Body Mass Index for Ohio s Third Grade Students A review of the Report on the Body Mass Index of Ohio s Third Graders, conducted by the Ohio Department of Health, found that childhood obesity is one of the most important public health issues in Ohio with more than 30 percent of children and adolescents classified as overweight or obese. In a 2009-2010 study, it was reported that 32.5% of third grade students living in Mercer County, where St. Henry Elementary and Middle Schools are located, have a prevalence of being overweight or obese. A map showing the percentage of overweight and obese third graders by county can be found in Appendix A. Through physical activity, such as walking or biking to and from school, or educating youth about the importance of an active lifestyle, ODOT s Safe Routes to School Program hopes to foster awareness and prevention to combat this serious public health issue. 1A. 3F. Safety Issues and Concerns. Parents overwhelming concern is students distance from school; other concerns are students age, volume of and speed of traffic along possible routes, general safety concerns, lack of crosswalks and lack of crossing guards. Intersections of concern cited by parents include Columbus and Kenneth, Columbus and Walnut, Walnut and Sycamore, and Main and Walnut. One parent suggested separating the routes older and young students take on bicycles when entering and exiting the school campus. Another parent cited flow on the school campus as a hindrance to students walking and bicycling to school. Relevant traffic crashes. After reviewing ODOT s SRTS Crash Statistics from 2007-2011, there is no record of any traffic crashes (involving injuries, fatalities, bicycles or pedestrians) within the STP study area. SECTION 4: KEY ISSUES IMPACTING SAFE WALKING AND BICYCLING TO SCHOOL Issue/Description Ohio Safe Routes to School Travel Plan St. Henry Consolidated Local Schools www.dot.state.oh.us/saferoutes 1. Issue: Distance The School District covers a rural area; many of the students homes are multiple miles away from the school campus. These rural areas lack much of the infrastructure that accommodates walking and biking. 2. Issue: Amount of Traffic Along Route SR 118 and SR 119 are busy routes which discourages parents from allowing students to walk and bicycle to school on it. 3. Issue: Speed of Traffic Along Route SR 118 and SR 119 are busy routes which discourages parents from allowing students to walk and bicycle to school on it. 4. Issue: Safety of Intersections and Crossings There is a concern of safety at intersection crosswalks and pedestrian signals on SR 118 and SR 119 along student travel routes. 12

SECTION6: PUBLIC INPUT Public Input Process: Stakeholder Meeting Date: September 3, 2013 Target Audience: Community Stakeholders Key Input Received: Overview of SRTS and the STP. Provided opportunity for comments and suggestions. Gathered Information for potential Non-Infrastructure and Infrastructure Countermeasures. Observed Dismissal & Conducted Walk Audit. Reviewed Next Steps of the SRTS Process. Ohio s Safe Routes to School Travel Plan St. Henry Consolidated Local Schools www.dot.state.oh.us/saferoutes 20 Public Input Process: Public Meeting Date: October 28, 2013 Target Audience: School community, residents, village officials and task force members. Key Input Received: Overview of SRTS and the STP. Reviewed Non-Infrastructure and Infrastructure Countermeasures. Reviewed Next Steps of the SRTS Process. Provided the opportunity for public comments. Based on public comments during the meeting some Infrastructure Countermeasures were changed and updated in Section 5C and exhibits in Appendix F. Infrastructure Countermeasure C was renamed C-1 and not changed. Infrastructure Countermeasure C-2 (suggested as Countermeasure H at the meeting) was added. C-2 includes the installation an RRFB (Rectangular Rapid Flashing Beacon) at the crosswalk at Linn and E. Main St. Infrastructure Countermeasure F was updated to show that the northern crosswalk would be relocated and utilized for the RRFB, rather than the southern crosswalk. Again based on public comments during the meeting some Non-Infrastructure Countermeasures were also changed and updated in Section 5A and 5B. A new Non-Infrastructure Countermeasure was added under the Education Countermeasures that would include hosting ODOT s Distracted Driver Simulator at a school or community event to educate new drivers on the dangers associated with distracted driving. Based on ODOT Guidance, a Non-Infrastructure Countermeasure that was included under Enforcement, Speed feedback signs, was removed. A majority of the meeting attendee s preferred Infrastructure Countermeasure C-2 (added and shown as H at the meeting) which would include the installation of an RRFB (Rectangular Rapid Flashing Beacon) at the crosswalk at Linn and E. Main Streets. A note was added to the status column in the Infrastructure Countermeasure table noting this option is listed as: Public Priority #1. In addition Enforcing the school zone speed limits was favored as the top Non- Infrastructure Countermeasure. Additional Countermeasures (H-M) were added in Section 5C and Appendix F, following a parent meeting on 11-19-13 with the SRTS Community Stakeholders team. See Appendix G for public input materials.

SECTION 7: FINAL PLAN PLEDGE OF SUPPORT Parents and staff at St. Henry Elementary and Middle Schools, the Village of St. Henry and the St. Henry Safe Routes to School planning team are joining together to improve safety and encourage more students to walk and bicycle to school. St. Henry Elementary & Middle Schools Travel Plan

What is Safe Routes to School? Safe Routes to School (SRTS) is a national and international movement to create safe, convenient and fun opportunities for children to bicycle and walk to and from schools.

What is Safe Routes to School? The program encourages and enables students in grades K through 8 to safely walk and bicycle to and from school.

What is Safe Routes to School? Walking School Bus New Sidewalks and Crossings Everything in Between

Who Does SRTS Serve? In Ohio 1.2 million students and over 3,000 K-8 schools.

Why Safe Routes to School Matters About one block from the school the sidewalk disappears and sometimes reappears across the street. Students have to walk through yards or walk in the street on their way to school and back home. Abbie Leslie, West Elementary School Lancaster, Ohio

Why Safe Routes to School Matters This picture shows a bird s eye view of an uneven sidewalk about two blocks from West Elementary. I think this sidewalk should be leveled out to make it safer for everyone. Christian Lauderbaugh, West Elementary School Lancaster, Ohio

Safe Routes to School Goals Goals 1. Improve the environment around schools to encourage walking and bicycling to and from school. 2. Expand the school s curriculum and activities to include safety and education programs for pedestrians and cyclists. 3. Hold events to encourage walking and Bicycling.

The 5 E s: Improving School Safety Education Encouragement Enforcement Engineering Evaluation

The 5 E s: Improving School Safety 1. EDUCATE students and parents regarding safe nonmotorized travel. 2. ENCOURAGE students to safely walk or bike to and from school. 3. ENFORCE rules and laws to keep pedestrians and bicyclists safe. 4. ENGINEER environmental changes for safe passage. 5. EVALUATE the impact of SRTS.

Developing the School Travel Plan Start a SRTS program in your community by developing a School Travel Plan: 1. Bring the right people together. 2. Gather information and identify issues. 3. Identify solutions. 4. Implement your plan.

Developing the School Travel Plan The School Travel Plan was Developed by the SRTS Team by completing the following tasks: 1. Held Discussions with School Administrators 2. Reviewed Parent Surveys 3. Collected Student Travel Tallies 4. Prepared School Population Maps 5. Conducted Walk Audits 6. Observed Arrival and Dismissal of Students 7. Reviewed Crash Data
