Mainstreet Master Plan 04 Land Use Top Recommendations Active Uses: Promote active ground-floor uses such as retail, restaurants, galleries and personal services with interactive storefronts for Mainstreet abutting buildings and parcels. Benefit Increased street level activity and vibrancy will draw more visitors and businesses and strengthen the economic viability & sustainability of the corridor. Expands business opportunities in the Plan area and furthers reinforcement of the hometown feel & sense of place. More Housing: Encourage increased residential housing throughout the Plan area with a focus on multi-family housing and vertical mixed use development. Benefit Increases the number of residents within walking and biking distance to increase the activity and vibrancy of the Plan which will grow Plan area businesses. Benefit Increases the number of employees and visitors within walking distance of shops and restaurants during the day to support the long term economic sustainability of the plan area.

Mainstreet Master Plan 04 Architecture and Heights Top Recommendations Image: brittanica.com West End and Old Town Core: To provide continuity with existing buildings and character as well as increase housing and employment opportunities, buildings in these areas should be two floors minimum and four floors maximum. Elsewhere in the Plan area buildings should be a minimum of two floors and a maximum of five floors to allow for more housing, employment and business opportunities. Benefit Expands opportunities for employment and housing located right above Mainstreet businesses to support the economic vitality and health of the plan area. Mainstreet and Parker Road: To provide an architectural gateway into the downtown, emphasize the crossroads of Parker Road and Mainstreet through building heights that are a minimum of three floors and a maximum of five floors. Benefit Larger building scale serves as a wayfinding decision point for motorists, attracting them to explore the Mainstreet corridor. Benefit Provides motorists and emergency vehicles with route options which increases safety and reduces the rate of traffic volume growth on Mainstreet. Benefit Helps motorists easily find their destinations which increases user comfort and decreases congestions and conflicts caused by lost drivers. Traffic Calming: Utilizes street and intersection design and other traffic calming techniques to improve safety for pedestrians, bicyclist and vehicles and allow for a rebalance of transportation modes throughout the Plan area. Benefit Increases public safety, provides mode options and fosters for a more desirable downtown experience.

Benefit Creates an active park and public gathering space on the West End for visitors and residents. Stage Run Public Plaza: Construct a new public plaza space abutting Stage Run, in tandem with development. Benefit Creates a different and unique experience and gathering space for residents and provides an additional reason for visitors to explore the West End. Pilgrim s Place: Redesign Pilgrim s Place as a shared, multi-modal flexible space that can be closed and used as a special event space. Benefit Creates a flexible space that allows for additional smaller street events that will not require the closing of portions of Mainstreet as well as beautifies the existing roadway.
