1 SCHEME PREAMBLE The Government through the Ministry of Youth and Sports encourages athletes to achieve the highest level of performance in the international arena. The Cash Prize Scheme is an incentive package awarded by the government through the Ministry of Youth and Sports to athletes who have achieved excellence in major international competitions at World, Intercontinental, Continental and Regional levels. The Ministry of Youth and Sports has reviewed the quantum of cash prizes of the existing scheme to provide a new dynamism to the high level sports sector and to give more encouragement to athletes to achieve the highest level of performance in major international competitions. OBJECTIVE OF THE SCHEME The Cash Prize Scheme aims at providing a financial reward to those athletes who have obtained a medal at major international sports events. Major international sporting events are classified in order of importance into six groups as follows: Group A Group B Group C Group D Group E Group F Group G Olympic Games & Youth Olympic Games World Championships Paralympics Games Commonwealth Games, Jeux de la Francophonie, Commonwealth Championships & Youth Commonwealth Games All Africa Games, African Championships & Youth African Games Indian Ocean Islands Games Other competitions The scheme also makes provision to reward the coach of the medalist as well. However, the coach is rewarded at a non-cumulative rate of 40% of the amount received by the athlete. Category G includes competitions not listed in categories A to F and the following criteria shall be used to determine the level of the event (See Table Group G): a. Number of participating countries in the competition (Minimum of 4) b. Number of participants in the event/category (Minimum of 6) c. Pre-eminence of the competition (At least 2 years on the calendar of respective International Sports Federation) d. The event should be listed on the annual calendar of activities of respective International Sports Federation 1
2 e. The level of the competition f. Geographic representations of participating countriess (Minimum of 4 countriess from 2 continents to be considered as an Inter-Continental event and minimum of 6 countriess from 4 continents to considered as a world event) CONDITIONS OF AWARD 1. The concerned Sports Federation should make an official request to the High Level Sports Unit (HLSU) of the Ministry of Youth and Sports. The request should be supported with documentary evidence of: the official technical results of athlete/team, endorsed by the concerned international federation or African Confederation, listing at least the first 6 athletes / teams and their performance, the medal obtained by the athlete/team, the number of participating countriess & the number of participants / teams in the event / category 2. Note for major events B to E & G: (i) in case the number of participants is 3 to 5 per event, the cash prize awarded to athletes, players and teams will be reduced by 10% & (ii) in case the number of participants is 2 per event, the cash prize awarded to athletes, players and teams will be reduced by 25% 3. Note for major event F: (i) in case the number of participants is 3 per event, the cash prize awarded to athletes, players and teams will be reduced by 10% & (ii) in case the number of participants is 2 per event, the cash prize awarded to athletes, players and teams will be reduced by 20% 4. The scheme considers only Olympic events / styles as regards Olympic sports and only traditional styles in case of Non - Olympic sports. In case of disagreement on a Non - Olympic style for Non Olympic sports, the decision of the HLSU shall be final. 5. The junior category (Between 17 years and 23 years) is applicable only in Groups A2, B, D3, D4, E2 & E3 (i.e. Youth Olympic Games, World Championships, Commonwealth 2
3 Championships, Youth Commonwealth Games, African Championships and Youth Africa Games). 6. Reward for national coaches is non - cumulative of medals obtained by athletes/teams 7. In case an athlete or a team has more than one national coach, the reward will be equally shared among the national coaches. For the purpose of this scheme, terms used in this booklet are defined below: (i) (ii) Ministry of Youth and Sports or Ministry means the Ministry to which responsibility for the subject of sports is assigned. HLSU means the High Level Sports Unit to which responsibility is assigned to recommend to the Ministry the quantum of assistance to be provided to high level athletes. (iii) High level athlete means an athlete who is performing in international competitions for Mauritius at regional, continental, inter-continental and world levels. (iv) Coach means the National Coach designated by the National Sports Federation to prepare, train and advise technically athletes and teams in international competitions. (v) National Sports Federation means an association referred to in section 4 of the Sports Act. (vi) Olympic sports mean sports recognized by the International Olympic Committee. (vii) Non Olympic sports mean sports not recognized by the International Olympic Committee. (viii) International Olympic Committee means the committee responsible for the organization of Olympic Games with its headquarters in Lausanne, Switzerland. (ix) Olympic Games mean games organized under the aegis of the International Olympic Committee every four years. (x) Youth Olympic Games mean Games organized under the aegis of the International Olympic Committee every four years for those aged below 18 years old. (xi) World Championships mean competitions organized under the aegis of international sports federations. 3
4 (xii) International sports federation means any group of national sports bodies involved in the overseeing and co-ordination of the playing and administration of any particular sport at international level. (xiii) Paralympics Games mean games organized under the aegis of the International Paralympics Committee every four years. (xiv) International Paralympics Committee means the committee responsible for the organization of Paralympics Games. (xv) Commonwealth Games mean games organized under the aegis of the Commonwealth games Federation every four years. (xvi) Jeux de la Francophonie (Francophonie Games) means games organized under the aegis of the Organisation Internationale Francophone (OIF) every four years. (xvii) Youth Commonwealth Games mean games organized under the aegis of the Commonwealth games Federation every four years for those aged below 18 years old. (xviii) All Africa Games mean games organized every four years for African countriess. (xix) African Championships mean competitions organized under the aegis of any African Confederation. (xx) Youth African Games mean Games organized under the aegis of the International Olympic Committee every four years for those aged below 18 years old. (xxi) African Confederation means any group of national sports bodies involved in the overseeing and co-ordination of the playing and administration of any particular sport at the African level. (xxii) Indian Ocean Islands Games mean games organized under the aegis of the CIJ every four years. (xxiii) The CIJ means the «Comité International des Jeux des Iles de l Océan Indien». (xxiv) Junior category means competitions reserved for athletes aged between 17 and 23 years old and in accordance with the specific regulations of an International Sports Federation. 4
5 (xxv) Sub-junior category means competitions reserved for athletes aged under 17 years of age and in accordance with specific regulations of an International Sports Federation. (xxvi) Individual Sport means any sport which an individual practices on his own either in a competition or Games, or as specified in the seventh schedule of the Sports Act. (xxvii) Team Sport means any sport practiced by a group of players forming one team, either in a competition or Games, or as specified in the seventh schedule of the Sports Act. (xxviii) Team Event means any sport event where more than one athlete assembles and competes together as a group. (xxix) CJSOI Games/competitions means sports events organized under the aegis of the Commission de la Jeunesse et des Sports de l`ocean Indien 5
