Minutes of the Management Meeting held 19 th July 2012 at Bateau Bay Sports Club commencing at 7.30 pm Chairman: Initially Past President Kevin Dring and later Acting President Max Le Guier Present: 31 delegates (representing 19 clubs), and 11 Executive and Permanent Committee Representatives. New Delegates; nil Appointments: Kevin Dring advised that he had been elected unopposed as State Councillor and accordingly he has resigned his position as President. At the Executive Meeting held last Monday his resignation as President was confirmed and Max Le Guier was appointed as Acting President. At that stage Acting President Max Le Guier assumed the chair. Confirmation of the Minutes Held 17 th May 2012: The minutes were confirmed. Moved Doug Hawkins, Seconded Tony Hegyi. Carried. It was noted that the minutes of the last Management Meeting had an incorrect first name for Jim Watson. Business Arising: nil Correspondence: A list of correspondence was emailed to delegates and was formally presented and accepted. The Secretary drew attention to 2 circulars that had been issued 2012-02 and 2012-03 also a letter from the RNSWBA regarding the suspension of C. Bell of Wyong. Reports: These minutes are to be read in conjunction the document titled Reports for Executive and Management Meetings to be held 16th/19th July 2012 that was circulated by email prior to the meeting. This document forms part of these minutes. All reports were presented at the meeting. Kevin Dring spoke to the President s report advising that he had acted in that capacity for four years but felt that it was time to move on. Doug Rose spoke to the State Councillor s report. He pointed out that in the new regulations of the Royal there is a weighted voting system for Directors of the RNSWBA. The Treasurer answered the enquiry from Frank Simpson at the May meeting on what made up Sundry Items of $2355. It was primarily a refund of $1500 paid in error by Bateau Bay to BCC. Garry McFadyen spoke to his Under 18 s report which was not included in the Reports. David Cameron said that he had nothing to add to his report although he did draw attention to the proposal to invite Lachlan Tighe to make a presentation on 27/28 October to coaches/selectors.. General Business: 1. AGM nominations close 26 th July 2012. As is required by the constitution the Secretary will email clubs on the 2 nd August advising the nominations received. The Secretary warned Clubs that under the Constitution Clubs must be financial to vote at the AGM. 2. Grade 1 State Pennant Final- the Publicity Officer has a flyer available and he urged any member to perhaps put them into shops, libraries etc. 3. Rep Team Travelling Expenses- The BCC subsidy will decrease to 25% after the Pat Geary at Lambton and U18 7-a-Side at Port City on 11 th and 12 th August 2012. 4. Complaints: Will only be accepted from Clubs not from individuals. 5. Up-coming Representative Events (a) Pat Geary- Col Bray and Bob Bourke will attend this event. (b) State Under 18 7 a Side- Port City- Secretary Doug Rose will attend this event. A question was asked about the Mid-Week Pennants - Answer- the Mid-Week Pennants is 3 bowl triples, 21 ends, 3 rinks. The State Councillor asked that the meeting agree that BCC should approach the Bowls NSW Development Team to get their assistance with the next Recruitment Day. Date: 20th September 2012 Reports for Executive and Management Meetings to be held 16 th /19 th July 2012 President- Kevin Dring Since the last meeting I have attended the following events / meetings in my official capacity as President: - May 29 Zone Constitution Work Meeting / Greg Helm Ourimbah Lisarow RSL, June 3 Zone Pennant Finals Ettalong Memorial, June 17 Open Trial Zone 15 v 6 Ourimbah Lisarow RSL, June 19 State Grade 1 Pennant Final Planning Meeting The Greens The Entrance, July 1 Zone 15 Singles Finals The Greens The Entrance. First and foremost, I congratulate the respective winners of the 2012 Pennant finals and extend a vote of appreciation to the Zone Match Committee and Ettalong Memorial B C for hosting the Zone Pennant finals in a most professional manner. It was an outstanding effort! As this is the last official Management Meeting for the year I encourage members with administrative experience and / or willing to learn to give serious consideration to standing for office in one of the varied positions that will be open to nominations. It s an opportunity to utilize your skills and experience by putting something back into our game and many of these roles can be most rewarding. After 4 1 / 2 years as President I believe it is time for me to step aside and allow some fresh leadership and thinking to emerge. As indicated at the last meeting, I wish to stay involved with Bowls administration and continue to utilize my management skills and experience. In that regard, I look forward to undertaking the role of Zone 15 State Councillor and being part of an Executive team that will continue to reinforce and enhance our image as a progressive and forward thinking Zone. State Councillor- Doug Rose My Last Report As indicated at the last Management Meeting I did not nominate this year as State Councillor. As you are aware I have had some health and family issues this year which has driven home to me that the effort of doing 2 jobs cannot be maintained on a long term basis. My other reason was the exceptional calibre of the man prepared to replace me, Kevin Dring. Kevin has been an exceptional President of Bowls Central Coast amongst many other things Kevin has brought an outstanding level of professionalism to this Association s image