Welcome! by President of CDCO 42 (organising Committee) Junior European Cup 2013 // bulletin 3 Dear Orienteering friends, On behalf of the organising committee, I am pleased to welcome you to the 2013 European Junior Cup in France, October 4th to 6th, in the Pilat Regional Park just above the city of St-Étienne, well-known among orienteers. The Pilat Regional Park, an orienteering terrain above all, is the ideal place to practise our sport. Indeed, the French national team has recruited many orienteers coming from our forests such as Thierry Gueorgiou, the most famous French orienteer. For competitors, we wish to organize a challenging event, where you will be offered the possibility to show all of your technical and physical skills, with competitions set by some of the most experienced course-setters in France. For spectators we wish to provide an exciting show, and the possibility to enjoy competing on the same terrain as the JEC races. Competition areas, official accomodations, and the event centre are all located close to the village Le Bessat in the Pilat Regional Park ; a perfect way to optimize travel time, and improve your comfort as much as possible. All the competitions will be located next to the Event centre (Le Chalet des Alpes) in Le Bessat village. There is no need to take the car to go to the race areas. Junior European Cup 2013 // bulletin 3 Event Centre Le Chalet des Alpes La Croix de Chaubouret 42660 Le Bessat Accomodation Le Chalet des Alpes (Event Centre). La Traverse in the middle of Le Bessat, 1,4 km from the Event Centre. 3 classes of accommodation are offered : // Class 1 : Room with 2 to 8 single beds (shower and toilet in the room). Rooms with more than 3 beds have their own kitchen. // Class 2 : Room with 4 to 6 beds (shower and toilet outside the room). // Class 3 : Dormitory 25 beds (shower and toilet outside the room). Catering Breakfast and dinner will be taken at your accommodation. Lunch-packets will be distributed at your accommodation during breakfast. Breakfasts, lunch-packets and dinners are included in the accommodation price. We will do our best to cater for special requests such as vegetarian meals. Let us know by e-mail when registering. 5
Junior European Cup 2013 // bulletin 3 Cost and registration Competitors : Class 1 : Room 175 (en-suite bathroom and toilets) Class 2 : Room 145 (showers and toilets outside the room) Class 3 : Dormitory 125 Price includes entry fees for the races, accommodation from Thursday evening to Sunday (13.00) and all meals during this period. Please, bring your own sheets or sleeping bag. Sheets can be hired for 5 (on-site payment). Entry fee for races only : 45 Team officials : Class 1 : Room 130 (en-suite bathroom and toilets) Class 2 : Room 100 (showers and toilets outside the room) Class 3 : Dormitory 80 There will be no discount for competitors arriving later than Friday. photo : M.Body Junior European Cup 2013 // bulletin 3 Competitors The Junior European Cup is open to National teams of competitors aged 20 or younger on December 31st 2013. Sprint and Long Distance : W18, M18, W20, M20. (max 6 runners per nation in each class). Relay : Women, Men (3-leg relay). (max 4 relay teams per nation in each class). A maximum of 4 staff members per Nation is allowed. Classification There will be a separate classification for every race of the JEC 2013. A combination with the National course is not possible. National Team Scoring A National Team score will be established based on the results of all three competitions according to : Sprint and Long Distance : The two best runners from each nation and each class will be counted. The number of points earned equals the ranking (1st = 1 pt, 2nd = 2 pts, etc.). If a nation has only one or no runner in a class, the non-existent starts will be counted by taking the total number of starters in that class +1. Relay : The best team for each nation, in each class, will be counted, with its ranking multiplied by 6. Overall score : The National Team with the lowest total after the three competitions wins and becomes Junior European Cup Team Champion 2013. 7

You are allowed to wander through the village, but it s forbidden to use a map or any other documents, to run or to test route choices. photos: cdco 42 Junior European Cup 2013 // bulletin 3 Terrain description Sprint : mix of fast urban terrain and fields Terrain form: The altitude difference between the upper and lower part of the courses is about 75 metres. With a start point being located on the high part of the map, the courses are mostly downhill. Vegetation: Mix of open areas / cultivated land (low grass, no flowers, scattered trees) and urban area, city centre with no vegetation. Runnability: Mostly excellent. Low grass in field. Some small areas with vegetation but good runnability there too. Visibility: Excellent. Traffic: The courses use a road network open to cars, except for one road closed to traffic. Even if the traffic is fairly reduced, organisers highly invite the runners to paying attention to cars. Some organisers will be located at crossroads and will provide all the required assistance to ensure everything goes smoothly during the competition. Car speed limit in the competition area is 30km/h. Long Distance : steep forest Terrain form: Very steep slopes. Altitude between 1200-1400m. Vegetation: Large forest with a mix of pine and beech trees. Some open lands on the upper parts of the map. Runnability: Partly good due to a quite dense network of paths and tracks on tops and ridges (decreasing in slopes and hillsides). In some places, runnability significantly limited by undergrowth vegetation (mostly very dense), and rocky ground. Visibility: Vary from good to limited in some green areas Relay : steep forest 11 Same characteristic as the LD description above, with altitude from 1200 to 1280m.

photo : P.Alessandri General Event instructions Team leaders and Team leader meetings Each National team nominates a Team leader who shall take part in the meetings and who will be the main contact for the organising staff. Team leader meetings will take place at the event centre Le Chalet des Alpes. Junior European Cup 2013 // bulletin 3 There will be a meeting before each competition (included sprint). Transport to races All finish areas are within walking distance from both accommodations (1,4 km max.). It is strongly advised to get to the finish areas on foot. Clothes There are no special regulations applying to runners concerning the type of competition clothing. The use of long trousers is recommended for the Long distance and Relay. The use of spikes shoes is not recommended for the Sprint. Punching system SportIdent system will be used in all JEC 2013 races. Please ensure your team bring their own SI cards. SI cards can be hired on request (please state in your final entry). Prize giving ceremonies Prize giving ceremonies for Sprint and Long Distance will take place together on Saturday, on the Long Distance arena. Relay and National Team Scoring ceremony will take place on the arena after the Relay. Please notice that all nations with potential top3 runners should bring one or two extra National flags for the prize giving ceremonies. Protests Arbitration will be settled by the organisers. Antidoping The current anti-doping regulation by l Agence Française de Lutte contre le Dopage applies to all participants (www.afld.fr). > The antidoping statute will be detailed on the next bulletin. Maps for training A model event (free order with flags) will be organised before JEC 2013. One map of this model event will be offered to each and every competitor and team leader. The maps will be available at the Event Center ( Le Chalet des Alpes ). The organising team can arrange trainings of any kind on request (with or without flags and SI).
