PREAMBULE The Technical Commission processes technical problems which relate to Pétanque within CSIT. The decisions about policy and common issues are reserved to the Executive Committee and the Congress of the CSIT. CSIT sports activities (championships, training, tournaments, etc.) are organized under the responsibility of the Technical Commissions. The roles, the functioning, the financing and the composition of the Pétanque Technical Commission are defined in Technical Commissions and Championships General Regulations. The Technical Commission of Pétanque is composed of one representative per Union of CSIT participating in the championship. The Technical Commission elects a president and a secretary for four years according to the modalities indicated in the Technical Commissions and Championships General Regulations. This regulation complete the Technical Commissions and Championships General Regulations adopted during CSIT Congress in Riga, Lignano Sabbiadoro, Italy in October 2014 (and later versions). CHAPTER 1 GENERAL Article 1 The CSIT Pétanque championships are organized under the patronage of the President of the Pétanque commission CSIT and under the supervision of the sports Director of the CSIT. The CSIT Pétanque Championships may be associated with other CSIT sporting events in one place with all technical commissions represented to participate in the competitions and will be titled "CSIT World Sport Games" (WSG). The WSG are organized every two (2) years. Article 2 A member union of the CSIT can organize the World Sports Games or CSIT Championships. To do so, she must submit an application. The intermediate CSIT Pétanque championships can take place in the years between the CSIT World Sports Games. The organization must comply with the standards laid down in this Regulation. The union responsible for this must provide for an Organizing Committee whose composition and contact details will be communicated to the president and the secretary of the Technical Commission at least nine (9) months before the date of the championships. Article 3 The organizing Union will ensure as best as possible the coherence between comfortable facilities and the commitment to respect the conditions of a good course of the championships as mentioned in Chapter 2 of the General Rules of the technical commissions and championships. Article 4 The CSIT Championships take place at dates decided by the organizing Union with the agreement of the CSIT Executive Committee. Article 5 The CSIT Pétanque Championships will be held in doublets for men and one-toone for women on a maximum duration of four (4) days. CHAPTER 2 PARTICIPATION Article 6 The CSIT Championships is an open event that also welcomes non-member organizations, partners, government agencies, unions and companies. The composition of the delegation is free but must be specified at the time of preliminary inscription. CSIT PÉTANQUE- TECHNICAL REGULATIONS version February 2017 V1 Page 3 of 10

The Unions must send to the organizing committee their final participation before the deadlines. Each union must send at least one technical responsible (referee) Man and a technical responsible (referee) Woman. Article 7 All participants must be members of the Union they represent. The licenses of all participants must be deposited by the designated officials of the organizing committee before the draw. To avoid disagreements, it is recommended that Unions send photocopies of their participants' licenses before the event. The Union concerned is responsible for this justification. Article 8 Each team is under the responsibility of a delegate who must ensure, in particular, the perfect sportsmanship and dresses of the players under his responsibility. He will have to answer any call of the team for which he is responsible, to participate in draws concerning his team. For the duration of a game, he shall not move or gesticulate when the players are playing and, in no case shall he intervene on the playing fields. He will behave as a spectator. CHAPTER 3 - ELIGIBILITY CRITERIA Article 9 Players with at least one year of licensing in their union and a maximum of three participations in CSIT championships are allowed to participate. The professional players and / or having participated in a World Championship of the International Pétanque Federation (FMPJP) are not allowed. CHAPTER 4 - FAIR PLAY Article 10 The CSIT Championships are organized according to Fair Play principles. During the CSIT Championships athletes and teams can be awarded green cards for Fair Play acts. The Fair Play rules are found in Chapter 5 of the General Rules of the Technical Commissions and the Championships. CSIT PÉTANQUE- TECHNICAL REGULATIONS version February 2017 V1 Page 4 of 10