through its letters, documents, flyers, advertisements, even the bowls stickers. It is this professional image of Bowls Central Coast that I will be working hard to maintain in the future. Kevin will be a strong voice for Zone 15 at the State Council Meetings. Bowls NSW Magazine Kevin has hit the ground running and has submitted a discussion paper for the next State Council Meeting making suggestions for the improvement of this very important magazine which I m sure that we all agree, does need a facelift. Recruitment and Retention I don t have to tell you of Kevin s commitment to Recruitment. As President he also had the portfolio of Recruitment on the Zone Executive. It has been a lot of hard work on my part to raise the profile of Recruitment and Retention at the Royal. I am very satisfied that Kevin will build on this hard work and steer Bowls NSW on a path of providing much stronger leadership to Zones and Clubs on Recruitment and Retention. Already Kevin has proposed a

discussion document for the next State Council meeting recommending how Bowls NSW can improve their marketing of our sport. This objective was raised out of the seminars we conducted with Clubs in 2009. RNSWBA Regulations have now Bowling Members Weighting per one (1) vote cast been approved by the Board of the RNSWBA and <49 1 are available on their web site. Clubs will now have a weighted vote for Directors 50 to 99 1.5 of the Board. I am pleased with this provision 100 to 149 2 as I had argued strongly at the Royal 150 to 199 2.5 against the original proposal that each 200 to 249 3 Club has one vote. This would have meant 250 to 299 3.5 Zone 15 (with around 4,000 bowlers) having 25 possible votes as against say Zone 8 300 to 349 4 with (with around 2,000 bowlers) having 61 350 to 399 4.5 possible votes. The weighting is shown above. Constitution A Draft Model Constitution for Zones has been prepared with the assistance of Kevin and myself. Regrettably the RNSWBA has insisted on a far more complex constitution than the simple constitution of the Department of Fair Trading that was proposed by the Zone 2 Advisory Committee and myself. The Draft Model requires us to have a similar body to the State Council as an advisory body to the Executive. This means that Selectors, Match Committee, Umpires and Coaches amongst other bodies will not have a say in how this Zone is run. Conclusion - I have very much enjoyed the privilege of being your State Councillor. I did enjoy the cut and trust of debate at the Royal Board Meetings and the ability to influence the development of the RNSWBA constitution and Conditions of Play. I was pleased to be instrumental in women being allowed to be Pennants Team Managers. Most of all, I have very much appreciated the warmth and friendliness that I have received when visiting Clubs representing the RNSWBA. Secretary - Doug Rose Annual General Meeting The preliminary Agenda has been distributed to Clubs calling for nominations for elected positions by 28th July 2012. Nomination Forms are available from myself, your Club or the BCC web site. A further notice will be issued on 4th August 2012 detailing the nominations received. Clubs are reminded that any business that they wish to be discussed at the AGM will also need to be in writing and with me by 28th July 2012. Mailbox - A reminder that as of next year the P.O. Heath The Secretary Chairman of Match Treasurer Bowls Central Coast Bowls Central Coast Bowls Central Coast 3 Drew St., 1/50 Springwood St., 1/20 Broonarra St Woy Woy NSW 2256 Ettalong Beach NSW 2257 The Entrance NSW 2261 2012 Capitation Fees Could you remind the appropriate people at your Club that due to the constraints of the current constitution that Capitation Fees of $14 Full Member, $7 Multi-Member and Free for Under 18 members should be paid 30 days after the end of your Club s Financial Year and must be paid before the AGM on 18th August 2012 or your Club s delegates cannot attend the AGM nor can any of your members stand for elected positions. 2012 Affiliation Fees - Invoices have been issued for $50 2012 Affiliation Fees which also must be paid by the AGM. Election of State Councillor In accordance with the constitution, nominations closing 22st June 2012 were called for the position of State Councillor. The only nomination received was that of Kevin Dring who will be confirmed in the position at the July Management Meeting. Publicity - Bob Bourke

Since my last report in my capacity as Zone 15 Publicity Officer I have attended and/or reported on the following; May 16 th Volunteers Day at The Greens The Entrance. A great day enjoyed by volunteers from 19 clubs with special guest State President Ian McKnight. June 2 nd & 3 rd Zone 15 Pennant Finals at Ettalong. The Express newspaper attended and a story with photo appeared in a following issue. July 1 st Zone 15 Singles Final at The Greens The Entrance. A brief version of the story I sent to the Express newspaper appeared in the following Friday edition with a direction to their website to view the full version and photo These past few weeks I have been working on promoting the State Pennant Finals at The Greens@The Entrance which included a meeting with The Greens management to discuss arrangements, produced a Flyer for shop windows etc, a meeting that President Kevin and I had with Duck s Crossing to compose an ad, plus the usual media contacts to advise them of the event. Financial Report - Albert Heath The Treasurer s report is with the Auditors and will be published in the Annual report for the AGM. Under 18s Report - Garry MacFadyen Nil report Umpires Report - Leo Finn