court. In that case the best 50% of each pool will advance to round 2. 2 nd round (Semi-final; 9 to 19 contestants): Two Poomsae in accordance with drawing, the best 8 athletes qualify for the final. 3 rd round (Single Elimination tournament system only in Final; 1 to 8 contestants): Two Poomsae in accordance with drawing. Single Elimination Tournament System for all WTF Poomsae Ranking Divisions: U30; U40; U50; U60; U65; O65. Adult individual divisions female and male, single elimination from first round, according to the World Taekwondo Federation Poomsae World Ranking Bylaw (in force as of January 1 st, 2016). Note: The individual, pair and team divisions up to 11 years Children will start from semi-final (9 and more contestants) or final (1 to 8 contestants) No 1 st round! The organiser reserves the right to reduce the number of Poomsae to be performed in the preliminary and / or the semi-final round to one (1) form. Para Intellectual Impairment P20-Division Only final (one round) regardless of number of athletes, one (1) Poomsae of free choice. Procedure in Case of Equal Score Recognised Poomsae a) In case there is a tied score after the completion of the preliminary round at the last place of the best 50%, respectively on the 8 th rank of the semi-final round, the higher points in presentation will be the determining factor for advancement to the next round. If this score is equal as well, all athletes in question will proceed.

b) In case there is a tied score after the completion of the final round on the rank 1, 2, or 3, the contestant who is awarded more points in presentation shall be declared the winner. In case the score is still tied, then the one who has higher total points (including highest and lowest points) shall be the winner. If it s still tied then a rematch between the contestants in question shall be conducted. The referee will decide on the Poomsae to be performed (in any case one of the compulsory Poomsae). Categories Freestyle Poomsae Age categories are based on the year of birth (explanation see Recognised Poomsae). Each performance shall have a duration from 60 seconds to 70 seconds. Perfomed techniques must be within the boundaries of taekwondo. Music & choreography shall be the choice of the contestant. Scoring shall be made in accordance with the rules of the WTF. Method of Competition Freestyle Poomsae Only 1 round (final), independent of number of athletes. Procedure in Case of Equal Score Freestyle Poomsae a) In case there is a tied score after the completion of a Freestyle category on the rank 1, 2, or 3, the contestant who is awarded more points in Technical Skills shall be declared the winner. In case the score is still tied, then the one who has higher total points (including highest and lowest points) shall be the winner. If it s still tied then a rematch between the contestants in question shall be conducted, where they will have to perform the same Freestyle Poomsae once again.

Equipment Participating contestants shall wear the WTF-recognised taekwondo uniform. Kup holders with white basic uniform only (no black collar, no coloured trousers)! International Referees Invitations for International Poomsae Referees will basically be made by the Referee Director. However, International Referees interested in officiating at the Austrian Open Poomsae 2016 can send an e-mail to the Organising Committee indicating their interest. Please mail to: referee-poomsae@otdv.at. Protest Arbitration board, protest charges and possible changes of the course of events will be announced at the head of team meeting. Award Presentation The awarding ceremony for the individual, pair and team categories will take place right after the respective contest on the competition area.