CHAPTER 5 - TECHNICAL ORGANSIZATION Article 11 The rules of Pétanque adopted for all the CSIT championships are those of the International Pétanque Federation. Forms of competitions are defined by this regulation and by the Technical Commissions and Championships General Regulations. Article 12 Pursuant to articles 2 and 3 of these regulations, the President or Secretary of the Technical Commission shall report to the Sport Director of the CSIT on the arrangements made by the organization committee. They will convene a meeting of the Technical Commission with heads of delegation and technical officials before the start of the competition to define the course of the championships. A second so-called synthesis meeting will be organized after the closing ceremony. Article 13 All CSIT Championship games are played in 11 points. Only the finals will be played in 13 points. Exceptionally, depending on the number of entries and available land, a limit time may be set. Article 14 The playing fields in which the Championships take place must respect the technical standards for the nature of the fields. The required dimension shall be 15 m x 4 m but in no case shall be less than 12 m x 3 m. They must be sufficiently illuminated, delineated and numbered. The total number of playing field will, as a minimum, be equal to a quarter of the number of committed teams. Article 15 The organizing Union will have to provide the officials essential to the course of the championship. The equipment will include: boards, speakers, control and results registrations tables, material needed for the draw, etc. It will also have to designate the persons who will be in charge of the order service and those who will participate at playing fields organisations after each test. The CSIT flag shall be placed within the limits of the facilities. For the participating nations, two flags will be installed: one on the playing fields, the other outside or near the entrance to the facilities. They will be placed in alphabetical order of participating nations, organizing country being in last place. Article 16 It is requested that during matches, the players of the same team have the same dress. The players must be dressed in colours of their unions, closed shoes. Bermuda trousers is allowed if it exceeds the knees. Longshoremen are not allowed. A badge may be remitted by the organizing committee, which includes the name of the player and the number of his team corresponding to registration. Players, delegates and referees are prohibited from smoking and drinking alcoholic beverages and use mobile phone in the playing fields. CHAPTER 6 - ORDERS OF THE PARTIES Article 17 The day and time of the draw for the composition of pools and the order of the parties shall be fixed by the organizing committee, the president and the secretary of the technical commission. It will take place in the presence of the representatives of the unions and the delegates of the teams in order to prepare the event before the start of competitions. Article 18 Two players or teams from the same Union will not be able to meet in the same preliminary pool during the 1st and 2nd phases. Players and teams not present at the Championships venue at the time of the draw may not be placed in the same pool or in a pool of three (3). Article 19 The CSIT Championship takes place in groups consisting of 6 to 10 teams according to a predefined distribution schedule (maximum 64 teams). All the teams of a preliminary pool meet each other and a ranking is established in each preliminary pool. Depending on the participation, there will be two or three competitions: the CSIT Championships, the Nations Cup and possibly the Friendships Cup. After preliminary pools, the CSIT championships and the other cups finish by direct elimination. The winner of the winning side is qualified for the second round. The loser disputes a test until the winner of the loser s side. The losers play between them. The winner disputes a test until the winner of the winner s side. The loser of the part of the losers is eliminated. In the three pools things take place as if there were a fourth team that would lose all its parts. Any team absent to play any part of the CSIT Championships is disqualified for the rest of the competition. If dispute at to the reason for the absence, the final decision rests at the Jury of the championships. Article 22 The losers of the semi-finals will play for the 3rd and the 4th place. The rest of the ranking will be based on the results in the preliminary pools. Article 23 The winners and losers of the final will be respectively declared Champions and Vice-champions of the CSIT Championships. Article 24 Teams eliminated during the CSIT Championship preliminary pools will compete in a complementary competition called Cup of Nations or Cup of Friendship. It will be played by preliminary pools or by direct elimination and will give place - if necessary - to a framing in the second round (Reduction from the number of teams to 2, 4, 8, 16,...). In the event that a Union sees several teams participating in this competition, they should not fall into the same preliminary pool unless the Union has more teams than preliminary pools. The organizing Union will reward the winners and finalists of this competition with Cups. The Nations Cup or Friendship Cup will be ranked separately. CHAPTER 7 - REWARDS Article 25 The Champions, vice-champion and the players classified 3rd will each receive a medal (gold, silver, bronze). Article 26 This allocation should include at least: Cups for players and players, from the semi-final; Medals or other souvenirs for all players; Other rewards may be provided. They are left to the initiative of the Organizing Committee; Cup of Nations for the losers due to their elimination from the main contest. CHAPTER 8 FUNDING Article 27 Each member Union in good standing with the CSIT may participate in the championships. The Organizing Union must undertake to solicit its contribution according to the conditions mentioned in the General Rules of the Technical Commissions and the championships. CHAPTER 9 REFEREES Article 28 The Organizing Union must provide for additional referees. CSIT PÉTANQUE- TECHNICAL REGULATIONS version February 2017 V1 Page 8 of 10

CHAPTER 10 JURY Article 29 At each CSIT Championship there will be a Jury composed of the President or Secretary of the Technical Commission and the official delegates. The president or the secretary of the Technical Commission shall be appointed as the President of the Jury. Article 30 In case of dispute or dispute before or during the competition, the Jury will decide on the issues to be resolved. In the event of a tie, the president shall have the casting vote. The decisions of the Jury are final. CHAPTER 11 - PROTOCOL OF THE CSIT PETANQUE CHAMPIONSHIPS Article 31 Opening ceremony The President of the organizing Union, in collaboration with the president or secretary of the Technical Commission, declare open the CSIT Pétanque Championships". Presentation of the teams at the opening ceremony The official presentation, fixed by mutual agreement between the organizing union and the president and secretary of the Technical Commission, is as follows: In official dress, the players of each union, accompanied by their president, head of delegation, delegates of the teams, preceded by the flag of their nation and a sign bearing the name of the country, will parade on the playing fields. The presidents, heads of delegation, teams and their delegates aligned on all the playing fields will be presented to the spectators by the official Delegate of the championship, Only the National Anthem of the organizing Union will close the presentation of the teams. Delegations will leave the playing fields in the same order as for the placing. Presentation of the teams in the finals The finalist teams will penetrate the playing fields, preceded by the delegates and followed by the official referees. They will be placed in front of the grandstand, to be presented nominative to the officials and the spectators. After that, the goal shall be set either by the president, the secretary of the Technical Commission or by a person designated by the president. Presentation of the teams at the closing ceremony At the end of the final, the players of the three teams ranked 1st, 2nd and 3rd will meet in front of the grandstand to take place on the podium. The President of the Organizing Union will give them the official awards cuts, medals (gold, silver and bronze). After the closing ceremony, will be performed the National Anthem of CSIT World Champion. At the same time, the flags of the nations represented on the podium will be hoisted: in the centre, that of the winner, right for the second and left for the third. That of the winner will have to be slightly above the other two. The distribution of rewards and memories is at the initiative of the organizing Union.