The Umpires Panel has had a very busy time with the re-accrediting and training of new Umpires for the various clubs within Zone 15. There are currently 7 active Level 2 umpires that perform the duties associated with re accreditation and new umpire training. We currently have accredited persons who act as Umpires and Measurers at the various clubs officiating at Club Championships, Zone Championships, State Pennant Play offs and other games as called upon and will be utilized at the State Pennant Play Offs at the Greens @ the entrance over the August long weekend. The number of accredited Umpires/Measurers in Zone 15 affiliated clubs are 219 In total we have had 12 new umpires accredited at 4 Clubs and 8 re-accreditations at 8 Clubs. The standard that these people have shown at accreditation and re-accreditation has been very high. There have been a number of retirements due to Ill health, Bereavement and no longer interested, but luckily enough there are interested persons whom are prepared to put up their hands and fill the gaps by those retiring. Selectors Report - Ray Vetter 17 th May. at the Diggers our Inter Zone Seniors Side played a Selected Open Reserves Side prior to representing Zone 15 at Northmead. This was a good workout trial for our Seniors Inter Zone side. May 22 nd Our Seniors Inter Zone went to Northmead to contest the State Titles. Results were very disappointing losing our 1 st Game to Zone 7, and losing also to Zone 8. Zone 15 won their 3rd Game against Zone 2. Overall the side selected was a very strong side, but they did not play to their potential, and I feel there would have been some disappointments. They prepared themselves very well at the start. They sat and stayed together as a group. Team Captain John Roberts spoke to them prior to the first game, also Manager Col Bray looked after their needs admirably. Zone 15 were going to win their section, but this did not happen. June 17 th at Ourimbah an Open Trial was played against Zone 6. This was a very strong side selected, with emphasis placed on experience and youth. Results were Zone 15 123 Zone

6 108. 4 rink wins to 2. Winning skips were Tony Shoebridge, Lee Trethowan, Aron Sherriff, and Tony Scott. 4 out of 5 selectors were present, and were impressed with the bowls, especially the new young bowlers. From this side the Pat Geary side has been selected, with a few changes. A strong Pat Geary side has been selected for the 11 th - 12 th Aug, at Lambton. Last year Zone 15 came second to Zone 2, but the selectors feel that this is a stronger side than last year, fingers crossed. Website Manager and IT Advisor Geoff Graham Page Requests Once again the BCC Zone 15 Website has been very popular registering a total of 25,521 hits in the months of May and June. That represents a massive 57% increase over the corresponding 2 months in 2011. We also received a pleasing 4,644 hits during the 2 weekends of the Zone 15 Pennant Finals at Ettalong. I would like to thank Geoff Armstrong, Col Bray, Phil Davies and Doug Hawkins for the invaluable help they gave me providing live updates of the rink scores every 20 minutes which were then broadcast on the www.bowlscentralcoast.org.au website. Live Finals Update - We will be once again providing a 20 minute live update on Saturday 4 th, Sunday 5 th and Monday 6 th August of all rink scores from The Greens The Entrance BC during the playing of the Grade 1 State Pennants Finals so if you can t make it to The Greens to watch the live action go to the Website to keep up with all the results. Please remember you need to refresh the webpage to access the latest information. Coaches - David Cameron At the Club Coach course held at Diggers at The Entrance on 7 th & 8 th July, six new coaches were accredited congratulations go to Gary Hartley and Alan Joss [Gosford City] Derek Breen, Howie Fortis and Kevin Ivins [ Wamberal]. Clubs and Coaches are remaindered that there is now a seven month window in which they can reaccredit - six months prior and 30 days post their due date- once the 30 days are passed people will need to attend a new course to gain accreditation. All coaches due for re-accreditation next year, need to be aware that effective as of 1 st January 2013 coaches will be required to have 20 personal development points plus have a diary and certification from their club attesting to their coaching hours. According to RNSWBA database the following clubs are listed as having no male BA accredited coaches Mooney Mooney, Norah Head, The Greens and Wyong RSL. The AGM of the Academy will be held at Diggers on 13 th August at 9:30am, the meeting will be followed by a presentation on Henselite Bowls by NSW State Sales Manager David Holt. This will be an opportunity for Coaches and interested individuals to see the Henselite range and get advice from David about bowls and other Henselite products. The Academy and Zone Executive are discussing contracting Lachlan Tighe to conduct a number of Coaching workshops in the Zone The one day Workshops consist of:- Coaching and Training Skills ratings Group, squad or pennant team training preparation Individuals, pairs or junior specific training Lachlan Tighe s CV I ended up as an elite squash player and have worked in a professional capacity nationally and internationally in the sports industry since 1979 thus involved in many sports as a coach, Board Member, CEO, Marketing manager, Institute of Sport consultant, teacher/ lecturer in PE & Sport

Coaching, the Olympics, government sporting and funding authorities, national coaching committee, Development manager and High Performance Manager.
